Abstract

Capacity development designed to improve the efficiency, effectiveness and responsiveness of organizational performance. This study aims to determine capacity building for the influence of capacitybuilding on the performacelocal apparaturwork units of the governmentmakassar city. The data were analyzed using questionnaire anddocumentation techniques.They were analyzed using multiple regression with partial and simultaneous hypothesis test. The popula-tion consisted of 53 Local Apparatur Work Units of the Government of Makassar City and 106 respondents of each unitLocal Apparatur Work Units of the Government.The results of the results indicate that there is a positive and significant influence of the development of human resources, the strengtehingof organization and the reform of institution on the performance of organization. This means that the performance of Local Apparatur Work Units of the Government of Makassar City is generally influenced, and the reform of institution. This remains are influenced by other factors which are not under the research model.

Abstract

This research discusses the dissemination of education policy by looking at the responses and insights of students, lecturers, and education staff at the University of Muhammadiyah Makassar towards the Merdeka Belajar-Kampus Merdeka (MBKM). The biggest challenge in implementing educational policies in higher education is the percentage of understanding of the academic community and their readiness to implement education policy packages implemented by the government. In this study, a qualitative method was used by using a case study at the University of Muhammadiyah Makassar. The data was obtained from the results of a survey to students, lecturers, and education staff conducted by the MBKM Grant Team of the University of Muhammadiyah Makassar through a survey platform and survey questions facilitated by the Ministry of Education and Culture of the Republic of Indonesia starting on 18-22 December 2021. The results of the survey processed using the Nvivo application. There have been various responses regarding the Independent Learning-Kampus Merdeka Program and it can be concluded that the dissemination of the MBKM policy still needs to be maximized, because there are still many educators and students who do not know the nature of the policy.

Abstract

This article explains the development of Village Owned Enterprises (BUMDes) in increasing original villagel income during the pandemic covid-19, which hurts the socio economic antisocialeconomicall communities. The research location at BUMDes in Kecamatan Bantimurung, Kabupaten Maros, uses survey research method with descriptive analysis approach using SWOT analysis technique. The selection of respondents was carried out by purposive sampling of 36 respondents using the proportional random sampling technique. The research data consisted of primary and secondary data regarding the conditions, and internal and external factors of BUMDes in Bantimurung. Data was collected using interview techniques with research instruments in the form of questionnaires. Based on the results of the study, it shows that BUMDes in Bantimurung is not yet fully optimal but can contribute to village the own-source revenue with business units owned and the lack of facilities and supervision from the sub-district government, so that the BUMDes strategy that can be applied is the growth and build strategy, it can be recommended that the development of BUMDes need support from the government through regulations, capital assistance and accompaniment. In addition, by carrying out good strategic planning for the development of BUMDes, in-depth observations and mapping of the local economic potential of villages, choosing business development, and expanding the network of cooperation partners and optimizing the role of cooperation partners and the community to jointly encourage the development of BUMDes products, strengthen markets and training for BUMDes managers on an ongoing basis.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis strategi komunikasi panitia pemilihan kecamatan (PPK) Bontoala dalam meningkatkan partisipasi masyarakat pada pemilihan walikota dan wakil walikota Makassar. Jenis penelitian yang digunakan kualitatif dengan pendekatan deskriptif dan pengumpulan data melalui observasi, wawancara dan dokumentasi, dianalisis melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini dilakukan di kantor Panitia Pemilihan Kecamatan (PPK) Bontoala. Hasil penelitian menunjukkan bahwa strategi komunikasi PPK Bontoala dikategorikan baik. Strategi komunikasi yang digunakan antara lain, tatap muka, media elektrnonik, sosial media, sosialisasi kepada pemilih milenial berupa ceramah dan dialog secara langsung dan menggunakan relawan demokrasi. Selanjutnya, informasi dalam bentuk program gerakan mencoklik, informasi berupa template cara memilih, informasi mengenai kapan pelaksanaan pemilih kepala daerah, serta informasi sah atau tidaknya surat suara yang dicoblos dan pemberian motivasi yang dilakukan PPK Bontoala tentang pemberian pemahaman pentingnya hadir ke TPS dan menggunakan hak pilih untuk memilih pemimpin, meskipun masih terdapat kendala yang dihadapi PPK Bontoala yaitu kendala administrasi, waktu, kekurangan sarana dan prasarana dalam menjalankan tugas organisasi dan kurangnya sumber daya manusia yang mampu mengoperasikan sosial media secara optimal.

Abstract

This study purposed to find out the effectiveness of the employee shifting system in the new normal era at the Makassar Class I Correctional Center by using a qualitative type of phenomenological research. The informants consisted of 6 civil servants at the Makassar Class I Correctional Center. Research data obtained through observation, interviews, documentation and media review. Validation of data by triangulation of sources, techniques and time were  analyzed through data reduction techniques, data presentation and conclusions. The results showed that the implementation of the shifting work from home (WFH) and work from office (WFO) systems for employee performance had run  effectively, which could be seen in terms of the time or working hours of the employees, which continued the same as the usual day so that the work could be completed. on time, in terms of the goals or objectives of the shifting system so that employee performance could still run, whether it was carried out from home or the office and in terms of employee health which was more secure because they did their work while still adhering to strict health protocols so that the spread of Covid 19 could be minimized.

Abstract

Kepuasan masyarakat merupakan variabel penting yang relevan untuk dibahas, mengingat sebagai penyelenggara pelayanan publik baik di level kementerian/lembaga dan pemerintah daerah dituntut meningkatkan kualitas pelayanan publik dan kinerja pegawai secara berkala sesuai dengan perkembangan waktu. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh kualitas pelayanan e-KTP dan kinerja pegawai terhadap kepuasan masyarakat secara parsial dan simultan. Metode penelitian yang digunakan adalah tipe penelitian survey dengan pendekatan kuantitatif. Sampel penelitian adalah 59 responden masyarakat pengguna layanan e-KTP di Kecamatan Bontoala Kota Makassar. Teknik pengumpulan data menggunakan kuesioner, dokumentasi dan studi literatur. Teknik pengujian hipotesis menggunakan analisis regresi berganda, uji t, uji F dan koefisien determinasi (R2). Berdasarkan hasil analisis, kualitas pelayanan e-KTP serta kinerja pegawai terbukti berpengaruh signifikan terhadap kepuasan masyarakat dengan besar pengaruh 58,9%. Temuan ini menjadi rekomendasi penting bagi Kecamatan Bontoala untuk meningkatkan strategi kualitas pelayanan dan kinerja pegawai secara optimal agar masyarakat sebagai pengguna layanan dapat merasakan kepuasan pelayanan e-KTP secara menyeluruh.

Abstract

Merdeka Belajar Kampus Merdeka (MBKM) program becomes one of the studies about policy which being held by the government to be applied to higher education. The key to a successful implementation of the MBKM policy in university is by changing the mindset into a curriculum based on adaptive and flexible learning achievement.The research method is a qualitativeresearch to determine the key informants, researchers use purposive and snowball techniques, and data collection techniques include in-depth interviews, observation, and documentation. The results indicated that the MBKM program regulation in the study program still experience some complications, such as in converting subjects and also the curriculum into a MBKM curriculum, coordinating the time difference at the beginning of the lectures with the form of learning activities, the hardship in partnering for cooperation and carrying out activities outside the study program, amount of programs and activities that must be done in a short time and simultaneously and also The MBKM implementing partners who limit the number of students acceptation at the location of the internship program and developing villages. In terms of strategic preparation, there are still insufficient resources, human resources that support the system, field supervisors and the low motivation of students to take part in the MBKM program
