Abstrak: Tujuan penelitian ini adalah untuk mendeskripsikan implementasi pendidikan karakter di SD, SMP, dan SMA di Kota Yogyakarta. Penelitian survei ini mengambil sampel dengan teknik area cluster random sampling sehingga diperoleh sampel satu sekolah untuk SD dan SMA dan dua sekolah untuk SMP untuk wilayah Yogyakarta bagian Utara, Selatan, Barat, dan Timur. Instrumen pengum- pul data berupa angket dan analisis dokumen. Analisis data dilakukan secara deskriptif kuantitatif. Hasil penelitian yang diperoleh adalah sebagai berikut. Menurut pendapat para guru, perencanaan pendidikan karakter di sekolah-sekolah Kota Yogyakarta sudah dilakukan dengan cukup baik, tetapi berdasarkan analisis RPP yang dibuat oleh guru, ada beberapa RPP yang belum mengandung nilai-ni- lai target yang akan dikembangkan dalam pembelajaran. Pelaksanaan pendidikan karakter di sekolah sudah dipadukan dalam berbagai mata pelajaran. Penilaian pengetahuan dan kemauan untuk meng- aktualisasikan nilai-nilai target pendidikan karakter baru pada sebagian soal-soal yang dibuat guru, sedangkan penilaian perilaku yang sesuai dengan nilai-nilai target dilakukan oleh kebanyakan guru hanya dengan wawancara. Kata Kunci: pemetaan, implementasi, dan pendidikan karakter

The purpose of this training in order to conduct service community through the Sibermas Program is to increase skills and knowledge of the teachers of the secondary Tepus and Tanjungsari school in constructing and conducting Classroom Action Research.The participants of this service community are 20 subject matter teachers from any content areas of Tepus and Tanjungsari Secondary School. The training is held from August 27 to 29 2002. The constructing research proposal is conducting in a week between August 30 and September 5, 2002. The monitoring of research activities is held between September 15 and October 30. The training used techniques of lecture, discussion, tutorial, and monitoring.The result if this training' activity is that all of the teachers followed this activity havecompetencies of Classroom Action Research including basic consept, procedurs, constructing proposal, implementing, and reporting. There are 13 teachers could construct Classroom Action Research proposal. Two of them funded to conduct of research, those are the group from Tepus 2 Secondary School and Tanjungsari 2 Secondary School. Basid on the result, it could be concluded that this training activity could increase the skills and knowledge of the Secondary School teachers in contructing and conducting Classroom Action Research so this activity that could increase the achievement of he students. Salah satu kompetensi dasar yang harus dikuasai peserta didik pada jenjang SMP pada aspek berbicara adalah berpidato. Namun, beberapa penelitian menunjukkan bahwa keterampilan berbicara selalu menjadi keterampilan yang paling menantang di antara peserta didik. Peserta didik mengalami kecemasan saat berbicara di hadapan audiens. Untuk membantu peserta didik meningkatkan kemampuan berbicara terutama dalam hal berpidato, dapat menggunakan pendekatan CLT berbasis proses (process-based CLT approach). Penelitian ini bertujuan untuk mendeskripsikan bagaimana penerapan pendekatan communicative language teaching berbasis proses (process-based CLT approach) untuk meningkatkan keterampilan berpidato siswa SMP. Penelitian ini menggunakan pendekatan kualitatif, data dalam penelitian ini bersumber dari penelitian sebelumnya atau penelitian yang relevan. Hasil penelitian ini menunjukkan bahwa pendekatan CLT berbasis proses memungkinkan siswa untuk berpartisipasi aktif dalam kegiatan pembelajaran di kelas. Peran guru dalam pendekatan CLT berbasis proses adalah sebagai pengontrol, pembimbing, partisipan/peserta, sumber ilmu, dan tutor. Selanjutnya, peran peserta didik dalam penerapan pendekatan CLT berbasis proses adalah untuk terlibat atau berpartisipasi secara aktif dalam proses pembelajaran.
