Abstract

Sektor pariwisata menjadi salah satu sektor yang cukup berkembang di Indonesia. Salah satu perkembangan sektor pariwisata ditunjukkan melalui pertumbuhan PDB Pariwisata Indonesia. Pertumbuhan PDB pariwisata Indonesia cukup signifikan hingga pada tahun 2016, sektor pariwisata menjadi sektor penyumbang PDB Nasional terbesar kedua setelah sektor migas. Salah satu penyebab tumbuhnya PDB Pariwisata ini adalah karena peningkatan pengeluaran wisatawan mancanegara di Indonesia. Secara tidak langsung peningkatan pengeluaran wisatawan mancanegara berpengaruh terhadap perekonomian Indonesia. Oleh karena itu, penelitian ini bertujuan untuk menganalisis dampak pengeluaran wisatawan mancanegara terhadap perekonomian Indonesia. Penelitian ini menggunakan metode analisis input-output dengan pengembangan model Miyazawa. Pengembangan dilakukan dengan membagi sektor rumah tangga menjadi sepuluh kelompok menurut pendapatannya. Kesimpulan penelitian ini adalah pengeluaran wisatawan mancanegara di Indonesia berpotensi mengurangi kemiskinan dan memperbesar ketimpangan secara bersamaan. Hal tersebut dirasakan bagi seluruh kelompok rumah tangga, baik kota maupun desa.

Abstract

Using Logistic Regression and Hedonic Price Model, this study aims to find the social-economic factors infuencing the demand and willingness to pay (WTP) for clean water supply and proper sanitation. This study find that education and age of household head are the affecting factors. Also, it found that per capita expenditure aects the availibilty of access for sanitation and clean water for all household group. WTP for clean water and sanitation in urban is greater than in rural. In additions, WTP of non poor households are greater than poor household, except for urban area.

Abstract

During the development of any transormation will put the services while leaving the primary and diminishing share. Using Input-Output model, we analyse the possibilities of making DKI Jakarta as services town. Based on total forward, total backward linkage and other analysis output, we conform the highest role of services sector in this province. We also find that the final demand for services sector is higher than its intermediate demand, showing this product of this sector is mainly used for direct consumption.

Abstract

Studi ini hendak menganalisa dampak dan kebijakan harga energi Indonesia terhadap perekonomian kota Jakarta; khususnya terhadap pendapatan rumah tangga miskin. Studi ini juga berusaha memformulasikan kebijakan regional yang penting bagi Jakarta untuk menurunkan dampak negative dan kebijakan energi nasional ini terhadap pendapatan rumah tangga miskin. Untuk mencapai tujuan ini, dibangun sebuah model CGE (computable general equilibrium) regional. Model ini merupakan model CGE pertama di Indonesia yang dikembangkan untuk sebuah kota.

Abstract

Sebagai kota metropolitan, ketergantungan Jakarta akan sektor transportasi sangat besar. Transportasi publik sejak lama telah dilihat sebagal masalah perkotaan yang strategis, seperti yang terlihat mayoritas penduduk Jakarta sangat tergantung pada angkutan publik. Untuk itu, menyediakan pelayanan transportasi publik yang murah dan dapat diandalkan menjadi tanggung jawab yang sangat penting bagi pemerintah DKI Jakarta.Transportasi publik di Jakarta adalah sektor yang tergantung pada bahan bakar fosil sebagal sumber energinya, yang berarti bahwa peningkaran pada harga bahan bakar (BBM) akan menyebabkan peningkatan pada tarif angkutan. Mulai 1 Maret 2005, pemerintah telah mengumumkan peningkatan harga BBM sebesar 30-40%, dan sebagai akibatnya, pemillik transportasi publik menuntut penìngkalan dalam tarif angkutan. Ini merupakan sebab mengapa pemerintah memutuskan meningkatkan tariff sebesar 8-19%, yang dinyatakan dalam Keputusan Gubernur DKlJakaria No 412 tahun 2005.Tujuan dari studi ini adalah untuk menganalisa dampak dari kebijakan tariff angkutan publik terhadap perekonomian Jakarta, khususnya terhadap pendapatan rumah tangga miskin. Studi ini berusaha memformulasikan kebijakan regional yang penting bagi Jakarta untuk mengurangi dampak negatif dan kebijakan energi nasional terhadap pendapatan rumah tangga miskin. Untuk ini dibangun model ‘regional computable general equilibrium’ (regional CGE) Model CGE dibangun berdasarkan model yang telah dikembangkan sebelumnya dengan menggunakan data yang telah di updated.

Abstract

Studi ini bertujuan untuk mengidentikasi dampak dari pilihan instrumen stimulus skal terhadap pere-konomian, dan merumuskan pilihan kebijakan stimulus skal yang tepat dalam mendorong perekonomiankhususnya terhadap pertumbuhan ekonomi, kesempatan kerja, dan pendapatan rumah tangga. Alatanalisis yang digunakan adalah model Applied General Equilibrium for Fiscal Policy Analysis (AGEFIS) dengan menggunakan basis data Social Accounting Matrix (SAM) Indonesia tahun 2005. Hasil simulasi menunjukkan bahwa (i) kebijakan stimulus skal mampu memberikan dorongan terhadap pertumbuhanekonomi, kesempatan kerja, dan pendapatan rumah tangga namun di sisi lain diperkirakan berpotensimenyebabkan peningkatan harga-harga, (ii) instrumen pengeluaran pemerintah dan pemotongan pajak atasbarang komoditas merupakan pilihan instrumen kebijakan stimulus yang memberikan dampak penggandapaling besar dalam mendorong pertumbuhan ekonomi, kesempatan kerja, dan pendapatan rumah tangga.

Abstract

Disparities in development have long been a crucial issue in Indonesia. With regard to the new structure of the Indonesian government, it is of great interest to determine whether Indonesia should further decentralise its budget, and if so, what consequences this would have on the national economy overall. This paper develops a simple economic tool — that is an inter-regional social accounting matrix (IRSAM) multiplier — to analyse the impacts of further decentralising government fiscal policy on regional and national performances.Our simulations show the following. First, reducing gaps among regional economies and boosting the national economy through a higher fiscal transfer strategy might notachieve the same end; i.e. providing a higher transfer to regions that are lagging behind (Sulawesi and Eastern Indonesia) would most likely reduce gaps among regionaleconomies, but might impact negatively on the national economy overall. Second, in general, a more decentralised fiscal system would benefit households in Sulawesi andEastern Indonesia, whereas the same cannot be said for Java-Bali, Sumatra, and Kalimantan. Third, impacts of further fiscal transfers on labour income vary considerably depending on the region and type of labour.Keywords: regional economy, fiscal decentralisation, Social Accounting Matrix

Abstract

Ten years after Indonesia implemented a major decentralisation policy, regional income per capita disparity and excessive rate of natural resource extraction continue to be pressing issues. There are great interests in identifying macro policies that would reduce regional income disparity and better control the rate of natural extraction, whilemaintaining reasonable national economic growth. This paper utilises an inter-regional computable general equilibrium model, IRSA-INDONESIA5, to discuss the economy-wideimpacts of various policies dealing with the development gap among regions in the country, achieving low carbon growth, and reducing deforestation. The results of simulations conducted reveal that, primarily, the best way to reduce the development gap among regions is by creating effective programs to accelerate the growth of human capital in the less developed regions. Secondly, in the short-term, the elimination of energy subsidies and/or implementation of a carbon tax is effective in reducing CO2 emission and producing higher economic growth, while in the long-run, however, technological improvement, particularly toward a more energy efficient technology, is needed to maintain a relatively low level of emission with continued high growth. Thirdly, if reducing deforestation means reducing the amount of timber harvested, it negatively affects the economy. Abstract

Indonesian government shows their big commitment on the improvement of infrastructure which is reflected in some regulations and policies made. It is supported by many empirical evidences that show the importance of infrastructure improvement on the economic performance. This paper developed a Computable General Equilibrium (CGE)model to analyze the impacts of infrastructure on the Indonesian economy by introducing several types of infrastructure and discussing the impacts of it on the poverty level. The results suggest that improvement on any types of infrastructure is expected to increase the economic growth, raise the government revenue, raise the factors’ income and reduce the poverty level. Improvement on the public work of agriculture, land transportation and telecommunication are still being preferable options comparing to others. Interestingly, even though the public work of agriculture is usually located in rural areas, the model suggests that the improvement on this sector will result higher impact on the urban household rather than to the rural household.Keywords: infrastructure, CGE, policy, poverty.
