Abstract

Pengabdian kepada masyarakat yang dilakukan di Desa Betaua Kecamatan Tojo ini dilaksanakan selama 1 (Satu) hari yakni tanggal 13 Februari 2019. Kegiatan ini bertujuan untuk memberikan sumbangan pemikiran dan penyuluhan tentang pembentukan Badan Usaha Milik Desa BUMDes. Pembentukan BUMDes merupakan perwujudan amanat UU Nomor 6 tahun 2014 tentang Desa, dimana pemerintah desa dituntut untuk melaksanakan pengelolaan keuangan desa dan pengelolaan kekayaan desa.Desa sebagai kesatuan masyarakat yang otonom, memiliki sumber-sumber kekayaan dan pendapatan yang harus dikelola secara baik dan profesional demi peningkatan kesejahteraan masyarakat desa. BUM Desa merupakan suatu badan usaha alternatif yang perlu dikembangkan untuk mendorong perekonomian desa, dengan harapan dapat menciptakan sumber daya ekonomi baru untuk memanfaatkan keterbatasan-keterbatasan sumber daya yang dimiliki desa.Oleh karena itu kegiatan pengabdian ini yakni memberikan pemahaman tentang isi, maksud dan tujuan dari pada pentingnya pembentukan BUMDes, meningkatnya pengetahuan dan pemahaman tentang kerja pengurus dalam mencegah terjadinya penyimpangan dalam pengelolaan BUMDes dan selanjutnya bersama Pemerintah Desa dan Badan Permusyawaratan Desa (BPD) serta badan pengurusnya dapat merumuskan Peraturan Desa/Keputusan Kepala Desa tentang Penetapan Badan Pengurus BUMDesBetaua Kecamatan Tojo, Kabupaten Tojo una-una.

Abstract

ABSTRACTThis paper tries to analyze and utilizes qualitative document content analysis as a means of understanding rent- seeking practices in fiscal policymaking processes. This study revealed that rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. Rent-seeking practices trough informal policymaking have a strong positive correlation to corruption. It shows that corruption resulted from rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City. Transactional politics, negotiations, bribery, collusive relations, and lobbying were also involved in rent-seeking, ultimately resulting in corruption. Therefore, the new thesis of this research is that transactional relations, negotiation, collusion, bribery, and political lobbies between regional heads, bureaucracy, parliamentary politicians, brokers, and businessmen trigger corruption in the formulation of regional budget policies. This research confirms that the practices of rent-seeking take place through informal budget policy formulation, such a transactional relations, negotiation, collusion, bribery, and political lobbies that result in acts of corruption in budget policies. Keywords: Informal policymaking, fiscal politics, local government, corruption, budget policy ABSTRAKArtikel ini mencoba menganalisis dan menggunakan analisis konten dokumen kualitatif sebagai sarana untuk memahami praktik rent-seeking dalam proses pembuatan kebijakan anggaran. Studi ini mengungkapkan bahwa praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu, Indonesia, melibatkan praktik penyuapan, korupsi, kolusi, lobi, negosiasi, dan politik transaksional antara pemimpin daerah, birokrat, aktor swasta, dan pialang politik. Praktik rent-seeking melalui pembuatan kebijakan informal memiliki korelasi positif yang kuat dengan korupsi. Hal ini menunjukkan bahwa korupsi dihasilkan dari praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu. Politik transaksional, negosiasi, penyuapan, hubungan kolusi, dan lobi juga terlibat dalam rent-seeking, yang pada akhirnya mengakibatkan korupsi. Oleh karena itu, tesis baru dari penelitian ini adalah bahwa hubungan transaksional, negosiasi, kolusi, penyuapan, dan lobi-lobi politik antara kepala daerah, birokrasi, politisi parlemen, pialang, dan pengusaha memicu korupsi dalam perumusan kebijakan anggaran daerah. Penelitian ini menegaskan bahwa praktik rent-seeking terjadi melalui perumusan kebijakan anggaran informal yaitu hubungan transaksional, negosiasi, kolusi, penyuapan,dan lobi-lobi politik yang mengakibatkan tindakan korupsi dalam kebijakan anggaran.Kata kunci: Pembuatan kebijakan informal, politik anggaran, pemerintah daerah, korupsi, kebijakan anggaran

Abstract

By using quantitative research approach, this study discloses that education and training activities for ASN competence development has a positive influence on ASN employees performance, in which ASN in the area of Banggai District government has a good skill and knowledge in performing his/her duties and obligations as an ASN including: Firstly, ASN employees act consistently and transparently in accordance with the condition of local government organization.  Secondly, ASN employee acts on the applicable laws and regulations.  Thirdly, ASN employees are able to put forward an adaptive leadership in every situation and condition of the government.  Fourthly, ASN employees have innovation in performing their duties and obligations as an ASN.  Fifthly, ASN employees have motivation in executing duties and functions of local government organization. Thus, education and training activities of ASN employees’ competence development has to continuously perform focused on the development of knowledge and the reinforcement of ASN’s skill.

Abstract

Penelitian ini bertujuan mengetahui peranan badan permusyawaratan desa (BPD) terhadap Penyelenggaraan pemerintahan di Desa Apal Kecamatan Liang Kabupaten Banggai Kepulauan. Dalam pengamatan diketahui ada beberapa faktor yang sangat penting Peranan badan permusyawaratan desa (BPD) terhadap Penyelenggaraan pemerintahan di Desa Apal Kecamatan Liang. Teknik pengumpulan data dengan cara observasi, koesioner dan telaan dokumen. Dalam penelitian ini yang menjadi populasi adalah smasyarakat Desa apal yang berjumlah 878 jiwa sehingga penulis dapat menarik sampel sejumlah 25 responden yang sangat bersentuhan langsung dan mengetahui peranan badan permusyawaratan desa Berdasarkan hasil penelitian ini penulis dapat menyimpulkan bahwai Peranan badan permusyawaratan desa (BPD) terhadap Penyelenggaraan pemerintahan di Desa Apal Kecamatan Liang Kabupaten Banggai Kepulauan sudah berejalan dengan baik. This study discusses the role of the village consultative body (BPD) on the administration of government in Apal Village, Liang District, Banggai Kepulauan Regency. In monitoring there are known several important factors, the role of the village consultative body (BPD) on the administration of government in Apal Village, Liang District. The technique of collecting data is by observation, questionnaire and document analysis. In this study, the participants were 878 participants who were sampled, 25 respondents who were in direct contact and studied the role of the village consultative body that produced research that could help the role of the village consultative body (BPD) in Apal Village, Liang District Banggai Islands Regency is running well.

Abstract

Tourism is a potential to increase development that develops the noble values ​​that exist and are still being discovered today and preserved for the future. Communication is basically a social process carried out by individuals by using symbols to create and interpret similarities in meaning. The research objective is how tourism communication strategies increase the income of the Lauwon village community, East Luwuk District. The analytical approach of this research is carried out systematically by taking and compiling data obtained through interviews, observations and literature studies, classifying data, describing it into units, synthesizing, compiling into patterns, and choosing which ones to use. What is important, what will be researched, and draw conclusions that are easy to understand. The results of the research carried out that the communication strategy carried out through advertising and marketing and public relations although it has not increased too much but tourist sites are starting to get attention from the government and the Lauwon village community in the implementation of their management.

Abstract

UMKM in Indonesia have experienced a significant increase, including in Banggai Laut Regency, where UMKM are starting to develop and become famous at the global level. Apart from the enthusiasm and support of the government, this cannot be separated from marketing efforts. In this article, the author presents a marketing strategy that aims to improve local UMKM products so that they are able to penetrate and maintain the national market. Apart from the enthusiasm and support of the government, this cannot be separated from marketing efforts. The aim of this study is none other than to provide strategic material so that UMKM products can be successful in the domestic and national markets. The implementation method is carried out by preparing the program through mentoring on regular innovation strategies based on market needs, strategies for creating market demand, market expectations, formulating a pricing strategy that suits the market, flexibility, and socio-economic considerations of consumers. This analysis was carried out using a qualitative descriptive approach. It is hoped that local products made by UMKM, especially in Banggai Laut district, can gain recognition in local and national markets through the implementation of these strategies
