Abstract

The Covid-19 pandemic has changed the fabric of people's lives, including women's lives. The concentration of various activities at home as a result of the policies taken by the government to prevent the spread of Covid 19 indirectly increases the work burden of women who are among the vulnerable groups. The role of women as individuals and social beings has decreased, resulting in disruption of the system in their social environment. This condition was also triggered by the inadequate women's empowerment program launched by the government by diverting the availability of funds for the Covid-19 response program. The purpose of this study was to analyze the impact of not implementing women's empowerment programs during the Covid-19 pandemic. A qualitative approach with data collection techniques through literature study, observation, and interviews with various relevant government agencies, activists and volunteers, and women's groups affected by Covid-19 in West Java is the method used in this research. The results showed that several program activities such as the role of women in development, budget absorption, family resilience, family economic life, and the socialization of the healthy and prosperous program during the Covid-19 pandemic had changed a lot. This shows that the Covid-19 Pandemic had a negative impact on the Implementation of Empowering the Role of Women in West Java. Therefore, it is necessary to have a special strategy that can accommodate the implementation of programs in the field of Women's Empowerment in the new era (post-Covid-19), one of which is through program redesign and policy advocacy that leads to technical implementation and advocacy of women's empowerment programs in West Java. Keywords: Women's Empowerment, Program Redesign, Family Resilience, Covid-19AbstrakPandemi Covid-19 telah merubah tatanan kehidupan masyarakat termasuk kehidupan perempuan. Terpusatnya berbagai kegiatan di rumah sebagai akibat kebijakan yang diambil pemerintah dalam mencegah penyebaran Covid 19 secara tidak langsung menambah beban pekerjaan perempuan yang termasuk kelompok rentan. Peran perempuan sebagai individu dan mahluk social mengalami penurunan yang berakibat terganggunya sistem di lingkungan sosialnya. Kondisi ini juga dipicu oleh kurang optimalnya Program pemberdayaan perempuan yang telah dicanangkan oleh pemerintah dengan pengalihan ketersediaan dana untuk program penanggulan Covid-19. Tujuan penelitian ini untuk menganalisis dampak tidak terlaksananya program pemberdayaan perempuan dimasa pandemi Covid-19. Pendekatan kualitatif dengan teknik pengumpulan data melalui studi pustaka, observasi dan wawancara dengan berbagai instansi pemerintah terkait, aktivis dan relawan, dan kelompok perempuan yang terdampak Covid-19 di Jawa Barat merupakan metode yang digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa beberapa program kegiatan seperti peran perempuan dalam pembangunan, penyerapan anggaran, ketahanan keluarga, kehidupan ekonomi keluarga dan sosialisasi program sehat sejahtera dimasa pandemi Covid-19 ini banyak sekali mengalami perubahan. Hal ini menunjukkan bahwa adanya Pandemi Covid-19 berdampak negatif terhadap Pelaksanaan Pemberdayaan Peran Perempuan di Jawa Barat. Oleh karena itu, perlu adanya strategi khusus yang dapat mengakomodasi pelaksanaan program-program di bidang Pemberdayaan Perempuan di masa tatanan baru (pasca Covid-19), salah satunya dengan adanya redesain program dan advokasi kebijakan yang mengarah pada teknis pelaksanaan dan advokasi program pemberdayaan perempuan di Jawa Barat. Kata Kunci : Pemberdayaan Perempuan, Redesain Program, Ketahanan Keluarga, Covid-19

Abstract

The management of BUMDes in Garut Regency is still not in accordance with the mandate of the laws and regulations that its establishment is intended to create and to improve the prosperity of rural community life better through mobilization and management of village potential. This study aims to discover the factors that cause the low management of BUMDes in Garut Regency. Using a quantitative approach, the survey was conducted toward BUMDes management who are in the categories of semi-active and not yet active. A total of 161 respondents were selected by a simple random sampling method which was further analyzed using exploratory factor analysis with 32 indicators. The results showed that of the 32 indicators tested, 8 new factors are formed as factors that lead to poor management of BUMDes in Garut Regency. These factors include management, human resources, environmental conditions, personality, organization, policy, professionalism and communication. Abstract

Parking is an inseparable component or aspect of the need for a transportation system because every trip with a private vehicle generally always starts and ends in the parking lot. Regarding parking management in this study, namely analyzing how the Garut Regency Transportation Service carries out parking management in Garut Regency in its implementation, the inhibiting factors that affect parking management, and how the efforts are made to overcome the parking management problem in the Regency arrowroot. The method used by the researcher is a qualitative descriptive method that describes parking management with data collection techniques that include observation, interviews and documentation. The results of this study in parking management are analyzed with management functions, namely planning, organizing, mobilizing and monitoring where there are still many things that need to be improved again because there are so many obstacles and problems in conducting the parking management analysis, which is caused by factors that hinder into the parking lot. Parking management is factors of awareness, communication and coordination, and resource factors carried out by employees and parking attendants involved in managing the parking lot.

Abstract

The background of this study originated from yet effective implementation of primary health programs in Garut District Health Office. This is indicated by the low life expectancy (AHH). This condition is thought to have successful implementation of health policy particularly in health policy implementation of SPM. The purpose of this study is to reveal the influence of SPM in health policy implementation of the effectiveness of the implementation of primary health programs.             This study used an explanatory research design using quantitative approaches and statistical analysis techniques using SEM. Technique of data collecting is done through study of documentation and field study through observation, questionnaires and interviews.The results showed that in health policy implementation of SPM significantly influence the effectiveness of basic health programs. Dimensional attitude of the implementers have the smallest value and less able to measure or reflect the implementation of the policy variables, can therefore be argued that the attitude of the implementers have not shown a good attitude. Therefore, the results of this study can be put forward a new concept that the attitude of the implementers that are less disciplined and less responsible in carrying out tasks can lead to failure of policy implementation.

Abstract

Penelitian ini menganalisis hubungan antara gaya kepemimpinan transformasional, stres kerja, kepuasan kerja, dan turnover intention pada organisasi yang bergerak di bidang konsultansi. Tingkat perputaran karyawan yang terlalu cepat dan sering dapat merugikan perusahaan karena harus menyiapkan sumberdaya manusia yang baru serta melatihnya. Berbagai cari dilakukan organisasi agar karyawan khususnya yang berprestasi tidak berencana untuk mengundurkan diri. Hasil kajian ini diharapkan dapat menjadi acuan bagi perusahaan untuk mengevaluasi kebijakan terkait pengelolaan sumberdaya manusia dalam upaya meminimalkan niat karyawan untuk mundur. Responden untuk penelitian ini sebanyak 75 orang karyawan yang terdiri dari manajer, supervisor dan pelaksana. Analisis korelasi dengan program SPSS digunakan untuk mengukur seberapa kuat hubungan antara variabel. Hasil penelitian menunjukkan bahwa gaya kepemimpinan memiliki korelasi positif yang kuat dengan tingkat kepuasan kerja dan stres kerja juga berkorelasi positif dengan niat untuk mengundurkan diri. Hasil ini sesuai dengan karya ilmiah sebelumnya. Untuk meningkatkan kepuasan kerja, organisasi dapat menerapkan gaya kepemimpinan transformasional yang diakui memiliki banyak manfaat positif. Sebagian kecil dari niat karyawan untuk mundur disebabkan tingkat stres kerja yang dialami. Dengan demikian organisasi perlu memperbaiki kondisi yang menyebabkan stres agar niat karyawan untuk mundur berkurang. Temuan lain dari penelitian ini adalah tidak adanya korelasi antara gaya kepemimpinan dan kepuasan kerja dengan niat untuk mengundurkan diri. Niat karyawan untuk didorog oleh faktor lain misalnya adanya tawaran yang menarik atau kesempatan yang ebih baik. Hal ini menjadi masukan agar organisasi senantiasa memperhatikan kondisi eksternal dan melakukan penyesuaian terhadap kondisi internal jika dinilai sudah kurang memadai.

Abstract

Tujuan penulisan penelitian ini adalah membahas pengaruh implementasi kebijakan pendirian BUMDesa terhadap manajemen BUMDesa dalam mewujudkan efektifitas BUMDesa di Kabupaten Garut. Metoda analisis yang digunakan dalam pembahasan topik utama menggunakan model analisis causal effectual dengan meninjau hubungan rasional yang menganalisa hubungan sebab akibat antara pelaksana kebijakan pendirian BUMDesa, manajemen BUMDesa dan Efektifitas BUMDesa. Lokasi penelitian adalah di Kantor BUMDesa Kabupaten Garut yang disampel berdasarkan jumlah BUMDesa yang telah berdiri yakni 244 BUMDesa

Abstract

However, the IKLH's most dominant environmental concerns are to water quality degradation and plant cover. This research is centered on the environmental difficulties in Garut Regency, namely in Garut Kota's core, not only the rubbish that was spread after CFD activities ceased. For environmental issues to be handled, the government needs the public's help. In this study, Huraerah's notion of community involvement is applied. Description and qualitative technique are utilized in the study. As a consequence of this study, community engagement in Garut Kota's central business district is still very much needed but the most essential point is that community engagement in environmental protection is not only about how many people participate, but about protecting the environment itself.

Abstract

Principals, school administrators, and other personnel deliver quality education. School administration employees are educators that help school administration. This research seeks to evaluate how education staff may improve service quality at SMA Negeri 18 Garut. This study employed qualitative research with descriptive analysis. Based on the study, SMA Negeri 18 Garut's education professionals have three skills to improve service quality in line with the National Education Government Regulation No. Efforts to improve school administration at SMA Negeri 18 Garut include training educational personnel, finger prints at every entry and exit, monthly motivation and morale meetings, and comparison studies with other schools. Provide care for the teaching personnel of SMA Negeri 18 Garut.

Abstract

Partisipasi masyarakat dibutuhkan dalam setiap progam pemerintah untuk pencegahan stunting. Tingginya angka stunting di Desa Leuwigoong saat ini menunjukan bahwa rendahnya partisipasi masyarakat dalam pencegahan stunting.Metode penelitian menggunakan metode penelitian kualitatif. Informan penelitian  terdiri dari Kepala Seksi Kesehatan Keluarga dan Gizi Kabupaten Garut, Petugas Gizi Puskesmas Leuwigoong, Sekertaris Desa Leuwigoong, Lima Masyarakat yang anaknya stunting dan Lima Masyarakat yang anaknya tidak stunting.Hasil penelitian menunjukan bahwa rendahnya partisipasi masyarakat dalam pencegahan stunting menjadi salah satu penyebab tingginya angka stunting di Desa Leuwigoong  pada tahun 2019. Rendahnya partisipasi masyarakat dalam pencegahan stunting yaitu 1) Kurangnya menjaga kebersihan lingkungan 2) Kurangnya pengetahuan ibu mengenai kesehatan dan gizi 3) Kesibukan orangtua 4) Kemiskinan. Rendahnya partisipasi masyarakat tersebut tidak terlepas dari adanya hambatan yang dihadapi baik dari dalam maupun dari luar.. Faktor penghambat dari dalam yaitu 1) Umur 2) Jenis kelamin 3) Pengetahuan 4) Penghasilan dan Pekerjaan. Sedangkan hambatan dari luar yaitu kurangnya koordinasi dengan lintas sektor. Walaupun angka stunting di Desa Leuwigoong tinggi, akan tetapi setiap tahunnya angka stunting di Desa Leuwigoong menurun. Hal itu terjadi karena adanya faktor pendukung partisipasi masyarakat dalam pencegahan stunting yaitu 1) Adanya kemauan untuk berpartisipasi 2) Adanya kemampuan untuk berpartisipasi 3) Adanya kesempatan untuk berpartisipasi.

Abstract

Nowadays, the demand for people mobility is getting higher. The breakthrough of online application-based transportation innovation such as Go-Jek combining transportation with communication technology through smartphone requires the people to decide which transportation is most compatible to their need. The presence of something innovative in many areas can get resistance, so can the presence of ojek online (online taxibike) in Garut Regency getting resistance from conventional transportation, particularly ojek pangkalan (base taxibike) and city public transportation (angkot) ending up with conflict. This research aims to provide an alternative solution by means of organizing conflict mapping, conflict resolution process, and conflict resolution. Research method employed was qualitative approach, while data was obtained through observation and interview with 8 informants. The result of research showed that factors becoming the main source of conflict are social factor related to the passenger preferring ojek online, ojek online picking up passenger in ojek pangkalan and city public transportation areas and economic factor including cheaper tariff of ojek online.
