Abstract

Local government leaders with good vision would have strong powers and new incentives for policyinnovation. In Surakarta local leaders have been playing crucial role in shaping new direction for urbandevelopment. In the name of political inclusion, they ask community groups as well business groups to involve inthe policy process. Based on a case study in Surakarta city, this report argues that the active role of localgovernment can be attributed as the broad explanation for the Surakarta city’s performance in urbandevelopment. This study’s findings suggest that government leadership is an important policy determinant that canshape the interests of the community and business. Vision “Solo Past is Solo Future” has been the rallying point ofthe local economic development. This vision has been able to be used to create cultural activities that has beendeterminant in bridging the interests of the society as a whole.

Abstract

In addition to physical destruction, societies emerging from conflict faced an erosion of social capital, understood as the basis for joint community actions and the social cohesion that needs to underpin a country-owned development effort. Based on an increasing focus on participatory and community-based approaches, there will be a need to better understand the linkages and potential between conflict and community-driven development. There was need to rebuild communities and their social capital from the bottom which acknowledges that local communities possess the core skills, incentives and organizational capacity to decide on and imple-ment a large number of development projects.

Abstract

Abstract : Economic growth in the emerging market is often followed by rent-seeking activities and corruption. Rent-seeking practice actually can happen everywhere; in advanced countries as well as in developing ones. However, rent-seeking activities in developing countries can be found in every activities. Korean experience is remarkably different. Abstract

Abstract : The vast shifting map of local agencies makes it impossible to treat local government as a single organisation. The externalization of many services, the centralization of others, make local government is only one actor among a network of agencies in a modern-network society. Partnership between local government and private entities is seen as positive, even essential. In  Municipality this kind of partnership is the result of a focus on outcomes. Partnership is seen as a vehicle to create mutual trust as well as learning.There have been many progress in innovation of development program, corporate focus, investment in training and leadership development as well as cultural change. Abstract

This research aims at scrutinizing the implementation of self-mass sertification (SMS) and the difficulties during its implementation in Kudus Regency in the period of 2006-2008. the researcher employes descriptive qualitative method and indept interview to collect relevant data. There are three important findings :Firstly, SMS’s procedures are much simpler, easier and cheaper tahn the conventional’s procedures; secondly, they who want to certify their land have to pay only small of money, cheaper than conventional’s procedure;  and thisrdly, the constraint of the implementation comes from its mass characteristic as well as the lack of socialization of the program.

Abstract

Indonesian political system has changed from authoritarian regime of Soeharto to a more democratic one. The new Oder political system has restricted power and participation to a small portion of the population who are high-ranking officers in the army and the bureaucracy. This system of government has been eliminated by reformist movement in the late of 1990s. However, while the structure of government has changed, government is still rooted in a personalized system which shy away the possibility of bureaucracy reform. There is a need for a pro-active leadership to amend the structural weakness of the state.

Abstract

One key to effective and efficient governance is good budget management. The agencyrelationship between the executive and the legislature in the preparation and determination ofthe Regional Revenue and Expenditure Budget will provide a pattern for the smooth mechanismof government administration in the region. The purpose of this study is to describe the patternof institutional relations and what are the basis for executive and legislative considerations inthe process of preparing and determining the 2017-2018 Surakarta City Budget. The researchmethod used is a qualitative research method. Research instruments with interviews anddocumentary studies conducted on certain sources.Based on the results found in the field research, it is explained that the planning processin Surakarta City is not only a mere formality. The government as the executive and theSurakarta City DPRD Budget Board as the legislature are not only interested in the budgetdiscussion stage, which is often considered to be a "wetland". Budgeting phase is more aboutthe cost calculation. Between the legislature and the executive have a hrmonistic relationshipso that they collaborate to create a budget that is right on target and transparent. This can beseen by obtaining a Fair Opinion without Exception (WTP) opinion by the City of Surakarta.So that the accuracy of the target, timeliness of budgeting, and transparency of the budget hasa positive impact in every budget planned by the executive approved by the legislature.Therefore, the problems that arise in executive institutions that usually carry outopportunistic behavior over the superiority of their information and legislative bodies thatoften use their power do not make them take advantage of this position against the SurakartaCity Regional Budget. This is because the executive and legislative relationship is not markedby the superiority or dominance of one of the forces.Keywords: Agency, Rational Choice, Regional Budget

Abstract

Today's media is no longer just a means of conveying messages from communicants to one-way communicators that are rigid and passive, but has become a highly favored tool in winning a political contestation to influence voters' votes. The relationship between the media and the political process is essentially dialectical, in which actions and reactions occur. The media reports and analyzes political activity, on the contrary it also becomes part of the political process, because with the media political actors can find out the needs of the audience and deliver their political message to the audience.In the last General Election, several new parties emerged, including using the power of the media as part of their campaign strategy to attract voters, namely the Indonesian Unity Party or Perindo and the Indonesian Solidarity Party or PSI. These two parties together carry the power of the media but on the other hand get different results from each other. An example is the superiority of PSI compared to Perindo in obtaining the acquisition of two seats in the District Parliament This study uses a qualitative method with comparative studies. This method aims to explore and understand a central phenomenon and compare a phenomenon to get a fundamental answer about causation. Data collection techniques used were interviews, document review and literature. Informants in this study were Chairman of the Semarang City PSI Regional Board, Chairman of the Semarang City Perindo Regional Board, Political Observer and several Semarang City Communities. The difference in results obtained from the two parties that are both actively using the media is what influenced the author to try to raise this case as part of the main topic in this authorship study. The author tries to find out what caused the difference can occur and why it can occur. This authorship also tries to prove a case study that shows that the media, especially social media, does not necessarily increase the votes obtained during direct elections.Keywords: Media and Politics, Digital Political Campaign, General Elections.

Abstract

The Surakarta City Government implements E-Budgeting through the application ofSIMDA Keuangan. In addition, the Surakarta City Government also implemented a websiteservice for budget transparency. The results in good financial management are indicated bythe approval of Wajar Tanpa Pengecualian status from Badan Pemeriksa Keuangan. Thisstudy aims to evaluate the implementation of E-Budgeting through the role of thebureaucracy in the Surakarta City Government and the social capital involved in budgetallocation decisions making.The research method used is descriptive qualitative research method with datacollection techniques through interviews, observation and literature study. Informants in thisstudy invited seven people from representatives of Bapppeda, BPPKAD, Diskomifo SP andPattiro Surakarta.The results of this study is the implementation of E-Budgeting using the SIMDAKeuangan as a tool to assist regional financial management has been able to facilitate thestages of budgeting, administration, accounting, reporting and accountability in an integratedand accountable. Budget transparency website services need to be maintained periodically tosupport transparency. The relationship between the role of the bureaucracy in theimplementation of E-Budgeting through the Compliance of the Surakarta City Governmentinvolves local financial management regulations. However, there are currently no specificregulations regarding E-Budgeting. The Surakarta City Government is still in theimplementation of E-Budgeting, while the development of the Perwali or Juknis onE-Budgeting is a target for the Surakarta City Government Bureaucracy Reform in 2019-2021. Social capital that is intertwined in the form of linking through the involvement ofelements of society, sectoral communities and other stakeholders is involved in developmentplanning and budget allocation decisions making.Suggestion in this research is the need to improve coordination and quality of humanresources while overseeing the development of Perwali or Juknis for implementingE-Budgeting to support the successful implementation of E-Budgeting in the Surakarta CityGovernment. In addition, the maintenance of a website for budget transparency andsocialization to the public is also needed to increase public involvement in budget oversightin the Surakarta City Government.Keywords: e-budgeting, regional financial management, evaluation process, bureaucracy,social capital.

Abstract

Pembangunan infrastruktur di Kabupaten Grobogan telah berjalan dengan baik Salah satunya seperti pada Desa Anggaswangi yang telah memiliki infrastruktur baik. Pembangunan yang terus menerus dilakukan di Desa Anggaswangi diantaranya pembangunan jalan, jembatan sehingga dapat berfungsi dengan baik sebagai penghubungan antar dusun yang terdapat di Desa Anggaswangi. Adapun pembangunan tersebut dilakukan dengan menggunakan anggaran dana desa (ADD). Sehingga bagaimana penggunaannya serta akuntabilitas ADD tersebut merupakan sesuatu yang penting untuk diteliti. Hal ini dikarenakan pemerintahan yang baik dapat dilihat dari akuntabilitasnya. Sehingga, tujuan dari penelitian ini yaitu untuk menjelaskan penggunaan ADD Desa Anggawangi.Berdasarkan penelitian yang telah dilakukan, menunjukkan bahwa tahap perencanaan Alokasi Dana Desa (ADD) pada peiode 2015-2018 telah menerapkan prinsip partisipasi dan transparansi. Hal ini dibuktikan adanya atusias masyarakat dan sikap terbuka pemerintahan Desa. Bentuk transparansi yang ditemukan di Desa Anggaswangi yaitu penyelenggaraan ADD Desa Anggaswangi yang disajikan dalam bentuk majalah dinding di kantor kepala Desa Anggaswangi. Sehingga masyarakat dengan mudah mengetahui bagaimana pelaksanaan ADD. Pelaksanaan ADD telah berjalan dengan baik, sesuai dengan indikator-indikator akuntabilitas serta telah menerapkan prinsip partisipasi masyarakat dan transparansi oleh pemerintah. Sehingga pelaksanaan penggunaan ADD Desa Anggaswangi telah berjalan dengan baik. Akan tetapi, bentuk transparansi laporan keuangan desa untuk masyarakat masih ada kekurangan.
