Abstract

Pemberdayaan gender merupakan sebuah rekonstruksi dalam kesetaraan sebuah aktivitas dilingkungan yang beorientasi terhadap kehidupan sosial dalam kehidupan individu maupun kelompok yang berfokus pada sebuah partisipasi publik pada sektor politik ekonomi dan kepemimpinan. Tulisan ini berfokus pada kondisi atau fenomena gender di Kota Tanjungpinang yang menunjukkan angka tertinggi di Provinsi Kepulauan Riau ditengah pandemi COVID-19 tahun 2020. Adapun metode yang dilakukan peneliti berupa kajian kepustakaan secara kualitatif dengan mengunakan data sekunder yaitu pemberitaan, laporan, dokumen yang dianalisis secara mendalam mengunakan model logika dan model pengembangan penjelasan sesuai dengan studi kasus yang ada. Hasil menunjukan bahwa pemberdayaan gender berpengaruh pada dimensi keterwakilan parlemen, pengambilan keputusan, serta distribusi pendapatan sangat mempengaruhi pada kondisi sistem pemerintahan Kota Tanjungpinang. Artinya pemberdayaan gender mempunyai kesadaran tingkat individual secara masif yang menginginkan keterlibatan secara berkelanjutan. Kemudian pemberdayaan gender tersebut didukung para pemangku kepetingan dalam kemampuan mendorong pemberdayaan gender pada generasi ke generasi Kota Tanjungpinang di tengah pandemi COVID-19.

Abstract

This study will analyze the modification of reclamation permits in the Riau Islands Province (Kepri) to overcome various reclamation difficulties that are local and national challenges. Based on Governor's Regulation Number 26 of 2017 concerning Procedures for Granting Reclamation Permits in Coastal Areas and Small Islands, reclamation permits are in the hands of the Governor. However, in 2018, Pergub Number 31 of 2018 concerning the Implementation of One-Stop Services for the Riau Islands Province in Article 8 states that the Governor delegates licensing and non-licensing authority which are the affairs of the Riau Islands Provincial Government to regional heads of the relevant services. Rational Choice Institutionalism will evaluate the interaction process of relevant agencies and other players in the reclamation permit procedure within the boundaries of institutions that control and limit the activities of policy actors. The study technique used is qualitative with an interpretive analysis of each actor to describe the motivation to employ institutions as a reasonable choice. The results show that the process that occurs in the reclamation permit in the Riau Islands Province is the rational choice of institutionalism, namely the link between actors and the surrounding institutions. The need for changes to the performance and behavior of good institutionalism towards cooperation between other stakeholder actors for changes to good reclamation permits on an ongoing basis by the Kepri Provincial Government.

Abstract

This paper discusses efforts to strengthen policy implementation in handling COVID-19 in the tourism sector in Indonesia as a form of strengthening every tourism policy. This study uses the grindle concept to identify Policy Content and Implementation Context in Handling COVID-19 in the Tourism Sector of Bintan Regency. The method used is a qualitative approach including data collection techniques, observation, interviews, and documentation so that the data obtained are tested using NVivo 12 Pro, then analyzed with a triangulation approach. The results of the study indicate that the emphasis on handling COVID-19 in the tourism sector in the Regency needs to be strengthened by existing stakeholders, meaning that on the Policy Content side it consists of the interests affected, types of benefits, degree of change, location of decision making, program implementation and resources used. still focused on central regulations and rules so that local government authorities cannot initiate policy strategies for handling COVID-19 in the tourism sector in Bintan Regency. showed a good contribution in handling COVID-19 in the tourism sector in Bintan Regency.

Abstract

Cleanliness is an inseparable part that is the obligation of every individual for survival; in the conditions of the COVID-19 pandemic, stakeholders have prepared policies in the health sector so that people get their right to live healthily. This study intends to evaluate the role of the government in managing sanitation programs during the COVID-19 pandemic, where policies previously needed to formulate solid policies. This research method uses a literature study where data analysis uses relevant secondary data so that it can be analyzed in depth using the concept of the policy implementation process. The results show that in the sanitation program during the COVID-19 pandemic, the government's role in setting agendas must refer to existing problems in the form of community group routines. Furthermore, the government's policy formulation must take a community-based approach that provides insight into the importance of sanitation program involvement and legitimacy. Finally, an evaluation of government policies must make breakthroughs and program initiations in each regional stakeholder by prioritizing innovations that can happen by the Indonesian people.

Abstract

The discussion on the Travel Corridor Arrangement (TCA) between the Indonesian and Singaporean governments will continue in the future, but technically and practically, there are still certain issues that the Indonesian government has not addressed effectively. This demonstrates that we are technically still waiting for the correct judgement while the COVID-19 pandemic's case count declines. The goal of this article is to examine different research hypotheses on the elements that impact Indonesia's readiness for TCA with the Singapore government. The technique employed is a qualitative literature review. To bolster the literature review with secondary data, the researchers enhanced the examination of research hypotheses using the NVivo program, which was then thoroughly assessed. The findings indicate that researchers will also identify that Indonesia will be more sensitive to TCA than Singapore, resulting in the decision being rejected, while the next hypothesis is that TCA is also focused on tourists, as opposed to business activities between the two countries, and that the Indonesian government has also proposed implementing RGL, but RGL is not a priority, implying that TCA is more effective. if RGL is emphasized, the hypothesis may be accepted. This suggests that based on some of the results of these hypotheses, the rejection of the first hypothesis is due to a lack of expertise in Human Resource Management in implementing TCA with the Singapore government

Abstract

Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.

Abstract

Bintan Regency has a strategic location close to Singapore (it only takes 60 minutes by ferryboat). Therefore, tourism is one of the primary sectors contributing to the highest local government revenue of the Bintan Regency. During the COVID-19 pandemic, all the entrances from abroad were closed. Then it finally decreased to 94% of the local government revenue. The Ministry of Tourism and Creative Economy has recommended the "Travel Bubble" Policy to welcome the new average era without ignoring health protocols. The travel bubble is also one of the disaster management efforts in the tourism sector. Bintan Regency is one of the pilot projects to implement the travel bubble in Indonesia. This study aims to analyze the possibilities of implementing the Travel Bubble. The research also described the policy, the government's role, and matters relating to strategic policies on the performance of the travel bubble. The findings of this study resulted from qualitative data with the NVIVO 12 software tool. The results showed a matrix coding query about the predictions of the type of tourist attraction that will contribute highly to tourist interest. Then, the results recommend an effective collaboration between the central and local governments. However, the local governments must take a role dominantly. This study also explains the attempt to manage tourism disasters. Finally, the readers can use this study to analyze various strategic policies revitalizing the tourism economy.

Abstract

Political participation is an individual activity that may affect a country's or government's political policy. Political participation in democracy takes many forms, such as voting, establishing a political group, engaging in legal or illegal protests, campaign involvement, discussing politics offline or online, or becoming a political party member. The term political participation in this study refers to voting participation. Voter participation is important because it creates a political and democratic climate that encourages people to participate actively in state administration. To determine strategies and policies to increase voter participation, what factors can influence someone to vote can be seen. One factor that influences a person's desire to participate in politics is a person's socioeconomic status. Therefore, this study examines how Socioeconomic Status (SES) influences political participation. Political participation in this study is seen from whether the permanent voters (DPT) exercise their right to vote in the 2020 gubernatorial election. The SES consists of socioeconomic status, which is seen from: demographic background (social status, including age, ethnicity, educational background, and religion); economic status of the average income of voters per month. Krejcie Morgan sampling method, 384 respondents were processed with Eviews 11 software using logit regression model analysis. This study found three variables significantly affect the dependent variable: Ethnic, residential election participation, and trust level in the candidate. This study recommends that the strategies used in the efforts to enhance political participation of the Riau Islands community in the regional head election are: forming volunteers democracy, dividing four segments of socialization, improving the quality of the organizing committee resources by conducting technical guidance, aggressively achieving political socialization, political publications, and the delivery of the stages of the elections using various social media platform. Moreover, implementing Good Governance will produce output from society's most economical market mechanisms. Thus, it is expected that people's political awareness will be enhanced.

Abstract

This study aims to determine the strategy of diplomatic cooperation between Indonesia and Singapore and have bilateral relations between Indonesia and Singapore and for researchers to understand and analyze the cooperation strategies the two countries have carried out during the COVID-19 pandemic. The method used by the author in this study was qualitative and would answer a more comprehensive phenomenon. This method was sourced from literature studies, written documents, online searches, and other relevant supporting documents that will be used as secondary data collection techniques. Cooperation between Indonesia and Singapore has been established since 1967. The COVID-19 pandemic has had an impact on both countries. Singapore, which is directly adjacent to Batam City, one of the regions in the Riau Islands, Indonesia, was affected by the COVID-19 pandemic. Almost all countries carried out various policies limiting mobility from tourists to trade. This pandemic provided new opportunities for Singapore-Indonesia, especially in Batam City, by creating a new collaboration. The strategy to increase cooperation between the two countries in tourism to investment and development is called “Three Bridges,” which consists of travel bubble bridges, infrastructure bridges, and digital bridges. The “Three Bridges” development strategy, to increase cooperation when COVID-19 hit the situation between the two countries, is a multidimensional program in the future. Singapore and Batam City have proximity in the border area of various sectors of cooperation. Thus, this pandemic can increase diplomatic cooperation between Indonesia and Singapore, which is a country that is directly adjacent and assisted by stakeholders between the two countries.
