Abstract

The purpose of this study is to analyze and study the process of rock mining permit including the effectiveness and benefit from policy implementation related to the abolition of the authority of regency/city government in the rock mining activity after the enactment of Law Number 23 of 2014 in Subang Regency. The method used in this study is a qualitative method by interviewing parties related and literature review. The results of the study indicate that there are differences in the duration of the permit for rock mining due to differences in the process of issuing rock mining permits before and after the authority of the management of rock mining by the province. The social impact of the transfer of authority over the management of rock mining does not affect the surrounding community. This is due to the coordination and written agreements between the entrepreneur and the community related to the social responsibility management of the entrepreneur to the community.

Abstract

The problem of waste management in Jambi City is still not effective and less than optimal, it can be seen that there are still many obstacles and expectations that have not been achieved from the implementation of the waste management policy. The increase in the amount of waste is in line with the increasing population growth in the Jambi City area, while the landfill area is getting narrower. Waste management carried out by the Jambi City Government from upstream to downstream which applies the 3R concept (Reuse, Reduce, and Recycle) does not run optimally due to the lack of facilities and infrastructure, so that the amount of waste generated in the landfill is increasing every year. The quality of education for apparatus resources in the relevant agencies is still low. This study uses a qualitative method with construction characteristics that are built based on natural conditions, are more descriptive, emphasizes more on the process, the analysis is done inductively, and places more emphasis on the value or meaning contained in a data or event. The results of research and discussion on the implementation of waste management policies in Jambi City, Jambi Province, from the legal basis are clearly linear from the national level to the Jambi City level, but in practice the implementation has not involved elements of the community even though Jambi City has received an award in early 2021, Jambi City in regional ranks who excel at the national level and succeeded in bringing Jambi City into the 13 regions in Indonesia that won awards in the field of waste management, the success of a policy if community elements can feel the results of the policy, in this context the researcher concludes that the policy is good but in the future it will be better Community elements must be involved as beneficiaries of waste management policies in Jambi City, Jambi Province. Researchers found a new model of this research, namely a collaborative model for handling waste, elements of the government, private sector, community, business world in waste management policies in Jambi City, Jambi Province, as a solution to solving problems in handling solid waste in Jambi City.

Abstract

The implementation of the E-Government system is also driven by a situation that requires the government to reduce waste in financing/expenditures, increase efficiency, meet community expectations, and facilitate economic development. The use of internet technology in government can reduce interactions and direct human-to-human transactions, especially between the state apparatus as service providers and the public as service recipients. Reducing face-to-face interactions means reducing the potential for abuse of authority, such as corrupt and collusive practices. The results of the study indicate that the Smart City program includes the application of E-Government in public services or an integrated citizen administration service system to improve service quality so that citizens can enjoy faster, easier service and the citizen data base can be maintained and updated on an ongoing basis. The Electronic-Based Government System is also included in the list of Regional Strategic Activities (KSD) in 2020. Regional Strategic Activities, hereinafter abbreviated as KSD, are activities that have a strategic nature and/or other activities that have a significant impact on meeting basic needs, accelerating economic growth, and increasing economic growth public welfare. The conclusion is that DKI Jakarta province still adheres to the bureaucratic paradigm (conventional culture). The orientation is still on production cost-efficiency so that service time is still limited to office hours, not yet 24 hours x 7 days. Process Organization still uses functional approach, departmentalization, and control hierarchy. The management principle is still oriented to rule and mandate so that staff and unit leaders do not dare to take a breakthrough for service improvement. This management principle is related to the leadership style which is still command and control so that the space for creativity and innovation becomes narrow. The communication developed has begun to adopt digital era communication by providing a number of communication channels, but it has not been directly connected to the service website. Service delivery for services handled only by PTSP has adopted ICT, but services that involve other OPDs, some of which are still under the conventional paradigm, require applicants to submit physical documents.

Abstract

This study intends to examine how the development of research related to the merit system in Indonesia and international practices. Bibliometric analysis is used to determine the dynamics of the research topics discussed related to the merit system through keywords that appear in the Scopus database until January 7, 2022. Visualization from bibliometric based on co-authorship, co-occurrence, and citation using VOSviewer 1.6.16. This study showed 485 articles had been filtered through the criteria of Open Access, Article, English, and Journal. Six of the 485 articles discussed various aspects of the merit system in Indonesia. In Co-authorship, there are eight of 23 clusters written by more than two people collaborating; the United Kingdom is the highest number of articles published, while Indonesia also appears in the visualization but does not collaborate with affiliated authors from other countries. In co-occurrence, 22 clusters of 1,503 keywords emerge, and 234 meet the threshold. The meritocracy item has the highest link and total link strength, but this item was published on average around the year 2018. In terms of citation, eight of the ten most-cited documents were published more than the last ten years, while the other two documents were published in the last eight years. The document of Pratto f. 1994 was the highest citation document and became an important article related to the merit system discussing social dominance orientation which looks at inequality in social groups.

Abstract

This study aims to find out and analyze the formation of participatory regional development planning policies in the Municipality of Bima in the perspective of collaborative governance while at the same time finding new models or concepts in the formation of development planning policies in the Municipality of Bima in the perspective of collaborative governance to make it more participatory. Participatory regional development planning is a spirit transmitted by the central government through the implementation of regional autonomy as a form of government responsibility in increasing public political participation, capturing community aspirations and increasing the degree of democratization in state management. This study uses a qualitative research method with an exploratory descriptive approach and uses an all-systems thinking approach through the learning process, namely Soft System Methodology (SSM). The results of this study indicate that the formulation of regional development planning policies in Bima Municipality from the point of view of the concept of collaborative governance does not yet reflect a participatory policy formation process. The dynamics of collaboration which is the core of participatory in principled engagement has not been effective because the government's role is still very dominant. The implication is that shared motivation has not been properly structured and finally the capacity for joint action that reflects the unification of all resources as a participatory spirit has not occurred.

Abstract

Qualitative methods are methods that focus on in-depth observation and analysis. Therefore, qualitative methods in research can produce a more comprehensive study of a fact. Descriptive research, the term "descriptive" comes from the English term to describe which means to describe or describe something, for example: circumstances, conditions, situations, events, activities and others. The results of the study show that special autonomy for Papua is seen as the central government's political commitment to the Papuan people (win win solution) in order to suppress the issue of radicalism and national disintegration and then fulfill their basic rights in life, including reducing social inequalities in society. The government tries to present statistical data on HDI, poverty rates and so on with classical reasons without being based on facts on the ground during the implementation of Special Autonomy in Papua in recent decades, people live backwards and are left behind and the poorest population ranks first in Indonesia. Research suggestions that the author can convey in the future, regardless of the type of policy made by the Government in Papua, must involve the participation of the public or the Papuan community, because according to the community the current policies have not fully involved the Papuan people in a comprehensive and holistic manner starting from policy formulation to evaluation. The Papuan People's Assembly as a cultural representative institution in the context of special autonomy does not function properly because during the hearing (RDP), the approach to security and welfare development with a massive population approach is also important so that the Papuan people do not feel excluded or marginalized from the center their own city center.

Abstract

The delegation of authority from the Regent of Way Kanan to the sub-district head is a pattern of delegation of government authority which forms the basis for the implementation of roles and responsibilities as well as the implementation of the duties and functions of the sub-district office. With the delegation of authority, the camat can certainly optimize its role as the front line of public services. The Regent's political desire to delegate some of his authority in the context of accelerating services to the community, secondly the Regent's political will to make the sub-district a community service center, the third is the logoowa of regional technical institutions to delegate technical authority that can be carried out by the Camat in implementing various government policies and activities so as to increase satisfaction. public services in the community. This study uses a qualitative method with a phenomenological approach. The results showed that, aspects of the procedures in the appointment of Way Kanan, Way Kanan Regency, Lampung Province, had tried to support the placement of Way Kanan according to the technical science of government in carrying out its main tasks and functions, but not yet fully due to limited human resources in Way Kanan Regency. . The implementation of the delegation of authority from the Regent to the Camat in Way Kanan Regency, Lampung Province as well as the implementation of the authority of the Camat in Way Right Regency has not been carried out effectively because it does not yet have an accommodatively regulated authority limit.

Abstract

The implementation of development in Indonesia is directed at achieving the ideals of the State of Indonesia to become a sovereign, advanced, just and prosperous country. One of the efforts to achieve this is through the implementation of education which is the responsibility of the Central Government and the Provincial/Regency/City Governments, where the Provincial Government has the authority to administer General High School and Vocational High School Education. The Banten Provincial Government in supporting the implementation of education, especially vocational education, is carried out through Vocational Revitalization in order to meet the needs of the Business and Industrial World (DUDI) which require collaborative governance planning. This study aims to analyze collaborative governance of vocational education planning in Banten Province and develop collaborative governance strategies for vocational education planning in Banten Province. This research focuses on collaborative governance that occurs in every stage of education planning for Vocational High Schools (SMK) in Banten Province in 2020-2021. Collaborative governance of Vocational Education planning in Banten Province is carried out using a qualitative approach with descriptive analysis methods. Data obtained through documentation, interviews and observations. The researcher analyzes collaborative governance that is contained in each stage of planning for Vocational High Schools in Banten province by using indicators of facilitative leadership, institutional designs, which will encourage a collaborative process in education planning for Banten Province Vocational High Schools. at each planning stage which consists of five stages, namely develop the plan, translate the plan, plan operations, execute the plan, as well as monitor and learn and analyze the involvement of actors in each stage of planning for Vocational High Schools in Banten Province. The results of the analysis show that collaborative management of vocational education planning in Banten Province is not optimal, where the role of actors is still partial and planning and budgeting from CSR funds or other funding sources have not been included in regional planning documents.

Abstract

Abstrak Perubahan Undang – Undang 32 tahun 2004 menjadi Undang-Undang 23 tahun 2014 Tentang Pemerintahan Daerah membuat kelurahan tidak lagi menjadi perangkat daerah melainkan perangkat kecamatan, mengakibatkan berubahnya status penggunaan anggaran, dimana anggaran kegiatan kelurahan sepenuhnya berada di kecamatan. Hal ini dapat berdampak bagi kinerja organisasi kelurahan yang menjadi sector pelayanan paling dekat ke masyarakat. Penelitian ini bertujuan untuk mengetahui dan mengoptimalkan teknis penganggaran kelurahan dalam pembangunan dan pelayanan, mengidentifikasi faktor penghambat dan pendukung dalam penganggaran serta mencari strategi untuk mengoptimalkan penganggaran sebagai perangkat kecamatan. Metode penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif, teknik pengumpulan data dilakukan dengan wawancara mendalam, wawancara tidak terpimpin dan wawancara terpimpin Hasil penelitian menunjukkan bahwa penganggaran sebagai perangkat kecamatan masih belum optimal, karena kebutuhan kelurahan harus disesuaikan dengan prioritas kebutuhan kecamatan, masyarakat juga belum sepenuhnya memahami kebutuhan prioritas untuk kelurahan, tahap persetujuan menjadi faktor paling penting sebagai dasar dari dokumen pelaksanaan anggaran dan menjadi pedoman dalam melaksanakan kegiatan pembangunan maupun pelayanan, sehingga dalam prosesnya harus diperbaiki, terutama koordinasi dan komunikasi antara kecamatan dan kelurahan. Abstract

Abstrak Pembangunan desa di Kabupaten Paser belum optimal Khususnya di Kecamatan Tanah Grogot Desa Muara Pasir yang memiliki nilai Indeks Desa Membangun rendah di Kecamatan Tanah Grogot. Di Kabupaten Paser sendiri jumlah pendamping desa saat ini belum memenuhi standar karena dari 139 Desa di Kabupaten Paser hanya didampingi oleh 35 petugas Pendamping Desa (PD) dan 33 Pendamping Lokal Desa (PLD),Idealnya satu pendamping satu desa tetapi kenyataanya, satu petugas melakukan pendampingan untuk dua atau tiga desa sehingga perannya kurang efektif karena tidak fokus pada satu desa saja dan banyak petugas yang berdomisili di luar daerah. Penelitian ini bertujuan untuk mengetahui dan menganalisis Kinerja Tenaga Pendamping Desa dalam meningkatkan Pembangunan Desa, faktor penghambat dan strategi Kinerja Tenaga Pendamping Desa dalam meningkatkan Pembangunan Desa.Metode penelitian menggunakan penelitian deskriptif kualiatatif. Informan ditentukan dengan teknik purposive sampling.Teknik pengumpulan data dilakukan dengan wawancara Semistruktur, observasi dan dokumentasi. Adapun teknik analisis data dengan cara reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa Kinerja Tenaga Pendamping Desa belum maksimal sehingga pembangunan desa belum optimal dan ada yang tidak terealisasi keseluruhan. Faktor yang mempengaruhi kinerja tenaga pendamping desa, yaitu komunikasi, Sumber daya manusia rendah, pelatihan bagi pendamping dan akses desa yang sulit dijangkau. Strategi yang dilakukan berdasarkan analisis SWOT setelah itu dievaluasi menggunakan perangkat Tes Litmus yaitu Perbaikan peraturan dan sistem kualifikasi perekrutan pendamping desa,biaya operasional pendamping desa, Pengawasan dan evaluasi pemerintah kepada pendamping desa harus lebih terarah dan kontinyu. Kata Kunci : Kinerja, Tenaga Pendamping Desa, Pembangunan Desa, Muara Pasir
