<![CDATA[Tourism has grown spectacularly as a mainstay sector in various countries in gaining foreign exchange and economic growth, including Indonesia. Likewise, for one of the regions in Indonesia, Cianjur Regency which has a variety of interesting tourist attractions and many are visited by tourists such as Cipanas. Tourism in Cianjur Regency not only in North Cianjur but also in South Cianjur has very potential tourism potential. But unfortunately the management is not optimal so that its potential has not been explored. Therefore, this study will examine the extent to which a tourism policy formulation model that is incremental, elitist and rational comprehensively feels towards the mix scanning model in developing South Cianjur tourism. This study uses descriptive analysis method to explore the object being studied. The type of data used is data in the form of interviews, secondary. The results of the study show that the formulation of existing policies has not been able to optimally improve the performance of the tourism sector.Keywords: Policy Formulation Model, Tourism Development and Local Government. <![CDATA[Kepatuhan wajib pajak di Kabupaten Buton Utara sudah berjalan dengan baik. Hal ini didukung oleh adanya kesadaran wajib pajak yang tinggi dan kualitas pelayanan yang baik. Penelitian ini memiliki tujuan untuk mengetahui dan menganalisis : (1). Pengaruh kesadaran wajib pajak dan kualitas pelayanan secara bersama-sama terhadap Kepatuhan Wajib Pajak di Kantor Pelayanan Pajak Kabupaten Buton Utara tahun 2019; (2). Pengaruh kesadaran wajib pajak terhadap kepatuhan wajib pajak pada Kantor Pelayanan Pajak Kabupaten Buton Utara tahun 2019 dan (3). Pengaruh kualitas pelayanan pegawai pajak terhadap Kepatuhan Wajib Pajak pada Kantor Pelayanan Pajak Kabupaten Buton Utara tahun 2019. Penelitian ini dilakukan pada peserta wajib pajak yang terdaftar pada Kantor Badan Pendapatan Daerah Kabupaten Buton Utara dengan populasi berjumlah 28.598 orang. sampel penelitian diambil sebanyak 101 responden dengan menggunakan teknik Stratified Random Sampoling. Variabel independent adalah kesadaran wajib pajak dan kualitas pelayanan pegawai. Variabel dependennya adalah kepatuhan wajib pajak. Pengukuran variable dengan menggunakan skala Likert. Analisis Data dilakukan dengan menggunakan Multiple Regression Analysis dengan menggunakan SPSS 22. Berdasarkan standard estimated untuk variable kesadaran wajib pajak (X1), palayanan wajib pajak (X2) dan kepatuhan wajib pajak (Y) dapat dibuat persamaan structural Y = 0,561+ 0,328. Hasil analisis menunjukkan bahwa kesadaran wajib pajak dan kualitas pelayanan pegawai secara simultan berpengaruh signifikan terhadap kepatuhan wajib pajak sebesar 66,20%, sedangkan sisanya 33,80% dipengaruhi oleh factor lain di luar model penelitian ini . Untuk kesadaran wajib pajak berpengaruh signifikan terhadap kepatuhan wajib pajak sebesar  56,10% dan sisanya 43,90% dipengaruhi oleh factor lain di luar model penelitian ini. Kualitas pelayanan berpengaruh signifikan terhadap kepatuhan wajib pajak sebesar 32,80% dan sisanya 67,20% dipengaruhi oleh factor lain di luar model penelitian ini.    ]]>

<![CDATA[The study aims to describe procedural inequity, social inequity and political inequity for the poor in the accessibility to the Indonesian National Health Insurance. This study uses a qualitative method. Meanwhile, data collection uses in-depth interview, observation, and document study. Data analysis steps consist of data reduction, data display, and conclusion drawing and verification. Procedural inequity was shown the invalid data collection process of the poor, so that they are not recorded as beneficiaries (PBI/Penerima Bantuan Iuran) or participants of the Social Security Management Agency of Health (BPJS/Badan Penyelenggara Jaminan Sosial-Kesehatan). Social inequity was shown to be unclear in the eligibility of the poor, which resulted in them having difficulty getting as beneficiaries. Meanwhile, political inequity has shown that there are marginalized the poor. Limited budget allocation causes the power elite to prioritize the poor who are near the power elite. Even though, they have the right to get a national health insurance program.]]>

<![CDATA[Salah satu persoalan yang cukup pelik dalam Administrasi Kependudukan adalah yang berkaitan dengan Pencatatan Peristiwa Kematian. Kematian seseorang merupakan peristiwa hukum yang bukan perbuatan subjek hukum, akan tetapi akibatnya diatur oleh hukum. Akibat hukum yang timbul dari kematian seseorang adalah penentuan ahli waris, pembagian harta peninggalan dan perwalian. Untuk adanya tertib hukum guna melindungi hak-hak dan kewajiban ahli waris dan harta kekayaan yang ditinggalkan pewaris diperlukan regulasi mengenai peristiwa kematian tersebut. Pelaporan mengenai peristiwa kematian seseorang sangat diperlukan untuk pemeliharaan data kependudukan sehingga data yang tersaji merupakan data yang faktual. Kenyataan menunjukkan akibat tidak terekamnya data kependudukan, berkaitan dengan laporan kematian pada Dinas Kependudukan dan Pencatatan Sipil, menjadi masalah karena data kependudukan tidak valid. Gambaran aktual pencatatan akta kematian di Kabupaten Bandung Barat masih rendah, indikasinya terlihat dari permohonan penerbitan surat kutipan akta kematian pada Tahun 2015 hanya sebanyak 20 pemohon. Penelitian ini menemukan model kebijakan pencatatan akta kematian untuk meningkatkan kuantitas pencatatan akta kematian di Kabupaten Bandung Barat, berdasarkan SPM 70 % pada Tahun 2018,dengan menggunakan pendekatan model inkrimentalisme. ]]>

<![CDATA[So great is the loss suffered due to the contamination of the Citarum River for decades. Starting from the damage in the Citarum Hulu watershed (DAS) to the pollution of industrial waste and domestic waste. Not to mention, flood disasters due to overflowing rivers and sedimentation that often occur in the Bandung Basin, especially Baleendah and Dayeuhkolot. The research method used in this study is descriptive analysis with the type of research being qualitative. The qualitative approach was chosen with the consideration that this method is expected to obtain real data and be able to examine research problems in depth so that the expected results can be obtained. The use of this qualitative research approach is felt to be very appropriate in the study of public administration. The results of the research is an appropriate step in controlling the damage and pollution of watersheds. One form of government policy strategy by issuing Presidential Decree no. 15 of 2018 concerning the Acceleration of Pollution Control and Damage to the Citarum River Basin. With the existence of the Citarum Harum Program policy, it is an environmental policy strategy by observing, controlling problematic environmental conditions and even having to immediately restore the image of the Citarum River which was once tarnished in the eyes of the world as the dirtiest river in the world. With a collaborative step that is able to cover the Siliwangi Kodam III Sector which is divided into 22 Task Forces along the banks of the Citarum River, this is a strategy in restoring the problems that occur in the Citarum River. This policy program will end in 2025, so there must be a follow-up to the next program as well as a success evaluation program so that it does not repeat itself like the previous policy programs which were considered less successful and cost a large amount.]]>

<![CDATA[Pengembangan potensi pariwisata, merupakan suatu kebutuhan yang tidak bisa diabaikan, menyusul penetapan Kabupaten Pangandaran sebagai Kawasan Ekonomi Khusus (KEK) dan destinasi wisata kelas dunia. Salah satu upaya yang bisa dilakukan untuk mewujudkan harapan tersebut  adalah menguatkan potensi desa wisata yang menekankan pada partisipasi masyarakat lokal. Desa Legokjawa merupakan salah satu desa wisata yang memiliki potensi cukup besar dalam mendukung pengembangan dan peningkatan obyek pariwisata di Kabupaten Pangandaran. Namun persoalannya, berbagai potensi wisata yang dimiliki oleh Desa Legokjawa, nampaknya belum sepenuhnya dikelola secara optimal, terutama yang berkaitan dengan keterlibatan masyarakat lokal dalam mendukung pengembangan obyek wisata tersebut. Oleh karena itu, dibutuhkan adanya penguatan potensi desa wisata yang berbasis pada partisipasi masyarakat lokal. Dengan demikian, pengembangan potensi desa wisata tersebut, tidak hanya dapat dinikmati oleh wisatawan, tetapi juga dapat mendorong dan meningkatkan kesejahteraan masyarakat setempat.    Kata Kunci: potensi desa wisata, partisipasi masyarakat lokal]]>
