Abstract

Innovation in government organization through managing knowledge is important current research results. This research objective were to look at knowledge management in improving public services, particularly in public licencing process. Research problem was how sense making, knowledgecreating and knowledge sharing in public licencing services of Yogyakarta city. Research found that knowledge sharing and creating took place in midlle and bottom of organization level. Stages of innovation at the Licensing Agency began with the formulation of the problem, which consists of thousands of service files can not be known with certainty the level of completion. In the next stage, a member organization consisting of experienced employees who tried to solve by making the development of information systems. Abstract

E-procurement is an important intrument toprevent corruption in goods and servicesprocurement budget. Indonesia has beenimplementing the e-procurement project since2008 based on Presidential Decree. Presidenthas stipulating annual order (presidentialinstruction) has to be obey by all ministries andlocal governments to procure their budgetthrough r-procurement mechanism. However,untill 2012 fiscal year, this research found thatonly around 10.26% of central governmentinstitution procurement budget, includingministries and 21,10% of local governmentprocurement budget did procure through eprocurementmethod. This research concludedthat regulation, leadership and procurementintitution are challanging factors to make“status quo” e-procurement.

Abstract

This article aims to explore the relationship between local government and civic groups in the budget planning of the local government of Malang in Indonesia. A qualitative method are applied in this study. The findings indicate that; firstly, there isa relationship between local government and civic groups showingthat the principles of democracy (equality, participation, and justice) remain insuffi- cient in the budget planning. Secondly, the local government has dominated civic groups in the process of approval of the budget planning.These findings contribute to developing budget planning in Malang to find a way to establish democratic budget policy and to establish budget policy regarding public needs and preferences. Therefore, the local government should realize that public par- ticipation is a way to achieve democratic budget policy. On the other side, civic groups may need tobuild civic awareness and a willingness to participate in the budget policy, through civic education.

Abstract

Corruption in Indonesia takes various forms and involves various parties including the local leaders. The aim of this study is to analyze various forms of bribery involving the heads of regencies/Mayors. This study employs qualitative method and focuses on corruption cases in four regencies namely Bangkalan, Karawang, Tegal and Madiun. The research is supported by the Nvivo12 software package that enable researcher to categorize and homogeneous the enormous data. The study found that there are various types of bribery committed by the heads of regencies that include either direct bribery, levies, forced bribery (extortion), or tribute. The type of bribery depends on the specific conditions of each area. The types of corruptions can also be distinguished into hidden and open corruption. Open corruption refers to corruption that involves local governmental units.

Abstract

This study's bibliometric analysis evaluates the scope and trends of theory-related policy publications in various international journals. The method used the Scopus search engine on random journals in identifying policy-related publications. The study also used a data visualization software called VOSviewer to analyze the results, underlying network linkages, and information production trends in policy analysis. The findings shows that only a few proportions of policy-related researches apply theories in their study. Field-specialized journals were having practitioners publish less research as compared to interdisciplinary science and technology journals. This article calls for greater engagements among scholars, and for policy researchers to more explicitly consider how their work might contribute to the understanding of the policy challenges. The findings also shows that it is important to recognize the approach and theory behind policy development to determine the incremental nature of aspects involved in policy development. It is extremely valuable to be clear that if one deals only with conceptual level of policy research without testing those ideas against independent empirical information, then scientific theory development is not possible. Abstract

Cases of human rights violations against Uighur Muslims in China have generated various condemnations from the international community. Various forms of protest, ranging from taking to the streets, complaints in mass media, and on social media. Several countries officially submitted objections to the Chinese government, including the superpower country of the United States. This research wants to see how the forms of protest in social media Twitter analyze the network patterns and relationships between the formed actors and the possibility of a new social movement. Through the hashtag feature on Twitter, researchers can analyze networks, messages, and protest delivery distribution using the Social Network Analysis (SNA) method. This study uses qualitative research methods, data collection by analyzing Twitter media activity, which is used as a protest to the Chinese government. The data was processed using NVivo 12 Plus software. The results showed that the relationship between actors in the use of social media Twitter has pressure on public opinion in parts of the world, the network pattern that connects countries in response to the issue of intimidation by the Uighur Muslim community, social protests that are always given by Twitter users as a place to pressure the Chinese government, and created a new social movement carried out by countries that support the resistance to intimidation by the Uighur people in Xinjiang.

Abstract

One of the technological developments in politics is the use of E-Voting technology in elections. E-Voting has been done to improve the quality of election results and reduce votes after the election. This paper discusses explaining the purpose of E-Voting in holding simultaneous village head elections in Sleman Regency using descriptive qualitative methods. This type of data consists of content from websites, local government, and online news with analysis using the Nvivo 12 Software plus the explore crosstab query and cluster analysis. This paper reveals that the level of trust in the use of technology in E-Voting from the Regional Government of Sleman Regency of 29.23% will affect the effectiveness of 32.31%, efficiency 21.54%, and transparency the election results of 10.77%. To realizing agreement and energy in the election of village heads based on E-Voting in Sleman Regency, a ballot replacement will carry out with a "smart card." The readiness of human resources from the organizers was carried out with workshops and technical guidance against the primary professional staff (TTU) and field technical staff (TTL). To support the community's readiness, the Regional Government conducts socialization and simulation in advance about the use of E-Voting tools.

Abstract

E-procurement system is a procurement of goods/services implemented by using information systems and electronic transactions conducted by LPSE as an organizer and vendor as provider of goods /services. This study aims to predict and explain the determinants of interest in the behavior and behavior of users in using e-procurement by employees at construction companies that are suppliers for West Nusa Tenggara Provincial Government in the procurement system of goods/services. The research method used is quantitative method by distributing questionnaires to 114 respondents who work and have position as manager, assistant manager, supervisior and staff. This research develops Unified Theory of Acceptance and Use of Techonology (UTAUT) and Information System Success Model, then data is processed using Partial Least Square (PLS). The result of this research shows that performance expectancy, Effort expectation, system quality act as determinat interest behavior with value of R² 0.441 while conditions that facilitate and interest behavior as determinant of behavior of usage with value R² 0,277. Meanwhile, the results of the UTAUT model development and information success model in this study can explain and predict the uncertainty that often arises when individuals transact electronically through the E-procurement system.

Abstract

Bondary not only separate territories that are owned by different communities or countries but also ensure the safetyand well-being balanced between each area concerned. Riau Islands Province is leading directly adjacent to neighboringcountries such as Malaysia, Singapore, the Philippines, and Thailand. Conditions islands region in Riau (RiauIslands) are very much separated by an ocean, the area is 252 601 km2 area consisting of 1,350 islands and 96%Ocean thus making control range of the government in development planning very difficult. This study will look at howthe government’s Agenda Setting in the border area development planning Riau Islands, which will discuss the issueand political currents flow in the policy agenda to the policies made by the government of Riau islands as borderregions.The method used in this study is qualitative. The study was conducted in Regional Development PlanningBoard (Bappeda) Riau Islands Province, the Regional Border Management Agency (BNPPD) Riau Islands Provinceand Commission III of the House of Representatives (DPRD) Riau Islands Province. Data collection techniques performedin this study were interviews, collecting data document written and unwritten, and non-participant observation.Results from this study is the first, the flow of matter to explain the issues and problems that occur on the borderof Riau Islands namely the problem of limited infrastructure such as facilities and infrastructure such as facilities andinfrastructure of housing, education, health, security, and also facilities and transport infrastructure, telecommunications,and Other causes of this region have low accessibility and isolated from the surrounding region. Secondly, theflow of Politics explains the policy process and then view and objectives to be achieved still has a perception about theconstruction of the border is still different, the level of public participation, NGOs, academics and NGOs are stillrelatively low, the handling is still partial, sectoral and yet integritasi, coordination has not gone good, both amongsectoral, national level and between the central government and local governments, commitment and developmentbudget in the border area is still relatively minimal. Third, Flow Policy describes several emerging priorities namely,development of processing industry, fishery and tourism in a sustainable manner in order to support the sector ofmaritime, increasing production and agricultural productivity, as well as self-reliance and food security community,Improved connectivity between regions and between the island and the means and basic infrastructure of society,Improving the quality of the environment and forestry, natural disaster mitigation and climate change, peningatanquality human resources and well-being equitable and civilized society, Improving the quality of public services andgood governance.

Abstract

When the Law No. 32 of 2004 on Regional Government was passed, which was originally centralized to decentralized, then wujudkannya regional autonomy. In addition to the inception of the autonomous regional government also established a special department to conduct government functions that are specific, D.I Yogyakarta one with Act No. 13 of 2012 on Privileges D.I Yogyakarta. Special Region of Yogyakarta has authority to maintain cultural values, the need for institutions that are able to maintain the cultural wisdom. This type of research is descriptive quantitative research. The type of data that are used are primary data and secondary data, with interview techniques and documentation. The analysis unit is composed of the  Department of Culture DIY, DIY DPRD Commission D and the palace DIY. Interactive analysis techniques using a model consisting of three things: data reduction, data presentation and conclusion. Based on the results of the study concluded that the regulatory pillar in this study was measured by an indicator of rules or laws relating to cultural values, sanctions and monitoring. Regulative as factors supporting the implementation of cultural values able to push all the elements in the institution and community groups in order to apply the values of the culture in daily life hari.Pilar normative in this study was measured by an evaluation and the obligations and responsibilities in the institutional Autonomy jawab.Evaluasi field Culture has been done by issuing a regulation on protecting the culture in DIY.
