Abstract

Ditetapkannya Hutan Sesaot menjadi kawasan Taman Hutan Rakyat (TAHURA) melalui SK Menteri KehutananNomor 244/Kpts-II/1999 dan Nomor 598/Menhut-II/2009 menimbulkan konflik di antara berbagai pihakyang berkepentingan. Penelitian dengan pendekatan kualitatif ini ingin (1) memetakan persoalan (dinamika)akses, properti, kekuasaan, dan kewenangan atas SDA di Hutan Sesaot sebelum dan sesudah penetapan; (2)menganalisis struktur dan tahapan konflik serta relasi (kumpulan dan jaring-jaring) kekuasaan para aktoryang terlibat; (3) merekomendasikanskema pengelolaan kolaboratif sebagaisolusi penyelesaian konflik.Hasil penelitian menemukan bahwa konflik pengelolaan sumber daya alam di hutan Sesaot bersumber dariperebutan akses dan hak pengelolaan antara Pemerintah Provinsi Nusa Tenggara Barat dengan masyarakatlokal yang kemudian mendapat dukungan dari Pemerintah Kabupaten Lombok Barat. Dengan relasi,kumpulan, dan jaring kekuasaan yang dimilikinya, Pemprov NTB mendukung skema TAHURA, sedangkanPemkab Lombok Barat mendukung skema HKm (Hutan Kemasyarakatan). Pihak ketiga berhasil meredakankonflik dengan keputusan mengembalikan status fungsi hutan Sesaot dengan skema HKm dan memindahkanlokasi TAHURA ke wilayah lain di luar kawasan hutan Sesaot. Namun, tidak semua pihak puas dengankeputusan ini. Untuk menghindari konflik terjadi lagi di masa yang akan datang, penulis menyarankanmodifikasi skema HKm menjadi Hkm kolabaratif yang mampu menampung kepentingan semua pihak.Kata kunci: ekologi politik, hutan kemasyarakatan (HKm), hutan Sesaot, konflik, pengelolaan kolaboratif

Abstract

Rain fed paddy village in Indramayu North Coasthasa very high ecological vulnerability. Location at the end of the irrigation and flood discharge channel makes this village every year drought in the dry season and floods in the rainy season. Later, the frequency and intensity increase as climate change. This condition is the pressure that shook the liveli hoods of rural communities. To maintain and continue their livelihood, households from various social strata living doing various activities that are grouped into three livelihood strategies, namely (1) agriculture, (2) non-agricultural livelihood diversification, and (3) migration. Livelihood strategies carried out by combining its livelihood assets and livelihood assets belonging to other households who successfully accessible through existing social institutions in rural communities. With a wide range of social institutions that, in general, every household in the village Karangmulya trying to generate sustainable livelihood out comes for the household. Abstract

This paper aims to explore the importance of human resources for the development of enterprises in Indonesia. Analysis in this paper is based on secondary data and desk reviews. Data showed that number of public enterprises in Indonesia has been developed rapidly since the early of pelita I, but it was not followed by improved performance of public enterprises. The empiric facts showed that most public enterprises lose money so they burden on the regional development budget. Many factors were associated with low performance of public enterprises such as human resources as the main factors for the performance of the company. Improving human resources can be made through the procurement function, development, compensation, integration and maintenance. Procurement workforce in the public enterprises should be avoided from corruption, manipulation and nepotism, so public enterprises could recruit competent employees. If these functions run properly, public enterprises would be able to obtain the human resources who are competent to improve the performance of public enterprises. Good performance of public enterprises, such as PDAM in Bogar can be a model of corporate development of other enterprises region in Indonesia.Keywords: human resources, public enterprises, company performance
