Abstract

This research aims to describe the causes of ASEAN’s failure in making the Code of Conduct for South China Sea dispute during the period of 2002-2012 by using the concept of international organization’s weaknesses and influence of external actor. The above-mentioned dispute involves four ASEAN member states; there are Vietnam, The Philippines, Malaysia, Brunei Darussalam and China, which is not an ASEAN member state. This research perceives that the failure of ASEAN in making Code of Conduct is influenced by internal and external factors. By using qualitative method, the author found that there are three internal factors that challenge ASEAN, namely different national interest among member states, decision-making process based on consensus, and weak dispute settlement mechanism. The external factors are economic relations between ASEAN and China, China’s persuasion efforts to ASEAN, and China’s ability to prevail strategy towards Cambodia. Abstract

This research aims to examine the sister city cooperation as paradiplomacy practice to establish international relations in Denpasar City, Bali, Indonesia, through the multidisciplinary perspectives of Legal and International Relations studies. This research seeks to answer how Denpasar City, Bali conducts its paradiplomacy through sister cities to build international cooperation and the legal and social challenges. The implementation of three layers of paradiplomacy, according to Lecours (2008), which consists of the economic issue (first layer), cultural, educational, technological, and other multidimensional aspects (second layer), and political considerations (third layer), will be determined by using interview methods and International Relations literature studies. The legal corridor of conducting paradiplomacy, as it assesses the legal basis and limitation for local government to interact with international actors, will be explored using the data collected through legal instruments and legal literature studies. The research used a qualitative empirical approach to connect both disciplines. The results show that Denpasar’s sister city cooperation can be classified as the first layer (economy) and the second layer (culture, education, and technology) of paradiplomacy practice, whereas the third layer (politics) is excluded from this cooperation. Denpasar faces several challenges in conducting its sister city plans of action, such as legal obstacles, continuity of the cooperation, human resources limitation, funding reallocation, and limited citizen participation. The COVID-19 pandemic affects the implementation of the planned sister city cooperation.

Abstract

Cultural and economic diplomacy are crucial and being prioritized in Indonesia's foreign policy. Coffee is one of the commodities used to promote Indonesian culture abroad while at the same time has a potential value to support the nation's economy. This article aims to describe the ways Indonesian President, Joko Widodo, conducts cultural and economic diplomacy through coffee and the involvement of state and non-state actors in Indonesia’s coffee diplomacy. This paper uses a qualitative research method. The data used are collected from the Indonesian government official websites and national media coverages during the period of Joko Widodo’s administration from 2014 to 2019. There are three main concepts used in this article, derived from the International Relations theory of diplomacy, namely: the concepts of issue areas; actors; and methods. This paper examines cultural and economic diplomacy as the issue areas, state and non-state actors as the actors, and bilateral and multilateral approaches as the methods of conducting diplomacy. The main findings of this paper are: (i) cultural and economic diplomacy through coffee diplomacy are connected to one another and conducted simultaneously; (ii) both bilateral and multilateral approaches are still relevant in conducting coffee diplomacy; (iii) both state and non-state actors are actively involved in conducting coffee diplomacy                                                                                                         Keywords: Coffee, Cultural Diplomacy, Economic Diplomacy, Jokowi, Indonesia

Abstract

By analyzing to what extent does patriarchy hinders women's political participation, this paper discusses the relation of patriarchy and active citizenship for women in ASEAN member states. For the purpose of analysis, this paper uses the theory of patriarchy and the theory of active citizenship related to politics, gender, and citizenship aspects by using qualitative method and literature analysis. This paper finds that patriarchal culture has a significant impact in hindering women's political participation because it has been institutionalized through: (i) political party practices; (ii) tradition, religion, and customary laws; and (iii) gender segregation in the society. Since the political participation is limited, therefore, the “exclusion” of women in the society within ASEAN member states remains. They belong to the marginalized group and are unable to access equal power and resources to act their active citizenship.

Abstract

This paper is a preliminary overview that aims to seek the general answer of who are the state and non-state actors involved in ASEAN digital diplomacy. By using the theory of network diplomacy and the concept of digital diplomacy, this paper outlines official websites and social media accounts related to ASEAN. The methodology uses in this paper is descriptive qualitative with secondary data. This paper finds that ASEAN acts as a state actor to conduct digital diplomacy by utilizing digital platforms through the ASEAN official website and social media accounts on Twitter, Facebook, and Instagram. The contents of ASEAN official accounts cover the internal and external cooperation as part of its network diplomacy. Moreover, youth organization, think tank, and educational institution are part of the non-state actors discussed in this paper. These non-state actors also actively participated in disseminating information regarding ASEAN internal and external issues. Therefore, both state and non-state actors related to ASEAN have utilized digital platforms to communicate with the public and support the maintenance of ASEAN network diplomacy.
