Abstract

This research is focused on knowing the achievement of the Main Performance Indicators (IKU) and Regional Performance Indicators (IKD) targets in the education sector in 2018, as well as analyzing the achievement of the 2019 targets listed in the 2017-2022 Nagan Raya RPJMK. By using secondary data, the data analysis process is carried out in a quantitative descriptive manner, comparing the achievements with the target indicators for the education sector listed in the RPJMK.  The evaluation results found that several key performance indicators had reached the target, such as the literacy rate and qualifications of D-IV and S1 teachers, although other indicators still require serious attention going forward. Regional performance indicators that achieve the target include APS, Continuing Rates from SMP/MTs to SMA/MA, Ratio of School Availability/Population Age Primary Education, Teacher/Student Ratio of Secondary Education Teacher/Student Ratio of Primary Education, and Qualified Teachers S1/D-IV. Other indicators include the expected number of years of schooling, GER, NER, the rate of continuing from SD/MI to SMP/MTs, the Ratio of School Availability/School Age Population of Secondary Education, and the Ratio of Teachers/Students Per Class Average of Primary Schools, should be a priority agenda. Future development to support the achievement of the regional vision and mission.

Abstract

This study aims to determine the impact of positive and negative externalities from the existence of laying hens on the community around the Service Technical Implementation Unit (UPTD) of the Blang Bintang Non-Ruminant Livestock Center (BTNR), Aceh Besar District, namely Data Makmur Village. The data analysis method used is descriptive qualitative with primary data through questionnaires to 38 respondents consisting of 36 percent working as entrepreneurs, 21 percent as farmers, 24 percent as private employees, builders, and homemakers. The remaining 19 percent are from other professions. The sampling method in the analysis is purposive sampling. The study results indicate that there are positive externalities from the UPTD BTNR, namely reducing the number of unemployed, creating jobs, increasing the income of the population, making socio-economic interaction relations better, and the crime rate decreasing. The effects of negative externalities include environmental pollution and declining public health. However, the negative externalities that impact the health of residents are more caused by the existence of a landfills which is also adjacent to residential areas.

Abstract

This study aims to see the amount of durian farming household income, non durian farming income, total durian farmer household income and the contribution of durian farming income contribution to the total family income of durian farmers. The research methodology in this study is a survey method, simple random sampling technique, with a total sample of 55 durian farmer families. The results showed that the average durian farm income was Rp. 2,555,000, - per month. Non-farm average income ranges from Rp. 500,000, - to Rp. 5,000,000 per month, while the average total family income is Rp. 6,250,000, - per month. So that the durian farming income to the total family income is 40.88 percent. This means that the contribution of durian farming is included in the medium category.

Abstract

This study aims to determine the development strategy of disadvantaged areas in Aceh Besar District and the obstacles faced in developing disadvantaged areas in Aceh Besar District. This study uses a descriptive quantitative approach. The population in this study was all the underdeveloped villages in Aceh Besar District as many as 32 villages. The research sample consisted of 2 villages in Montasik District, namely Lampaseh Lhok Village and Weu Bada Village. Data collection with documentation techniques. The data used are in the form of data and archives regarding underdeveloped areas, Bappenas, Ministry of Villages, Bappeda, BPS and other related agencies. The data analysis model is descriptive quantitative and quantitative in the form of SWOT analysis. Based on the results, it is known that there are several development strategies for underdeveloped areas carried out by the Aceh Besar District Government, including the field of Human Resources (HR) development strategies carried out through the education sector by increasing education personnel and increasing the number of educational facilities. In the health sector, increasing medical personnel and health advice such as puskesmas at the sub-district level and posyandu and polindes at the underdeveloped village level with locations that can be reached by all disadvantaged rural communities. In the infrastructure sector, the strategy is to improve the quality of roads in terms of length, width and surface, clean water management, transportation and irrigation by using pumping and piping systems to meet the water needs of farmers. In the economic aspect, the Aceh Besar District government carries out a strategy by prioritizing aspects of people's economic empowerment based on mukim gampong by building the agricultural, fishery, and coastal management sectors into tourist destinations. The strategy for developing social and poverty aspects is carried out by opening up various employment opportunities, in the form of aquaculture, trade, agriculture and animal husbandry. Obstacles to the development strategy for disadvantaged areas of the Aceh Besar Regency government in the form of still strong sectoral egos, the allocation of development funds is not in accordance with the target, the allocation of unsustainable development and the lack of interest in the business world in investing funds or managing disadvantaged areas in Aceh Besar Regency.
