Abstract

The purpose of this study to identify barriers and opportunities in the implementation of gender mainstreaming in strategic developmentof Central Lampung regency. The approach used is a qualitative approach, using in-depth interviews, questionnaires, review of documentation, and focus group discussion (FGD). The study revealed,: (1) the implementation of the legal framework is still limited; (2) lack of commitment on the implementation of gender mainstreaming in individual and institutional levels; (3) Working Group and gender focal points have not been functioning optimally; (4) there is no gender disaggregated data as well as the mechanism of action has not been established to formulate gender- disaggregated data; (5) gender analysis tools is used on a limited basis by the Badan PP dan KB, while other agencies have not implemented this analysis tool . In addition, the study also found several factors driving the implementation of Gender Mainstreaming in Central Lampung regency, (1) the readiness of human resources to carry out gender mainstreaming in the planning, implementation ,monitoring and evaluation of development; (2) the encouragement of civil society to the government in the planning, implementation, monitoring and evaluation of development and the establishment of mechanisms to ensure the delivery of gender issues. Keywords: gender mainstreaming, development

Abstract

This research was based on observable fact about price discriminatory behavior towards people from different ethnic backgrounds among market retailers in two markets in Bandar Lampung City.  The objective of this research was to  analyze discriminative behavior and multiculturalism among market retaliers in two markets in Telukbetung Selatan, Bandar Lampung City.  Data were collected using mainly depth- interviews towards retailers in two traditional markets in Bandar Lampung City which were Pasar Gudang Lelang  and Pasar Cimeng.  Research results show: (1) most market ratailers treated non-Tionghoanese buyers as their own group (wonge dhewe).  This indicates the presence of stronger sense of belonging towards people with similar ethnic backgrounds than towards people with different ethnic backgrounds aming market retaliers;  (2) buyers from Tionghoanese ethnic background were treated as others both from ethnic and class factors by the market retaliers; (3) different price structure practice was used as an instrument of distinguising ethnic sameness and ethnic differences by the market retailers with the buyers, and this indicate discriminative behavior; (4) this discriminative bahvior indicate the lack of multicultural awareness among market retailers in two traditional market in  Bandar Lampung City. (5) discriminative behavior tends to appear  stronger among ethnic group interact with large Chinese ethnic group; whilst low discriminative behavior was shown by ethnic groups interact with small Tionghoanese ethnic group.  Key words: discriminative, retailer multicultural awareness, ethnic group

Abstract

Can  be formulated  conditions  of coastal communities  Bandar  Lampung, especially  in the Village Earth Sane, as follows:  (1). Women and children are the most vulnerable due to  unhealthy environmental conditions, (2). Knowledge and awareness of  the community, especially women in  the surrounding  environment management  is still low, (3). Women and children are  the most vulnerable due to weak  family economy,  so the  sustainability of  low  education  and women  easily become victims of domestic violence. The method used in this activity is a seminar / lecture on organizational functions,  strengthening organizations,  gender  and the environment, human rights and  the environment,  and the  law on  the environment.   This activity is  also  using simulation methods on how to build  a strategy of analysis of the problem and  its potential,  as well as  simulations of  effective  environmental management measures. The results of  the activities, participants  gain  understanding  about  the organization  /  institution,  gender  and the  environment, human rights  and the environment and socialization of Environmental Law.                                                                                                                                            Keywords: Awareness of Women, Environmental Management, Gender

Abstract

The dramatic shift in the management of local governmentin Indonesia, from the centralised, authoritarianNew Order Era to the more democratic ReformationEra since 1996, met public demands for,among other things, more accountability.Decentralised local government requires a systemthat allows the Central Government to supervise and,at the same time, gives local governments the capacityto carry out their duties. This paper comparesthe institutional capacity of three regencies inLampung using a ten-part inter-sector performanceevaluation method developed by the SustainableCapacity Building for Decentralization , projectfunded by the Indonesian Ministry of Home Affairs.Three separate surveys between 2007-2011 used thedata from a 10% sample of all civil servants ineach rank. We show that local government institutionalcapacities in Lampung Province differ not onlyregionally, but also within inter-sectors functions. Allthree regencies performed poorly in the inter-sectorfunction of information and communication, andall three performed best in procurement of goodsand services. In terms of local autonomy, the singlerecipe of symmetric decentralization which appliessimilarly all over Indonesia, needs to be replaced,we suggest, with asymmetric decentralization, whichis more suited to the local governments’ varied institutionalneeds.Keywords: local autonomy, inter-sector performancebased governance

Abstract

As a country that lies in the area known as the Ring of Fire, Indonesia is prone to many disasters and the aftermaths of such crises, from low-scale earthquake events up to mega-magnitude tsunami, earthquakes and volcanoes. The current Covid-19 pandemic is another disaster in mega magnitude scale that the country must deal with.  Research on disaster risk reduction and management has been conducted, yet little is known about how governments, as the most important actor in disaster countermeasures, develop their institutions based on unpredictable exogenous factors.  This study aims to critically analyse disaster and crisis countermeasures in Indonesia based on a constructivist perspective.  The data for this qualitative study were mainly collected through document studies, together with some interviews.  The mega-crisis due to the Covid-19 pandemic has resulted in the establishment of long-term national, provincial, local, and lower level task forces all over Indonesia.  This kind of institutional arrangement has never previously been developed in the country, not even after the 2006 mega-tsunami which hit various provinces and led to a huge death toll of over 100,000. The study shows that although the institutional arrangements for disaster countermeasures in Indonesia are based on the same law, the implementation of institutional structures and practices as disaster countermeasures vary greatly.

Abstract

The election of regional heads in the reform era was directly elected by the community, meaning that the election of candidates for regional head candidates was absolutely in the hands of the people. The existence of direct elections has an impact on the various political promises offered by candidates in order to attract voters' sympathy to choose the candidate at the time of the election. This study uses the Correspondence theory of truth, meaning that the researcher wants to find out whether the political promises promised by the regional head candidates at the time of the election have been realized in real terms, can be utilized, felt by the community. Candidates for the elected regional head or regent of West Lampung Regency in the 2017 regional elections, namely pair number (1), Parosil Mabsus and Mad Hasnurin at the time of the campaign offered various work programs or political promises summarized in pitu (seven) superior programs. Therefore, the aim of this research is to find out whether the 7 (pitu) political promise programs of the elected regional heads in the 2017 West Lampung Regency Regional Head Election have been fully realized and to find out the inhibiting factors that have not realized the political promises of the elected regional heads to the Great West Lampung in the Head Election. West Lampung Regency Region 2017. The research method used a qualitative approach, and used interview, observation and documentation data collection tools, while the respondents in this study were policy makers, beneficiaries and observers. The results of this research are: a) The realization of the political promise of the elected regional head of West Lampung Regency for the period 2017-2022, up to 2 (two) years of leadership can be seen from the pitu (seven) political promise programs, there are only 4 programs and 18 activities that are correct. fully realized while 3 (three) programs and 8 (eight) activities that have not been fully realized 2) The inhibiting factor has not been realized the political promise of the elected regional head Towards Great West Lampung in the Regional Head Election of West Lampung Regency 2017 is influenced by 3 (three) factors, namely 1). Limited regional financial capacity of West Lampung Regency, 2) The long processing time and completion of programs and activities and 3) Limited competent human resources in completing programs and activities.

Abstract

Advancing women’s political interests is not an easy activity to do at least due to two factors.  First, women political representation is low both in national and local level.  Second, women’s political interests is yet acknowledged as  important subject compared to other more salient problems such as economic and political issues.  This paper aims to present a critical analysis of how women put forward their political interests in local level through local legislations.  I use mainly network institutionalism as my theoretical analytical tool. Data came from focussed group discussions (FGDs), interviews, participant observations, as well as documents from and with  women groups in executive and legislative bodies, women  non-government organizations (NGOs), women community based organizations (CBOs), professional groups, and academics.    I argue that despite their differences, women groups were able to set a relatively coherent political agendas in local level in Lampung, Indonesia.  This was shown by their ability to control sub-group identifications and develop a common identity with their slogan “united women will never be defeated” to work together for the success of their political interest advocacy.  It was also shown by their ability to develop mutual obligations and reciprocities for the success of the advocacy of the new Lampung Province Regulation on Gender-mainstreaming of Development.
