Abstract

Advertisement tax policy is a policy that is set forth in UU nomor 28 Tahun 2009 on Regional Taxes and Regional Retribution which has the purpose, are to organize the implementation of Local Tax andRetribution give greater authority to the regions to managed and regulated the management of taxes and charges in their area. In line with big of responsibility in the area of governance and service to the community in Semarang, advertisement tax policy implementation be regulated in the regulations of the Mayor No. 973/89 of 2012 On Establishment of Regional and advertisement Class Road in Semarang city, where the presence of the Mayor of this Regulation is expected to overcome billboard problems on local taxes all this time, the problem are: the taxpayer who does not timely pay taxes, for the installation of forbidden billboards and installation of billboards do not pay attention to the aesthetics of the city. These objectives can be achieved through the implementation of effective policies that can be seen from the appropriateness of the policy, implementing accuracy, precision of the target, accuracy and precision of the process environment. Advertisement tax policy implementation in achieving its objectives can not be released from the factors that support and obstacle. Based on the theory of Van Meter and Van Horn, supporting and inhibiting factors, are Resources Policy, Communication and Implementation Activities. Characteristics Implementation Agency, Socio-Economic and Political Conditions and Disposition Implementor. 2 Based on the existing obstacles in the implementation of the advertisement tax policy in Semarang writer give some advice are : (1) giving purpose socialization and advertisement tax policy legal basis to taxpayers, so taxpayers clearly understand the rules regarding advertising tax policy. (2) firmness in giving punishment to be imposed on the taxpayer when there is infraction, whether the fraction of the taxpayer in the form of delay in paying taxes advertisement or implementation of billboards without permission. (3) conduct data collection and monitoring on a regular basis, in order to minimize the problem of illegal billboards that are not recorded in the field. (4) increasing the number of staff and staff who handle the advertisement tax policy at the Department and in the field, also increase supporting tools such as computer.

Abstract

Gerdu kempling is aninnovation, created from condition and problems in the Semarang City. The purpose of the program in 2012 is to reduce the number of poor people in the Semarang City of 2% per year, or as much as 3.473 families in 48 sub –district. His research aims to know the implementation of the program in 2012 and how his achievments. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type. This study used a qualitative descriptive research type. Research findings obtained by interviewing the actors involved in the program, namely the city of Semarang government, NGOs, the poor and the community. Researchers also spread a questionnaire to determine the level of satisfaction of the poor against Kempling Gerdu program. From the results of the analysis are used, namely the analysis of the performance of government agencies, it can be concluded that the government of Semarang city has successfully reached the target program in 2012 that has been determined. Poor people are quite satisfied with the program activities Gerdu Kempling received. The program succeeded in empowering the poor and increase revenue independently. Good cooperation between the government and the various stakeholders is one of the success factors. Through performance measurements using the evaluation form, the program achieved success by 73.64%

Abstract

Ayo Wisata ke Semarang is a government program that aims to increase tourist visits to Semarang. Through this program, the government relied on three potential Semarang city tourism, religious tourism, cultural and culinary.Program which began in 2011 it contains strategic activities the government and the city of semarang tourist events . This program has a primary target increased by 1,834,886 tourists visiting in 2012. This research aims to know the implementation of the program in 2012 and how its achievement. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type.This research uses descriptive qualitative research type. The research results obtained by conducting interviews to the actors involved in the programme, namely the Government of the city of Semarang, businessmen, tourists and tourist community. Researchers also spread a questionnaire to determine the level of satisfaction of tourists to tour the city of Semarang.From the results of the analysis, it can be concluded that the government reach all target the program in 2012 that have been determined. Tourists felt quite satisfied with the Semarang city tourism. The program also fosters enthusiasm some tourism businesses like T-shirt souvenirs. Promotion programs in a variety of media is a major factor in the success of this programs. Through Balanced Scorecard measurement tool, the program is achieving success of 83,69%.

Abstract

PT. PLN (Persero) Regional Central Java and Yogyakarta Network Services Unit South of Semarang is an institution which runs services in the field of electrical energy. This study aimed to analyze the performance of services and satisfaction user service provided by PT. PLN (Persero) based on community satisfaction index. This research was conducted on the basis of KEP. MENPAN No.25/2014 on the concept of excellent service or the quality of public services. In which there are fourteen indicator services performance of community satisfaction which assesses the performance of services.. This study uses a quantitative descriptive analytical approach as the unit of analysis, while the data collection techniques obtained through questionnaires, documentation, and observation. These results of public satisfaction index value performance of services carried out by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang by 72, including the Good category. PT.PLN service user satisfaction (Persero) degree of conformity between performance and expectations reached 89.84% belong to the category is not satisfied because the performance is lower than the expectations of customers The conclusion that can be derived that the performance of services by PT. PLN (Persero) Regional Central Java and Yogyakarta UPJ South Semarang categorized as good with community satisfaction index score of 72. However, there needs to be improvement in four indicators in quadrant A is based on Cartesian diagram, include: Procedures of service, discipline of service personnel, service requirements, and speed services.

Abstract

This article aims to find out the thoroughness of mathematics learning outcomes of third grade students SD Islam Tarbiyatul Athfal Surabaya after the application of Talking Stick model. This type of research is a quasi experiment with Pre-test and Post-test group design. The population of all third grade students SD Islam Tarbiyatul Athfal Surabaya Lesson Year 2019/2020 amounted to 38 students and as a sample of class III3 taken at random. Data collection is done by test technique. The collected data were analyzed by using t test. Based on the results of the analysis data with the level of trust α = 0.05 obtained tcount (1.85)> ttable (1.68), so it can be concluded that the result of thematic learning of third grade students SD Islam Tarbiyatul Athfal Surabaya after applied Talking Stick method significantly completed . Average student learning outcomes of 79.97 and the percentage of complete students reached 79%.

Abstract

Sesuai Undang-Undang Republik Indonesia Nomor 14 Tahun 2005 tentang Guru dan Dosen Pasal 2 ayat (1) menegaskan bahwa guru mempunyai kedudukan sebagai tenaga profesional pada jenjang pendidikan dasar, pendidikan menengah, dan pendidikan anak usia dini pada jalur pendidikan formal yang diangkat sesuai dengan peraturan perundang-undangan. Pada Pasal 4 juga dijelaskan bahwa kedudukan guru sebagai tenaga professional sebagaimana dimaksud dalam Pasal 2 ayat (1) berfungsi untuk meningkatkan martabat dan peran guru sebagai agen pembelajaran berfungsi untuk meningkatkan mutu pendidikan nasionalDengan demikian, tidak dapat dipungkiri bahwa guru harus memiliki pengetahuan yang luas, menguasai berbagai jenis bahan pembelajaran, menguasai teori dan praktik pendidikan, serta menguasai kurikulum dan metodologi pembelajaran. Kompetensi guru adalah salah satu faktor yang mempengaruhi tercapainya tujuan pembelajaran dan pendidikan di madrasah, namun kompetensi guru tidak berdiri sendiri, tetapi dipengaruhi latar belakang pendidikan, pengalaman mengajar, dan lamanya mengajar.  Berangkat dari paradigma tersebut, penelitian ini bertujuan untuk mengetahui kompetensi profesional guru untuk meningkat meningkatkan kualitas pendidikan di Madrasah Ibtidaiyah Panamur Kersamanah. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara mendalam dan dokumentasi. Pemeriksaan keabsahan data dilakukan dengan memperpanjang waktu penelitian dan triangulasi. Hasil penelitian menunjukkan bahwa: (1) Profesional guru merupakan salah satu faktor yang sangat penting dalam meningkatkan mutu pendidikan (2) Mutu pembelajaran Pendidikan Agama di Madrasah Ibtidaiyah Panamur Kersamanah diwujudkan dengan penerapan pembelajaran aktif, kreatif, dan menyenangkan serta melalui penelitian studi kasus. (3) Upaya Kepala Madrasah dalam meningkatkan professional guru di Madrasah Ibtidaiyah Panamur Kersamanah adalah dengan meningkatkan kompetensi guru melalui kursus dan diklat, pengadaan sumber dan media Pembelajaran, mengelola lingkungan belajar, penerapan e-learning, dan controling (4) Upaya guru Madrasah Ibtidaiyah Panamur Kersamanah dalam meningkatkan profesionalnya dengan mengikuti diklat dan Kelompok Kerja Guru.

Abstract

Pesantren merupakan lembaga pendidikan yang mempunyai sejarah panjang dan unik. Secara historis, pesantren termasuk pendidikan Islam yang paling awal dan masih bertahan sampai sekarang. Persoalan karakter menjadi bahan pemikiran sekaligus keprihatinan bersama karena masyarakat Indonesia saat ini sedang mengalami krisis karakter.Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan nilai religius dan kemandirian dalam pendidikan karakter di  Al-Ittihad Kabupaten Cianjur.Jenis penelitian ini adalah penelitian deskriptif kualitatif. Subjek penelitian adalah Ustadz dan santri. Penelitian dilaksanakan pada bulan Agustus 2020. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Data dianalisis dengan menggunakan model Milles and Huberman yaitu reduksi data, display data, dan penarikan kesimpulan. Teknik pemeriksaan keabsahan data dengan triangulasi sumber dan teknik.Hasil penelitian menunjukan bahwa: (1) persepsi tentang pentingnya nilai religius dan kemandirian dalam pendidikan karakter merupakan salah satu sumber yang melandasi pendidikan karakter dan sangat penting untuk ditanamkan kepada siswa sejak dini karena dengan bekal keagamaan yang yang kuat sejak dini akan memperkokoh pondasi moral siswa di masa depan. (2) Peran pesantren dalam mendukung pelaksanaan nilai karakter religius dan kemandirian dalam pendidikan karakter yaitu menyediakan fasilitas-fasilitas yang dibutuhkan, memberikan izin kepada guru untuk mengadakan suatu program kegiatan, mendukung adanya kegiatan-kegiatan yang ada di luar pesantren, serta memberikan teladan yang baik bagi santri. (3) Pelaksanaan nilai religius dan kemandirian dalam penanaman karakter melalui program pengembangan diri yang terdiri dari kegiatan-kegiatan rutin yang ada di pesantren, kegiatan spontan yang dilakukan guru pada santri, keteladanan yang diberikan guru, dan pengkondisian pesantren yang diciptakan sedemikian rupa.Kata kunci: nilai karakter, karakter religius, karakter kemandirian

Abstract

Tujuan dari penelitian ini untuk mengujiperan motivasi dalam memediasi pengaruh karakteristik pemimpin dan budaya organisasi terhadap kinerja karyawan dengan menggunakan Structural Equation Modeling. Sampel yang diambil adalah 100 karyawan dengan menggunakan purposive sampling didasarkan pada judgment sampling. Hasil penelitian menunjukkan bahwa hasil efek tidak langsung karakteristik pemimpin terhadap kinerja melalui motivasi artinya positif dan signifikan signifikan. Budaya organisasi terhadap kinerja melalui motivasi berarti signifikan. Pengaruh total (total effect) karakteristik pemimpin terhadap kinerja melalui motivasi adalah 0,418 (0,204 + 0,214) dengan VAF sebesar 0,633 (0,418 + 0,214). Sedangkan pengaruh total (total effect) budaya organisasi terhadap kinerja melalui motivasia dalah 0,347 (0,226 + 0,121) dengan VAF sebesar 0,347 (0,347 + 0,121). Hasil VAF pengaruh karakteristik pemimpin terhadap kinerja melalui motivasi bernilai 0,633 atau 63,3% ini dikategorikan memediasi penuh, Hasil VAF pengaruh budaya orgnasisasi terhadap kinerja melalui motivasi bernilai 0,347atau 34,7% ini dikategorikan memediasi penuh.
