Abstract

This paper discusses the framework of IT (Information Technology) governance in the public sector organizations and the factors that contribute to the implementation of IT governance in the province of Gorontalo, Indonesia. The problem that occurs is the absence of such a framework which can provide the basis, functions and limits for the efficient use of IT resources, IT strategic alignment and the management of risk in public organizations. Descriptive approach used to identify the processes and the factors that contribute to the implementation of IT governance. This study shows that the form of the IT governance framework ensuring success is related to achieving organizational goals, strategic alignment, resource management, and risk management in the Indonesian public sector, especially to the province of Gorontalo. The strategic role of IT governance can be an effective solution for making more consistent and transparent decisions about strategies and IT investments in public sectors.

Abstract

Knowledge management (KM) is gaining significance as a worthy research subject due to its contribution to the success of wide range of organizations, including higher education institutions. Knowledge internalization is mainly related to capability to see the relevance of one’s knowledge in a real situation. e-learning management system (eLMS) provides an online teaching and learning platform for students (as novice users) and lecturers (as experts in their specific domains) with the potential to improve students' knowledge acquisition. Thus, this empirical study was conducted to investigate the impact of knowledge internalization in eLMS among students in Iraq. To achieve these aims, survey research design was adopted and the sample comprised of 109 undergraduate students attending College of Information Technology in Iraq, all of whom were actively engaged in eLMS activities. The findings show that knowledge can be effectively transferred from lecturers to students via eLMS. Additionally, eLMS enable students to improve their prior knowledge through the internalization process, while also motivating them to share their knowledge with other students.

Abstract

This paper presents principles of reforming an Agile-compliant performance appraisal. In this study, several semi-structured interviews have been carried out and discovered eight principles for reforming an Agile-compliant performance appraisal for Agile teams. Performance appraisal for software engineers in an Agile software development environment is complex and different from the traditional software development.  Performance appraisal should be aligned to Agile values, principles, and practices, which advocate interactions, collaborations, teamwork, and knowledge transfer among Agile team members. Therefore, a transition to Agile Software Development requires the implementation of Agile-compliant performance appraisal. These principles embark the proper practices and guidance to support management and Agile teams in deriving and implementing an Agile-compliant performance appraisal. Therefore, the emerged principles can be a baseline in generating an Agile-compliant performance appraisal to assess Agile team members in a fair and consistent manner. This indirectly increases motivation amongst team members and tends to produce capable workforce to perform at a higher level.

Abstract

Cryptography is a method used to establish secure data communication. The goal of cryptography is to send data to satisfy the criteria of confidentiality, data integrity, authentication and non-repudiation. In line with the goals, the performance metrics is the important evaluation criteria to be analyzed. This paper presents the review of performance metrics of Public Key Cryptography (PKC) that had been analyzed based on the PKC scheme from the previous researchers’ effort since the last four decades. It also displayed the research pattern in different performance metrics over the years. The aim of this paper is to identify the key performance metrics which addressed by the researchers in previous studies. Finally, the critical concern of this paper which shows the overall PKC performance metrics also presented in this paper.

Abstract

This paper presents several Public Key Cryptography (PKC) algorithms based on the perspective of researchers’ effort since it was invented in the last four decades. The categories of the algorithms had been analyzed which are Discrete Logarithm, Integer Factorization, Coding Theory, Elliptic Curve, Lattices, Digital Signature and Hybrid algorithms. This paper reviewed the previous schemes in different PKC algorithms. The aim of this paper is to present the comparative trends of PKC algorithms based on number of research for each algorithm in last four decades, the roadmap of PKC algorithms since they were invented and the most chosen algorithms among previous researchers. Finally, the strength and drawback of proposed schemes and algorithms also presented in this paper.

Abstract

Managing knowledge work in the workplace is inherently important and accessible to the organizations for the long terms growth and performance. Software developer is a key successor for the organization success and knowledge work is viewed as the highest complexity of work characteristics. The intentions of software developers to improve the knowledge work process are remain unconsciousness.The paper will address the issue of knowledge work process and try to proposed a method how to improve knowledge work process based on distinct methods and approaches. A literature review was used in order to distinguish the methods and will used data collected 300 respondents from Small Medium Enterprise (SMEs) in Malaysia and also validate the methods by using structural equation modelling. Our results provide evidence on the importance of certain method to improve knowledge work on the software developers and business success, and have implications for both research and practice in the field of SMEs. DOI: http://dx.doi.org/10.11591/telkomnika.v13i3.7134
