Abstract

Penyelenggaraan jalan tol sudah dimulai di Indonesia sejak tahun 1978 yang pengelolaannya dilaksanakan oleh Pemerintah melalui pembentukan dan penunjukan PT Jasa Marga. Selama periode 1978 sampai 1988 tingkat pertumbuhan jalan tol hanya 26,88km/tahun. Rendahnya pertumbuhan jalan tol mendorong pemerintah mulai mengikutsertakan swasta dalam pengelolaan melalui skema Kerjasama Pemerintah Swasta (KPS). Pada periode kedua ini dengan adanya perubahan sistem penyelenggaraan, PT Jasa Marga berperan sebagai regulator sekaligus operator jalan tol. Namun, periode 1989 sampai tahun 2004, tingkat pertumbuhan jalan tol menurun menjadi 23km/tahun. Peran ganda PT Jasa Marga ditengarai sebagai penyebab turunnya pertumbuhan jalan tol. Semenjak tahun 2004, sistem penyelenggaraan jalan tol diubah dimana peran regulator dikembalikan kepada Pemerintah melalui pembentukan Badan Pengatur Jalan Tol (BPJT). Pemerintah juga melakukan beberapa perubahan pada kerangka hukum penyelenggaraan jalan tol. Perubahan sistem penyelenggaraan jalan tol ternyata tidak dapat meningkatkan kinerja sistem dengan menurunnya tingkat pertumbuhan jalan tol menjadi hanya 21,43km/tahun. Makalah ini bertujuan untuk mengembangkan kerangka pengukuran kinerja sistem penyelenggaraan jalan tol yang kemudian dapat diaplikasikan untuk mengukur kinerja sistem saat ini. Diharapkan dengan pengukuran kinerja maka dapat teridentifikasi permasalahan yang menyebabkan rendah tingkat pertumbuhan jalan tol. Kerangka pengukuran mencakup elemen tata kelola KPS, elemen kerangka hukum serta elemen kerangka institusional. Melalui kajian literatur yang intensif maka studi mengidentifikasi 44 indikator-indikator yang dapat digunakan sebagai kerangka pengukuran kinerja sistem penyelenggaraan jalan tol.

Abstract

This paper considers a location problem in a supply chain network. The problem addressed in this paper is motivated by an initiative to develop an efficient supply chain network for supporting the agricultural activities. The supply chain network consists of regions, warehouses, distribution centers, plants, and markets. The products include a set of inbound products and a set of outbound products. In this paper, definitions of the inbound and outbound products are seen from the region’s point of view.  The inbound product is the product demanded by regions and produced by plants which flows on a sequence of the following entities: plants, distribution centers, warehouses, and regions. The outbound product is the product demanded by markets and produced by regions and it flows on a sequence of the following entities: regions, warehouses, and markets. The problem deals with determining locations of the warehouses and the distribution centers to be opened and shipment quantities associated with all links on the network that minimizes the total cost. The problem can be considered as a strategic supply chain network problem. A solution approach based on genetic algorithm (GA) is proposed. The proposed GA is examined using hypothetical instances and its results are compared to the solution obtained by solving the mixed integer linear programming (MILP) model. The comparison shows that there is a small gap (0.23%, on average) between the proposed GA and MILP model in terms of the total cost. The proposed GA consistently provides solutions with least total cost. In terms of total cost, based on the experiment, it is demonstrated that coefficients of variation are closed to 0.

Abstract

Single-tier city logistics system consists of three entities which are suppliers, UCCs (urban consolidation centers), and retailers. This paper develops a model for single-tier city logistics system with multi products that has never been developed before. This paper also considers traffic congestion in the model so it more represents the real system in a city. Demands of the products follow a normal distribution. The problems that will be answered in this paper are how to determine the location of suppliers, to allocate retailers to opened UCCs, to assign suppliers to opened UCCs, to control inventory in the three entities involved, and to determine the route of the vehicles from opened UCCs to retailers. All the decisions will be simultaneously optimized. The model is solved using LINGO 12. Three numerical examples with different values of parameters are conducted to test the proposed model. All numerical examples show that the proposed model results logical solution.
