Abstract

General elections in Indonesia that have been carried out since 1955 have proceeded without having clear election quality indicators and indicators. Improving the quality of elections is one of the keys to realizing quality democracy. Standard indicators and evaluations of the quality of elections in previous studies were not able to represent the principles of Pancasila democratic values, local political cultural values, and heterogeneous conditions of Indonesian society, so special studies were needed to improve election quality standards in accordance with conditions in Indonesia. The purpose of this study is to develop indicators and instruments for assessing the quality of National Elections in Indonesia. The research method used is library research supported by the results of relevant research. Indicators for evaluating the quality of elections are built through all aspects of the pre, post and post-election governance process. All aspects meet the principles of equality, freedom, justice, transparency, professionalism, security, integrity and adjustment of local political culture. Assessment of election quality can be carried out through the opinion trail method and measured by ordinal measurement scale. Standardization The national election quality index established and developed in accordance with the times, guarantees the accuracy of measuring the quality of elections, so that the quality of elections can be improved on an ongoing and consistent basis.

Abstract

The allocation of 20% of the district / city Regional Budget for education is thought to have implications for the achievement of the quality indicators of educators such as certified teachers. Especially after the issuance of Law Number 23 of 2014 concerning Regional Government. The purpose of this study is to analyze and describe the effectiveness of the implementation of the direct expenditure budget of the Quality Improvement Program for Educators of Basic Education, Kerinci Regency, Jambi Province from 2014 to 2018. This type of research is descriptive qualitative using the formula for calculating the effectiveness by Mahsun and then analyzed according to the effectiveness level criteria based on Regulation of the Minister of Home Affairs No. 690,900-327 of 1996 concerning Criteria for Effectiveness of the Budget. The data used are secondary data, obtained through documentation studies. The results showed that the level of effectiveness of the implementation of the budget in the Effective category. Although there is a small portion of the budget that is not realized either in the form of silpas or the budget is not spent at all. But on the other hand, the level of effectiveness is not comparable with the achievement of the organization's Key Performance Indicators such as 2017 and 2018. Therefore, for the future it is necessary to have a more careful budget planning and in-depth research on the quality of planning and implementation in aspects: performance indicators, budgets, and processes to determine the extent to which these aspects support the achievement of the organization's Key Performance Indicators.

Abstract

The gay growth in Padang City becomes more concern to society because of homosexual attraction cause sexual infectious diseases such as HIV or AIDS. Further, pressing the gay growth is one of problems that become responsibility of Public Health Office of Padang City. Therefore, counselling to the gay interpersonally thru the communication is necessary. This research use study approach with interviewing nine informan and conclude that in counselling, the counsellor have to able to approach them appropriate their characters inĀ  delivering message and communication process can be done continuously. Otherwise, the communication process will stop if the kind of message that delivered not appropriate with the gay needs. Messages from counselors are not always accepted by gays because they will only give feedback on messages that they expect. Padang City Health Office needs to conduct periodic evaluations of its objectives in order to be able to plan and resolve problems while the coaching process is taking place so as to be able to suppress the growth rate of gay behavior that has an impact on sexually transmitted diseases and HIV / AIDS

Abstract

This study discusses about Javanese ethnicity having one of the potential votes in the elections even though as a minority group. This phenomenon occurs in West Pasaman Regency. Javanese ethnic involvement in the pilkada was based on the instruction of the community leaders to elect the Javanese candidates who had advanced in the elections. On the other hand, potential Javanese ethnic groups ask for support from the community to give voting rights. This study aims to analyze Javanese ethnic identity politics in the West Pasaman regency election. This research uses qualitative method with phenomenology type. Research informants are selected using purposive sampling technique to obtain the required data. The informants interviewed the leaders of the Javanese communities, Minang and Mandailing figures, scientists who understood the community, candidates who advanced in the elections, the success team and the chairman of the West Pasaman Regency DPRD. The results of this study found First Identity similarity was obtained through a long process of adaptation, as well as through the background of individuals/groups from transmigration, retired military officers and from Suriname. Both similarities in race, religion, national origin, or a combination of these categories created an inter-ethnic Javanese ethnicity in a community shelter. The three Javanese ethnics as having the potential for votes are based on joint solidarity to choose their own ethnicity in the elections, the aim of the struggles to place their representatives in the government and provide benefits for their existence. The fourth Political identity is carried out by Javanese as the vice regent candidate, namely the campaign by asking for support to the Javanese community and conducting political contracts.

Abstract

Penelitian ini bertujuan untuk mengetahui Pengaruh Implementasi Kebijakan Peraturan Daerah Nomor 8 Tahun 2016 Terhadap Peningkatan Kualitas Pelayanan Publik Pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Pasaman Barat Tahun 2019-2020.Teori yang digunakan sebagai pijakan adalah Teori Implementasi Kebijakan Charles O. Jones.Metode penelitian yang digunakan adalah metode kuantitatif dengan tipe penjelasan (explanatory research).Teknik yang digunakan dalam pengumpulan data menggunakan kuesioner, sedangkan analisis data disajikan dalam bentuk tabulasi silang dan pengujian hipotesis meggunakan teknik korelasi Kendall Tau. Hasil Penelitian menunjukan bahwa Variabel X memiliki hubungan positif terhadap Variabel Y. Dengan keeratan hubungan sebesar 0,899 Organisasi, 0,903 Interpretasi, 0,989 Penerapan serta koefisien korelasi dinyatakan positif signifikan. Ini artinya jika Variabel X meningkat maka Variabel Y akan ikut meningkat. Sehingga dinyatakan bahwa Peraturan Daerah Nomor 8 Tahun 2016 memiliki hubungan sekaligus pengaruh terhadap Peningkatan Kualitas Pelayanan Publik Pada Dinas Kependudukan Dan Pencatatan Sipil Kabupaten Pasaman Barat Tahun 2019-2020.

Abstract

This study aims to construct the model for the length of hospital stay for patients with COVID-19 using quantile regression and Bayesian quantile approaches. The quantile regression models the relationship at any point of the conditional distribution of the dependent variable on several independent variables. The Bayesian quantile regression combines the concept of quantile analysis into the Bayesian approach. In the Bayesian approach, the Asymmetric Laplace Distribution (ALD) distribution is used to form the likelihood function as the basis for formulating the posterior distribution. All 688 patients with COVID-19 treated in M. Djamil Hospital and Universitas Andalas Hospital in Padang City between March-July 2020 were used in this study. This study found that the Bayesian quantile regression method results in a smaller 95% confidence interval and higher value than the quantile regression method. It is concluded that the Bayesian quantile regression method tends to yield a better model than the quantile method. Based on the Bayesian quantile regression method, it investigates that the length of hospital stay for patients with COVID-19 in West Sumatra is significantly influenced by Age, Diagnoses status, and Discharge status.

Abstract

Partisipasi masyarakat memiliki posisi yang sangat penting dalam perencanaan pembangunan, karena pada dasarnya masyarakat adalah pihak yang paling mengetahui masalah dan kebutuhannya sendiri. Oleh karena itu perencanaan pembangunan yang partisipatif menjadi amanat undang-undang yang harus dilaksanakan oleh pelaku pembangunan yang diregulasikan melalui Undang-undang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional. Regulasi produk hukum ini sekaligus meretas kebuntuan paradigma pembangunan top-down menjadi pembangunan bottom-up. Metode penelitian ini menggunakan metode deskriptif kualitati dengan pendekatan pembangunan model bottom-up, dimana model ini adalah partisipatoris, yaitu model melibatkan masyarakat dalam rangkaian proses perencanaan pembangunan yang dalam penelitian ini melihat partisipasi politik dalam pembangunan di Desa Lubuk Tenam, Jambi. Berdasarkan hasil penelitian yang dilakukan bahwa perencanaan partisipatif dalam pembangunan daerah belum dilaksanakan dengan baik ditandai dengan keengganan masyarakat ikut berpartisipasi, kemampuan aparat dan masyarakat dalam melaksanakan perencanaan partisipatif belum memadai dan tim delegasi Desa Lubuk Tenam belum mempunyai kemampuan untuk negosiasi pada musrenbang kecamatan maupun kabupaten sehingga dapat ditarik kesimpulan bahwa masyarakat dan pemerintah mempunyai peran terkait rendahnya partisipasi masyarakat dalam perencanaan pembangunan.

Abstract

The ethics of state civil servants (ASN) in providing public services has so far received special attention in order to realize quality public services. This study aims to determine and assess the Behavioral Standards of the State Civil Apparatus in Improving Public Services at the Civil Registry Service Office of Padang Pariaman Regency. The research method used is qualitative with a case study approach. The results of the researchers found that the standard of behavior of the state civil servants (ASN) at the Dukcapil Service of Padang Pariaman Regency went well. This is marked by the existence of several awards obtained by the Civil Registry Service Office of Padang Pariaman. Based on the theory initiated by Kumorotomo (2013), there are three important ideas in administrative ethics. First, ASN order. Every work action carried out by every ASN at the Civil Registry Service Office of Padang Pariaman Service will get results after an assessment, which is given rewards and punishments based on behavioral assessments. Second, the efficiency of ASN performance, the quality of ASN performance at the Civil Registry Service Office of Padang Pariaman is the result of ongoing trainings held by the Civil Registry Service Office of Padang Pariaman. The third awareness of ASN as a Public Administrator, in this case the Civil Registry Service Office, Service has a standard of behavior that is addressed to all ASN and employees/officers and is stated in the Rules of Value and behavioral guidelines at the Dukcapil Service of Padang Pariaman Regency.

Abstract

Public integrity and politicians will be seen when they are faced with public policies concerning the management of state assets. This is because, when the public official is faced with conflicting obligations, but is able to provide solutions to the exclusion of personal or group interests. The integrity of public politicians, good governance will be created. The problem is, currently the public of politicians with integrity are rarely found, the many conflicts of interest make public officials waste their spending on the state, ultimately resulting in inefficient and low quality public policies. The case that occurred in the Bukit Pamewa Village government, Mentawai District, reflects that there has been a degradation of the integrity of the public politicians. Village funds budget (ADD) which should be used for the welfare of the community through development, was apparently not implemented in accordance with the program or activity plan. The results of this study found that abuse of public officials' authority over the use of public funds carried out by the Village Head together with his equipment was seen in the determination of the amount and budget allocator there was always the interest of the Village Chief who was accommodated by the Village Apparatus. This study uses a qualitative method, where the theory of budgetary politics and elite theory is used as a knife for analysis.

Abstract

Social movements are a typical form of community activism, where there is a form of collective action with a clear conflictual orientation and bound by a sense of solidarity and a strong collective identity. This article highlights the success strategies of the Minangkabau community movement that are members of the Minangkabau Community Forum (FMM) rejecting Siloam's investment, and advocating for the policies of the Padang City Government (Pemko) regarding the principle permit for utilization of room number 650.44 / Bapeda / II-2013. FMM assesses that the City Government's policy has threatened the values of the customs and religion, mobilizing collective action based on cultural issues, where Adat Bersandi Sarak, Sarak Bersandi Kitabullah is used as the main frame to mobilize the community to support advocacy.
