Abstract

The main purpose of this study is to optimize the utilization of water resources and land in Kaiti Samo Irrigation Area of Rokan Hulu District through variations of crop patterns. Kaiti Samo Irrigation Area with 1654 Ha of potential area, the functional area is only 700 Ha. The processing of agricultural land at the location is also done twice a year with Padi-Padi-Bera crop pattern.   The research methode used is optimization study to obtain the maximum profits of farming results based on the optimal planting area using a linear program. The existing dependable volume and crops water requirements of each alternative crop pattern planned are used as restrictions/constrains as input for operation of linear program. The results of these calculations are expected to know the optimal planting area according to the crop pattern and crop season, also the greatest profits will be obtioned.   The results of one early planting alternative planned, crop pattern is obtained which get the greatest profits is Padi– Padi– Kacang Hijau at early planting November period I. The profits is Rp 8.829.000.000,00 with the planting area for crop season I: Padi = 1180 Ha, crop season II: Padi = 1180 Ha, crop season III: Kacang Hijau = 1140 Ha, and crop intensity 237%.   Key words : dependable volume, crop water requirement, crop pattern, optimization, linear program

Abstract

Evaluation of irrigation system must be conducted annualy in order to know the value of performance of irrigation system of each area. The goverment want to record and maintain the existing facilities and infrastructure. However, since the transfer of authority of the Ranah Singkuang’s irrigation area in 2015 from district goverment to the to provincial goverment, there are no any operation and maintenance of Ranah Singkuang’s irrigation area. In this research, the evaluation of irrigation system performance according to Permen PU No.12/PRT/M/2015 which has been interpreted into Index of Performance of Irrigation System (IKSI). There are six parameters of this research that showed of physical infrastructure in 27,87%, plantation productivity in 12,87%, supporting facility in 8,40%, personnel organization in 10,80%, documentation in 5% and P3A in 3,60%. According this performance, total index of performance of irrigation system of Ranah Singkuang’s irrigation area is 65,14% or condition of performance is bad and need a concern.Keywords: evaluation of irrigation system, Permen PU No.12/PRT/M/2015, IKSI

Abstract

Siak river basin now in criticial condition. This condition is due to land use changes in the upper body and cause silting in the river. The silting decreasing the capacity of the river so when heavy rain occurs, tha rivers could not accomodate it and it will cause flooding. The flood disaster which is very difficult to predict and lack of water resources at dry season made the citizens lack of preparation to deal with. A solution to anticipate that is to provide an early warning system. In order for the system to work well, it need a prediction method that could provide good quality of data, the method called SOM-ANN. SOM-ANN method consisted by two different types of algorithms, there are Self Organizing Maps (SOM) and Backpropagation. The purpose of this study was to test the reliability of SOM-ANN method in discharge predicting in Tapung Kanan River. The weighting result from SOM’s learning applied to Backpropagation’s learning, so that the pattern recognizing becomes faster and gaining more accuracy. By a comparison with ANN method, SOM-ANN method can improve a better performance and accuracy of predicting results with 1099% increase in performance and 44,74% increase in accuracy with an error value MSE = 0,001725, so that the discharge prediction modelling can be used to predict the discharge in the future.Keywords : artificial neural network, self organizing maps, discharge, prediction modelling

Abstract

This paper presents a method for calibration of numerical model for shoreline change prediction using satellite imagery data in muddy beach. Tanjung Motong beach, a muddy beach that is suffered high abrasion in Rangsang Island, Riau province, Indonesia was picked as study area. The primary numerical modeling tool used in this research was GENESIS (GENEralized Model for Simulating Shoreline change), which has been successfully applied in many case studies of shoreline change phenomena on a sandy beach.The model was calibrated using two extracted coastlines satellite imagery data, such as Landsat-5 TM and Landsat-8 OLI/TIRS. The extracted coastline data were analyzed by using DSAS (Digital Shoreline Analysis System) tool to get the rate of shoreline change from 1990 to 2014. The main purpose of the calibration process was to find out the appropriate value for K 1 and K coefficients so that the predicted shoreline change had an acceptable correlation with the output of the satellite data processing. The result of this research showed that the shoreline change prediction had a good correlation with the historical evidence data in Tanjung Motong coast. It means that the GENESIS tool is not only applicable for shoreline prediction in sandy beach but also in muddy beach.

Abstract

This paper investigated how much the publics willingness to pay (WTP) for the cost of public water supply services (PDAM) in Pekanbaru City. This research also projected how much urban water demand of this city for period of 2014-2032. This study divided samples into two categories, namely (i) middle and high income society, and (ii) low income one. These categories were based on the type of house ownership, and the percentage of low income family in this city This research obtained two main factors affected to the WTP for public water services (Y), such as; (i) the number of family members (X1), and (ii) the amount of family income (X2). The equation formula of Y = -677.816 + 12934.502 X1 + 0.012 X2. The average public’s willingness to connect to PDAM for the middle and high income society was 62.13% and for the lower class was 44.44%.There was a trend that the middle and high incomes society’s water demand was relatively higher than that the lower one.  The amount of water tariffs for middle and high income class society was at the average of Rp.6.615 / m3, and Rp.4.971/m3 for the lower income one. This tariff was higher than the average tariff in 2014 (Rp. 3,300 / m3). The water supply capacity in 2014 was estimated to 620 l/sec, and it was projected that water demand in 2032 will increase to 3,946 l/sec (three folds). Tulisan ini meneliti berapa besar keinginan masyarakat untuk membayar biaya pelayanan pengadaan air bersih (PDAM) di Kota Pekanbaru dan membuat proyeksi kebutuhan air bersih Kota Pekanbaru 2014-2032. Sampel calon pelanggan air bersih dalam penelitian ini dibagi atas dua kategori, yaitu (i) masyarakat kelas menengah keatas, dan (ii) kelas menengah kebawah. Penelitian ini mengidentifikasi dua faktor utama yang mepengaruhi keinginan masyarakat menengah ke atas membayar pelayanan air bersih PDAM (Y), yaitu; (i) jumlah anggota keluarga (X1), dan (ii) besarnya pendapatan keluarga (X2), dengan formula Y= -677,816 + 12934,502 X1 + 0,012 X2. Keinginan untuk menyambung pada masyarakat menengah keatas sebesar 62,13% dan di kelas menengah kebawah adalah 44,44%. Besarnya tarif air bersih yang diinginkan masyarakat menengah keatas Rp.6.615/m3 dan Rp.4.971/m3 untuk kelas menengah kebawah.Tarif ini lebih tinggi dari rata-rata tarif PDAM pada tahun 2014 yaitu Rp. 3.300/m3.Kapasitas pasokan PDAM air pada tahun 2014 adalah 620 l/detik, namun diproyeksikan kebutuhan air bersih meningkat menjadi 3.946 ll / detik untuk tahun 2032.

Abstract

The IHACRES model application has been successfully applied in Indonesia. The existence of this success, it is necessary to further develop an approach to improve the correlation coefficient at the phase of calibration, verification, and simulation by combining the wavelet transformation - IHACRES model by taking a case study in Siak Hulu sub-watershed, Riau Province. Wavelet transformation method in this research has the advantage to decomposed and reconstructed in processing a raw data of time series to increased model performance. The output of wavelet transformation model would be use as IHACRES model input. Wavelet family which suitable for modeling are Haar and Biorthogonal wavelet. This research used the variety of length data that grouped into scheme 1 until scheme 8. The results showed that the best scheme in calibration phase for IHACRES model is scheme 2 (two year calibration) with a correlation value of 0.549. Scheme 2 used for wavelet transformation - IHACRES combine analysis. At wavelet transformation – IHACRES phase, the best calibration value was the used of Haar wavelet level 1 for rainfall and temperature data with a correlation value of 0.561. The best verification and simulation phase used Haar wavelet level 1 to input the data of rainfall and discharge. The result of verication phase valued at 0.674 and simulation was 0.737 which categorized as strong correlation. According to result of reserch, the use of wavelet transformation – IHACRES provides increased performance model, if compared with the IHACRES model.  Keywords: Siak Hulu sub-watershed, Wavelet Transformation, IHACRES.

Abstract

The availability irrigation and drainage systems had to experience a reduction in capability and performance. This is due to lack of maintenance and monitoring for the beginning so it works out of its capacity limit, the low performance of Operations and Maintenances (O & M), deficiency and deteriorating services. Since 2015, the irrigation area Sei Silam has no O & M because of the transfer ofauthority which is from Kampar district government to Riau provincial government. Therefore, it is necessary for evaluating the performance index of facilities and infrastructure in the main irrigation area based on Minister of Public Work Regulation Number 12/PRT/M/2015 which has been interpreted into IrrigationSystem Performance Index (Indeks Kinerja Sistem Irigasi – IKSI). Result of research showed that the performance index is 71.30%or condition of performance is good; where physical infrastructure is in the amount of 31.98%; plantation productivity is equal to 13.02%; supporting facility is 7.7%; personnel organizationis equal to 9.6%; 5% of documentation; also there is 4% in Water User Farmer Association.Keywords: performance index, irrigation, IKSI

Abstract

Flood calculation design requires an input of rainfall design that is distributed rainfall into hourly rainfall. Distribution of each pattern from a hourly rainfall was necessary to convert rainfall into hourly rainfall designed. Measurement Rainfall data was used utilizing satellite data. The Rainfall data was obtained from Tropical Rainfall Measuring Mission (TRMM) of satellite data. Processed of TRMM data has been done using a Command Prompt software. Data of the Satellite TRMM were extracted by Command Prompt, it was transfered by Zilla File Software which is gsmap. Duration of rainfall into hourly rainfall from 2009 to 2016 was taken one hour until sixty-nine hours. There is incidence of rain with a total of 4001 incidents of rainfall with 22.1228 mm ranifall average, and 839 was the most rainfall incidence in one hour.Keyword: Rainfall distribution, Satellite data, Tropical Rainfall Measuring Mission

Abstract

The flooding area in Bangkinang city were around DI Panjaitan road and suburban of Petai I river, where drainage capacity can’t received most flow discharge that is flowed from catchment area, then the channel that have not enough capacity cause the discharge flows into was DI Panjaitan road channel and petai I river not optimal, flooding and inundated happened. This condition causes people who live in that area uncomfortable. This study aims to analyze the drainage system and the channel capacity to drain runoff so that flood was not happened in flood area. Rainfall station data of Pasar Kampar for 15 years used to determine planed rainfall by using 10 years return period and get planned rainfall (R24) of 135,990 mm. From the data of topographic, flow patterns and planed rainfall used to calculate discharge for the required dimension channel. Results of research show that the existing capacity of channel dimension can’t enough to receive the discharge, so that it is done the normalization on channel e.g : SD Panjaitan Kn4, SD Petai1 10, SD Petai1 12 and SD Petai1 13.Key words: Bangkinang, floods, rainfall, discharge, drainage channel.

Abstract

Uwai Pangoan irrigation area is located in Kampar district which one of the rice-producing district in Riau province. The potential area of Muara Jalai irrigation area is 800 Ha, but it is functional area is just 615 Ha. Processing of agricultural land of this irrigation area was done twice in a year with Padi-Bera-Bera cropping pattern. The functional area is still small and the cropping pattern in such a way, this suggests that the potential of water resources and land owned by the irrigation area is not utilized optimally. Based on the condition, optimization study carried out to maximize the profits of farming results, based on the optimal planting area using a linear program. The mainstay volume and crop water requirements of each alternative cropping pattern planned are used as restrictions/constrains as input for operation of linear program. The results of these calculations are expected to know the optimal planting area according to the cropping pattern and cropping season, also the greatest profits to be obtioned. The results of several planned alternative cropping pattern was obtained which get the greatest profits is Padi/Kacang Hijau – Padi/Kacang Hijau – Kacang Hijau cropping pattern. The cropping pattern is scheduled for early planting December period I with the profits is Rp 5.711.999.000 and 300% cropping intensity.Key words: mainstay volume, irrigation water requirements, cropping pattern, optimation, linear program
