Abstract

The Omnibus Law on job creation is a government initiative proposal and it has drawn public reactions to polemics of debate. Muhammadiyah as a religious organisation also expressed their objections to the Omnibus Law on job creation. This article is qualitative research that applies NVivio 12 plus to manage the data through crosstab analysis and cluster analysis. This study shows that there are aspects of conflictual relations that give rise to a movement. Muhammadiyah forms a formal or non-formal organization that involves the Law and Human Rights Council (HAM) as well as s a forum of the dean of the law faculty and the head of the law school of Muhammadiyah and Aisyiyah universities. In the concept, of Muhammadiyah emphasizes to synchronise between institutions by prioritizing transparency, making laws severe in their implementation. Muhammdiyah offers three concept points, namely revoking a government regulation in lieu of law (PERPU), delaying its implementation, and revising through public participation.

Abstract

Innovation is a necessity that must be done in the era of disruption, both private and government organizations. The Government of Central Java Province was the first province to implement an innovative GRMS (Government Resources Management System) system in the government management and public service sectors. The purpose of this study was to analyze the use of the application system, how the development was needed and the obstacles found. This study was a descriptive and used qualitative approach. Primary data was from system users, and secondary data was from the application system used. The presence of the GRMS application system directly forced regional apparatuses to adapt using digital systems, then the old bureaucratic patterns which were conventional and slow are now transforming into digital-based fast, easy, and transparent bureaucracy, so that it is expected to create good public service management.

Abstract

Penelitian ini berupaya memahami proses dari sistem penganggaran di Indonesia melalui perspektif teori New Institusional dan Spending Review. New Institusional adalah penjelasan yang populer dan tegas untuk menjelaskan tindakan individu dan organisasi. Spending Review adalah metode untuk mengukur kualitas pengeluaran pemerintah dalam struktur Anggaran Pendapatan dan Belanja Aceh (APBA) Provinsi Aceh. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan tinjauan pustaka. Hasil penelitian ini pelaksanaan APBA di Provinsi Aceh pada Tahun Anggaran 2018 telah berjalan dengan baik. Tingginya penyerapan anggaran Dana Desa juga membuktikan bahwa sistem pelaporan sudah praktis dan mampu dipahami aparatur desa di Provinsi Aceh. Hal ini mengindikasikan perbaikan pola penyerapan pada Tahun Anggaran 2018 yang lebih matang dan terencana.

Abstract

Coronavirus Disease 2019 (Covid-19) is an infectious disease caused by a type of coronavirus, this virus was first detected in Wuhan, China. Seeing the spread, the transmission of Covid-19 has increased very quickly across countries and continents. The Central Government has declared the non-natural disaster status of the spread of Covid-19 as a National disaster. Seeing the impact of the Covid-19 Pandemic not only causing a health emergency but also having an impact on the social, economic, political, cultural, educational and other fields so that its response requires synergy between the Central Government, Regional Government, the private sector, and the community. This study aims to analyze the effectiveness of non-natural disaster management policies for the spread of Covid-19 by the Central Government and Central Java Provincial Government within the framework of the division of authority through the regional autonomy law. This research method uses descriptive qualitative, using a statute approach and a case approach. The results show that the distribution of authority to the Regional Government to regulate their own household affairs has a positive impact on accelerating the management of non-natural disasters from the spread of Covid-19, on the other hand the negative impact is the potential for overlapping between central and regional policies. However, the potential for overlapping policies can be minimized as long as the Central Government is able to absorb the aspirations of the Regional Government and the Regional Government pays attention to the policies of the Central Government.

Abstract

A smart city is a modern and advanced city that is integrated with digital systems that support convenience and comfort for its residents. Initially, the smart city concept was aimed at developed countries that have adequate infrastructure, but in Indonesia, district or city governments can improvise in its implementation according to the needs and capabilities of local governments. The aim of this research is to analyze the obstacles and strategies for implementing smart cities that are adapted based on the conditions of the Karanganyar Regency area. The research method uses descriptive-qualitative research, which is linked to empirical reality with applicable theory. Data is obtained from journal references, regional regulations, the Karanganyar Regency smart city master plan book, etc. The results show that the journey towards a smart city in Karanganyar Regency has been documented in the 2018–2023 RPJMD, but its implementation is faced with infrastructure (technology), structural (HR and budget), and superstructure (institution and policy) problems.
