Abstract

 This study aims to find out how the Ammatoa Traditional Village government system in managing indigenous peoples in Kajang District, Bulukumba Regency. This type of research is descriptive qualitative with data collection techniques were carried out by interviews, observation and documentation. The technique of data analysis are using domain analysis, taxonomic analysis, componential analysis and cultural themes. The results show that the Ammatoa Traditional Village government system in structuring indigenous peoples by using pairs of ri kajang as regulations, customary law and as a guide in the life of indigenous peoples is still effective in structuring indigenous peoples, and with the existence of regional regulations number 9 of 2015 about concerning inauguration, recognition of rights and protection of rights that strengthen protection in the arrangement of indigenous peoples. The inhibiting factor in managing indigenous peoples is the existence of pressure from people outside the customary area who have begun to enter by bringing modernization and social changes that has begun to affect the Ammatoa indigenous people.

Abstract

 This study aims to determine the role of the Dinas Sosial in Handling Beggars at Makassar City and the factors that influence the rise of beggars at Makassar City. This type of research is descriptive research with a qualitative approach. The data collection techniques were carried out by observation, interviews and documentation. The results of this study indicate that the role of the Dinas Sosial in handling beggars at Makassar City is less effective, this can be seen from the three role indicators according to Gede Diva, namely the government has not acted as a facilitator, has not acted as a regulator and has acted as a catalyst. Based on the results of the study, two of the three indicators have not played a maximum role in handling beggars. This is due to the unavailability of facilities in the form of advanced rehabilitation homes for beggars to receive guidance and the lack of skills training provided by the Dinas Sosial of Makassar City to beggars. The internal factors of the rise of beggars at Makassar City are migrating with desperate capital, lazy to do business, and physical disabilities while the external factors are the absence of jobs, expensive prices of basic necessities, poverty and acute economic problems.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana bentuk-bentuk radikalisme serta faktor-faktor yang membangun radikalisme di kalangan mahasiswa, dilihat dari resistensi terhadap norma menurut Robert K. Merton yaitu konformitas, inovasi, ritualisme, retreatisme, dan pemberontakan. Metode penelitian ini adalah deskriptif kualitatif, tempat penelitian di Fakultas Ilmu Sosial Universitas Negeri Makassar, pengumpulan data menggunakan teknik melalui wawancara, observasi, dan dokumentasi. Data hasil penelitian yang diperoleh kemudian diolah dengan menggunakan teknik analisis data interaktif menurut Milless dan Hubermann yaitu reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa bentuk radikalisme dalam demonstrasi mahasiswa ditimbulakn oleh indikator inovasi dan pemberontakan, maka aksi demonstrasi yang dilakukan oleh mahasiswa seringkali berakhir ricuh atau anarkis (telah terpapar dalam radikalisme), sedangkan jika dilihat dari indikator konformitas, ritualisme, dan retreatisme, bukan penyebab mahasiswa terpapar dalam radikal dalam demonstrasi yang dilakukan oleh mahasiswa.  Adapun faktor-faktor yang membangun radikalisme dikalangan mahasiswa yaitu : Pertama, gerakan sosial dilahirkan oleh kondisi yang memberikan kesempatan bagi gerakan itu. Kedua, gerakan sosial timbul karena meluasnya ketidakpuasan atas situasi yang ada. Ketiga, gerakan sosial semata-mata masalah kemampuan kepemimpinan dari tokoh penggerak. Aksi demonstrasi mahasiswa yang berakhir ricuh tidak selamnya termasuk dalam radikalisme. pemegang kekuasaan terhadap pelaksanaan kebijakan yang dikeluarkan baik itu dalam sektor pemerintahan maupun universitas menghindari penggunaan kekerasan, hal ini juga berlaku bagi mahasiswa agar kiranya tidak menggunakan kekerasan dalam merespon kebijakan yang dikeluarkan sehingga hal ini dapat diterima oleh semua pihak.

Abstract

Problems of water supply in coastal areas become difficult job for government, especially local government. Required a variety appropriate strategies to cope with water scarcity. one of them with the implementation of HRM with a view to improving the performance of employees that will impact on organizational performance. This study was conducted to see the HRM strategy to applied water management in Jeneponto. Descriptive qualitative research method was chosen to manage the data collected from observation, interviews and secondary data collection. The results from this research is that HRM strategies in the management of clean water as seen from indicators such as: 1) Recruitment and Selection System; 2) Training and Development; 3) Performance and Appraisal System; and 4) Compensation System; 5) Retention Plans and Culture has not been able to improve performance in the management of clean water in Jeneponto district, South Sulawesi. Lack of attention to education and training influences employee creativity in finding clean water supply solutions. In addition, the delay in provision of employee benefits reduces motivation and performance of employees in providing solutions to problems that occur in the management of PDAMs in Jeneponto district.

Abstract

Penelitian ini bertujuan untuk mengetahui pengembangan Government To Citizen (G-To-C) dalam peningkatan pemenuhan kabutuhan pelayanan di Kabupaten Gowa. Jenis penelitian ini adalah kualitatif yang bersifat deskriptif dengan teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan terdiri dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa ppengembangan Government To Citizen (G-To-C) dalam peningkatan pemenuhan kabutuhan pelayanan di Kabupaten Gowa dilihat dari tiga indikator yaitu: 1) Support (dukungan) hasil yang diperoleh yaitu baik disebabkan pemerintah kabupaten Gowa telah memberikan dukungan berupa membuat kebijakan, mengalokasikan sejumlah sumberdaya, dibangunnya infrastruktur dan superstruktur pendukung serta disosialisasikannya konsep Government To Citizen (G-to-C), 2) Capacity (kemampuan) hasil yang diperoleh yaitu baik disebabkan pada masing-masing OPD pelaksana telah memiliki sumber daya yang memadai, ketersediaan infrastruktur yang memadai, sera memiliki sumber daya manusia yang berkompeten dan ahli dalam bidang teknologi informasi. 3) Value (nilai) hasil yang diperoleh baik disebabkan pemerintah dan masyarakat telah memperoleh manfaat dari pengembangan Government To Citizen (G-to-C). Pemerintah Kabupaten Gowa perlu lebih memanfaatkan kemajuan teknologi informasi saat ini, tidak hanya berfokus pada aplikasi untuk pemerintah Government to Government dan masyarakat (Government to Citizen) tapi juga untuk kalangan pebisnis (Government to Bussiness). Dalam pengembangannya pemerintah perlu melakukan pembaruan Government To Citizen (G-to-C) serta melakukan inovasi pelayanan lainnya.

Abstract

The most effective and faster direction forempowering rural communities to achieve goals through thepreparation of activities. The purpose of this communityservice is to increas the knowledge and skills of the villagecommunity in preparing activity plans, in relation to thevillage fund program in Arasoe Village of Bone Regency.Activities in this workshop covers lectures, question andanswer session, training and practice, discussion, andmentoring. This workshop involving members of communitygroups, youth organizations and village officials. The resultsshowed that the attendance during the workshop reached 85%,participants understand of the importance of empowering ruralcommunities through making plans for each activity and ableto make an action plan that could be realized. Most of themstill think that physical development is more important thanempowerment. Therefore, physical development is choose informulating activity plans. Community interest in makingplans for activities to develop the village means a lot to theimplementation of the village fund program.

Abstract

This activity aims to improve understandingregarding the management of village assets by the apparatus inevery village in the Donri-Donri District of Watansoppengdistrict. With this community service activity in the form ofVillage Asset management workshops, it is expected that themanagement of Village Assets by the local apparatus inaccordance with the Minister of Home Affairs Regulation No.1 of 2016 in terms of planning, procurement, use, utilization,security, maintenance, deletion, transfer, administration,reporting, assessment, guidance, supervision and control ofVillage Assets. The results of this community service show (1)Knowledge and understanding of village officials in DonriDonri District, Soppeng Regency increased compared tobefore training, especially in terms of managing village assetsin terms of planning, procurement, use, utilization, security,maintenance, removal, transfer, administration, reporting,assessment, guidance, supervision and control of VillageAssets. (2) Additional knowledge that is very useful for eachvillage apparatus to be able to improve their performance inthe implementation of their respective tasks.

Abstract

Mitra Program Kemitraan (PKM) ini adalah ibu-ibu PKK. Masalahnya adalah pertama, motivasi yang dimiliki oleh ibu PKK yang masih sangat kurang. Motivasi yang dimaksud adalah motivasi dalam  kewirausahaan dan manajemen usaha; kedua, selain karena mind-set dalam pemikiran mereka bekerja adalah menjadi pekerja pada pihak lain penyedia lapangan kerja. Metode yang digunakan adalah ceramah, diskusi, demonstrasi dan tanya jawab. Melalui kegiatan pengabdian ini, diharapakn peran serta dari ibu-ibu PKK untuk terlibat dalam pengentasan kemiskinan dengan berperan dalam peningkatan perekonomian kelurga serta bisa memanfaatkan masyarakat sekitar sebagaimana konsep dari social preneur.

Abstract

The study aims to determine the application of regional leadership ethics with local wisdom of Siri na Pacce  Makassar ethnic community seen from the values contained in it, namely  Appau Tojeng, Lambusu’, Jarrek, Sipakatau, Annyomba ri Karaeng La taala, and pacce. Continuity in the application of leadership values is reflected in the nature of leadership in the District Gowa Regency. The research method is descriptive qualitative, and the focus of research is on the leadership of the Regent of the Gowa Regency. Data collection techniques through interviews, observations, and documentation. Data on the research results were processed with the analysis technique model Miles and Huberman (2014). The results of the study show that local leadership ethics are still applied to a number of values, namely Appau Tojeng is applied through the union of words and actions taken; Jarrek  is implemented through accountability for achieving the organization's vision and mission; Lambusu’ is applied through open information delivery; Sipakatau is implemented through the provision of benefits, Annyomba ri Karaeng Allah Taala  is implemented through religious activities carried out within the scope of his administration; and pacce is applied through caring for employees and the community. Evidence of the importance of applying the ethical values of local cultural heritage to the organization's leadership, so that leaders, employees, and communities can create a good governance atmosphere

Abstract

Penelitian Standar Kepatuhan Pelayanan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Gowa ini bertujuan mengetahui strategi peningkat kepatuhan standar pelayanan publik di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Gowa. Penelitian ini menggunakan pendekatan kualitatif. Pengumpulan data di lakukan dengan teknis observasi lapangan, wawancara dan dokumentasi. Teknis analisis data yang di gunakan adalah analisis SWOT.Hasil penelitian ini menunjukkan bahwa strategi peningkat kepatuhan standar pelayanan publik di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Gowa. Di lihat dari empat indikator yaitu terdapat pihak yang mempunyai otoritas untuk menuntut kepatuhan, adanya pihak yang dituntut untuk melakukan kepatuhan, ada objek atau isi tuntutan tertentu dari pihak yang memiliki otoritas untuk dilaksanakan pihak lain, konsekuensi dari perilaku yang dilakukan. Kemudian berdasarkan analisis SWOT Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kab. Gowa memiliki kekuatan dan peluang yang tinggi dalam meningkatkan Kata Kunci:kepatuhan standar pelayanan publik.
