Abstract

There is two kind of conflict when system governance of nagari gone into effect. The first, internal conflict in the form of conflict that happened among Wali Nagari with all Ninik Mamak. Wali Nagari with BPAN institute. The second, external conflict in the form of conflict among Padang Sibusuk nagari elite with Kampung Baru countryside elite. This External conflict is caused by desire of Kampung Baru which supported by sub-province party to cut loose from Padang Sibusuk nagari to become nagari alone. This desire get about ossifying from Padang Sibusuk nagari as nagari come from caused by binding of custom agreement and ownership of Padang Sibusuk society customary tanah ulayat in Kampung Baru region. To overcome this problem hence Padang Sibusuk elite raise letter of claim to Regent and DPRD Sawahlunto Sijunjung, inviting Kampung Baru elite to negotiate at rumah gadang and otherwise succeed also, wali nagari with his formed asistensi team of PTUN UU Perdakab Sawahlunto Sijunjung number 22/99 (now 32/2004 about governance of nagari), specially section 3 b sentence because assumed to support Kampung Baru to become a governance of nagari. Abstract

Kekerasan terhadap perempuan dan anak di daerah pedesaan masih sedikit yang tercatat dan dilaporkan. Hal ini disebabkan karena kasus lebih banyak diselesaikan secara adat sehingga penyelesaiannya seringkali mengabaikan korban. Beberapa faktor yang menyebabkan hal ini terjadi diantaranya adalah rendahnya pengetahuan dan pemahaman masyarakat, kurangnya perhatian dan kepedulian tokoh-tokoh masyarakat dan Pemerintah Desa, serta rendahnya akses masyarakat terhadap informasi terkait kekerasan. Menyikapi persoalan tersebut, penulis melakukan penyuluhan tentang berbagai aspek terkait kekerasan terhadap perempuan dan anak kepada masyarakat Nagari Pasie Laweh, Kecamatan Lubuk Alung Kabupaten Padang Pariaman. Kegiatan penyuluhan ini diikuti oleh perempuan dan laki-laki yang mewakili berbagai kelompok masyarakat. Materi yang disampaikan berkaitan dengan kekerasan terhadap perempuan dan anak, perlindungan hukum, budaya yang menyebabkan kekerasan terhadap perempuan dan anak, dampak serta peran tokoh masyarakat  dan Pemerintah Nagari dalam pencegahan kekerasan terhadap perempuan dan anak. Hasil penyuluhan menunjukkan bahwa pengetahuan dan pemahaman masyarakat tentang kekerasan terhadap perempuan dan anak semakin baik, namun belum utuh. Masyarakat masih menganggap bentuk kekerasan adalah dalam bentuk luka fisik. Padahal ada bentuk kekerasan lain seperti kekerasan yang bersifat psikologis. Sikap masyarakat juga semakin baik karena tidak lagi menganggap kekerasan terhadap perempuan sebagai aib yang harus ditutupi. Masyarakat juga sudah paham tindakan yang harus dilakukan apabila terjadi kekerasan. Di samping itu, mereka juga merasa perlu adanya lembaga khusus di desa untuk memudahkan akses penanganan kekerasan. Berdasarkan hasil kegiatan penyuluhan ini, memperlihatkan adanya peningkatan pengetahuan, sikap yang baik, tindakan yang tepat oleh masyarakat dalam upaya mencegah dan menangani masalah kekerasan terhadap perempuan dan anak di Nagari tersebut

Abstract

This study aims to see how the survival of street vendors in the reed purindu area. This type of research is a qualitative research with a phenomenological approach. This research uses purposive sampling technique. There are two sources of data in this study, namely primary and secondary data. Data collection techniques using in-depth interviews and observation. The data analysis technique uses data reduction, data presentation, and data verification. The results of this study indicate that family traders in the reed purindu tourist area adapt by doing new habits through programs from the government, namely UKM and LKP as a place to produce woven bamboo and sewing, which aims to earn economic income. Merchant families work together in order to maintain income.

Abstract

Kesadaran anti korupsi dikalangan aparatur nagari dapat di bangun melalui pengenalan dan penanaman nilai-nilai anti korupsi dan pengungkapan komitmen terhadap perilaku anti korupsi. Kegiatan pengabdian kepada masyarakat ini di tempuh melalui Bimtek (Bimbingan Teknis) selama dua hari dengan menggunakan beberapa metode diantaranya Ekspos dan analisis kasus korupsi, diskusi dan presentasi, penyusunan dan pengungkapan komitmen anti korupsi, serta pemajangan petisi anti korupsi. Lebih lanjut, kegiatan pengabdian ini mengungkap bahwa membangun kesadaran anti korupsi aparatur pemerintahan nagari perlu dilakukan untuk meningkatkan kewaspadaan dan kepedulian aparatur pemerintahan nagari dalam mengidentifikasi tindakan-tindakan yang dapat menjerat mereka terhadap tindak pidana korupsi.

Abstract

This article aims to describe how the model of integrated political education based on the five qualities of the Padang branch of the Islamic Student Association (HMI). The problem is focused on the Padang branch HMI integrated political education model. This research uses a qualitative approach. Data is collected through documentation studies, interviews, observations, and FGD (focus group discussion). Data were analyzed using data analysis techniques consisting of data reduction, data presentation and decision making. Data validity was tested by source triangulation. This study concludes that the integrated political education model based on the five qualities of the HMI aspirants of the Padang branch is based on the objectives of the HMI with formal, non-formal and informal forms of political education.

Abstract

This study aims to determine the potential conflict between Padang Sibusuk and Kampung Baru after conflict resolution. The research was conducted in the village of Padang Sibusuk and Kampung Baru, Sijunjung Regency. This study uses a qualitative approach to reveal how the existence of potential conflicts between the two regions today. Data was obtained through observation, interviews, FGD (Focus Group Discusion) and documentation studies. Data were analyzed using data analysis techniques proposed by Miles and Huberman which consisted of three processes, namely data reduction, data presentation and conclusion. The validity of the data was tested by triangulation of sources. The results of the study showed: The potential for conflict is still stored in the nagari community of Padang Sibusuk and Kampung Baru villages after conflict resolution.  Community leaders to the two parties in conflict have not shown their sincerity together to obey the revolution.   The resolution is only an agreement but to comply with it is far from the expectations of those in conflict.

Abstract

There has been an increase in teacher creativity to develop various learning media during the pandemic. This paper has the aim of showing one form of developing high school Civics teaching materials, namely conflict and conflict resolution in the form of a Picture E-Module. There are two problem formulations, namely (1) what is the form of the illustrated E-Modul on Conflict and Conflict Resolution material for high school students? (2) how is the validity of the media and the validity of the illustrated E-Module material? Using the Research and Development (R&D) research method of the Bord and Gall model, the E-Modul trial was conducted on class XII students in four high schools in the city of Padang, with a total of 203 students as respondents. The feasibility of this E-Module in terms of media validity has been tested by two experts with a validity result of 79.1% (Valid). For the validity of the material has been tested by 203 students obtained a validity value of 73.8% (good). The results of the media test and validity test show that this E-Module is quite effective in being used as a learning medium to improve students' understanding of Pancasila and Citizenship Education subjects, especially Conflict and Conflict Resolution materials

Abstract

The presence of two versions of leadership that are limited by differences in religion and customs in Korong Tanjung Basung II has an impact on the harmony that arises from the consensus that has been produced together. Based on this, this study aims to analyze how the management carried out by the traditional leaders of Nias and Minang based on local wisdom in realizing this harmony so as to make it an area with a fairly high understanding of multiculturalism. This type of research is a qualitative research using an ethnographic approach. The research location is in Korong Tanjung Basung II, Kanagarian Sungai Buluh Barat, Batang Anai District, Padang-Pariaman Regency, West Sumatra Province with research informants taken by snowball sampling technique. While the data collection techniques used in the form of observation, interviews, and documentation studies. To ensure that the data obtained are valid, data testing is carried out through source triangulation. Furthermore, the data were analyzed using data analysis techniques in the form of data reduction, data presentation, and drawing conclusions or verification. The results of the study indicate that in generating a common consensus, the interpersonal relationship between the ninik mamak and the Nias leader is the adoption of two systems of harmony by the traditional leaders of Nias and Minang. Ninik mamak uses the Bodi Chaniago system for the Minang community in generating consensus (through deliberation), while the Koto Piliang harmony system will be applied to the Nias community by presenting the Nias Leader as an intermediary for conveying and disseminating information, especially for the Nias ethnic group in KAN.

Abstract

Gender relations on inter-ethnic marriage (Minangkabau Women's Case Study). Inter-ethnic marriage in Indonesia is a strategy in strengthening the integration of the nation in the modern era. Minangkabau as one of the big ethnicities is included on thissocial facts. One of the driving factors is merantau tradition. The culture of merantau allows Minangkabau people then interacts with various ethnicities and nations. Meanwhile, women in Minangkabau have a special role because they adhere to the matrilineal kinship system. They can carry out marriage with ethnicity and other tribes outside Minangkabau and maintain their traces at the same time. This cultural factor strengthens marriage patterns and affects the family formation process. The attitude of women in inter-ethnic marriage relations also plays a role in solving problems in the family. This paper discusses how Minangkabau women's strategy in inter-ethnic marriage relations in Indonesia? What factors affect Minangkabau women in choosing a partner who comes from outside the tribe? The research method used is qualitative by using the framework of the theory of feminism on the freedom and separation of the realm of Public and Private. Research uses Minangkabau women's samples who carry out marriage with the Batak, Java and Sundanese tribes that have been going on for more than ten years. The results of the study found that Minangkabau women could play an active and independent role in inter-ethnic marriage bonds. This attitude is in line with the views of feminism who emphasize freedom in choosing and acting, and the absence of separation between public and private spaces.

Abstract

This study analyzes the conflict between migrant cultivators and local cultivators in Tamiai Village, Batang Merangin District, Kerinci Regency, Jambi Province related to land cultivation rights. It is due to the unclear contents of the initial agreement letter, causing conflicts over land disputes between the two community groups. This research is qualitative research with a descriptive-analytical method. Data were collected through interviews and documentation studies. The results of this study reveal that there are several interests and needs of the two conflicting parties related to land management. The interests of local cultivators include protecting the rights of indigenous peoples, maintaining Ulayat land as the identity of the alliance, and clarifying the status of the land. The need for local cultivators is to get economic resources. Meanwhile, the interests of migrant cultivators are to obtain compensation after the conflict and the legality of the land. The needs of migrant cultivators include maintaining economic resources (livelihoods). Among the positive forces influencing conflict resolution are local government mediation and written evidence of land clearing permits. In contrast, the opposing forces that affect conflict resolution are the presence of the parties as provocateurs, the increase in land values, legal uncertainty regarding land status, and poor communication between the conflicting parties.
