Abstract

Various forms of restrictions due to the outbreak of Covid-19 in North Sumatra increasingly led to non-medical impacts, namely the weakening of the people's economy. This condition was then addressed by the Social Safety Net (SSN) program. Using secondary data in official government reports, research results, and mass media, this qualitative research seeks to evaluate the implementation of the program. The data collected was analyzed following the steps put forward by Miles et al. (2014). The results showed that the distribution of JPS has not been able to fully guarantee the economic protection and safety of the community. Although JPS reduces the risk of economic slowdown, JPS has not been able to mitigate the conflicts that have so far occurred in North Sumatra. The implications of this study confirm three things. First, the implementation of JPS has not been successful as a whole because of the characteristics of the community who are not ready for the prerequisites to undergo new normal. Second, the obstacles that arise are social conflicts, both vertically and horizontally. Third, the need for careful preparation in the first two stages in the standard implementation of public policies, namely the preparation of the agenda and drafting and consulting. However, public policy cannot be one size fits all. Therefore, decision making needs to be based on the social characteristics of each region.

Abstract

According to a State Civil Apparatus Commission (KASN) report in 2019, more than 200 State Civil Apparatus (ASN) violated neutrality in the general elections and local elections during the 2015-2018 period. Based on a preliminary study, it found that several violations had occurred because of a dilemma for the State Civil Apparatus (ASN) concerned. State Civil Apparatus (ASN) must be neutral by the law mandate, but they cannot be impartial if they want their career as State Civil Apparatus (ASN) not to be damaged. This study uses a normative legal research method with a literature study research design. This study seeks to examine the effects of bureaucratic politicization and find win-win solutions to the problems experienced by the State Civil Apparatus (ASN). The results of this study emphasize the need to expand the authority of the State Civil Apparatus Commission (KASN) to impose sanctions on violators of neutrality. The implications of this research are the following six practical recommendations: first, the existing rules after the enactment of Law No. 5/2014 must be revised so that Civil Service Officer (PPK) was no longer given position to politicians, but rather the senior State Civil Apparatus (ASN); secondly, election criminal law enforcement does not need to involve the police, and the prosecutor's office (just General Election Supervisory Agency); third, localization of the State Civil Apparatus Commission (KASN) by establishing a State Civil Apparatus Commission (KASN) in the regions to increase the effectiveness of the oversight function of the State Civil Apparatus (ASN); fourth, the length of service for officials is only one term; fifth, the abolition of voting rights for State Civil Apparatus (ASN); sixth, changing the career guideline model of the State Civil Apparatus (ASN) from regional government autonomy to the central government by the rank or class.

Abstract

Pendidikan Pancasila dan Kewarganegaraan mengemban kedudukan dan fungsi sebagai pendidikan nilai, karakter, dan kewarganegaraan khas Indonesia. Melalui Pendidikan Pancasila dan Kewarganegaraan, para peserta didik sebagai bagian dari warga negara Indonesia diharapkan mampu memahami, menganalisis, dan menjawab masalah-masalah yang terjadi dalam kehidupan masyarakat secara berkesinambungan dan konsisten dengan cita-cita dan tujuan nasional seperti yang tertuang dalam Pembukaan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Abstract

Penelitian ini dilatarbelakangi oleh fenomena diinkulturasikannya upacara syukur panen padi (Pamole’ Beo’) masyarakat Dayak Tamambaloh dengan perayaan Pentakosta Gereja Katolik, serta telah dijadikan ajang festival budaya. Fenomena ini tentu menunjukkan terdapatnya nilai-nilai luhur pada upacara Pamole’ Beo’. Oleh karena itu, penelitian ini bertujuan untuk mengekplorasi nilai-nilai warisan budaya takbenda pada upacara Pamole’ Beo’ Dayak Tamambaloh. Penelitian dilakukan dengan pengamatan secara langsung dan wawancara mendalam dengan pendekatan etnografis. Penelitian ini, menunjukkan bahwa upacara Pamole’ Beo’ merupakan bagian dari ritus kehidupan  berladang Dayak Tamambaloh. Ritus berladang ini dimulai dan diakhir dengan upacara Pamole’ Beo’ sebagai bentuk memanggil beo’ atau pertanda-pertanda yang baik dan mengembalikan atau membuang beo’ yang buruk. Berladang dan upacara Pamole’ Beo’ pada etnis Dayak Tamambaloh memiliki nilai-nilai yang luhur, yakni memperkuat ikatan sosial, menjaga kelestarian lingkungan alam, mentransmisi sistem pengetahun tradisional, mentransmisikan nilai-nilai karakter, nilai-nilai filosofi serta menjaga ketahanan pangan keluarga. Pemerintah Indonesia melalui instansi terkait, sangat penting untuk melakukan pencatatan dan penetapan Pamole’ Beo’ sebagai warisan budaya takbenda pada Etnis Dayak Tamambaloh, terutama karena sifatnya yang dinamis, retan untuk punah.          The background of this study is the phenomenon that the rice harvest thanksgiving ceremony (Pamole' Beo') in Dayak Tamambaloh has been inculturated with the Pentecostal celebration of the Catholic Church, and has become a cultural festival. This phenomenon has certainly shown the existence of noble values ​​at the Pamole' Beo' ceremony. Therefore, this study aims to explore the values ​​of intangible cultural heritage at the Pamole' Beo' Dayak Tamambaloh ceremony. The research has been carried out by direct observation and in-depth interviews with an ethographic approach. This study, has shown that the Pamole' Beo' ceremony is part of the rite of life in the Dayak Tamambaloh farm. This farming rite begins and ends with the Pamole' Beo' ceremony as a form of calling Beo' or good omens, and returning or removing bad omens. Farming and the Pamole' Beo' ceremony in the Tamambaloh Dayak ethnic have noble values, namely strengthening social bonds, preserving the natural environment, transmitting traditional knowledge systems, transmitting character values, philosophical values ​​and maintaining family food security. The Indonesian government, through the relevant agencies, is very important to record and stipulate the Pamole 'Beo' as an intangible cultural heritage of the Tamambaloh Dayak Ethnic, mainly due to its dynamic nature, prone to extinction.

Abstract

The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

Abstract

Tujuan penelitian ini ialah menganalisis collaborative governance yang dilaksanakan Pemerintah Kota Medan dalam menangani banjir dengan mengacu masalah pokok: bagaimana seharusnya Pemerintah Kota Medan menjalankan collaborative governance yang memadai?. Penelitian dilaksanakan dengan pendekatan kualitatif, dalam desain penelitian literature review. Literatur dihimpun secara online dari lima database akademis, meliputi Google Scholar, ResearchGate, DOAJ, SpringerLink, dan ScienceDirect. Data yang terkumpul di analisis secara kualitatif mengikuti langkah-langah Miles and Huberman. Penelitian ini mengungkapkan bahwa aspek-aspek penanganan banjir di Medan perlu ditindaklanjuti dengan memprioritaskan aspek governance dan distributive accountability, kemudian diikuti dengan aspek-aspek lain, yang secara berturut-turut meliputi: access to authority, information sharing, networked structure, dan leadership. Ketika mengambilan kebijakan kerja sama pada fase antisipasi, sebaiknya collaborative governance lebih ditekankan pada aktor akademisi dan pengambang software, karena hasilnya sangat berguna pada fase mitigasi dan resiliensi.Kata Kunci: pemerintahan kolaboratif, Kerjasama pemerintahan, Manajemen risiko banjir,

Abstract

Abstract: This study conducted a study of the Ethics of Local Government Apparatuses in Population Administration Services at the Mempawah Regency Population and Civil Registration Office during the Covid 19 Period. The formulation of the problem in this study is how the ethics of local government officials in the service of making Electronic ID cards at the Population and Registration Office Civil Society of Mempawah Regency during the Covid 19 period. The research method used by researchers is a qualitative approach, with data collection techniques through observation, interview documentation. The theory used to analyze in this research is the Indicators of State Administration Ethics according to Surjadi, which consists of Honesty, Fairness, Obedience to Rules, Responsibility, and Fairness. The results showed that the Honesty aspect was good; this was seen from the absence of illegal levies and did not cover up the complaints obtained from the community related to being unsatisfactory in providing services. The justice aspect is not good because there is still discrimination in providing services to the community. Aspects of Obeying the Rules are still not good; this can be seen from the apparatus that does not obey the regulations, namely the discipline of working hours. Aspects of Fairness and Property are still not good, and this can be seen from the lack of friendliness of the apparatus in serving the public who ask questions related to information on making and taking Electronic ID cards. The advice given by the researcher is that the Disdukcapil of Mempawah Regency is expected to increase awareness to be ethical in providing services by making SOPs related to being ethical in providing services during the covid 19 periods.

Abstract

During the crisis in the last two years, the government implemented five policy schemes to protect Micro, Small, and Medium Enterprises (MSMEs). This research aims to seek how the policies scheme recovers MSME activities and provides recommendations to distribute the policies benefits evenly. This qualitative research was conducted through a literature review design. Data were collected from laws and regulations, empirical research results, and credible newspapers. Data were analyzed using the theory of Mazmanian & Sabatier (1983). This research finds that not all MSMEs can recover sales, funding, supply, operations, and diversification. Problem characteristics and policy characteristics have been mapped according to the policy scheme. However, the goals achieved are more influenced by variables outside the law. Not all MSMEs meet bankable criteria and integrate with the digital ecosystem. As a structural problem, these situations can be overcome through a derivative policy with a top-down pattern. As a cultural problem, these situations require an MSMEs mindset change. Therefore, this research recommends MSMEs' digitalization through expanding fund access and protection (insurance). This research concludes that the protection of MSMEs is only effective for the integrated digital ecosystem. Thus, a derivative policy is needed to "force" MSMEs' digitalization ecosystem.

Abstract

The PKK group and the Farmers' group in Sejegi Village, East Mempawah District, Mempawah Regency have succeeded in cultivating vegetable crops using hydroponic techniques, such as spinach, pakcoy, and lettuce. As an effort to improve the community's economy and utilize the potential of existing land. However, there are problems related to hydroponic vegetable harvesting carried out by partners, namely vegetables that are harvested only in the form of 1 product, namely raw vegetables that are sold to the market or sold directly to household consumers. Partners do not have knowledge about processing hydroponic vegetable products into various products or product diversification. Besides that, partners do not understand how to package packaging products for processed products from hydroponic vegetable plants and a lack of understanding of the importance of branding on products that will give an attractive appearance to a product so that consumers become interested in buying these products, and another problem is the lack of knowledge about how to marketing products online using social media such as Instagram, Facebook, and WhatsApp. The result of this community service activity is an increase in public knowledge in processing hydroponic vegetables and good marketing methodsThe method used is lecture, discussion, and practice. The final expected goal of this socialization and training is for the target partners to have knowledge in developing their business so that they can increase family income.
