Abstract

Politically, Kelantan is unique compared to other states in Malaysia. Manifestations of the doctrine of competition between UMNO and PAS occurred in this last fortress of the Malay states (the last bastions of Malayness). Different political doctrines has caused relations between PAS-led Kelantan State Government and Federal Government, the UMNO-led Alliance, is always hot. But the doctrine of competition began to simmer down, upon the occurrence of the May 13, 1969 event, which allows both parties to come up with a government known as the PAS-Alliance Coalition Government (1973-1974) and later to be replaced by the Barisan Nasional (National Front) Government in 1974. PAS position in the National Front only lasted for three and a half years, when a political turmoil brewed up and has caused the party's expulsion. The expulsion of PAS from the National Front has caused the defeat of PAS to lose Kelantan State Legislative Assembly in the 1978 General Election. This provides the opportunity to the UMNO-led Barisan Nasional to rule Kelantan for 12 years and engage itself in extensive political strategies to defend its position from being constantly attacks by the PAS opposition quarters. However, due to some internal and external problems in the UMNO, PAS has won back the administration of the state of Kelantan by winning State Legislative Assembly in the 1990 general election.

Abstract

The village is the smallest area in the Indonesian government structure that currently has a significant role and function in every social activity, both in the political, social, economic and legal contexts. The purpose of this study is to explain how the role of the village head and village apparatus in the implementation of regional head elections. This research uses a qualitative method with case studies. Data were obtained through in-depth interviews with village heads, village officials, community leaders, and also through literature studies. This study draws the conclusion that the role of the village head is very important in the implementation of regional head elections, particularly in relation to increasing the number of participation and managing potential conflicts in the community in the contestation of the campaign by the campaign team even though the election was carried out by only one pair of candidates against the empty box. The campaign will still be carried out by the winning team of candidates, at the same time the process of socialization and the program to increase voter turnout will also continue to be carried out by village officials in collaboration with election commision.

Abstract

Penelitian ini bertujuan untuk mengetahui kebebasan berpendapat di kalangan masyarakat desa Bondarsihudon Kecamatan Andamdewi Kabupaten Tapanuli Tengah. kebebasan mendapatkan penghidupan yang layak dan kebebasan untuk memperoleh pendidikan dikalangan masyarakat desa Bondarsihudon Kecamatan Andamdewi Kabupaten Tapanuli Tengah di kalangan masyarakat desa Bondarsihudon Kecamatan Andamdewi Kabupaten Tapanuli Tengah. Metode penelitian yang digunakan adalah metode deskriptif. Populasi dalam penelitian ini adalah seluruh kepala keluarga yang berdomisili di desa Bondarsihudon Kecamatan Andamdewi yang berjumlah 436 orang, sedangkan sampel penelitian ini adalah 38 KK yang diambil secara acak (random sampling).  Hasil penelitian menunjukkan bahwa perkembangan dan partisipasi masyarakat dalam demokrasi politik seperti kebebasan berpendapat, kebebasan mendapatkan penghidupan yang layak dan kebebasan memperoleh akses pendidikan dapat dikategorikan baik, hal ini dapat dilihat dalam setiap kegiatan rapat pembangunan desa, setiap warga diberikan kebebasan memberi aspirasi atau menerima kritikan, dalam kebebasan berkerja, warga memiliki kebebasan untuk bekerja sesuai dengan pendidikan dan keahliannya, begitu juga dalam memperoleh askes pendidikan, semua warga selalu mendapatkan akses pendidikan yang sama dengan warga  yang lain.

Abstract

This study discusses the political model of development of Islamic community organizations namely Muhammadiyah and Al-Washliyah in Medan City. Specifically, this study describes the politics of development of Islamic community organizations (Muhammadiyah and Al-Washliyah) in maintaining and developing their existence in development activities in Medan City. The context of the research carried out mainly concerns the orientation of the two Islamic community organizations which are known to have different schools of thought from each other, Muhammadiyah represents modern thought while Al-Washliyah represents traditional circles in the context of their development activities in Medan City. This study examines the form or model and strategy of development, as well as the direction or orientation that forms the basis of Muhammadiyah and Al-Washliyah's political development policies in Medan City, which of course will have differences because of the different schools of thought. In addition, of course, the development of directions or orientations that shape the political model of development will also have a system or a different way from what has been developed by the government which tends to develop with a secular approach that is felt to have a community side on one side poverty, inequality and moral degradation.

Abstract

The gubernatorial election in North Sumatra has been organized in 2008. Two pairs of candidates run in the election, namely Djarot Syaiful Hidayat and Sihar Sitorus (DJOSS), and Edy Rahmayadi and Musa Rajekshah (ERAMAS). Championing the election, several issues have been used to support Edy Rahmayadi and Musa Rajekshah’s victory, such as religious identity politics and the politics of locality, which exploit the identity of so-called ‘son of the soil‘. This study aims to understand how these factors work and determine the victory of ERAMAS.  It focuses on two political means to find out which factors that contribute more significantly in the triumph of ERAMAS candidate. Using descriptive-qualitative methods, this study collects data through a questionnaire with ‘SLOVIN‘ formula to define population and sample selected through random technique. It applies the theories of identity and political participation with a locus of the research in a purposively-selected district in Medan city, Kecamatan Medan Marelan. This research argues that there are three determining factors that contribute to the ERAMAS‘ victory in the Gubernatorial Election of North Sumatra in 2018, which are religious identity politics, politics of locality, and the personal influence of the candidates.

Abstract

This study explains the process of identity politics that occurred in the gubernatorial election in North Sumatra in 2018. The purpose of this study is to look at the process of identity politics and patterns of identity politics influencing the course of democratic parties between contesting candidate pairs. This study uses a descriptive method that focuses on the actual problems or phenomena that occur when the research is conducted. The findings of this study are: (1) The identity politics process was carried out by the ERAMAS team by evaluating traditional and religious leaders, while the DJOSS team only carried out the process of identity politics by using traditional leaders in various regions; (2) The patterns of identity politics in the ERAMAS team are carried out in the form of activities related to Islam, such as preaching safari with Ustadz Abdussomad, Dzikir Akbar, provider of mosque cleaning cars, subuh movement in congregation, and sanitation, and participating in traditional activities DJOSS's winning team patterned activities related to adat in various regions and were involved in traditional activities, for religious patterns only to visit religious leaders in the area.

Abstract

This study is about political development of halal tourism in Sabang city. The focuses of this study are to analyze the actors of political development of halal tourism in Sabang city, the strategy, also the chances and challenges. The method used is a qualitative method. The findings of this study, among others, there are three important points. First, the actors of political development who invlolved are categorized at the national, Individual (national), Local (Aceh Province), Individual (Aceh Province), Local (Sabang), Individual (Sabang), and Private (Sabang) levels. Second, the actors who involved use a political development strategy with a mixed approach. Third, the actors see the magnitude of opportunities in building halal tourism in Sabang city and also the challenges that must be overcome immediately to manifest this.

Abstract

The formulation of the problem in this study is How is the service quality of the Office of Investment and One Stop Integrated Services in Batu Bara Regency in managing permits to the community?. And What are the obstacles for the Batu Bara Regency Investment and One Stop Service Office in obtaining permits to the public? The method used in this study is a qualitative research, with data collection instruments are interviews, documentation, and observation. While the data analysis used descriptive analysis. The results showed that the quality of public services at the Investment and One Stop Service Office of Batu Bara Regency refers to the theory of Parasuraman, Zeithaml, and Berry (Parasuraman, 1988), namely: public services that are in poor or unsatisfactory. In terms of reliability, the Office of Investment and One Stop Integrated Services of Batu Bara Regency is not yet classified as good. In providing service, the time is quite long. The technical team is not in place because the technical team also holds other positions. However, the physical evidence (tangibles), reliability (reability), responsiveness (responsiveness), assurance (assurance) and empathy can be said to be good. The service barrier at the Investment and One Stop Service Office of Batu Bara Regency is technological failure. Not all permits can be accessed by the public. Like building permits. In practice, it has not been implemented optimally. And limited resources. This is because the technical team is not in place, and concurrently with other positions, and is in their respective offices.

Abstract

This study discusses the role of DPRK recruitment on the independence of the Pidie Regency Election Independent Commission for the 2018-2023 period. The problem is focused on the anomaly in the recruitment process for election organizers in Aceh. The theory used is the theory of independence and the theory of political recruitment model Rush and Althof (1997). This study uses a qualitative method. Data sources consist of primary and secondary data. Primary data was obtained from in-depth interviews with a number of informants, while secondary data was obtained from literature review and related documents. Research informants consisted of parties involved in the recruitment of Pidie Regency KIP Members for the 2018-2023 period, both political parties and independent teams as well as the community. The results of the study show that the dynamics of political interests in the selection stages of KIP Pidie occur at the stages of agency, criteria, control, and demands. The formation of an agency, namely an independent team as a selection committee in the recruitment of KIP Pidie members for the 2013-2018 period was formed without considering expertise and coming from people with unclear backgrounds. At the criteria stage, there is no standard standard for the main criteria in determining graduation in the selection of organizers. At the control stage, recruitment is done openly but with minimal public supervision and is under the full control of the Pidie DPRK. The party's strong control over the recruitment process coupled with the lack of control outside the local parliament has put the independence of the organizers into doubt.

Abstract

This study aims to explore the 2019 election logistics distribution process carried out by the KPU of Medan City along with the obstacles that resulted in the late election logistics distribution process; finding a way out of the delay in the distribution process of election logistics in Medan City so that it is in accordance with the principles of being on time, effectively and efficiently; and to analyze the impact of late distribution of election logistics on the integrity of elections. This study used descriptive qualitative method. The results showed that many factors caused delays in the distribution of the 2019 election logistics, such as the DPTHP stage, fleet shortages, policies taken for distribution from PPS in urban villages to polling stations on April 17, 2019 before the start of voting, and others. as a way out of these problems: one, permanent distribution from KPU to PPS and finally to TPS; two, Using distribution centers (warehouses) in five constituencies in Medan City to break the concentration from one place in order to ease the work, be more focused, and minimize the occurrence of logistical delays and the exchange of ballots between electoral districts. Logistical delays indicate human error, lack of capacity and capability of election administrators.
