Abstract

Conflicts on political parties is a routine phenomenon that occurred in Indonesia. This happens due to lack of awarenessin organizing both the elite and party leaders in reducing conflict.Meanwhile, the Golkar Party is the party whoplaced second in the 2014 election yesterday, but Golkar did not choose/decide a candidate to be a President. Suchconditions are the initial emergebce of internal conflict in the Golkar party DPD West Sulawesi, where there is a viewdifference of cadres in the district against the direction of the coalition that was built under the leadership of the DPPhandled by Aburizal Bakri. That difference led to the dismissal of Anwar Adnan Saleh, chairman of DPD Golkar Party ofWest Sulawesi.Based on the explanation above, while the issues raised in this study is:first, how far is the extent of theinternal conflicts within the Golkar DPD of West Sulawesi, second, how is the relations of conflict with the election ofcadres on the nomination of the head of the region in several districts in West Sulawesi.Meanwhile, the method usedin this research is qualitative descriptive with the use of case studies (case studies) that intensively conducted,thorough and in-depth on aorganization, institution or certain symptoms. While data collection techniques that wasused are observation: to observe the objective conditions in the field, interviewing actors involved in the internalconflict DPD Golkar Party and Documentation.The results showed that: first, the cause of the conflict is a result of thedeactivation of DPD Golkar chairman by the board of DPP that involving protests by a number of cadres in the areaover the dismissal. Secondly, the presence of Nurdin Halid as a Tasks Executor increasingly heat uo the embryo ofInternal conflicts in the party. Third, as a result of doing the dismissal by the board DPP to Anwar make part of otherDPD to highlight and heat uop the conflict because they think that the central committee does not consider the resultof the dismissal, fourth, a split that occurred in the internal of Golkar Sulbar greatly affect the electability of cadres inthe nomination due to conflict rushing in Golkar, thus forcing the heads of district administrators do the election offigure to win the elections. Not even a half-hearted to enforce Golkar to form a coalition with the bearer party of acandidate in one district in West Sulawesi.

Abstract

The use of social media on Twitter can generate new movements to improve the welfare of the community, one of which #Gejayanmemanggil in forming a new campaign to move a united mass. The research used Nvivo12 Plus-based technology applications to obtain Eisen data. This study revealed the use of social media Twitter on the dissemination of #Gejayanmemanggil information. The qualitative method was employed to find a model for social media use as mass communication. The data in this study was taken from Twitter. Results of the data analysis showed that #Gejayanmemanggil proved to be very effective activity on student social movement.

Abstract

Political contestation in the context of the General Election is related to the importance of the role of constituents as the owner of sovereignty, especially to guarantee the quality of an election. However, in practice, the critical role of the constituents seems to be an irony when elites who fight as actors are trapped in a latent condition. That shows there is a misconception in interpreting the nature of power and how to get it. For the actors, the post-conflict local election is only a means to gain political power superficially and ignore other things. Therefore, cheating in political contestation also seems to be necessary for those who think it is rational.

Abstract

One of the technological developments in politics is the use of E-Voting technology in elections. E-Voting has been done to improve the quality of election results and reduce votes after the election. This paper discusses explaining the purpose of E-Voting in holding simultaneous village head elections in Sleman Regency using descriptive qualitative methods. This type of data consists of content from websites, local government, and online news with analysis using the Nvivo 12 Software plus the explore crosstab query and cluster analysis. This paper reveals that the level of trust in the use of technology in E-Voting from the Regional Government of Sleman Regency of 29.23% will affect the effectiveness of 32.31%, efficiency 21.54%, and transparency the election results of 10.77%. To realizing agreement and energy in the election of village heads based on E-Voting in Sleman Regency, a ballot replacement will carry out with a "smart card." The readiness of human resources from the organizers was carried out with workshops and technical guidance against the primary professional staff (TTU) and field technical staff (TTL). To support the community's readiness, the Regional Government conducts socialization and simulation in advance about the use of E-Voting tools.

Abstract

AbstractLevel of citizen participation has increased in the advent of digital government. A significant change in participation behavior through the Government's web 3.0 platform occurred in 2017, right after the Government of DKI Jakarta decided to move to the new web 4.0 platform without removing the previous one. Findings revealed that there is an overlapping and confusion in the community since both platforms are still running in the same time. However, there has been a significant drop in the level of e-participation on the web 3.0 platform, and yet based on the number of reports, there is no indication that the community has moved to the web 4.0 platform. This academic paper will analysis either the implementation of the new platform is a good idea or not by comparing the data gathered from the government Citizens Relationship Management (CRM) platform and the previous platform. Data gathered were analyzed by referring to sustainable and replicability aspect. Temuan mengungkapkan bahwa ada tumpang tindih dan kebingungan di komunitas karena kedua platform masih berjalan dalam waktu yang bersamaan. Namun, telah terjadi penurunan yang signifikan pada tingkat partisipasi elektronik pada platform web 3.0, namun berdasarkan jumlah laporan, tidak ada indikasi bahwa komunitas telah berpindah ke platform web 4.0. Makalah akademik ini akan menganalisis apakah implementasi platform baru itu ide yang baik atau tidak dengan membandingkan data yang dikumpulkan dari platform Citizens Relationship Management (CRM) pemerintah dan platform sebelumnya. Data yang terkumpul dianalisis dengan mengacu pada aspek keberlanjutan dan replikasi. Selain itu, analisis kebijakan tentang perubahan sebelumnya dan selanjutnya diperlukan untuk memeriksa apakah kebijakan baru akan mengarah pada praktik tata kelola yang lebih baik.Kata kunci: e-government, pemerintahan terintegrasi, smart city, DKI jakarta

Abstract

The rise of corruption cases that occur in Indonesia today, if we see corruption cases in Indonesia every year is always increasing, not decreasing, this causes people to feel angry with corruptors. The percentage and network of corruption Angelina Sondakh of the Supreme Court Judge's Decision No. 1616k / Pis.Sus / 2013 is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Angelina sondakh corruption case in the Supreme Court's Decision No. 1616 K / Pid.Sus / 2013. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the Supreme Court Decision No. 1616 K / Pid.Sus / 2013 and previous research relating to the Corruption of Angelina Sondakh. The results of this discussion The conclusions that the author can take from the presentation of the analysis above are based on the decision of the Supreme Court No. 1616 K / Pid.Sus / 2013 analyzed with Nvivo 12 Plus in general from the four processes above can be seen Corporate 9.05%, Government 7.62%, Political Parties 0.32% and Political Consultants 0%. Abstract

This research purpose is to examine the aristocrat's power in the perspective of habitus, capital, and arena. This type of research is qualitative. The results of the research show from the habitus perspective, the leadership of the descent line has gained legitimacy by the people with the “lontara” principle that is still held firmly by leaders from the aristocracy until now and Aristocrats has been prepared to become a leader from next generation. From Arena perspective, it can be seen that patronage of bureaucracy and parties has a great influence on the continuity of aristocratic power and the political system produces political opportunities that are influenced by the popularity and capacity, Finally, Capital owned by the aristocrats that are social, symbolic, economic and cultural, of the four capital the most powerful is capital symbolic because the title of aristocrat roommates then capitalized as a political tool to reap the votes in political contestation.

Abstract

Open Government Data (OGD) is a database produced by the government that can be freely accessed, used or modified, therefore, this is a support to increase transparency and public participation. This article aims to analyze the effectively optimizing Open Government Data on the Jogja Go Open Data “JAGO DATA” in Yogyakarta Municipality. Furthermore, the methodology of this article uses qualitative research with in-depth interviews and literature, moreover, the variables of this research are focused on legal guidelines and frameworks (crosstab query is 47.5%), the ability of web portal system (crosstab query is 27.5%), and human resource in government and its attitude (crosstab query is 25%), therefore, its data findings were analyzed with Nvivo 12 plus software. The result of this article shows that the Yogyakarta city government successfully implemented JAGO DATA to support transparency, accountability, and encourage public participation, moreover, it is has implemented directives regarding Open Data regulation and its innovation designed with a collaborative among regional-level work units (SKPD). Therefore, the JAGO DATA portal is rated as user-friendly with the model used at the information stage and its maturity of a web portal is still in the pre-adoption level.

Abstract

This study aims to analyze the implementation of Open Government in Indonesia and the Philippines, where the two countries were part of the founders of the Declaration of Open Government from Southeast Asian countries. In the era of all-technology, the demand for improving the quality of government services is very much needed, given the existence of information technology that can be adopted in governance. So that the request for easy public access in supervising the performance of the Government as well as to combat acts of corruption committed by the Government is an obligation that the Government must fulfill. This writing uses a literature review from 329 journals. These journals were obtained from Scopus, then downloaded in RIS format. After that, the RIS file is processed in the Vosviewer software. The results of the Vosviewer become a reference in analyzing the data presented regarding Open Government. The results of this study indicate that responding to Open Government requires government data that is transparent, democratic, and the participation of citizens to control and monitor whether the state has implemented open data or not.

Abstract

The idea of ​​building a new capital city is a recent issue that has been widely discussed in Indonesia. To help observe the urgency of these ideas, research results are needed by analyzing several published documents available globally. This helps study the evolution of the discourse of moving the new capital city through research results. This study aims to fill the gap in previous research on moving the State Capital with a bibliometric analysis approach. The bibliometric analysis research method maximizes the analytical tool, namely Vosviewer. This approach explores relocating the National Capital by reviewing publications and research globally, especially in the socio-political field indexed in the Scopus database. This study found 176 most relevant publication documents and was considered influential on other published documents. In line with the discourse on relocating the Indonesian capital, this study finds that the tendency of Indonesian researchers to distribute publication documents is very minimal globally, but the results of this study view that the study of the relocation of the National Capital has the potential to be extensively researched in the future, especially in the socio-political field. Some topics are relevant to be studied, including urbanization, regional development, economic development, political geography, government relocation, modernization, identity construction, state-building, climate change, and others. The contribution of this research becomes a reference for further researchers in determining the position of contributions to the development of more relevant research in the future.
