Abstract

Abstract: Samisake's GDP policy has been running in the 6th year, where the policy began to be implemented in 2013, which already has a regulation in the form of Perda No. 12 of 2013 concerning Samisake Revolving Funds, Perwal Number 27 of 2013 concerning technical guidelines for revolving funds and Perwali no. 17 of 2018 concerning the Establishment of the Samadake Revolving Fund Management Unit in the Bengkulu City Small and Medium Enterprises Cooperative Office. This policy is targeted to be an embryo of a revolving fund policy in favor of the public interest. Policy information shows that there are problems and challenges in realizing policy targets in the form of expanding employment opportunities or creating new jobs, reducing unemployment and strengthening regional competitiveness. This study is intended to conduct stakeholder analysis on the effectiveness of Samisake's GDP policy. This study was a qualitative study, with informants from the Head and staff of UPTD Samisake, staff of cooperatives and SMEs, administrators and members of the cooperative distributing Samisake GDP funds, communities receiving samisake funds and program companions. Research results show that stakeholders in this policy are. Samisake UPTD, Regional Head, Office of Cooperatives and SMEs, Microfinance Institutions, Villages, Assistance, DPRD, BAPPEDA and Non-Governmental Organizations. The results of this study indicate that policies have not been effective in accordance with the targets of policy regulation, both in terms of management and policy impacts. Financial Circulation is found in MFIs, banks, and the community receiving the program, with limited financial transparency and responsibility. The findings of this study are, it needs mechanisms, systems, and assistance that are focused in order to achieve policy targets. Policy advocacy is needed to improve policy performance in the future

Abstract

The number of complaints and complaints from the public on government services, both directly and indirectly, or through the mass media, such as complaints about convoluted service procedures, lack of certainty in the period of settlement, the amount of costs to be incurred, the absence of requirements transparency, and the attitude of officers or employees who are less responsive is a program faced in public services. The formulation of the problem in this study is how the application of responsibility and transparency in the Bengkulu Province Regional Financial Management Agency To obtain answers to the research problems, researchers used qualitative research methods. From the results of the study it was found that Transparency in the Office of the Regional Financial Management Agency of Bengkulu Province has implemented the principle of transparency to assist in the provision of services to the public that is helping to facilitate payments. The application of the principle of responsibility in the Office of the Regional Financial Management Agency of Bengkulu Province can be seen from the extent of the implementation of the activities of the Office of the Regional Financial Management Agency of Bengkulu Province in carrying out its duties and responsibilities to the community, for example with the satisfaction of service to the community, the constraints obtained in this responsibility, namely the service given is not satisfactory for the community because it has not yet completed the office facilities of the Bengkulu Province Regional Financial Management Office in accordance with applicable principles. Abstract

ABSTRACT The purpose of this study was to determine community participation in the payment of Land and Building Tax (PBB) in Padang Harapan Village, Gading Cempaka District, Bengkulu City. The method in this research is descriptive qualitative research. Data were collected through structured interviews, participatory observation and documentation. The data analysis technique used consists of data reduction, data presentation and conclusion drawing. The results of this study explain that public participation in paying land and building taxes is good enough but there are indeed some taxpayers who are still late in paying land and building taxes. In addition, the level of community volunteerism is still lacking and the average person pays land and building taxes because proof of payment in full is used as one of the administrative requirements in all matters both at the village head office or in other offices. The conclusion of the research is that public participation in paying PBB has been good and smooth. The community is sensitive and active in paying taxes. Although there are still those who have not volunteered to pay the PBB. Keywords: Land and Building Tax, Participation, Tax payer,

Abstract

The recovery policy for Micro Small, and Medium Enterprises (MSMEs) during the COVID-19 pandemic has been implemented by the Central Bengkulu Regency Government. This study examines the implementation of MSME recovery policies in Central Bengkulu using the Community theory of David C. Korten. The analysis is targeted to provide recommendations in terms of the interests of the MSME community and the orientation of the public interest. The results showed that the MSME recovery program was through the assistance of Banpres/productive business capital and the Regional Incentive Fund in Central Bengkulu Regency. In general, the implementation of the recovery of MSMEs in the Bengkulu Tengah Regency has been running according to the procedure. The policies implemented have played a role in helping and supporting the recovery of MSMEs to survive and thrive. Several obstacles, dynamics arise in the implementation and sustainability of policies on a community basis. Effective policy development needs to be accompanied by intensive cluster-based follow-up assistance. It is necessary to systematically update digital-based MSME data for coaching with programmatic and continuous consolidation.

Abstract

Masa pandemic berdampak dalam segenap aktifitas, termasuk komunitas Panti. Perubahan pola belajar  di sekolah formal dan kegiatan  pembinaan serta kegiatan komunitas panti memungkinkan adanya peluang dan tantangan, sesuai dengan amanah pendidikan.. Pengelola panti Kasih Ibu telah menyelenggarakan beragam kegiatan dan pelatihan untuk memenuhi kebutuhan pendidikan dan pembekalan warganya.  Peningkatan motivasi bagi anak-anak panti diperlukan untuk meningkatkan motivasi berprestasi dalam aktifitas belajar, pendayagunaan potensi dan bakat, baik  di sekolah dan  di luar sekolah. Kehidupan anak panti berbeda dengan kehidupan dalam keluarga, dimana kebersamaan warga komunitas panti memberikan peluang untuk mengembangkan berbagai peluang belajar, berkarya dan berprestasi sesuai potensi dan bakat, meningkatkan ketrampilan, karakter dan prestasi lain.   Achivement Motivation Training (AMT) pada komunitas panti yang berusia Anak baru Gedhe (ABG) dan remaja, dilaksanakan dengan model dan materi khusus yang sesuai dengan usia dan kondisi mereka. Pelatihan AMT ini difokuskan pada materi Pengenalan diri (who am I),  pendukung dan hambatan motivasi,  goal setting, serta self motivation. Pelatihan ini mendapatkan sambutan antusias dan respon positif dari peserta. Follow up dari pelatihan berupa FGD bersama peserta dan berlanjut dengan pertemuan lanjutan untuk meningkatkan ketrampilan, dengan mengayagunakan waktu dan potensi warga panti

Abstract

Pengetahuan mengenai kesehatan lingkungan pada anak sejak dini dapat diartikan sebagai metode pembelajar awal yang memberikan  ruang dan kesempatan agar dapat menambahkan wawasan pemahaman anak akan pentingnya menjaga kesehatan lingkungan, karena alam merupakan lingkungan  yang harus dijaga dan dirawat. Peran orang tua terkhusus Ibu-ibu merupakan ujung tombak dalam memberikan contoh penting mengenai bagaimana cara menjaga kesehatan lingkungan. Anak-anak sudah harus dikenalkan dan diberikan dorongan motivasi agar tertumbuh kreativitas sang anak supaya terbiasa menjaga lingkungan sekitar, dan anak akan semakin mempunyai rasa tanggung jawab agar sewaktu sudah menginjak dewasa bisa menjadi masyarakat yang peduli lingkungan dan memiliki pengetahuan dan khendak untuk menjaga bumi secara berkelanjutan (Priyatna Aquarini, Meilinawati Lina, Subekti Mega. 2017). Desa Bumi Ayu merupakan salah satu desa yang terletak di Kecamatan Selebar Kota Bengkulu. Dengan jumlah penduduk 2.878 jiwa yang terdiri dari laki-laki 1.468 jiwa dan perempuan 1.410 jiwa. Daerah ini belum memiliki kesadaran penuh mengenai kesehatan lingkungan. Perwujudan kegiatan ini dilakukan  dengan  praktik pengajaran edukasi dengan dor to dor (rumah ke rumah) dengan sasaran utama anak-anak dan ibu-ibu. Dari hasil edukasi yang dilakukan para ibu-ibu dan anak-anak dapat lebih paham dan bisa menerapkan langsung dari penjelasan-penjelasan yang dijabarkan. Kata Kunci : edukasi lingkungan, keperdulian, anak-anak,

Abstract

Kebijakan pengembangan pariwisata telah dituangkan dalam RPJMD 2021-2026, dimana sektor pariwisata menjadi salah satu sektor prioritas dan unggulan dalam pembangunan perekonomian provinsi Bengkulu. Seperti halnya mengembangkan pariwisata baik pantai, alam, agro, adat/budaya maupun sejarah melalui “Desa Wisata”. Metode yang digunakan untuk penelitian ini adalah kualitatif dengan pendekatan deskriptif. Berdasarkan hasil dari penelitian ini, secara umum koordinasi antar Stakeholders dalam pengembangan Desa Wisata Tangsi Duren sudah berjalan dengan baik, namun belum semua Stakeholders yang terlibat melalukan perannya secara maksimal. Pemerintah yang berperan untuk membuat peraturan tentang desa wisata melalui peraturan daerah Kabupaten Kepahiang Nomor 4 Tahun 2018 Tentang Rencana Induk Pembangunan kepariwisataan Kabupaten Kepahiang tahun 2018-2025. Masyarakat memiliki peran untuk mengelola Desa Wisata Tangsi Duren serta memiliki hak untuk menerima manfaat dari kebijakan yang di buat oleh pemerintah. Sektor swasta yang memiliki peran sebagai pendukung kebijakan pemerintah dalam memfasilitasi produk pariwisata di Desa Tangsi Duren. Media massa yang berperan sebagai sarana tempat mempromosikan Desa Wisata Tangsi Duren agar menarik minat wisatawan untuk datang berkunjung. Wisatawan yang memiliki peran membantu proses pengembangan desa wisata melalui permintaan jasa wisata yang disediakan oleh masyarakat Desa Tangsi Duren. Kata Kunci : Desa Wisata, Pengembangan, Peran Stakeholders.
