Abstract

Small-scale farmers in Blambangan Village, Banyuwangi, East Java, Indonesia take risk decision in growing watermelon. Assuming that farmers are rational, they will be able to overcome many obstacles regarding the risky watermelon farming. However, in term of efficiency farmers have vary among them and this is the interested topic to be observed more. In line with this thought, this study has several objectives: (1) to analyze the level of technical efficiency of the use of factors of production in farming watermelons in the research area, and (2) to analyze the ratio between actual input and optimum input that should be used in the research area. The method used is Data Envelopment Analysis (DEA) approach. The value of technical efficiency in this study is based on input-oriented and measurement of technical efficiency use DEA VRS (Variable Return to Scale). The results show that the average technical efficiency of respondent farmers are equal to 0.901. There are 11 respondents in state of Constant Return to Scale (CRS), 8 respondents in state of Increasing Return to Scale (IRS), and 2 respondents in state of Decreasing Return to Scale (DRS). There slack for all inputs used.

Abstract

Agricultural policy in Indonesia has several steps historically. It is started from land distribution in old-order government of Sukarno. In that time, government focussed on distributing resources and preparing for agricultural development. However, lack of research and development of technology caused low in agricultural production and less food sufficiency. Bringing new perspective of agricultural development, new order government in 1960s brought significant progress in agricultural production in Indonesia but the farmers had to pay cost in depletion of agricultural resources and dependency in chemical fertilizer and pesticides in the production. Currently, more efforts are implemented in sustainable agriculture and diversification in food consumption expecting gains in getting higher nutrition status of individual, braking land conversion and increasing farmers’ income.

Abstract

Government has a sugar self-sufficiency program in 2020 up to 2025. However, based on data from the Directorate General of Plantation (2013), the amount of sugar production is lower than the national sugar demand. The research location is Sutojayan village, Pakisaji district, Malang Regency, East Java, Indonesia. The purposes of this research are: (1) analyzing the factors that affect sugar cane production, (2) analyzing the level of technical efficiency on the sugar cane production, and (3) identifying the characteristics of respondents related to the level of efficiency achieved in the sugar cane production activities. The methods used in this research are SFA (Stochastic Frontier Analysis) approach and descriptive statistical analysis. Based on the results, seed and labor affect the increase of sugar cane production significantly. Farmers at the research location also has 5 percent opportunity to increase the production of sugar cane. The farmer respondents have high technical efficiency which is 95%. The characteristics of respondents generally consist of the age between 51 – 60 years, the last level of education is primary school, sugar cane farmer is the main job, the household size is 3 – 4 people, the experience of sugar cane farmer ranged between 21 – 30 years, using the BL (Bululawang) variety, the farm size of sugar cane is 0.10 – 0.50 hectares, and the status of land is the owner.
