Abstract

Badan Litbang ESDM selalu memberikan penghargaan kepada pegawainya yang memiliki kinerja yang baik. Kinerja pegawai yang baik itu sangat penting agar kegiatan pada suatu instansi atau perusahaan dapat berjalan dengan lancar. Kita dapat mengetahui kinerja pegawai dengan cara melakukan pemberian penghargaan kepada pegawai berprestasi. Untuk mengetahui pegawai yang berprestasi perlu diadakan penilaian terhadap kinerja pegawai. Melakukan suatu penilaian dalam pemberian penghargaan untuk pegawai berprestasi diantaranya menggunakan sistem pendukung keputusan dalam membantu pemecahan suatu masalah. Metode yang digunakan dalam melakukan pemberian penghargaan untuk pegawai berprestasi yaitu metode profile matching. Kriteria atau aspek yang digunakan pada sistem pendukung keputusan penghargaan PNS (Pegawai Negeri Sipil) berprestasi ini adalah disiplin, integritas, komitmen organisasi, kepemimpinan, kerjasama, prestasi kerja dan berorientasi pada pelayanan. Dengan adanya kriteria penilaian kinerja diharapkan ESDM mampu memberikan penilaian kepada pegawai secara objektif serta mengurangi kesenjangan sosial pada pegawai di lingkungan Badan Litbang.

Abstract

Pemindahan tugas sangat perlu dilakukan sebagai perencanaan karir pegawai dan juga untuk meremajakan suatu posisi jabatan. Ditentukannya suatu kriteria-kriteria dalam pemindahan tugas karyawan tidak terlepas dari tujuan agar karyawan yang akan dipindahkan memenuhi kriteria yang telah ditetapkan. Terkadang proses pemindahan tugas dan perencanaan karir di dalam suatu perusahaan hanya berdasarkan dari beberapa aspek saja yaitu tingkat pendidikan, keahlian, dan pengalaman sesuai kebutuhan unit kerja. Maksud yang ingin di capai dari penelitian ini yaitu untuk mengetahui proses pemindahan Pegawai Negeri Sipil (PNS) dari instansi lain ke Badan Litbang ESDM, Kemudian untuk menerapkan metode promethee dalam sistem pendukung keputusan pemindahan Pegawai Negeri Sipil (PNS) instansi lain ke Badan Litbang ESDM dengan menggunakan metode PROMETHEE.

Abstract

Information technology governance in the process of data management is an important asset to the agency. Governance of information technology in data management processes that are less goodwill pose some problems. The problem that occurs is data loss, data leaks, misuse of computers and even common decision-making errors also due to incorrect calculations. This indicates the ineffectiveness of information technology governance in the Indonesian Ministry of Health PUSDIKLAT apparatus. PUSDIKLAT apparatus Ministry of Health of Indonesia as government agencies that conduct education and training of health personnel requires an information technology governance both in the process of data management in its operations. The purpose of this paper is to obtain information about the state of information technology governance and analyze gaps. The framework used is COBIT 4.1 by using the DS and ME domain. The results of these research findings are the maturity level of the current state of information technology governance in the Indonesian Ministry of Health officials PUSDIKLAT are at level 2 and the conditions are expected to reach level 3. Then do an analysis of the gap and then made a recommendation strategies to address the existing gaps in order to rate maturity are expected to be achieved. Therefore, it can be concluded that there is still a gap between the current maturity level at level 2 with the expected maturity level at level 3.

Abstract

Different kinds of fish in Indonesia is very much known to exist more than 80 species of fish caught in the waters of Indonesia. To find out which type of fish caught necessary analysis of the data pattern catches so as to know what kind of fish are caught. Search pattern or associative relationships of large-scale data that are closely related to data mining. Analysis of the association or the association rule mining is a data mining technique to discover the rules of associative between a combination of items. In the association rule method, there are two processes, namely the process of generating Frequent Itemset and trenching association rules. Frequent Itemset Generation is a process to get itemset interconnected and has a value of association based on the value of support and confidence. The algorithm used to generate the frequent itemset is Apriori Algorithm. Apriori algorithm has a weakness in the appropriate feature extraction that is used to attribute causing rule that formed a research a lot in based applying apriori algorithm principal component analysis to obtain a more optimal rule. After experiments using apriori algorithm with a magnitude Φ = 30, min Support 80% and 80% Confidence min rule formed results totaled 82 rules. While the second experiment was done by using an algorithm based on principal component analysis prior the magnitude Φ = 30, min Support 80% and 80% Confidence min formed results amounted to 12 rules to fully lift the ratio of 1
