Abstract

The research aims is to find the main causes of disharmony between behavior ofusers community and the management objectives of Protection Forest Resource of TarakanIsland that reviewed based on the perceptions and motivations. Based on the researchresults: First, the level of perception of the users of Protection Forest Resource of TarakanIsland included in the medium category, but for the functional benefits and the existentialbenefits included in the low category. While, the level perception of the existential benefitsincluded in medium category and other benefits include high category. Second, the level ofeconomic and environmental motivations of users’ communities in utilization of ProtectionForest Resource of Tarakan Island is low, but the level of social motivation toward ProtectionForest Resource of Tarakan Island is high. Third, the level of public perception of functionalbenefits is low. Low levels of economic motivation and the motivation of social environmentincluding the high motivation of the users’ community in utilization Protection ForestResource of Tarakan Island become the main causes of disharmony between behavior ofusers’ community and the management objectives of Protection Forest Resource of Tarakan Island.

Abstract

The research was aims to formulate the feasibility of cultivation in combination ofrubber with jernang and minimum area that must be cultivated to meet the needs of decentliving for the community. Research located in Lamban Sigatal village at the DistrictSarolangun in Jambi. Method used is survey method by using questionnaire. The resultobtained, based on calculation of the IRR obtained a value of 16.30% with and interest rateof 15% this illustrates that the cultivation of rubber and jernang agroforestry worthconducting. In order to meet the needs of decent living for farmers, the cultivation of rubberand jernang agroforestry should at least cultivated area of 1.28 hectares.

Abstract

The implementation of forestry policy in Papua Province has not been significantly optimal as indicated by the high poverty rate around and within the region and the increasing rate of forest degradation. To overcome the problems of the forestry sector, a policy is introduced in the form of Kesatuan Pengelolaan Hutan (KPH) or Forest Management Units. This policy is an enabling condition for the realization of sustainable forest resources and community welfare. The success of KPH is largely determined by the capacity of local stakeholders that includes understanding, coordination and cooperation, and readiness of the organizations that manage KPH.  Therefore, this research was conducted to design an institutional model of establishing the region of KPH and formulate organizational structure of KPH. The study was conducted in Jayapura of Papua Province and Regency of Yapen Islands by the use of purposive sampling method for data/information collecting and decision-making tool of Analytical Hierarchy Process (AHP) for data analyzing, which was then analyzed descriptively. The results showed that the performance in establishing the KPH regions in Papua Province was at the medium level of achievement or approximately 29.50% of the criteria and indicators for the formation of KPH regions. This condition was considered low as result of the poor understanding and ineffective cooperative relationships and coordination among stakeholders. Thus, the formulation of the institutional model should be directed to increase the role, capacity, and effectiveness of stakeholder relations. Regarding to the findings, a state owned enterprise is viewed as highly feasible to manage KPH in Papua Province.

Abstract

It has been shown by various references that performance of forestry development is determined by institutional capacity. This study was conducted to acquire knowledge of problem of forest management institution and policy change which should be able to be implemented. Studies in three locations and implementation of national policy indicated that forestry programs implemented by district/province government and central government were not accompanied by institutional strengthening efforts. The weaknesses of institution have been proven to be followed by policy failure to reach its target. Abstract

This study was conducted to acquire how forest policy making process and implementation have been going on. The role of discourses, knowledge, actors and their networks determine effectiveness of policy debate to meet its goal. Forest policy making process and implementation was not occurred in a linear process as constructed in the rational framework. Imperfected knowledge creates dispute resolution. Effective interaction among actors to solve their diverse perception was determined by knowledge as well as discourses. The strength of actors and their networks and gap of their interest are significant factors to meet their agreed solution. The facts of forest policy process and implementation are expected to be understood by stakeholders and they should bear in mind that effort to improve performance of forestry development based on implementation of existing policy and policy reform remain unpredictable. This analysis are also expected to be used by stakeholders to get better policy intervention strategy.

Abstract

Yapen Islands Regency has a very potential and feasible capital to be developed as a tourism attraction object. However, its ecotourism management does not optimal because of several constraints such as lacking institutional capacity of ecotourism management, weak attraction management, less spatial planning of tourism, and ineffective promotion and marketing, as well as problems on regional security. This research was conducted to formulate strategies to develop the islands ecotourism. The results showed that most of the tourism attractions (sea, water, and land ecotourism objects) in Yapen were feasible for further development ecotourism attractions. However, some of the potential tourism objects were not yet possible to be developed due to some barriers and constraints, i.e. unsupportive market potential, bad access due to location of the objects, below-standard management and services, poor accommodation, and high similarity with other objects.  The research, therefore, recommends that pessimistic strategy should be applied in overcoming the problems.  The strategy should be supported by arrangement of the tourism space, development of attractions management, development of promotion and marketing, development of regulations and management in ecotourism organization, and creation of a conducive and secure situation, both within and outside the tourism area.

Abstract

One effort in improving productivity and regaining the function of forest and land which have been degraded is national movement on forest and land rehabilitation (Gerhan). This movement constitutes an investment. In general, an investment should always involve the expectation for obtaining benefit/profit, either directly or indirectly. The objective of this research was to estimate the magnitude of total benefits value resulting from Gerhan in Sub Watershed of Tirto located in Central Java Province. Benefits value was calculated by using market price approach, replacement cost, procurement cost, and contingency valuation methods. Economic value which was calculated consisted of direct use value, indirect use value, and non use value (option value and existence value). From rehabilitated land, as large as 1,463 ha (planting year 2003–2008) in the Tirto sub watershed, the present worth total economic value resulted from was Rp331,223,929,621 with analysis period of 15 years (cutting cycle of woody crop) at interest rate of 15% or Rp15,093,367 ha-1 year-1. Such value consisted of direct use value 92.21%, indirect use value of 6.64%, and non use value of 1.15%. These benefit value was calculated on the basis of planting success rate, namely 88% for woody crops and 85% for multi purpose tree species.

Abstract

Institutional science with various approaches have been used in analysing forest policy at international level and in Indonesia. This research used institutional science with discourse and historical approach for the policy of Forest Territory with Special Purpose (Kawasan Hutan dengan Tujuan Khusus, KHDTK). This research study the KHDTK case of Gunung Walat Educational Forest (Hutan Pendidikan Gunung Walat, HPGW). The goal of this research is to understand discourse/narration of policy and describe the policy space for HPGW and KHDTK. Institutional analysis in this research used discourse and historical approach. Discourse analysis used IDS model supported with Wittmer-Birner model and Eden-Ackermann diagram. On the other hand, historical approach used the historical relationship. The research outcome showed that the process of creating HPGW policy is not linear, but being affected by policy discourse/narration in the process of creating HPGW policy. Faculty of Forestry IPB has been successfully managing HPGW because of the success to build policy discourse/narration which is supported by the knowledge of HPGW managers, cooperation network, and interest and power. Meanwhile, external party perceived and believed the importance of HPGW management for forestry education. The success key of HPGW policy is in structuring the institution that control the behavior of HPGW managers, so the managers obtained trust from third parties to create interest alliances which can boost HPGW management performance. HPGW policy can be used to fulfill KHDTK policy space according to Article 8, Forestry Law Number 41 Year 1999.
