Abstract

Terbitan berkala ilmu perpustakaan dan informasi di Indonesia memiliki kebijakan penerbitan dan topik pembahasan yang beragam, sebagaimana yang terlihat informasinya di website terbitan. Penelitian ini bertujuan untuk mengetahui: (1) identitas terbitan berkala ilmu perpustakaan dan informasi di Indonesia yang dapat diakses secara online; (2) informasi penerbitan pada website terbitan berkala tersebut; dan (3) topik populer terbitan berkala tersebut. Data penelitian menggunakan data kualitatif, yang bersumber dari penelusuran informasi di database SINTA Kemenristekdikti, ISSN LIPI, dan website terbitan. Penentuan topik populer terbitan ini menggunakan aplikasi daring Voyant Tools. Hasil penelitian menunjukkan: (1) terdapat 61 terbitan berkala ilmu perpustakaan dan informasi di Indonesia yang dapat diakses secara online, yang sebagian besar merupakan terbitan dari perguruan tinggi dan belum terakreditasi secara nasional (hanya sekitar 27 jurnal sudah terakreditasi); (2) sebagian besar terbitan sudah menginformasikan kebijakan penerbitannya melalui website terbitan, namun informasinya perlu diperbaiki dan di-update secara berkala; (3) topik terpopuler terbitan yaitu tentang “perpustakaan”. Selain membahas topik populer tersebut, terbitan berkala ilmu perpustakaan di Indonesia juga membahas topik lainnya, seperti ilmu informasi, manajemen, kearsipan, data, literasi, layanan digital, publikasi, pustakawan, koleksi, dokumentasi, teknologi informasi dan komunikasi, dan sebagainya. Keywords: penerbitan, terbitan berkala, ilmu perpustakaan dan informasi, topik penelitian, Voyant ToolsLibrary and information science periodicals in Indonesia have a variety of publishing policies and topics of discussion, as the information showed on the publication’s website. This study aims to determine: (1) the identity of the library and information science periodicals in Indonesia which can be accessed online; (2) the publishing information on those periodicals website; and (3) the popular topics of those periodicals. The research data used qualitative data, which was sourced from information searching in the SINTA Database of the Ministry of Research, Technology and Higher Education, ISSN LIPI, and the website of library and information science periodicals in Indonesia The determination of the popular topics of this publication using the online application Voyant Tools. The results showed: (1) there are 61 periodicals of library and information science in Indonesia that can be accessed online, most of which are publications from universities and have not been nationally accredited (only about 27 periodicals have been accredited); (2) most publications have informed their publishing policies through websites, but the information needs to be corrected and updated regularly; (3) the most popular topic was the "library". Apart from discussing these popular topic, the periodicals also discuss other topics, such as information science, management, archiving, data, literacy, digital services, publications, librarians, collections, documentation, information and communication technology, etc.Keywords: publishing, periodicals, library and information science, research topic, Voyant Tools

Abstract

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.

Abstract

This study aims to know deeply about BACA: Documentation and Information Journal published during 2015-2019. The aspects of the study are the distribution of articles, number of pages, authorship patterns, citation numbers, and form of visualization. This bibliometric research obtained data in http://jurnalbaca.pdii.lipi.go.id, which was then processed and analyzed using Ms. Excel, Publish or Perish (PoP) and VOSviewer application. The study showed that this journal has a frequency of publication 2 times a year (June and December) and has published 71 articles during 2015-2019, with 30 single authors (42.25%) and 41 collaborative authors (57.75). The number of writers who contributed during the period was 146 people both single and collaborative, and in 2019 there were 20 article titles with the largest number of authors 46 people (31.51%). Distribution of articles based on publication numbers during the period, namely issue 1 (June) published as many as 34 articles (47.89%) and issue 2 (December) published as many as 37 articles (52.11%) with a total of 975 pages with an average of 11-15 pages. This journal has 30 citations, an annual citation 6.00, a written citation 0.42, h-index 2, g-index 2, hI, norm 2, and hla 0.40. The strength of the network between the authors and the frequency of collaboration can be seen in VosViewer’s visualization.

Abstract

Menulis merupakan kegiatan intelektual pustakawan yang banyak memberikan manfaat bagi pustakawan. Pustakawan adalah tenaga profesional perpustakaan yang dituntut untuk senantiasa mengembangkan protensi diri dan profesinya secara berkelanjutan. Melalui publikasi/karya tulis, nama pustakawan akan selalu dikenal dan dikenang oleh masyarakat. Tulisan ini bertujuan untuk menjelaskan: 1) konsep teori yang terkait dengan status dan eksistensi profesi pustakawan Indonesia melalui publikasi bidang kepustakawanan; 2) kondisi publikasi/karya tulis pustakawan Indonesia; (3) upaya memotivasi pustakawan untuk menulis dan menghasilkan karya tulis; dan (4) literasi informasi pustakawan dan masyarakat Indonesia. Tulisan ini bersifat diskriptif, yang bersumber dari studi literatur dan hasil pemikiran, pengalaman, pengamatan penulis sebagai pustakawan. Tulisan ini diharapkan dapat memberikan inspirasi dan motivasi bagi pustakawan untuk rajin dan gemar menulis, serta memberikan pengetahuan kepada pustakawan bahwa karya tulis dapat meningkatkan status dan eksistensi profesi pustakawan Indonesia.

Abstract

Information repackaging is one of the library's efforts to meet users' information needs in the new normal era. Libraries need to prepare various strategies in providing repackaging products as a library service innovation. This research aimed to describe various aspects and stages of library strategy design in information repackaging in the New normal era. The research used a qualitative approach through literature studies research methods. The results showed that libraries and librarians in the new normal era needed to pay attention to various aspects and stages in designing a digital information repackaging strategy. Aspects of the information repackaging strategy include determining the source of packaging information, types of information repackaging products, and information repackaging methods. Libraries carry out information repackaging strategies by making information repackaging the library’s flagship program and the librarian's main job, understanding the information behavior of the library's native digital users, disseminating digital information packages through social media and collaborative networks, changing the librarian’s role into social librarians and public knowledge and implementing a Marketing and Public Relations (MPR) strategy to disseminate information repackaged products to users. The head of the library plays an important role in supporting librarians in carrying out information repackaging activities. This research concludes that the librarian strategy of repacking information in the new normal era is needed to improve library services that are more creative, interactive, and innovative, in accordance with the user's information needs.

Abstract

Penelitian ini bertujuan untuk mengetahui: (1) daftar perguruan tinggi penyelenggara Program Studi Ilmu Perpustakaan dan Informasi (IPI); (2) deskripsi kompetensi mahasiswa IPI di Indonesia; (3) hal-hal yang perlu diperhatikan dalam penyusunan kompetensi mahasiswa IPI di Indonesia berdasarkan informasi di website lembaga. Data penelitian diolah menggunakan pendekatan kualitatif, dengan analisis deskriptif. Pengumpulan data dilakukan melalui studi literatur dan penelusuran informasi pada Pangkalan Data Kemenristekdikti dan website Prodi IPI di Indonesia melalui database Google. Hasil penelitian ini menunjukkan bahwa: (1) ada sejumlah 48 perguruan tinggi penyelenggara Prodi IPI di Indonesia – dari  sejumlah perguruan tinggi tersebut, diketahui ada keragaman nama prodi (11 prodi) dan nama fakultas (23 fakultas) yang menaungi pendidikan IPI; (2) ada perbedaan deskripsi kompetensi mahasiswa dan lulusannya berdasarkan informasi pada website Prodi IPI di Indonesia, baik berdasarkan klaster kompetensi (kompetensi utama, kompetensi pendukung, kompetensi lain), kompetensi umum, maupun kompetensi profesi lulusannya; (3) dalam penyusunan kompetensi mahasiswa, perguruan tinggi perlu memperhatikan tiga hal penting, yaitu aspek pembelajaran (berbasis kompetensi, mandiri, kolaboratif); evaluasi berkala terhadap kredit semester dan kurikulum pembelajaran IPI; dan menyesuaikan kebutuhan pasar atau dunia kerja. Berdasarkan hal tersebut dapat disimpulkan bahwa IPI merupakan ilmu yang selalu mengikuti perkembangan iptek dan kebutuhan informasi masyarakat.

Abstract

One of the ways to increase librarian's scientific publications is through research collaboration. Research collaboration is an intellectual activity that emphasizes the need for collaboration, communication, and the division of tasks of the research team in a research project. Librarians can carry out research collaborations with academics to enhance their role as research collaborators for institutions. The UNS Library has provided research information and research consulting services called "Klinik Pustaka Ilmiah”. This research aims to identify the various efforts of the UNS Library in increasing librarian research publications, and building research collaborations of librarians with academics (lecturers and students). This study uses a qualitative approach, with data sources from interviews and documentation. The results showed that the UNS Library's "Klinik Pustaka Ilmiah" service really supports the collaborative research activities of academic librarians, and the library has made various efforts to increase research publications and librarian research collaborations. Researchers also suggest that the UNS Library be more active to encourage librarians in institutional research collaborations, and librarians also need to improve their research competence on an ongoing basis.

Abstract

The government-owned research and development institutions (lembaga litbang) has been established for a long time; units under the ministries, universities, or an independent institution structure called the Non-Ministry Government Institutions in the field of Research and Technology (LPNK Ristek). However, the long course of LPNK Ristek is measured to be not in line with the output of the research and development (R&D) due to its minimal contribution in commercializing the results to its users. This study aims to provide a depth understanding of the form of policy design as the result of low commercialization of R&D results in Indonesia along with existing technology transfer policies. This study also proposes new policy alternatives, namely the Technology Transfer Office (TTO) to improve the existing policy. The approach of this study is qualitative with the desk research method, where the data sources used are obtained through secondary sources from written documents, scientific journals, scientific books, archives, related policies or regulations, and searches from the websites of related institutions. The data sources were published in the period 1996 to 2020. The results of this study found that there were three obstacles to technology transfer in Indonesian R&D institutions, namely the lack of funding, limited quality and quantity of human resources, and a rigid institutional structure that hindered the function of technology transfer. This study also recommends the TTO policy as an alternative technology transfer policy with four main instruments, namely (1) the government activities involved, (2) the structure of the delivery system either directly or indirectly, (3) the degree of centralization, and (4) the degree of automation with funding mechanisms, human resources, and institutions in the form of a Public Service Agency (BLU).
