Abstract

Drinking khamr (liquor) is an offence under the Criminal Act (Qanun Jinayat) in Aceh and Brunei Darussalam. This paper aims at comparing the law relating to khamr in both jurisdictions. The study was made through content analysis using comparative approach. It is found that both in Aceh and Brunei Darussalam, drinking khamr is subjected to penalty in the form of whipping not exceeding 40 times. The sentence that was adopted from Shariah to be imposed within a trial held by the Shariah Court. Beside similarity, there are some differences especially in relation to the applicability, enforcement and proceedings. The law on khamr in Aceh as stipulated in its Qanun Jinayat is enforced by the Shariah Judge, while the prosecution of drinking khamr in Brunei Darussalam requires the role of prosecutor. Abstract

The administration of village governance in the districts of East Aceh, Keuchik and TuhaPeut has the authority to form a village qanun. However, in BuketSeulemak village, BiremBayeun sub-district, East Aceh Regency, there is no village qanun that can be a legal umbrella for adat issues in the community. The method used by the PKM team is to go directly to the location to provide training. The causal factor of no village qanun that can become a legal umbrella for customary issues in the BuketSeulemakgampong community is the BuketSeulemak village apparatus has not been able to independently in the formation of a village qanun that regulates and resolves adat issues in the community. After the training, the Keuchik, TuhaPeut, and the community understood their authority, frameworks and techniques, principles and content in the preparation of the qampunqanun and Keuchik regulations. Has also been able to independently in the formation of village qanun and Keuchik regulations.

Abstract

Palm sugar, one of the staple foods. Processing is very easy, as a food sweetener and good for health because it is without preservatives. So far, palm sugar farmers in Blang Batee Village, Peureulak District, only know and make palm sugar by printing it in solid form or hardening it. They don't understand if there is an innovation that is made into a form of granulated sugar or ant sugar. Molded palm sugar packaging, wrapped in dried banana leaves and tied with rope. Marketing only sells in the local market on a limited basis. The solution is to help the community in innovating solid palm sugar into palm sugar and candied liquid palm sugar to improve product quality, packaged in a modern way, branded and marketed offline and online. This is done to increase sales and profits.
