Abstract

Dalam rangka perumusan strategi kebijakan penggunaan stimulan ramah lingkungan dalam produksi getah pinus maka studi tentang inovasi pemanfaatan stimulan adalah suatu keniscayaan. Penelitian ini bertujuan untuk mengidentifikasi penggunaan stimulan berbahan dasar asam kuat (H2SO4), cuka kayu dan ETRAT pada penyadapan pinus. Hasil penelitian menunjukkan bahwa penggunaan stimulan dapat meningkatkan aliran getah dan memperpanjang periode aliran getah sehingga getah yang diperoleh per pengunduhan lebih banyak. Penggunaan stimulan H2SO4 dapat meningkatkan produksi getah per pengunduhan lebih banyak dibandingkan ETRAT dan cuka kayu, baik pada penggunaan di areal dengan ketinggian di atas 500 mdpl maupun di bawah 500 mdpl. Penggunaan stimulan H2SO4 menyebabkan kayu berubah warna menjadi coklat tua hingga kemerahan bahkan perubahan warna tersebut sampai masuk kedalam kayu sejauh ¾ bagian ke arah sumbu kayu. Di sisi lain penggunaan stimulan organik tidak menyebabkan perubahan warna kayu yang berarti. Oleh karena itu penggunaan jenis stimulan dalam penyadapan pinus perlu mempertimbangkan efek negatif yang ditimbulkan, baik terhadap kesehatan pohon, pekerja maupun lingkungan. Aspek ekonomi bukan satu-satunya faktor utama yang harus terus dikejar untuk mencapai target finansial namun perlu mempetimbangkan aspek ekologi dan sosial untuk mencapai sustainabilitas hasil dan pohon penghasilnya.

Abstract

Kemitraaan pengelolaan hutan rakyat merupakan salah satu upaya untuk meningkatkan kesejahteraan petani hutan rakyat. Pertanyaan yang ingin dijawab dalam penelitian ini adalah bagaimana kinerja kelembagaan kemitraan antara petani dengan mitra. Penelitian ini bertujuan untuk menganalisis kinerja kelembagaan kemitraan antara petani dengan tiga mitra yang berbeda yaitu industri kecil, industri besar, serta non industri. Penelitian dilaksanakan pada bulan Juli - Oktober 2012 di Kabupaten Garut, Tasikmalaya, dan Ciamis. Penelitian ini menemukan bahwa kinerja kemitraan pengelolaan hutan rakyat di lokasi studi cukup beragam yang dipengaruhi oleh hubungan sosial para pihak, kepatuhan terhadap kesepakatan perjanjian, pengawasan dan sanksi pelanggaran kesepakatan serta proporsi. Proporsi berpengaruh terhadap kelayakan finansial kemitraan. Biaya sharing input output ke agenan dapat mempengaruhi hubungan principal agent. Terdapat beberapa temuan yang perlu dipertimbangkan dalam melakukan program kemitraan, yaitu: penyiapan petani calon peserta kemitraan, dan pendekatan kepada pengusaha sebagai calon mitra.

Abstract

Kriteria dan indikator, khususnya kesehatan hutan untuk Pengelolaan Hutan Lestari (PHL) baru dikembangkan terhadap hutan alam dan hutan tanaman; sedangkan untuk hutan rakyat belum dikembangkan. Penelitian ini bertujuan untuk mengembangkan metode penilaian kesehatan hutan rakyat sengon ( (Miq.) Falcataria moluccana Barneby & J.W. Grimes) berbasis indikator indikator ekologis kesehatan hutan. Studi kasus ini dilakukan pada klaster plot Forest Health Management (FHM) hutan rakyat monokultur sengon di Wilayah Provinsi Lampung. Hasil penelitian menunjukkan bahwa tingkat kesehatan hutan rakyat sengon dapat dinilai dengan menggunakan metode FHM dengan indikator prioritas adalah produktivitas, kualitas tapak, dan vitalitas. Dalam pengembangan metode penilaian kesehatan hutan rakyat sengon dapat menggunakan nilai tertimbang dan nilai skor darimasingmasing indikator prioritas tersebut.

Abstract

Hegemony means as a victory for the dominant group that is controlled by the mechanism of consensus (consent).  This article attempts to understand the dynamics of state and community relationships regarding the political dynamics of the mastery of forest resources from the feudalism era to the post-colonial era. This research was carried out by using the qualitative analytic approach with literature research method. The results of the study showed that during colonial era, the state hegemony over forests was mainly to maintain its domain against the forest, and it correlates with the use of alliance between the colonial state and local rulers. In the perspective of Gramscian, the existing national political law over the forest is much influenced by the Indonesian organic intellectuals who inherited the ideology of Domainverklaring. The present social forestry program is not actually a counter-hegemonic (victory) of society over state hegemony in forest areas that has been taken place since colonial times, but rather to reinforce state hegemony over forests. To avoid it from triggering a humanitarian crisis, the solution then will depend on the country's ability to uphold justice in forest resources management.

Abstract

Pulai (Alstonia sp.) private forests have became an alternative source of raw material for wood based industries. This research is located in village of Sumber Harta and SP 5 Suka Makmur, District of Musi Rawas, it was multistage sampling for 80 respondents. This study aims to analyze the financial feasibility of Pulai private forest and its contribution to household income. Data was collected by field observation, interview and literature study. The business eligibility and its sensitivity were measured by investment criteria i.e. NPV, Net B/C, and IRR for monoculture KUHR (credit scheme for private forest business) and agroforestry Pulai with Rubber (Hevea brasiliensis) with the 30-years cutting cycle. The results showed that (1) Pulai plantation is feasible both for monoculture and agroforestry Pulai with Rubber. The monoculture system of Pulai plantation showed some parameters of financial aspects NPV, BCR, and IRR are Rp 67 130 372, 2.50 and 16.28% respectively. Agroforestry Pulai and Rubber showed NPV, BCR, and IRR respectively are Rp 70 978 82, 1.8 and 22.87% (2) The contribution of Pulai private forest for household income in average is about 10.14% of total income. The incomed was dominated by rubber farming (61% in average). Based on the Sayogyo’s poverty criteria, Pulai farmers in Musi Rawas were categorized in sufficient 55%, almost poor 17.5%, poor 3.8% and including decent life 22.5%.Key words: Agroforestry, financial analysis, income, monoculture, private forest, pulai

Abstract

The United States Government and the Indonesian Government have agreed on a treaty to reduce deforestation called the TFCA Sumatra Program (Tropical Forest Conservation Action-Sumatera). Development of community forests is expected to reduce the rate of deforestation. However, the pattern of effective community forest management to be applied in reducing the rate of deforestation in Sumatera was unknown, especially in the TFCA program in Bengkulu. The study was conducted in Air Sulau Village and Kayu Ajaran Village, South Bengkulu Regency. The respondents selection was conducted by purposive sampling. This study aimed to analyze the pattern of community forest management in the TFCA Sumatera in Bengkulu. The data was collected using observations, interviews, and literature study. The analysis was performed using descriptive-qualitative and quantitative methods. The results showed that the pattern of development community forests in the TFCA program in Bengkulu was agroforestry with predominantly agricultural crops such as rubber. Meanwhile, woody plants such as albizia have just been developed on community forest enterprises in Bengkulu, combined with seasonal crops such as cassava and maize, or with herbs like turmeric and ginger. Based on the fund sources, the community forest pattern in TFCA Sumatera in Bengkulu belongs to the community forest pattern with full subsidy.Keywords: Community forests, TFCA-Sumatera, agroforestry, development patterns

Abstract

Kuningan District is one of the largest private forest in West Java. Private forests of Cikeusal and Kananga Villages have certified by SVLK (verification of wood legality system) by 2013. Meanwhile, participation pattern on private forest under the SVLK certification has not been identified, hence it is important to know their performance in order to maintain and improve their forest. The aims of the research were : (1) to know the farmers participation pattern on private forest, (2) to analyze factors affected to the participation on sustainable private forest management, and (3) to analyze the impact of farmers participation on sustainability of private forest and farmer welfare. The research has conducted through survey approach. Data colection was conducted by sensus on 114 farmers, and the data analysis used qualitative descriptive method and pathway analysis. The result of this research showed that farmers participation were low, passive, and used a top down approach, either in Cikeusal or Kananga Villages. These participation generally were shaped by muscles and materials. It was conducted on entire private forest activities, including: planning, execution, and utilization phases. Internal and external factors, as well as farmer competence were significant factors to influence farmers participation on private forest management and sustainability of private forest. However there were not significant to influence farmer welfare.Key words : certification, farmer participation, Kuningan, private forest, welfare.

Abstract

Private forest has benefit of economic, ecology, and social. Private forest development need to be conducted continuously to gain the optimal benefit. In developing of private forest need to understanding of private forest management system, i.e. production and marketing subsystem. This research was conducted in Glontor Village and Tlogosari Village, Kebumen District by purposive sampling method within 60 farmers as respondent. The objectives of this research are to analyze the production and marketing subsystem of private forest. Data collected by observation, interview, and literature study. Result of research showed that production subsystem: private property land, private forest development more conducted in mountainous area, most of cropping are agroforestry and mixed planting, plant maintenance have not been conducted intensively. Marketing subsystem: the middleman played a major role in the marketing of timber, purchasing on standing stock, and farmer as price taker.Key words: marketing subsystem, private forest development, production subsystem

Abstract

Forest has a potency to support food security and overcome poverty. This study was expected to measure the contribution of private forest and design a strategy to increase the role of private forests in food security and proverty alleviation in Nanggung.The respondent consisted of 60 private forest farmers. The qualitative and quantitative approach of this study revealed that private forest contributed about 23 food plants species as household daily food support and about 35.68% as means to better income for proverty alleviation. The strategy to increase the role of private forest were: 1) to strengthen the institutional of farmer groups in the private forest for food security; 2) to provide subsidies for private forest development for food; 3) to utilize the abandoned land as private forest for food; 4) to establish business partnership in terms of seeding, planting, harvesting, and marketing; and 5) to conduct efficient forest product marketing.Key words: Private forest, food security, proverty

Abstract

The high demand for wood, mainly endemic trees such as sandalwood trees, can become a big opportunity in the development plan of the community forests in Kupang. These community sandalwood forests are expected to contribute revenue for the community through the utilization of the land which had not been optimally developed by the community. The study was conducted in Ponain Village and Tesbatan Village I, Amarasi Sub-district, Kupang Regency, East Nusa Tenggara, using multistage sampling. This study aimed to analyze income contribution and the minimum land requirement in the development of the community sandalwood forests in Kupang Regency. The data were collected using interviews and in-depth interviews. The analyses were carried out using descriptive, qualitative and quantitative analyses. The results showed that the largest revenue contribution in the development of community forests in Kupang Regency was from the community sandalwood forests which were combined with secondary crops. In addition, the minimum land requirement in the development plan of the community forests in Kupang Regency was an area of less than half a hectare of land.Key words: community forests, minimum land, revenue contribution, sandalwood
