Abstract

EVALUATING SOCIAL SUSTAINABILITY IN PUBLIC FACILITIES CASE STUDY: RPTRA BAHARI, GANDARIA SELATANEfforts to help people have open spaces for interaction and activities in urban area often lead to physical development in infrastructure that only accommodates the government agenda. As a result, this development prefers physical form and forgets who the user will be. Although these facilities and infrastructure are made to meet the needs of the community, often after the physical building is built, there is no sustainable activity taking place there. The exclusion of community participation in the design process is one of the causes of the lack of sense of belonging to the facilities built. This paper evaluates the social sustainability of the Bahari Child-Friendly Public Space (Ruang Publik Terpadu Ramah Anak-RPTRA) in South Gandaria, Jakarta, through measuring the sense of belonging of the surrounding community. This study uses quantitative methods to determine how much the community sense of belonging to public facilities in their environment. The results show a variety of sense of belonging level, and most of the community feel the benefits of the RPTRA facility. It can be concluded that the RPTRA Gandaria is socially “sustainable” because the community is not only familiar with the building but also utilizes and is involved in maintain its sustainability in the future.

Abstract

Kalijodo has a long history in terms of gambling, prostitution, human trafficking and other illicit activities. Although it is a green belt area, the location had always being filled with semipermanent buildings. The area was changed its meaning in 2016 when the late Governor of Ahok with the help of the police and army, eradicated these housing and transformed this place as the community center (RPTRA-Ruang Publik Terpadu Ramah Anak). Together with Yori Antar, Basuki changed Kalijodo into a new center for Jakarta with its mural and skatepark. Former illicit users have been pushed out from the site. Some built a temporary shelter under the highway bridge while others went to their villages. After the fall of Basuki due to the blasphemy crime, the image of RPTRA Kalijodo was contested. Within a day, the area was filled with illegal parking and prostitution returned in different forms taking place under the highway bridge. Layers of meaning and use of Kalijodo transforms rapidly and in results changes the image of the city. Through observation, interviews and archival research, this paper analyses the contestation of the city image by investigating the relationship between the top-down approach and the everyday life uses of space.

Abstract

Striated is seen as a fixed space and carries a sense of border. On the other hand, smooth space is seen as continuous and open interval. However, both terms are always intermingling, at one point smooth can be striated and vice versa. A city can be seen as a striated (border) and as smooth space (urban sprawl). Looking at a strip near Pasar Ciputat, Tangerang Selatan, this paper investigates how space changes function and identity overtime. The strip becomes a good example of analyzing the smooth and striated space practiced in everyday life. This strip is heavily populated by street vendors who has ‘occupying schedule’ and continuously changes the patterns of occupation. They prefer to sell goods on the road instead of in the provided building. By midnight, the road is not accessible as the vendors closed off and sell their goods on the road. In the morning and afternoon, some vendors disappear and their former space has been used by other vendors to sell different goods. Through observation, urban morphological mapping and photographic analysis, this paper uncovers the fluid uses and meaning of the space.

Abstract

The growth of middle class in Indonesia has raised the number of houses being built in cities like Depok, Bogor, Bekasi Tangerang. Big real estates have emerged in these supporting cities along with the mushroomed numbers of small clusters adjacent to them. Stand on 3000-5000 m2 land, these clusters have limited public facilities such as proper sanitation, water catchment, and waste management. The water catchment area have reduced significantly which causes deficit ground water supply during the dry season. Another problem is the households waste left unsorted and directly sent to the garbage collector have made the number of solid waste piling up in the dumping site. This research analyzes three small clusters which locations are adjacent to Bintaro Jaya housing estate. This program focus in three programs: (a. Changing people’s mindset in handling the household waste by choosing the right products (front strategy), sort the waste, and treat the organic waste (rear strategy); (b) Installing minimum 2 biopores on every house and open areas; (c) Making composter to transform household waste into compost. Through FGD and social intervention, this research has encouraged community to change their behavior towards biopore and composter program installed in three small clusters in Bintaro.

Abstract

ABSTRACT. This binary oppositions and their impact to the social, economical condition and  the built environment  are the focus of this research  There are some research on social and economical condition of informal waste-picker settlements. However, the research on the urban assemblage of informal waste-picker settlements are not very common. Therefore, this research focus on how the social and economical condition shape the informal waste-picker settlements in terms of urban assemblage.  This research investigates the development and transformation of the informal waste-picker settlements in two prime locations in Jurangmangu, South Tangerang. Abstract

Capital city is full of layered memories from the authority in representing power and identity and from   the everyday uses of place. Public space often represents and legitimates power. The use of top down approach in design is imminent and authority uses architecture and urban design as their means of showing identity. However, good urban design approach should include public participation in the process, allowing the users to take in charge and contribute to the decision making. A good city should be designed based on common good for all. The bottom-up approach uses the participative design method to allow citizen to speak, be heard and take in charge. It ensures the sustainable activity as community would be involved in using the place and preserving the resources. Everyone contributes to the city as citizen members of political community.  As the result, community would have sense of belonging and engagement towards the public space.  This research documented and analysis this participative design approach during the development of Jakarta community center (RPTRA) in South Gandaria. As one of the pilot projects, Bahari community center was one of the successful projects that included community participation during the design and implementation process. Through observation, interview and series of discussion, authors were engaged in this action research of implementing bottom up approach in designing public space.
