Abstract

AbstractEnvironmental law in general to solve environmental problems especially caused by human activities. Environmental problems for humans can be seen in terms of environmental quality decline.The presence of massive coal mining activities in Tenggarong Seberang sub-district of Kutai Kartanegara Regency has caused damage to the environment in the region. Surely this is very inconvenient for the life of the surrounding community. One of the efforts to reduce the level of environmental pollution as a result of coal mining activities is through strict environmental monitoring and law enforcement against companies that pollute the environment.There are 3 (three) things studied in this research are: 1) How many cases and types of environmental imaging conducted by coal mining companies in Tenggarong Seberang Sub-district Kutai Kartanegara Regency during the last 5 years (2011-2015)? ; 2) what are the forms given to companies for environmentalists in Tenggarong Seberang sub-district of Kutai Kartanegara Regency for the last 5 years (2011-2015)? and 3) What are the procedures for monitoring and sanctioning the companies that pollute the environment? The method used in this research is the normative method and sociological method (empirical).Based on the results of research that has been done, the number of environmental dispute cases related to coal mining activities in Tenggarong Seberang District Kutai Kartanegara Regency during the period 2011-2015 as many as 52 cases and environmental components which are the activities of air (17 cases), soil (36 cases), air / vibration (3 cases) and cumulative (1 case). The number of companies reported as many as 27 companies and cases that have been completed as many as 50 cases while 2 cases are still in the process of completion. The highest number of cases in 2012 is as many as 14 cases while the number of cases occurred in the year 2013 as many as 6 cases. All cases.Implementation of sanctions to coal mining company in Tenggarong Seberang Sub-district Kutai Kartanegara Regency for 2011-2015 period as many as 8 companies with billing forms namely written warning (3 companies), government coercion (3 companies) and freezing of environmental permit (2 companies), while the word replacement termination no company got the order. The amounts divided in 2011 and 2012 are 3 companies each and in 2013 as 2 temporary companies in the last 2 years (2014-2015) there is no company. Forms of sanction given to companies that conduct the environment (pollution and / or environmental damage). Not all cases are sick or only 15.38% of cases of pollution and / or environmental damage are given sanctions.The Regional Environment Agency (BLHD) of Kutai Kartanegara Regency already has Standard Operating (SOP) related to environmental law enforcement in Kutai Kartanegara Regency, namely: 1) SOP of Administrative Sanction Implementation in the field of Environmental Protection and Management and SOP of Environmental Law Enforcement. Nevertheless BLHD Kutai Kartanegara does not yet have SOP related to law enforcement related to. The main obstacle of BLHD Kutai Kartanegara in conducting supervision and enforcement of environmental law is the number of personnel (PPNS and PPLHD) and limited operational fund.

Abstract

This study aims to determine the effect of solid on yield of flower cabbage (Brassica oleracea var botrytis L.). This research started from November 2019 to February 2020, located in Puan Cepak Village, Muara Kaman District, Kutai Kartanegara Regency, East Kalimantan Province. The research was arranged in a Randomized Complete Block Design (RCBD) with a single factorial analysis with three replications. The first factor of treatment was solid administration (S) consisting of 7 levels of s0 (without fertilizer), s1 = 5 t ha-1 (1.8 kg plot-1), s2 = 10 t ha-1 (3.6 kg plots-1), s3 = 15 t ha-1 (5.4 kg plot-1), s4 = 20 t ha-1 (7.2 kg plot-1), s5 = 25 t ha-1 (9 kg plot-1), and s6 = 30 t ha-1 (10.8 kg plot-1). The results showed that solid treatment had a significant effect on five parameters, plant age at flowering, flower diameter, harvest age, flower weight on plants and crop yield per hectare (t ha-1). The highest yield per hectare was in s6 treatment with an average of 16.29 t ha-1.

Abstract

The institutional regulation of the Indonesian village government from the Dutch colonial era (1906) until the Reform Era has practically shown controversy of pros and cons. Through correct regulation, the village should be able to prosper. However, the applied regulation as a tool of social engineering during the inter-period has failed to bring the village to prosper. The legal gaps are whether the applied state-corporatism norms on Indonesia village regulation have met the principles of good local governance. This study aims to provide corrections to the heresy of legal construction of the village regulations. This legal method of study was a nomological type with a statute approach. The technical analysis used was content analysis. The results showed that the legality of the village government status, which is state-corporatism containing in norms of the provision of Number 1, Number 2, Number 7, Article 6 paragraph (1), Article 6 paragraph (1) of the Law 6/2014 is not synchronous vertically to the 1945 Constitution. The results of the legitimacy study also revealed that Articles 12, 19, 19 (b)(c)(d), 69 of Law 6/2014 concerning the Authority and Changes of the Status of Urban Villages (Gesellschaft) into Common-Village (gemeinschaft) implies horizontal disharmony to the Law 30/2014 concerning Government Administration. Therefore Law 6/2014 needs to be revoked and replaced with an organic law derived from Articles 18, 18A and 18B of the 1945 Indonesia Constitution.

Abstract

This study aims to determine the effect of eggshell powder fertilizer and the concentration of ZPT Root-up on the growth of super red dragon fruit stem cuttings (Hylocereus costaricensis). This research was conducted from October to December 2018 starting from the preparation of planting media to the end of the study. The research location is located in Sukodono Hamlet, Sumber Sari Village, Loa Kulu Subdistrict, Kutai Kartanegara Regency.This study was arranged in a Randomized Block Design (RBD) with a 3x4 factorial analysis with replications 3 times. The first treatment factor was the administration of ZPT Root-up (P) which consisted of three levels, namely: p0 = no treatment, p1 = 100 ppm Root-up, p2 = 200 ppm Root-up. The second treatment factor is the administration of eggshell powder (T) which consists of 4 levels, namely: t0 = no treatment, t1 = 12.5 grams of polybag-1 eggshell powder, t2 = 25.0 grams of polybag-1 eggshell powder, t3 = 37.5 grams of polybag-1 eggshell powder.The results showed that administration of eggshell powder fertilizer had no significant effect on the time of first shoot (day), length of shoots 40 days, number of shoots 40 days and 80 days. But it has a very significant effect on the parameters of root length (cm). The results showed that the administration of ZPT Root-up concentrations had no significant effect on the time the first shoot appeared, but had a very significant effect on shoot length 60 days, 80 days, 80 shoots, root length (cm), and root weight (g). The results showed that the effect of eggshell powder interaction and ZPT Root-up had no significant effect on any plant parameters observed.

Abstract

This study goal was to determine the effects of empty palm fruit bunch compost on the growth and yield of sweet corn (Zea mays Saccharata sturt). This research conducted in housing a palm oil plantation by PT Jaya Mandiri Sukses Kulim Estate (Eagle High Plantation) in perian village Muara Muntai, District Kutai Kartanegara Regency, East Kalimantan on ± 47 m above sea level, these research does at May 2019 until August 2019. This research used Randomized Complete Block Design (RCBD) with single factor (empty oil palm fruit bunches compost) and repeated five times. The studied factors were k0 = without compost (control), k1 = 6 t ha-1  (1,68 kg plot-1), k2 = 12 t ha-1  (3,36 kg plot-1),  k3 = 18 t ha-1  (5,04 kg plot-1)  and  k4 = 24 t ha-1 (6,72 kg plot-1). The results showed that the treatment on oil palm empty fruit bunches had no significant effect on leaves aged average that is 21 days after planting, the length of cobs with out corn skinin 75 days after planting, but significantly effected on plant height 21 days after planting 42 days after planting and 75 days after planting, leaves aged average that is 42 days after planting and 75 days after planting, appearance time of male flowers, cob weight of each plot and  yield per hectare (t ha-1). The lowes weight yield per hectare in the k0 treatment  everage is 10,14 t ha-1 and hinghest result on k3 treatment everage is 17,21 t ha-1.

Abstract

The research aim to determine the effect of growth and yield the onion to the on dose of manure and NPK fertilizer. This research was conducted since March to June 2021, at Sumber Rejeki, Dusun Merangan, Desa Loh Sumber, Kecamatan Loa Kulu, Kabupaten Kutai Kartanegara, Provinsi Kalimantan Timur. This study used a randomized complete block design (RCBD) factorial pattern with three replications. Treatment of cow manure consists of 3 level and Treatment of NPK fertilizer consists of 3 level, in order to obtain 9 units of research, namely : k0n0 (control), k0n1 (control + 25 g NPK), k0n2 (control + 50 g NPK), k1n0 (3 kg cow manure + control), k1n1 (3 kg cow manure + 25 g NPK), k1n2 (3 kg cow manure + 50 g NPK), k2n0 (6 kg cow manure + control), k2n1 (6 kg cow manure + 25 g NPK), k2n2 (6 kg cow manure + 50 g NPK). The results showed that the on treatment of cow manure had no significant effect on the average number of leaves aged 15, 30, 45 HST, number of tubers, tuber weight, and yield per hectare. The result highest in per hectare that is in treatment k2 (6 kg per plot) with an average 9,96 t ha-1 and lowest yield on k1 (3 kg per plot) with an average 9,07 t ha-1. The result of interaction between various cow manure and NPK fertilizer have no significant on all parameters. The highest average of per hectare is on treatment k2n1 with the result 10.4 t ha-1. The lowest average of per hectare is on treatment k1n2 with the result 7.7 t ha-1.

Abstract

This study aims to determine the effect of kompos apu-apu on the growth and yield of eggplant. This study started from December 2017 to March 2018. Located in the Sumber Sari Village, Loa Kulu District, Kutai Kartanegara Regency. This research is compiled using a Randomized Completely Block Design (RCBD) consisting of four replications and consists of seven levels, that is: k0 : 0 (control), k1 (5 t ha-1), k2 (10 t ha-1), k3 (15 t ha-1), k4 (20 t ha-1), k5 (25 t ha-1), k6 (30 t ha-1). The results showed that compost fertilizer had no significant effect on plant height and plant age when flowering, number of plants, crop weight, and fruit weight per hectare. Treatment k6 (30 t ha-1) gave the highest average yield of 5,63 t ha-1. The treatment of k0 (control) gave the lowest average yield of 2,55 t ha-1).
