Abstract

The Mentawai Islands is one of the districts included in the 3T, least developed, and outermost zones. The situation made various parties try to free the Mentawai Islands from the shadows of the 3T region. One of them is the acceleration of infrastructure development in the Mentawai Islands. Some examples of accelerated regional development that have been carried out by the government are by improving bridges and road transportation facilities. The author sees that there are still several obstacles that become a massive task of various elements to determine the direction of accelerating development in the Mentawai Islands. The condition of the Trans Mentawai road has indeed become a major government program at this time, which is an essential element to accelerate development. The authors' findings state that there are still several areas that do not agree with the presence of the Mentawai trans. These include areas that are still thick with cultural traditions, rituals, or traditional villages of the Mentawai. The still limited budget of funds and construction work and the existence of the trans-Mentawai that not all villages will be able to benefit because it is far from the access.

Abstract

Law No. 12 of 2017 concerning the Guidance and Oversight of the Administration of Regional Governments apparently has not provided sufficient power for the implementation of regional autonomy in Indonesia. In fact, a number of cases that undermine the implementation of regional autonomy still occur frequently. There are many contributing factors, including the current regional autonomy oversight system. The Regional Autonomy Implementation Monitoring Committee (KPPOD), for example, noted implementing regulations related to sanctions for regional governments that commit violations or disobey, such as delays in preparing regional budgets, negligence in national programs, or noticeless overseas travels, were not firm yet. On the other hand, guidance and oversight were still considered weak. Therefore, this study intended to provide an overview of regional autonomy oversight models in Denmark and Zimbabwe while trying to provide a solution for the regional autonomy oversight model in Indonesia. To achieve this goal, this study used a literature study method to gather various relevant information with a qualitative approach. This approach was considered appropriate because regional autonomy oversight was multidimensional. The results showed that such a regional autonomy oversight model as applied in Denmark was needed to control regional governments from implementing policies that could harm public interest. Furthermore, the oversight must be carried out by looking at the problems and the actual conditions in the regions in more detail. This study also offered a regional autonomy oversight model, which has dimensions of human resources, acceptance, development, and innovation.

Abstract

The purpose of this study is to describe the factors causing the decline of women's involvement in the legislature in West Sumatra. The method used in this study is a qualitative method with descriptive type. The findings of this study indicate that the decline in representation of women in the West Sumatra DPRD from 7 people in the 2014-2019 period to 4 in the 2019-2024 period. This is due to (1) The perspective that considers the strong patriarchal paradigm in most Indonesian people, (2) Women have a multi-dual role to take care of domestic and public life, (3) People's mindset that tends to idolize brave men and bears to be elected, (4) Women do not choose women, meaning the low awareness of women to choose women legislative candidates, (5) Political organizations do not really have full commitment to empower women. Comprehensively, the role of women is very limited in policy making and decision making and leadership positions that are still held by men due to socio-cultural conditions which make it difficult for women to be fully involved in it.

Abstract

This study aims to evaluate ASN management policies at the Ministry of Transportation in terms of planning, recruitment and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with a systems thinking approach. The selection of this research method was carried out considering that ASN management is a Human Activity System with various problems involving many agencies and there are various laws and regulations that are used. The results of the study found a problematic situation in ASN management policies in the aspects of planning, recruitment, and competency development. Management evaluation uses 7 dimensions and indicators which include: policy, its formulation, and dissemination, social, political and economic context, leadership for policy implementation, stakeholder involvement in policy implementation, planning implementation and resource mobilization, operations and services, and feedback on progress and results.
