Abstract

In Indonesia post authoritarian era, the education practice in many districts is facing several dynamics especially as logical consuqeunce from political decentralization including in education sector. There have been many horizontal conflicts in regions as political response in opposing central government acts to build local identity that frequently being clashed with racial/race/region based social conflict.This research aims to analyze the dynamic of higher education in Muhammadiyah university of Kupang (UMK) that managed by Muhammadiyah as private institution, to eventually understand how the design and practice of multiculturalism education in this Islam based university in Kupang. Of several FGD and interviews that we combine with political theory analysis about multiculturalism education, we find several conclusions that lead us to say that multicultural education design in UMK is not sufficient. Practice of respecting diversity in UMK is mostly based in individual awareness to naturally accept pluralism. This is also supported by family experience of student that since their early has been living in diversity.

Abstract

After post-Reform Indonesia, Indonesia has been employing a dramatic decentralization practice in Indonesia nationwide. Since 1999, Indonesia has been electing for representative council (DPR RI) and regional representation so called DPD RI in very direct way. This paper aims to analyse the local politics especially at the case of DPD’s election in Yogyakarta special region of Indonesia in the competition process among the different group interests which are Islamic group (Muhammadiyah, NU, PKS), Kraton /aristocrat interest, and nationalist group interest (PDI-P). Those groups are the big four that have been playing important role in the competition in DPD election sequentially in 2004, 2009, and 2014. In Yogyakarta special region, four members of DPD since the first election has been represented by three Islamic group both modern and traditional ones and by Yogyakarta palace. this paper more focus on the 2014 election which were followed by more competitor from Pakualaman palace, and also from nationalist group that have same mass with the Palace. this competition was really interesting to explain, how people decide their representative members and how different group compete each other in this election. Also, what strategy and by manner they collect voters in this individual based-individual candidate election.  From the field research, it can be concluded at least there are three point (1) each candidate was strongly endorsed by established organization and community to support for the election since 2004. So, four incumbents easy to win the competition; (2) the success team have many thing in common for example the focus on the core of supporter (basis masa) by using strategy ‘by name by address list”; and lastly (3) they were employing any symbolic that really easy to understand for the common people such as Islamic value, organization value, ideology, etc.  by adopting many social activity and ritual in promoting candidates for example club goods, voluntary organization, and other forms of informal communities.

Abstract

Since 2013, through Law No. 13 of 2012 on Specialties of Yogyakarta, Privileges Fund has handled 5 special privileges in Yogyakarta including a) the procedures for filling the positions, duties and authorities of the Governor and Vice Governor; b) local government Institution of DIY; c) culture; d) land; and e) spatial planning. In 2016, the Department of Culture and Tourism of Sleman Regency received a budget allocation of Rp. 3,629,781,050. This research using qualitative research in aims to describe and analyze the problems. Data collection techniques through interviews and documentation. Sources of data come from journals, research reports, official documents, and interviews to relevant sources. Data analysis techniques used are data reduction, data presentation, and conclusion. The findings: in 2016, the percentage of achievement realization of absorption and progress activities up to 100%. However, there are still some problems during the implementation of the Privileged Fund in 2016. These problems were the lack of socialization of government to the community on how to access Privileged Funds, a special relationship between the bureaucrats and the community in approval of the proposal, and the programs and activities that are considered not able to prosper the public in general. It concludes that still government has not been able to show the attitude of transparency, accountability and responsiveness to the community.

Abstract

In response to an uncertain political situation, since 1998, Yoyakartans have engaged in resistance through groups called indigenous organizations. Such groups reproduce existing cultural resources as part of a broader movement to oppose democra-tization reforms that have been raised by the central government. Based on interviews, fieldwork and newspaper reports, this study finds that: (1) collec-tive identity can be understood in different ways from political and cultural perspectives, and indigenous groups are part of the “deep cultural resources” that establish collective identity; (2) such organizations use cultural resources in ways that conform to social movement theory; and (3) the existence of indig-enous groups contributes to shaping and reshaping the activities of the movements in which they partici-pate.

Abstract

This paper aims to explain how to do and by what manner hadramis politics succeed in gaining influence in the local election in Pekalongan. The power of Hadrami in this city can be observed from three periods of local election in which they become the winner for city Mayor. That achievement can be easily understood due to their dominant power in religion, economics, education, civil society organization (Al Isryad), and health institution. Hadramis gained many strategic positions and had a considerable effect on society. Traditionally, Arabs lineage is identically Al Irsyad, which was affiliated with Golkar since the New Order. Also, the role of socio-economic development has become a habitus to this Arab lineage since the 19thcentury. As a result, the influence of Hadrami clerics is so apparent. Therefore, the position of this Hadrami can mobilize voters quickly politically and psychologically. It became the most critical modality component to explain how Pierre Bourdieu's theory can be employed. By doing field research and doing a series of interviews in a qualitative approach, this paper aims to dig deeper to answer how the politics of Hadrami works. The findings are that the Hadrami community successfully combines modalities such as religious identity dominance, an enormous power in economic capital, social networks, and public service. Those capitals have transformed into political support toward electoral democracy. This opportunity is strongly influenced by social infrastructure as a well-established plural community. However, Hadramis itself is not a single and trustworthy entity in the political field to be so dynamic in reality toward a local election.

Abstract

Fokus utama penelitian ini adalah Collaborative Governance Dalam Pengelolaan Sampah Studi Kasus Dinas Lingkungan Hidup dan Kehutanan DIY Dalam Pengelolaan TPA Regional Piyungan Tahun 2020. Dinas Lingkungan dan Kehutanan DIY mengambil sebuah terobosan yaitu bentuk kerjasama dalam pengelolaan sampah dan tidak hanya itu saja melainkan juga sarana dan prasarana lainnya yang berada di Kabupaten Bantul, Kabupaten Sleman dan Kota Yogyakarta. Untuk mengetahui bagaimana praktik collaborative governance yang dilakukan DLHK untuk mengelola sampah di TPA Piyungan penulis menggunakan teori Collaborative Governance yang meliputi trust among participans, pembagian akuntabilitas, jenis struktur jaringan, governance, komitmen terhadap tujuan, information sharing, akses terhadap sumber daya, dan akses terhadap kekuasaan. Dan untuk melihat dampak TPA Piyungan terhadap masyarakat penulis menggunakan teori ekologi politik serta pembangunan berkelanjutan. Penelitian ini menggunakan metode deskriptif kualitatif serta menggunakan data sekunder dan data primer yang berasal dari Kepala Balai Pengelolaan Sampah DLHK serta Kepala Dusun Ngablak, Nglengkong dan Banyakan III. Selanjutnya dalam mengolah data penulis menemukan bahwasanya saat ini DLHK memenuhi kriteria collaborative governance. Akan tetapi, dalam mengimplementasikannya pemerintah dinilai kurang berhasil karena banyaknya indikator ekologi politik dan pembangunan berkelanjutan yang tidak terpenuhi.

Abstract

This study aims to answer the discourse of an Islamic organization, namely Muhammadiyah, in response to a female governor in an Islamic society in Yogyakarta who the Indonesian Constitutional Court overthrew. The study used a qualitative descriptive method. The theory used in this research is perception, discourse, leadership, gender, and power. The data in this study are in the form of documents, information based on interviews with Muhammadiyah residents and women activists who are the Governor's discourse. The researcher also uses the Nvivo 12 Plus Application to support this analysis. This study describes that Muhammadiyah as the most influential Islamic group in the Special Region of Yogyakarta does not issue a policy regarding the Governor's discourse and women's resistance, which is relatively closed. This research will be helpful for researchers in the fields of sociology, anthropology, and political science. Also, it will help policymakers to understand their justification for the policy.

Abstract

Penelitian ini fokus pada efek samping yang ditimbulkan oleh pendirian apartemen, hotel, dan beberapa tempat hiburan di daerah Kabupaten Sleman. Dengan menganalisis kebijakan Dinas Lingkungan Hidup Kabupaten Sleman, penelitian ini menganalisis strategi dan siasat pemerintah dalam mengelola lingkungan hidup akibat modernitas di Kabupaten Sleman. Marak nya pembangunan hotel di Kabupaten Sleman memunculkan adanya pro dan kontra terhadap masyarakat. Timbulnya masalah-masalah seperti pengelolaan limbah hotel yang kurang baik maka akan memunculkan masalah untuk lingkungan sekitar yang kedepannya akan berpengaruh buruk pada kesehatan masyarakat sekitar hotel tersebut dikarenakan air yang mereka pakai untuk kegiatan sehari-hari tercemar. Apabila masalah tersebut tidak segera dicari jalan keluar dan diatasi maka menimbulkan masalah lainnya sehingga akan muncul masalah yang bercabang. Oleh karena itu diperlukan adanya pengontrolan pembangunan apartemen dan juga hotel di Kabupaten Sleman. Pemerintah dalam hal ini memiliki peran yang paling penting karena sebagai pemberi izin terhadap pembangunan-pembangunan tersebut.

Abstract

Studi ini membahas resolusi konflik kepemilikan asset daerah antara Kabupaten Tasikmalaya dengan Kota Tasikmalaya. Tujuan penulisan ini adalah untuk mendeskripsikan bagaimana proses resolusi konflik yang dilakukan oleh kedua pemerintah daerah tersebut setelah adanya pertemuan antara pihak Gubernur Jawa Barat, Bupati Tasikmalaya, dan Walikota Tasikmalaya pada tahun 2013, dan Kejaksaan Negeri pada tahun 2019. Dalam menulis artikel ini penulis menggunakan metode penelitian studi literatur. Hasil dari penulisan ini menjelaskan faktor-faktor apa saja yang menjadi penyebab terjadinya konflik sengketa perbutan aset dan metode-metode yang digunakan dalam menyelesaikan konflik tersebut.
