Abstract

Mempawah Regency is one of the districts that can be supported by the various sectors of the economy. Mapping the competitiveness of the regional economic sector in Mempawah Regency is one of the crucial issues. The research results show that the agricultural sectors are one of the mainstay sectors of Mempawah Regency. The others that are quite potential are the plantation, forestry and fisheries sectors. The developing sectors are supported by aspects of natural resources that well managed. Other sectors have not been managed optimally or have even been neglect. Apart from the agricultural sector (agriculture, forestry, plantation and fisheries), other economic aspects have experienced significant development, namely the trade sector, the manufacturing sector, and the provision of accommodation, food and beverage, and other service sectors. This sector makes a unique contribution, namely in certain months which can provide a high enough contribution. Apart from the above-mentioned sectors, the sectors that need to be considered for their contribution to Regional Original Income (PAD) are the sectors of electricity and gas procurement, water supply, waste and waste processing, transportation and warehousing. Even though the agriculture, forestry and fisheries sectors and the manufacturing industry are superior/main sectors, new policies are needed as breakthroughs as an effort to maintain and increase the products of other superior new sectors. How do government efforts with policies are made so that the non-base sectors can become a base sector with a higher competitive level?

Abstract

One of the fundamental problems in the border area of Sanggau Regency is the infrastructure of roads and bridges. Those problems become more complex due to various aspects that affect the governmental institutions are the community, environment, and other aspects. The above problems will produce some implication to many fields such as society, culture, economic, defence and security. The implications are not only local but also national. Based on the problems, the research aims is to describe and analyze the complexity of public basic services for roads and bridges by point of view of the external aspects of an organization. The results of the study show that the main factors in which the public basic services are not optimal are the unfavourable local and socio-economic conditions of the community. The cost needed in basic public services is high enough because of the landscape range. It is exacerbated by the socio-economic constraints of the community which indirectly can hamper the process of running the public services provided. In overcoming of the two problems, the strategic effort that needed is better coordination amongst the organizations in the area. For example, The public works Services (Dinas Pekerjaan Umum) must be coordinated to the other government organization in implementing some programs.

Abstract

Abstrak: Desa Sungai Raya banyak memiliki asset desa yang kurang dimanfaatkan untuk dikembangkan sebagai usaha desa. Tujuan kegiatan pengabdian untuk meningkatkan pengetahuan bagi aparat desa serta pelaku Usaha Mikro Kecil dan Menengah (UMKM) dalam penyusunan rencana bisnis (Business Plan) dalam mengembangan usaha desa dengan melihat potensi desa yang ada. Pelaksanaan kegiatan pengabdian dilakukan dengan penyuluhan yang disertai dengan praktek pembuatan rencana bisnis oleh peserta. Mitra pengabdian adalah aparat desa terutama anggota Badan Usaha Milik Desa (BUMDes) dengan 6 peserta, dan pelaku UMKM yang berjumlah 10 orang. Capaian kegiatan pengabdian bisa diamati dari hasil konsep perencanaan yang dibuat oleh masing-masing kelompok. Pada awal kegiatan banyak yang bertanya yang menandakan mereka belum sepenuhnya mengusai bagaimana penyusunan rencana bisnis dengan baik. Setelah dilakukan penyuluhan para mitra dapat membuat rencana bisnis dengan hasil yang baik yaitu 80% dari peserta penyuluhan. Kata Kunci: penyuluhan rencana bisnis; desa wirausahaAbstract: Sungai Raya village has many village assets that underutilize to develop as a village business. The purpose of this service is to increase the knowledge of the UMKM members and BUMDes actors in preparation of business plans in developing the village business by looking at the existing village potential. Implementation of the service by counseling accompanied by the practice of making business plans by the participants. The service partners are UMKM's members and the members of Village-Owned Enterprises (BUMDes). There are 6 participants and 10 UMKM members. The achievement of the service activities can observe by the results of the planning concept made by each group. At the beginning of the counseling activity, many participants asked questions that indicated they had not fully mastered how to prepare a good business plan. After the counseling, the partners can make business plans with a 75% percentage by good results.Keywords:

Abstract

Penelitian ini bertujuan untuk mengevaluasi proses pelaksanaan Program Keluarga Harapan (PKH) di Kelurahan Tanjung Hilir Kecamatan Pontianak Timur Kota Pontianak sesuai dengan pedoman pelaksana PKH. Permasalahan utama yang diangkat dalam penelitian ini adalah kewajiban KPM PKH belum dilakukan dengan maksimal, pelaksanaan P2K2 belum maksimal, dan minimnya fasilitas pendukung pelaksanaan PKH dikelurahan Tanjung Hilir. Untuk mengevaluasi program ini peneliti menggunakan teori tipe riset evaluasi proses yang dikemukakan oleh Langbein (2006: 9-11) yaitu evaluasi proses atau implementasi program berfokus pada "bagaimana program dilaksanakan?" dengan tiga indikator Keluarga Penerima Manfaat (KPM) PKH, Sumber Daya Manusia (SDM) PKH, mekanisme pelaksanaan PKH yang sesuai dengan pedoman pelaksananya (guide line). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, Teknik penentuan informan dengan yaitu purposif dengan informan kunci yaitu Keluarga Penerima Manfaat (KPM) dan Sumber Daya Manusia (SDM) PKH. Hasil penelitian ini menunjukan bahwa dari ketiga indikator tersebut masih ada beberapa masalah yang terjadi seperti kiurangnya fasilitas pendukung dalam pelaksanaan PKH di kelurahan Tanjung Hilir dan beberapa kegiatan yang belum sesuai dengan pedoman pelaksana PKH, namun dilihat secara keseluruhan proses pelaksanaan PKH di kelurahan Tanjung Hilir sudah cukup baik. Saran untuk penelitian ini yaitu adanya fasilitas dan sarana/prasarana yang dapat digunakan oleh SDM PKH maupun KPM PKH dalam melaksanakan kegiatan PKH seperti P2K2 dan evaluasi yang dilakukan oleh tim koordinasi tingkat kota maupun kecamatan kepada pendamping sosial dan KPM PKH, agar seluruh kegiatan PKH terlaksana dengan optimal. Abstract This study aimed to evaluate the implementation process of the Hope Family or KeluargaHarapan program (or PKH) in TanjungHilir urban-village, sub-district of East Pontianak in Pontianak city after the PKH implementation guidelines. The main problem raised in this study was the obligation of KPM PKH which has not been carried out maximally. P2K2 implementation was also not optimal, and the lack of supporting facilities for the implementation of PKH in TanjungHilir urban-village. To evaluate this program, the researcher used a theory of process evaluation type research according to Langbein (2006: 9-11) which is a process of evaluation or program implementation focusing on “How is the program carried out?” with three PKH indicators such as beneficiary family (KPM) PKH, human resources (HR), as well as PKH implementation mechanisms that are in accordance with its guidelines. This qualitative descriptive study employed a purposive method to determine key informant consisting of beneficiary families (KPM) and PKH human resources. The results of this study indicate that of the three indicators are still some problems that occur such as the lack of supporting facilities in the implementation of PKH in TanjungHilir urban-village and some activities that are not in accordance with PKH implementating guidelines. However, overall, the process of implementing PKH in TanjungHilir is already quite good. Suggestions generated from this study are that there should be facilities and accomodations that can be used by PKH HR and PKH KPM to carry out PKH activities such as P2K2 and evaluation conducted by the city and sub-district level coordination teams to social assistants and KPM PKH, so that all PKH activities can be carried out optimally. Abstract

Penelitian ini dimaksudkan untuk memberi gambaran dan pemahaman mengenai efektivitas pelaksanaan kegiatan Rohis di SMA Negeri 6 Pontianak dan SMK Mandiri Pontianak. Jenis penelitian ini yang digunakan adalah deskriptif dengan pendekatan kualitatif. Permasalahannya adalah mengenai sumber daya manusia yang mengalami turun naik tiap tahunnya. Kemudian pemahaman pengurus Rohis terhadap pelaksanaan kegiatan Rohis masih kurang. Selain itu program yang dilaksanakan kurang mendapatkan minat dari siswa dikedua sekolah tersebut. Disamping itu pula sarana dan prasarana Rohis belum maksimal terpenuhi untuk menunjang kegiatannya serta kejelasan dari pengawasan dan pendampingan kegiatan dari pihak alumni dan pihak sekolah. Penelitian ini menggunakan teori efektivitas organisasi manajemen publik menurut Gibson dalam Tangkilisan (2005 :141) mengemukakan terdapat 7 indikator yang menentukan tercapainya efektivitas organisasi yaitu kejelasan tujuan yang hendak dicapai, kejelasan strategi pencapaian tujuan, proses analisis dan perumusan kebijakan yang mantap, perencanaan yang matang, penyusunan program yang tepat, tersedianya sarana prasarana dan sistem pengawasan serta pengendalian yang bersifat mendidik. Hasil penelitian menunjukkan bahwa efektivitas pelaksanaan kegiatan ekstrakurikuler Rohani Islam di Sekolah menengah atas kota Pontianak yang berfokus di SMA Negeri 6 Pontianak dan SMK Mandiri Pontianak dilihat dari aspek - aspek kejelasan strategi pencapaian tujuan, proses analisis dan perumusan kebijakan yang mantap, penyusunan program yang tepat, tersedianya sarana dan prasarana serta sistem pengawasan dan pengendalian yang bersifat mendidik yaitu : (1) Ketersediaan sumber daya manusia mengalami turun naik. (2) Kejelasan pemahaman pengurus Rohis terhadap pelaksanaan kegiatan Rohis. (3) Kejelasan penyusunan program kegiatan yang membuat minat siswa kurang. (4) kelengkapan sarana dan prasarana Rohis yang belum maksimal terpenuhi. (5) Pengawasan dan pendampingan kegiatan dari pihak alumni dan pihak sekolah. Saran dalam penelitian ini yaitu pihak yang mengelola Rohis dapat memberikan pelatihan manajemen Rohis bagi seluruh anggota Rohis dan mengatur pengelolaan keuangan Rohis dengan tepat guna. This type of research used is descriptive with quantitative approach. The problem is related to human resources experiencing ups and downs every year. Islamic Spiritual administrators' understanding of the implementation of Islamic Spiritual activities is still lacking. Besides that the program that was carried out lacked the interest of students in both schools. In addition, the Islamic Spiritual facilities and infrastructure have not been maximally fulfilled to support its activities as well as clarity from the supervision and assistance of activities from the alumni and school staff. This study uses the theory of effectiveness of public management organizations according to Gibson in Tangkilisan (2005: 141) which states that there are 7 indicators that determine the achievement of organizational effectiveness, namely the clarity of objectives to be achieved, the clarity of strategies to achieve the objectives, the analysis process and formulation of good policies, careful planning, preparation of appropriate programs, the availability of infrastructure facilities and systems of supervision and control that are educational in nature. The results showed that the effectiveness of the implementation of Islamic Spiritual extracurricular activities in Pontianak City high schools focusing on SMA Negeri 6 Pontianak and SMK Mandiri Pontianak seen from the aspects of the clarity of strategies to achieve goals, the process of analysis and formulation of sound policies, the preparation of appropriate programs, the availability of facilities and infrastructure as well as educational and supervisory and control systems namely; (1) The availability of human resources is experiencing ups and downs. (2) The clarity of Islamic Spiritual management's understanding of the implementation of Islamic Spiritual activities. (3) Clarity in the preparation of activity programs that make students less interested. (4) the Islamic Spiritual facilities and infrastructure of that have not been maximally met. (5) Supervision and assistance of activities from the alumni and the school. The suggestion in this study is that those who administer Rohis can provide Rohis management training for all Rohis members and properly manage Rohis finances. Abstract

Penelitian ini dilaksanakan pada Kelurahan Siantan Hulu Kota Pontianak mengenai implementasi distribusi beras sejahtera. Permasalahan yang terjadi cukup menarik untuk diteliti, dimana Rastra yang diberikan kepada masyarakat tidak tepat sasaran karena tidak menjangkau seluruh lapisan masyarakat yang masuk dalam kriteria keluarga miskin, tidak tepat jumlah karena tidak sesuai pedoman yang ditetapkan yaitu 10kg/RTS/bulan dan tidak tepat kualitas, beras yang dibagikan pemerintah tidak layak konsumsi dan tidak sesuai dengan standar yang telah ditetapkan, yang semestinya beras yang diterima adalah beras jenis medium. Penelitian ini bertujuan untuk mengetahui implementasi distribusi beras sejahtera di Kelurahan Siantan Hulu Kota, dengan menggunakan metode penelian kualitatif fenomenologi, yaitu hanya menggali dan menafsirkan arti dari peristiwa-peristiwa. Penelitian dilakukan, melalui teknik wawancara, observasi dan dokumentasi. Dari hasil analisis yang peneliti lakukan dapat dilihat bahwa Implementasi Distribusi Beras Sejahtera di Kelurahan Siantan Hulu Kota Pontianak dinilai dari aspek organisasi, interpretasi dan aplikasi dinilai belum optimal. Hal yang dapat direkomendasikan dalam penelitian ini adalah pemerintah setempat harus lebih memperhatikan permasalah yang terjadi dalam implementasi distribusi beras sejahtera di Kelurahan Siantan Hulu Kota Pontianak dan lebih aktif dalam memberikan sosialisasi mengenai program bantuan beras tersebut. ABSTRACT This research was conducted in the Urban Village Office of Siantan Hulu Pontianak. The researcher focused on implemening the distribution of “Beras Sejahtera” (Rastra), subsidized rice for the poor. The difficulties that occur were appealing to be investigated because the Rastra given to the community was considered not on target and did not reach all levels of society that fall with in the criteria of poor families. In addition, the Rastra did not fit the estabilished guidelines of which 10 kg per month for each household. Furthhermore, the quality of rice distributed by the government to the poor was not proper for consumption and was not in accordance with established medium type rice standards. This study aimed to determine the implementation of the distribution of “Beras Sejahtera” in the Urban Village Office of Siantan Hulu by using qualitative phenomenological research methods. This method explored and interpreted the meaning of events. The study was conducted through interview techniques, observation, and documentation. From the research findings, it can be perceived that the aspects of organization, interpretation, and application are not yet optimal in the implementation of the Prosperous Rice Distribution in the Siantan Hulu Urban Village Office, Pontianak. The researcher recommends that the local government pay more attention to the problems that occur in the Implementation of the Distribution of “Beras Sejahtera” in the community and be more active in providing information about the rice assistance program. Abstract

ABSTRACT  Perda Kota Pontianak N0.7 Tahun 2013 Tentang Penyelenggaraan  Penanggulangan Bencana merupakan pedoman bagi masyarakat dalam mengatasi bencana kebakaran hutan atau kabut asap. Bencana tersebut terjadi hampir setiap tahunya sehingga pengimplementasian kebijakan terkesan belum efektif. Ruang lingkup penelitian ini mencakup bencana yang terjadi di pinggiran wilayah di Pontianak yaitu di daerah Sungai raya Dalam berupa kebakaran hutan (kabut asap). Penelitian ini dengan Penelitian kualitatif yaitu peneliti menggambarkan objek yang diamati sebagaimana adanya kemudian dilanjutkan dengan analisis data untuk mendapatkan kesimpulan dari hasil penelitian. Temuan penelitian menunjukan bahwa implementasi kebijakan yang dilakukan masih belum optimal. Beberapa faktor penyebab tidak efektifnya implementasi tersebut yaitu disamping pelaksanaan program yang terkesan kurang fokus, program yang diselenggarakan lebih dominan berbentuk respon daripada memitigasi bencana tersebut. Hal ini terlihat pada saat monitoring daerah yang rawan bencana. Faktor lain yang penting adalah program yang digulirkan masih bersifat penguatan institusi dalam penanggulangan bencana. Anggaran yang dialokasikan masih kurang memadai. Abstract

The Borneo Waste Bank is a waste bank program with excellent managerial and operational systems. This program was founded based on the joint initiation between mothers in the Religious Women Group (Indonesian: Kelompok Ibu-Ibu Pengajian) and members of Workgroup of Family Welfare Empowerment (Indonesian: Kelompok Kerja Pemberdayaan Kesejahteraan Keluarga (POKJA PKK)) in Banjar Serasan, East Pontianak. The Religious Women Group as the prime mover involved outside parties in developing the waste bank program, making the program grow. The purpose of this study was to explore social capital in the management of the Borneo Waste Bank. In this study, the researcher applied a descriptive-qualitative approach. Data were collected through in-depth interviews, observations, and documentation. The collected data were then verified, analyzed, and concluded. The results of this study indicated that the dominant social capital in driving the Borneo Waste Bank was the cooperation between husbands and wives who managed the waste bank. Husbands acted as a supporter and sought social networking with outside parties (third parties). The mothers who were members of the Religious Women Group maintained the sense of togetherness in managing the waste bank through religious gatherings for studying the Qur’an which was carried out regularly. The waste bank program that was running could survive and went well due to being built based on a high sense of togetherness through group activities outside the program that were carried out continuously. A social network underlain by the value of togetherness and a mission of social contribution was an important aspect in the development of a program.

Abstract

Penelitian ini mendeskripsikan tentang kasus penegakan kebijakan protokol kesehatan yang tidak konsisten di Kota Pontianak. Kondisi masyarakat ini merepresentasikan keterlibatan mereka sebagai bagian dari penyelenggaraan kebijakan, khususnya dalam penegakan kebijakan protokol kesehatan di masa pandemic Covid-19. Terjadi ketimpangan yang tidak adil dalam penegakan aturan ini. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data primer melalui wawancara dan observasi. Pengumpulan data sekunder juga dilakukan dengan penelusuran daring. Berdasarkan hasil penelitian, ketaatan masyarakat Kota Pontianak terhadap penyelenggaraan aturan protokol kesehatan tergolong baik. Hal ini dilihat dari kepatuhan masyarakat dalam melaksanakan perilaku menjaga jarak, mencuci tangan, dan memakai masker secara konsisten. Meski demikian, ada juga pelanggaran aturan yang terjadi. Hal ini dilihat dari jumlah sanksi atau denda yang diberlakukan kepada sejumlah pengusaha kedai kopi. This paper describes the case of inconsistent health protocol policy enforcement in Pontianak City. The condition of this community represents their involvement as part of the implementation of policies, especially in the enforcement of health protocol policies during the Covid-19 pandemic. There is unfair and inequality in the enforcement of the rule. This research uses qualitative method, with primary data collection by interview and observation. Secondary data collection is also done with online browsing. Based on the results of the study, the adherence of the people of Pontianak city to the implementation of health protocol rules is relatively good. This is seen from the community's compliance in maintaining distance, washing hands, and wearing masks consistently. However, there is also a violation of the rules that occur, this is seen from the number of sanctions or fines imposed on a number of coffee shop entrepreneurs.

Abstract

The implementation of the village community empowerment program around the national border areas is faced a unique environment with complex problems. The purpose of the study is to highlight the empowerment program and explore the supporting and inhibiting factors of the program. The type of this study was descriptive-qualitative. Data were collected through interviews, document searches, and observation. The collected data were then processed, analysed, and concluded. Results showed that the process of implementing the empowerment program started from with planning the program carried out by the village government and the community. Programplanning was conducted using a bottom-up pattern, involving representatives from each community component. The program implementation was based on the bottom-up planning model as the main supporting factor for the effectiveness of the empowerment program. Through the program implemented, all components of society can meet their needs regarding internetbased information. The main obstacles to implementing the empowerment program are natural matters, such as wide-area coverage, uneven distribution of the population, and lack ofresources for the program development. The success of the program can be achieved through community involvement in program planning based on full awareness of the community’s needs for the program and structurally supported by the village government.
