Abstract

The performance of institutional arrangement policy for central and local governments is said to be stagnant, or even tends to degrade from time to time. This condition is mainly because the design of organizational arrangement between central and local governments is not perceived as an immediate, basic need. This can be shown in the organizational arrangement that focuses merely on the organization shape, which is also considered insufficient. The emphasis on the organization formation is only related to the strategic organizational design, meanwhile the other important aspect, the operational design, is neglected. Another fundamental aspect neglected is the design of transformation process after the organization is formed. So far, the policy on formal arrangements ofgovernment organization, both for central and local governments, is not available yet. Therefore, the institutional transformation both central and local has never been route-mapped well, strategically unfocused, and often poorly performed. To overcome these problems, the institutional arrangement policy for central and local governments should be directed to the framework of 'organization as open system' in comprehensive and integrated way.

Abstract

The development of information technology and the increase of knowledge of Indonesian people are become a demand to the public service institutions to make some improvement. In fact, to make these improvement is not an easy things; in the contrary it is the, hardest thing to do. To achieve these goal leadership is mostly needed. Someone with strong leadership is needed to create empowerment for the institution and its members.

Abstract

There have been so many kinds of training and development designed to improve the professionalism of government apparatus on managing public organization and delivering public services. The results, however, still show ineffectiveness. Based on this fact, this article try to give some suggestions on designing competence-based training. This training should be designed appropriate with strategic planning of the organization that there is a guarantee for good performance of the organization could be achieved. Besides, the training should be arranged with quality control mechanism by evaluation model on reaction level, behavioral level and result level. T his mechanism will support good feedback for training quality improvement.Kata Kunci: diktat, kompetensi, rencana strategis, model evaluasi

Abstract

Matters related with regional borders have become part of the core issues of Indonesian incumbent-government. The government efforts to deal with the developing issues haves continuously been made. There are at least two fundamental matters that have drawn the attention of government, i.e. physically determination of state borders and the management of territorial borders development. In relation to the latter, it is a right time for the government to not only studying but also initiating a specific government institution that will be in charge of managing the potencies and complexities of the territorial borders. At present it is deemed necessary for the central government to facilitate the establishment of such institution to promote the development of border areas. Therefore, this is an important agenda that should be carried out soon. Moreover, local governments along the border areas, in general, require support and facilitation from the central government in developing their region.   Keywords: kapasitas kelembagaan, daerah perbatasan.

Abstract

Economic development serves as one of the indicators of success to development. It should be directed to the real and basic economic development at local level, so the economic and social development of a region reaches its goals. The accomplishment of a local government is often linked to the existence of good local governance where there is a synergy between local government,business, and society in governing a region. Good local governance is a concept. Its manifestation is represented in a form of development and public services at local level that truly benefit the majority or whole society. The successes and the failures of development in a region are always linked to the performance of regional apparatus organizations. Because the regional apparatus organizations are always linked with various affairs concerned with local development, it is believed that regional apparatus organizations play vital and strategic roles in development. In relation to that, the regional apparatus organizations must be designed comprehensively and holistically so that the can perform accordingly. It is a high time to avoiding havoc and sporadic management of regional apparatus organizations. It is as well a high time to rectifying this nationwide chaos.

Abstract

This research aims to analyze the relation between organizational culture and bureaucratic behaviour. Beuraucratic characterized from ability, work-attitude and motivation. Whereas bureaucratic behaviour pattern is classified into four forms which are otocratic behaviour, custodial behaviour, supportive behaviour, and colleagial behaviour.

Abstract

Lubuklinggau city's economic growth in 2012 is quite high relative directly or indirectly increasing urban population. In addition to the positive side, the urban as well as the growing negative impact of street children, street vendors, illegal immigrants, and so on. The condition can affect to the increasing workload of Civil Service Police Unit (municipal police) Lubuklinggau City. Taking into account the increased workload and Government Regulation (PP) No. 6 In 2010, the municipal police peint done rightsizing. How rightsizing Lubuklinggau City municipal police are professional, effective and efficient? Rightsizing is needed to improve the quality and service to the community needs to be better and more efficient. Selanjuntya to answer that question this study uses descriptive evaluative methods and semi-exploratory. The analysis shows that the city municipal police Litbuklinggau feasible arrangement with the organization in accordance with the Type A No. Permendagri. 40 in 2011. Kelayakkan is also supported by the Office of the real condition of the municipal police workload is increasing from year to knowledge, especially in the field of public law enforcement and community protection.

Abstract

This study was aimed at anlizing the arrangement of the Regional Organizational Apparaturs of Murung Raya Regency based on Government Regulation No. 41 Year 2007 concerning Regional Organizational Apparatus. The study analysed the exsisting condition, local needs, and related rules of laws, and vision and mission of the regional government of Murung Raya Regency.
