Abstract

BRT program  is  a mandate of Law Number 22 Year 2009 on Road  Traffic and Transport  stated that every city should have a mode of mass transportation. With the aim to reduce congestion in Bandar Lampung. BRT planning process has been carried out, mainly  by the Department  of Transportation  and the  city of Bandar Lampung Consortium PT. Trans Bandar Lampung. There are some circumstances that  a  polemical  sources  in planning  BRT  program  in  Bandar  Lampung,  the existence of monopoly routes for the transport routes in Dublin by the Consortium PT.  Trans  Bandar  Lampung,  BRT  terminals  that do not  pay a fee,  as  well as indications  of bribery  in the selection of  the driver  in the  PT.  Trans  Bandar Lampung.  BRT Program  is a partnership program  involving many stakeholders, including  the Ministry of Transport  of the Republic of  Indonesia,  Bandar Lampung  Transportation  Agency,  the Regional Representatives Council  of Bandar  Lampung,  Bandar  Lampung  Organda,  PT.  Trans  Bandar  Lampung, Bandar Lampung Perum Damri, Indonesian Transportation Society (MTI) Region Lampung,  Bandar  Lampung  Angkot  Communication  Forum  (FKABL),  CV. Abstract

Implementation Activities  Community Services  is  located in the District  Jatiagung South Lampung.  The method used  in the form of  lectures  and discussion  /  FAQ. Thus, the  evaluation design  used was  a quantitative  evaluation  through pre-test and post-test  and evaluation qualitatively  through  discussion  /  question and answer with monitoring during  the extension  / dissemination of the material presented during the process of  counseling /  socialization  takes place  between  the  participants in the material  renderer. Of implementation, it can be  produced  the conclusion that  the management  had understood the concept of village institutions and policies outline the rules governing the content of  the GOI, has understood mechanisms and normative regulations  in the management of  village institutions  and  have  understood  the position of  rural community participation  in management activities of institutional by members of the village by village in the district secretaries  forum Jatiagung South Lampung regency. Keywords: Aparateur Capacity, Villages Institution

Abstract

United Nations has been changed Millennium Development Goals (MDGs) into Sustainable Development Goals (SDGs). This change has been strengthening human development as one of SDGs pillar beside economic development, ecology development, and institutional development. One of the global instruments to explain human development is the Human Development Index (HDI). Today, one of academic debate surrounding the HDI is what is the determinant of HDI. Based on secondary data in Central Lampung District, Lampung Province, Indonesia, this paper attempt to examine the relationship between independent variables (RLS, HLS, AHH, and PKP) and IPM as the dependent variable. The result shows that RLS, HLS, AHH, and PKP have a positive relationship with IPM. However, each variable has a different effect on IPM. We find that RLS and HLS is the most significant contributor for the IPM. We discuss the theoretical and practical implication this finding in the context of Lampung Province and Central Lampung District.

Abstract

Stakeholders are individuals or groups that are actively involved in activities that are affected by both positive and negative. The roles of stakeholders are needed by the three actors, the development of tourism can be done optimally. Each stakeholder involved has different influences and interests in accordance with their sphere and responsibilities, so that their involvement will provide different benefits in the implementation of tourism development. The results of this study are related to the stakeholders involved in the development of community, government, and private sectors, and stakeholders involved in tourism development have done various development both physical and non-physical development. Cooperation and communication between stakeholders is relatively good so that it accelerates the process of implementation of tourism development.

Abstract

Money politics in elections and local elections is a phenomenon that is prevalent in procedural democracies in Indonesia, especially since the direct elections in 2004. Voters are very familiar with the term money politics and also do not hesitate to accept gifts in the form of money and goods. This paper tries to offer an effort to prevent the practice of money politics seen from the sociological and psychological aspects of voters, by providing an understanding of cognitive and affective aspects to instill in the minds of voters that money politics is a crime and a fundamental violation of ethics and morals. Voters in electoral practice can be influenced by their choices if they are given goods assistance or giving money. Relations or relationships between candidates and voters occur in terms of voting, providing services and personal activities, providing goods, providing projects, electoral fraud, identity appearance and raising funds for candidates for regional head candidates. The voter's social capital and local wisdom are expected to reduce the practice of money politics. Keywords: Social Capital, Local Wisdom, Money Politics

Abstract

State and company / corporation in the context of governance are two of the three fundamental pillars of democratic development in addition to the market . The relation of both, in the context of Lampung's local politics is object to study, in particular the company /SGC. This research was conducted in May 2014. The study used a qualitative research type, which saw most of the intrinsic social life, with in-depth interviews with personalities and selected informants. The approach used in this study is the approach of critical social science (CSS), which saw social science as a process of critical inquiry phenomenon. The results showed that in Lampung local election at 2014 ago, there were strong relations between the corporation / company in the case of the Sugar Group Company (SGC) in the Lampung Governor  candidates. SGC is serving as a source of funding for the campaign of the election for the last governor election in 2014. SGC does it as a way of business development.

Abstract

ABSTRACT. Public participation in the public policy process is one of the principles of Good Governanceby involving one actor of the civil society, the Tourism Awareness Group (Pokdarwis) which is inaccordance with the Good Governance principles in which society is not only as a policy object but as asubject. This study aims to analyze and describe the reinforcement of Pokdarwis involvement indeveloping tourism an identifying the supporting and inhibiting factors of Pokdarwis in developingtourism in South Lampung Regency. This study used a qualitative approach with data collectiontechniques done by means of interview, observation and documentation. The results and discussionshowed that the Tourism Awareness Group involvement in developing tourism is not carried outthoroughly by Pokdarwis in South Lampung Regency. There are 2 groups in Penengah Subdistrict andRajabasa Subdistrict which have been involved in the planning stage to the utilization stage. However,two subdistricts of Bakauheni and Kalianda participated till the planning stage only. The supportingfactors, included: supports from stakeholders and the government; while the inhibiting factors,included: lack of awareness from Pokdarwis, the limited fund and other problems. Abstract

ABSTRACT. The Slum-Housing Upgrading Program is an effort to accelerate poverty alleviation in Bandar Lampung. The aim of the program is to support poor families in order to have decent houses so that they are able to fulfil their basic needs. The purpose of this study was to examine the implementation of the slum upgrading policy in Bandar Lampung in 2014, and to investigatethe factors that hindered the implementation. The method used in the study was a descriptive qualitative approach. The data wereobtained through interviews, observation and documentation. The results showed that (1) socialization process or information delivery has been conducted at the program executive level, however, the information dissemination to the targeted groups have not beenproperly implemented. (2) There are a limited number of human resources as the executor of the program and limited funding resources. (3) The tendency to implement the policy by the stakeholders in supporting the slum-upgrading program has been perceived as sufficient (4) Inthepolicy implementation, the basic work procedures or the standard operating procedures of the slum-upgrading program have been available as a standard or reference used by the policy implementers during the slum-upgrading policy implementation, the tasks division among organizationunits have been well conducted and coordinated. Furthermore, there exist somethreats that trigger problems in the program implementation which are house/land ownership status, data accuracy and objectivity of targeting, the limited budget, and lack ofstaff for field work. The research recommends that: (1) the information dissemination needs to be further boosted(2) the recruitment of staff needs to fit the requirement of the organization (3) the commitment to the slum-upgrading policy needs to be enhanced (4) the coordination needs to be further improved. Abstract

Distributive politics is part of the concept of patronage or clientelism, term of clientelism commonly referred to in some scientific literature. Research on distributive politics in the context of local politics, especially in the election of regional heads is still rare. Previous studies are still conducted within the national scope, such as presidential and legislative elections. This research tries to answer the question of how the process of distributive politics and manipulative policies runs in the local context of Bandar Lampung Local Election in 2015.The study was conducted in Bandar Lampung City in September 2016 until January 2017. This research used qualitative method through in-depth interview approach to informants related to the research. The informant consisted of several political actors, Herman HN's successful team and academics. The result of this research indicates that politics of distributive among voters occurs in the selection of Bandar Lampung Mayor. There is a symbiotic mutualism between candidate and the voters in Bandar Lampung Local Election. Voters can be influenced by the choice of imaging of candidate, through the concept of distributive politics or pork barrels politics or provide necessary needs for the voting community with infrastructure policy; roads and bridges, free education, free health and religious social assistance. Other results indicate that the manipulative policies carried out by candidate make voters lulled to absurd performance that ends in the Bandar Lampung City budget crisis after the policy is rolled out.

Abstract

AbstractThe focus on this article discusses how social media functions in its use as electronic archive storage as well as the impact contained in social media on archives. This research uses a literature study, which is a data collection technique by research to the problem being solved. The results obtained by social media are a means of developing an online electronic archive storage system. Social media is widely used by virtual communities to save their archives to social media applications. But there are still many crimes such as theft and buying and selling data from social media. Further policies and socialization on the use of social media by archives and government agencies for electronic archive storage is needed so that the public, especially social media users, can better understand and know how to use social media wisely.Keyword: Electronic archive, Social Media, Technology AbstrakFokus kajian dalam artikel ini membahas mengenai bagaimana fungsi media sosial dalam kegunaannya sebagai penyimpanan arsip elektronik serta dampak yang terdapat dalam media sosial terhadap arsip. Penelitian ini menggunakan studi kepustakaan yakni teknik pengumpulan data dengan melakukan telaah terhadap penelitian dengan masalah yang dipecahkan. Hasil yang diperoleh media sosial merupakan sarana pengembangan sistem penyimpanan arsip elektronik secara online. Media sosial banyak digunakan oleh masyarakat virtual untuk menyimpan arsip mereka ke aplikasi-aplikasi media sosial. Akan tetapi masih banyak kejahatan seperti pencurian dan jual beli data dari media sosial. Perlu adanya kebijakan yang lebih lanjut serta sosialisasi tentang pemanfaatan media sosial oleh pihak lembaga kearsipan dan pemerintah terhadap penyimpanan arsip elektronik agar masyarakat khususnya pengguna media sosial dapat lebih paham dan mengetahui bagaimana memanfaatkan media sosial dengan bijak.Kata kunci: Arsip Elektronik, Media Sosial, Teknologi
