Abstract

Open Government Data (OGD) is a database produced by the government that can be freely accessed, used or modified, therefore, this is a support to increase transparency and public participation. This article aims to analyze the effectively optimizing Open Government Data on the Jogja Go Open Data “JAGO DATA” in Yogyakarta Municipality. Furthermore, the methodology of this article uses qualitative research with in-depth interviews and literature, moreover, the variables of this research are focused on legal guidelines and frameworks (crosstab query is 47.5%), the ability of web portal system (crosstab query is 27.5%), and human resource in government and its attitude (crosstab query is 25%), therefore, its data findings were analyzed with Nvivo 12 plus software. The result of this article shows that the Yogyakarta city government successfully implemented JAGO DATA to support transparency, accountability, and encourage public participation, moreover, it is has implemented directives regarding Open Data regulation and its innovation designed with a collaborative among regional-level work units (SKPD). Therefore, the JAGO DATA portal is rated as user-friendly with the model used at the information stage and its maturity of a web portal is still in the pre-adoption level.

Abstract

Public participation is the right and obligation of citizens to contribute to development by contributing to initiative and creativity. Public participation has also attracted a lot of attention from academia as a concept of public policy. The authors conducted a systematic literature review of published articles in the social sciences to enhance our understanding of public participation. Some of the main issues are explained in this area through the NVIVO 12 plus software that qualitative analysis tool. The main issues are community, development, government, information, and interests. This article raises several propositions on the matter. This article suggests some new topics for further research.

Abstract

During 2000-2018 various disease outbreaks (extraordinary occurrences) continued to occur in Indonesia. Its endemic disease outbreak has fluctuated with other endemic, both infectious and non-communicable diseases. This epidemic's vulnerability gives concern for the government to try to deal with various outbreaks that hit Indonesian citizens. This paper aims to review and analyze frequent outbreaks and the extent of the Indonesian government's in tackling disease outbreaks – including policies and its health resources. By analyzing the successes and failures of policies that have occurred, our findings conclude that adequate governance is needed in dealing with disease outbreaks –including Diarrhea, DFH, and Measles. Therefore, the government's key concern is the need for new policies alternative in dealing with disease outbreaks (in cases; Diarrhea, DFH, and Measles), health budget ability, equitable development of health facilities, and equal medical distribution personnel.

Abstract

AbstrakTren dakwah digital di media sosial akhir-akhir ini banyak menyita perhatian beberapa organisasi Islam, termasuk Muhammadiyah sebagai organisasi Islam moderat dalam mengamalkan dakwahnya melalui twitter. Dakwah digital termasuk penyiaran terkait gerakan filantropi telah lama disiarkan melalui kanal twitternya. Tulisan ini bertujuan untuk mengeksplorasi gerakan filantropi dalam penanganan wabah Covid-19 dari tweet yang disiarkannya pada periode Maret 2020 hingga Agustus 2020. Selanjutnya, metode kualitatif eksploratif telah digunakan dalam tulisan ini. Kemudian, alat analisis penelitian menggunakan perangkat lunak NVivo 12 plus untuk menangkap intensitas 'tweet' dan mengeksplorasi tweet dakwah berbasis gerakan filantropi. Hasil penelitian menunjukkan bahwa Muhammadiyah sebagai organisasi Islam moderat menjunjung tinggi gerakan sosial yang tercermin dari keterlibatannya dalam upaya penanggulangan Covid-19 dengan menyebarkan praktik dakwah berbasis gerakan filantropi. Gerakan filantropi yang dilakukan oleh Muhammadiyah telah ditangkap melalui media sosial Twitternya yaitu ‘@muhammadiyah’. Tweet yang dihasilkan telah banyak menyalurkan informasi tentang kegiatan dan program yang telah dan sedang dilakukan serta menghimpun berbagai aktor yang turut andil dalam penanganannya wabah Covid-19. Muhamamdiyah telah bekerjasama dengan pemerintah pusat dan beberapa pemerintah daerah, LSM, dan pemerintah luar negeri yaitu Australia melalui Departemen Luar Negeri dan Perdagangan Australia (DFAT). Berdasarkan variabel yang diteliti menunjukkan bahwa Advokasi dan Pemberdayaan untuk dakwah berbasis filantropi Muhammadiyah memiliki 164 tweet. Variabel asosiasi memiliki intensitas 100 tweet, variabel pemberian memiliki intensitas 96 tweet, dan terakhir variabel pelayanan 210 tweet. Dengan demikian, hal ini menandakan bahwa Muhamamdiyah merupakan organisasi yang menjunjung tinggi rasa kemanusiaan melalui praktik-praktik filantropinya, terlebih pada saat wabah Covid-19 merebak. AbstractThe trend of digital da'wah on social media lately has confiscated several Islamic organizations' attention, including Muhammadiyah as a moderate Islamic organization in practicing its da'wah via twitter. Digital da'wah, including broadcasts related to the philanthropic movement has long been broadcasted through its twitter channel. This paper aims to explore the philanthropic movement in handling the Covid-19 outbreak from the tweets it broadcast in March 2020 to August 2020. Furthermore, qualitative exploratory methods have been used in this paper. Then, the research analysis tool use NVivo 12 plus software to capture the intensity of the 'tweet' and explore the da'wah tweets based on the philanthropic movement. The results showed that Muhammadiyah, as a moderate Islamic organization, upholds social movements as reflected in its involvement in the effort to tackle Covid-19 by spreading the practice of da'wah based on the philanthropic movement. The philanthropic movement carried out by Muhammadiyah has been captured through its Twitter social media, namely '@muhammadiyah'. The resulting tweets have channeled much information about the activities and programs that have been carried out and brought together various actors who took part in handling the Covid-19 outbreak. Muhamamdiyah has collaborated with the central government and several local governments, NGOs and foreign governments, namely Australia, through the Australian Department of Foreign Affairs and Trade (DFAT). The variables studied show that Advocacy and Empowerment for Muhammadiyah philanthropy-based da'wah have 164 tweets. The Association variable has an intensity of 100 tweets, the Giving variable has an intensity of 96 tweets, and finally, the Service variable has 210 tweets. Thus, this indicates that Muhamamdiyah is an organization that upholds humanity through its philanthropic practices, especially when the Covid-19 outbreak.

Abstract

Artikel ini membahas tentang kondisi lingkungan hutan dan lahan yang dibingkai oleh berita online. Penelitian yang berfokus pada kondisi hutan dan lahan di provinsi Nusa Tenggara Barat-NTB, Indonesia ini untuk mengidentifikasi bingkai pada konten artikel dari berita online. Analisis isi berita online didasarkan pada koding yang telah ditentukan sebelumnya. Studi empiris kualitatif dilakukan berdasarkan pada 31 berita di SuaraNTB.com yang membahas masalah kondisi hutan di NTB. Konten dianalisis dengan menggunakan software NVIVO 12 plus sebagai alat analisis data kualitatif, dengan beberapa tampilan query dan menggunakan model framing Robert M. Entman (1993) sebagai pisau analisanya dengan beberapa elemen kunci seperti mendefinisikan masalah, mendiagnosis penyebab, membuat penilaian moral, dan rekomendasi. Secara keseluruhan, berita online yang disiarkan oleh berita online SuaraNTB menyiratkan perlu adanya kebijakan pemerintah untuk menangani hutan yang semakin kritis. Ditemukan Motif ekonomi dibalik masalah lingkungan hutan dan lahan tersebut. Artikel ini berkontribusi untuk menemukan penyebab kompleksitas latar belakang hutan yang tidak lestari di provinsi NTB dan sebagai bahan utama untuk penelitian lebih lanjut.

Abstract

Artikel ini bertujuan untuk menganalisis sejauh mana spending review berbasis Performance-Based Budgeting (PBB) terhadap APBD Kabupaten Sleman tahun 2017-2018. Selanjutnya, artikel ini menggunakan metode kualitatif yaitu untuk mengidentifikasi dan menafsirkan sebuah konteks terkait spending review yang perlu di identifikasi secara mendalam. Kemudian, perolahan data dilakukan melalui studi kajian literature (online dan offline). Sebagaimana penggunaan teknik analisis data dalam penelitian ini dilakukan dengan tahapan kodifikasi data, penyajian data dan hasil data penelitian. Hasil penelitin ini menunjukan bahwa kondisi anggaran belanja daerah Pemerintah Kabupaten Sleman Tahun 2017 dan 2018 mengalami kenaikan, namun ditinjau pada sektor anggaran belanja pegawai Pemerintah Kabupaten Sleman mengalami penurunan. Selanjutnya hasil review alokasi yang dilakukan terhadap realisasi anggaran belanja daerah terjadi penghematan anggaran belanja dari tahun 2017 ke 2018. Kemudian, untuk review tolak ukur dan kinerja melalui layanan kesehatan dan pendidikan menunjukan adanya peningkatan angka indeks pembangunan manusia. Lebih lanjut, Analisis Deviasi Kebutuhan menunjukkan dalam dua tahun anggaran Pemerintah Kabupaten Sleman yakni tahun 2017 dan 2018 memiliki tingkat rata-rata deviasi kebutuhan dengan alokasi anggaran belanja daerah sebesar (11,85%).Abstract: This article aims to analyze the extent of spending based on Performance-Based Budgeting (PBB) based Regional Expenditure Budget (APBD) of Sleman Regency in 2017-2018. Furthermore, this article uses a qualitative method to identify and interpret a context related to spending review that needs to be identified in depth. Therefore, data processing through literature studies (online and offline). As the use of data analysis techniques in this study carried out with the stages of data codification, data presentation and results of research data. The results of this research indicate that condition of regional expenditure budgets of the Sleman Regency Government in 2017 and 2018 has increased, but in terms of expenditure budget sector the Sleman Regency Government employees have decreased. Furthermore, the results of a review of the allocations made to the realization of the regional expenditure budget savings spending occurred from 2017 to 2018. In addition, for a review of benchmarks and performance through health and education services showed an increase in the index of human development. Moreover, the Need Deviation Analysis shows that in the two fiscal years the Sleman Regency Government, namely 2017 and 2018, has an average deviation of needs with a regional budget allocation of (11.85%).Keywords: Spending Review; Performance-based Budget; Regional Expenditure Budget; Sleman Regency

Abstract

This article scrutinizes the network of Twitter users on the dissemination of tweets on the Old-Age Guarantee policy in Indonesia. A qualitative method with social media network analysis approach was used. Then, data sources were obtained from Twitter social media through #JHT_JokowiHarusTurun, #jaminanharitua, and #JHT. Furthermore, to manage data source, NVivo 12 plus software was used to analyze qualitative data from Twitter social media – including dissemination rate of tweets, followed by geographical map tweet stream, Twitter user’ network pattern, sentiment proportion, as well as words frequencies. Our results indicate that there are networks found from Twitter users with some account backgrounds in politicians, political parties, governments, online news media, actors and also cultural practitioners who participate in disseminating tweets. Even this network generated the significant distribution patterns and sentiments to a moderately negative value, coupled with pleasantries that are echoed between protests and support by words cloud to this movement. Overall, our research contributes to better understanding of how social media-promoted collective protest movements have the power to impact public opinion and policy and that their evolution is unexpected.

Abstract

Public-Private Partnerships (PPP) are often seen as an ideal scheme for infrastructure provision when the government is hampered by human and financial resources. Therefore, the government can involve the private sector in playing a role in the successful implementation of infrastructure. This article aims to identify the factors affecting readiness using a public-private partnership (PPP) in the development of Jogja Agro Techno Park (JATP) as a priority development acceleration program in Special Region of Yogyakarta Province. Furthermore, this research uses a descriptive method with qualitative approach. Therefore, the data findings thought in-depth interviews and several kinds of literature. The data findings analysis in this research using NVivo 12 plus software, this qualitative tool is able to provide capture coding rates from interview results that display the intensity level. The result of this research indicated that the dominant variable comes the Local Government Commitment aspects and Institutional Coordination, in which the resulted coding intensity value of Crosstab Query is 28.57%. It is related to the DIY government that has strong institutional level support and its commitment to sustainability in the development of the JATP priority program. Moreover, the high percentage indicators come from the Coordination with Private Sector and Availability of Special Institution. Besides it, other factors found in several aspects of HR Competence and Financial Capacity are did not become play an important role from DIY’s Government in readiness for a PPP scheme in JATP development. This is because financial human resource competencies and also financial capability have been managed by TPSD as an ad-Hock agency devoted to handling PPP schemes. So that the factors of readiness are not necessary to adjust the institutional structure because it has been able to be coordinated based on their respective duties and functions.

Abstract

The presence of a Kiyai in political contestation in Indonesia has its own challenges because it is motivated by a religious figure who believes that voters can support themselves, especially Muslim voters. Furthermore, the Kiyai carried out various strategies to lure voters effectively on social media, referred Twitter accounts a strategic platform to lure voters in a political context. This article aims to identify political branding using social media Twitter by KH. Ma’ruf Amin as a vice-presidential candidate in the 2019 presidential election contest. Furthermore, qualitative methods are used for this research. Then, the analyzer uses NVivo 12 plus software to see the coding intensity of the KH Twitter account. KH Ma’ruf Amin namely @Kiyai_Marufamin, this tool can provide capture code of capture from a tweet that displays the intensity level. The results of this study indicate that KH. Ma’ruf Amin uses social media Twitter as a tool to find support, especially for Muslim voters. Social media activities in the period February 2019 - April 2019 were considered to have high intensity of coverage, this identified that the distribution of tweets by KH. Ma’ruf Amin is more about spreading tweets along with pictures, formal language and visual style against the background of a Kiyai. Thus, Twitter @Kiyai_Marufamin can provide a good political brand for KH. Ma’ruf Amin as a vice presidential candidate to participate in the 2019 presidential election in Indonesia.Keywords: Twitter, political branding, KH. Kemudian, alat analisa menggunakan perangkat lunak NVivo 12 plus untuk melihat intensitas pengkodean dari akun Twitter KH. Ma’ruf Amin yaitu @Kiyai_Marufamin, alat ini mampu memberikan laju koding tangkapan dari tweet yang menampilkan tingkat intensitas. Hasil penelitian ini menunjukkan bahwa KH. Ma’ruf Amin menggunakan media sosial Twitter sebagai alat untuk mencari dukungan, terutama bagi pemilih Muslim. Kegiatan media sosial pada periode Februari 2019 - April 2019 dianggap memiliki intensitas liputan yang tinggi, hal ini mengidentifikasikan bahwa distribusi tweet oleh KH. Ma’ruf Amin lebih tentang menyebarkan tweet bersama dengan gambar, bahasa formal dan gaya visual dengan latar belakang seorang Kiyai. Dengan demikian, Twitter @Kiyai_Marufamin dianggap dapat memberikan merek politik yang bagus untuk KH. Abstract

The outbreak of Corona Virus Disease (Covid-19) cases in various countries, including Indonesia, resulted in the paralysis of most services, including in the government sectors. The enactment of Work from Home (WFH) policy for State Civil Servants (PNS) indicates the massive level of urgency for the spread of this deadly virus, leading to the Social Distance policy being also applied in the government environment. This article aims to examine civil servants' work effectiveness in implementing WFH during Covid-19 pandemic in Sleman Regency, with a case study at the Department of Social Service. This research uses an exploratory case study approach, emphasizing the exploration of a phenomenon such as WFH policy. Furthermore, semi-structured interviews and literature reviews were used to obtain reliable data analysis. The findings of this study show that the adaptation of civil servants in the Sleman Social Service to the WFH policy is seen as complex in several divisions, because they are not accustomed to working in a home environment where teleconference facilities may be urgently required and the dependence on communication and coordination between employees is crucial. Another issue is that in the Department of Social Service there are no sanctions for civil servants who do not work under the guidance of WFH policy. In addition, knowledge and skills needed to operate and administer online services are still limited, affecting civil servants' ability in delivering a community’s public service needs. Hence, the implementation of WFH policy may not be effective in all types of public operations.
