Abstract

The government-owned research and development institutions (lembaga litbang) has been established for a long time; units under the ministries, universities, or an independent institution structure called the Non-Ministry Government Institutions in the field of Research and Technology (LPNK Ristek). However, the long course of LPNK Ristek is measured to be not in line with the output of the research and development (R&D) due to its minimal contribution in commercializing the results to its users. This study aims to provide a depth understanding of the form of policy design as the result of low commercialization of R&D results in Indonesia along with existing technology transfer policies. This study also proposes new policy alternatives, namely the Technology Transfer Office (TTO) to improve the existing policy. The approach of this study is qualitative with the desk research method, where the data sources used are obtained through secondary sources from written documents, scientific journals, scientific books, archives, related policies or regulations, and searches from the websites of related institutions. The data sources were published in the period 1996 to 2020. The results of this study found that there were three obstacles to technology transfer in Indonesian R&D institutions, namely the lack of funding, limited quality and quantity of human resources, and a rigid institutional structure that hindered the function of technology transfer. This study also recommends the TTO policy as an alternative technology transfer policy with four main instruments, namely (1) the government activities involved, (2) the structure of the delivery system either directly or indirectly, (3) the degree of centralization, and (4) the degree of automation with funding mechanisms, human resources, and institutions in the form of a Public Service Agency (BLU).

Abstract

Penelitian ini berupaya menganalisis perubahan yang disebabkan oleh kehadiran aplikasi teknologi komunikasi pemanduan wisata kebun raya, yang bernama Jelajah, Belajar dan Wisata di Kebun Raya (JAWARA) dalam beberapa hal. Pertama, studi ini mengkaji perkembangan teknologi komunikasi pemanduan wisata kebun raya dari pemanduan konvensional ke pemanduan berbasis aplikasi. Kedua, tulisan ini membahas prospek dan tantangan pemanfaatan aplikasi JAWARA untuk pemanduan kebun raya. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur yang dikombinasikan dengan data hasil wawancara. Hasil penelitian ini menunjukkan bahwa terjadi perkembangan yang signifikan dalam pemanduan wisata kebun raya sejak diluncurkannya aplikasi JAWARA pada 2018. Pemanduan yang semula berbasis konvensional berubah secara perlahan menjadi berbasis aplikasi, meskipun saat ini masih bercampur dengan konvensional. Bukan tidak mungkin jika di masa depan pemanduan berbasis aplikasi akan menggantikan pemanduan konvensional manakala kecerdasan buatan mampu menggantikan peran dari pemanduan konvensional. Penggunaan aplikasi JAWARA memiliki prospek untuk berkembang secara masif seiring pesatnya penggunaan teknologi komunikasi digital yang mendorong meningkatnya jumlah pengunduh dan pengguna aplikasi ini. Adapun tantangan penggunaan aplikasi JAWARA adalah aplikasi ini harus terus terbarukan dengan perkembangan terkini agar dapat digunakan secara maksimal.

Abstract

This study aims to find out communication models on analog versus digital library services through Facebook; and the important role of PIO in digital library services. This study uses a qualitative descriptive method with literature studies. This study shows that there has been a shift in the model and role of library service communication from analog to digital. This can be seen from the role of PIO as: (1) digital library information content creators; (2) digital library promotional content creators; (3) communication managers and disseminator on information and promotions on social media (in the context of this article is Facebook); and (4) communication links between leaders and audiences. The recommendation of this study is that library managers must recognize the importance of a new communication model in library management through Facebook.

Abstract

This study aims to determine: (1) the publication of journals and proceedings using e-publishing technology; (2) the prospect of the industry in publishing journals and proceedings in the digital era in the Indonesian context; (3) challenges and efforts to disseminate e-journal and e-proceeding. The study approach is qualitative with the literature review method. The results of the study show that: (1) the use of e-publishing technology is an important part of the publication of e-journal and e-proceeding in the future, which is more flexible, efficient and effective than before; (2) the prospect of publishing the journal and proceedings in the future is fairly bright because publishing technology is more sophisticated, so it encourages better publishing products in terms of types and numbers that are increasingly numerous, interactive, easily accessible, utilizing artificial intelligence, until finally all archiving has made use of big data; (3) the challenges in publishing journals and online proceedings are the competence of human resources, many competitors in this business, the quality of publications tend to be ignored, the disruption of professions, and many abrupt publishers. Meanwhile, digital technology has made the dissemination of journals and proceedings easier, faster and more efficient because they do not involve many parties anymore. E-publishing also reduces the bureaucracy of publishing journals and proceedings, such as not requiring printed correspondence, but simply through e-mail or tools in OJS or OCS applications.

Abstract

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.
