Abstract

The draft of core curriculum (national curriculum) if undergraduate program if civic education (S1) is developed upon the agreement between civic education departments from sev­eral higher education institutions /faculties of teacher training and education accepted partner­ship block grant for developing the core curriculum This draft is hoped to be accepted as standard both for those in agreement and not. The core curriculum is developed from the essences of field of study, namely social, profes­sional, personal, and pedagogic competences. From these essences of field study, learning experiences; facilities, education; and academic qualification of lecturer are developed: It was agreed that 60% of the total credits is developed from these essences of field study and the rest (40%) is delegated to each institution in developing

Abstract

Morality in general election 2004, a long way off from expected. Various actions which dissolute political indication see clearly in course of and result of general election. Money politics, administrative collusion and crime by some of all legislative candidates, bureaucracy which not yet neutral politically, manipulation of voice enumeration, showing process of general election still not yet full respect the moral. General election also did not yet shown to yield all politician owning high binding (commitment) to respect the political morality. Its indication, general election not yet earned to yield the leader owning inner calm and trusted by people, general election tends to yield the politician principled weak politics party at ideology so that progressively strengthen to expand "political of corruption. " Not yet strength of political morality in general election 2004 represented factor which did not conducive for civic education, because real reference of citizen about how politicians have moral. This circumstance if let it can conducive to the belief crisis to existing political system. Therefore, study of civic education agreed with general election which require to be developed critically to form the rational and proportional attitude in general election. If this matter is done will be able to assist to overcome to expand belief crisis to general election and national of political system.

Abstract

The transition from authoritarianism to democracy is prolonged and complex process. From the national united background, he processes of transition flows through three phase (1) preliminary step, i.e. struggling to replace regime; (2) decision step, i.e. building democratic institution: and (3) consolidation step, i.e. the process in which institution and democratic practice initialized in political culture. Civic disposition, both private and public, as an element of civic education, built very determined by two other components, i.e. civic knowledge and civic skill, is a factor which a develop democracy consolidation. Civic disposition is a minor of civic culture, which is as democratic political culture

Abstract

Civic Education is an important component ofeducation of democracy, because itfosters citizen's participation within public daily life, in fonn ofpolitical participation, e.g. in election of head oflocal (llgencylprovence) guvemment-abbreviated into Pilkada for indirect election and Pilkadal for direct election by people. This paper focuses on implementation ofrole of Civic Education in context of Pilkadal  Through Civic Education, citizen is preparated to be rational voter, learn on democracy through democratic institution, e.g. Pilkadal Effectivity of Civic Education well be influenced by whether candidates contribute to strengthen rational-calctdatiue voting behavior or precisely foster emotional one. Pilkadal will be meaningful when it plays a role in fonn of the first So that; candidates should learn and then peform behavior according to what is striven in Civic Education.
