Abstract

Terpuruknya citra, pariwisata, dan perekonomian Bali pasca tragedi Bom Bali I yang terjadi di area legian menggugah banyak pihak untuk melakukan beragam proyek penyembuhan. Salah satu yang dilakukan berasal dari Yayasan Mudra Swari Saraswati melalui Ubud Writers and Readers Festival. Nyatanya kini Ubud Writers and Readers Festival telah berkembang begitu besar dan perjalanannya selama dwi windu (2004-2019) telah berdinamika. Berangkat dari hal tersebut, penelitian ini ingin menjawab bagaimana dinamika makna Ubud Writers and Readers Festival yang nampak dalam perjalanan dwi windu tersebut. Penelitian ini merupakan penelitian kualitatif yang berpacu kepada pengamatan langsung, pengamatan terlibat, dan wawancara mendalam serta juga dibubuhi hasil literatur. Penelitian ini mengambil perspektif dari ruang lingkup Yayasan Mudra Swari Saraswati maupun Ubud Writers and Readers Festival dan mengesampingkan perspektif dari participant. Dinamika makna Ubud Writers and Readers Festval tersebut dapat dibagi ke dalam tiga babak, yaitu; periode awal sebagai usaha untuk mengembalikan citra Bali, Peralihan sebagai momentum untuk membesarkan diri, dan akhir yang mana Ubud Writers and Readers Festival sudah begitu besar sebagai arena pemahaman dan pembelajaran.

Abstract

Theoretically, termination of policy is due to policy effectiveness. However, in leadership succession, there is a responsibility to acknowledge voters' preferences. Thus, post-leadership succession policy termination can be caused by the policies' effectiveness and voters' policy preferences. This research tries to explain how policy effectiveness and voter preferences become determinants of post-leadership succession policy termination. The analysis was carried out using the multi-stream framework (MSF) developed by Kingdon. The case study chosen was the termination of the River Concretization Policy (RCP) in Jakarta, Indonesia. The research method used is qualitative. This research finds that RCP termination's determinants are effectivity of the program and voter policy preference. This research reaffirms the importance of policy effectiveness and voter policy preference as a foundation for policy termination in post-leadership succession.

Abstract

Abstract

Kesetaraan gender menjadi isu yang hangat diperbincangkan masyarakat Indonesia. Salah satu potret kesetaraan gender di Indonesia dapat dilihat dari masyarakat Tengger. Sebagai masyarakat yang berpegang teguh pada budaya dan tradisi leluhurnya, kearifan lokal berupa folklor dijadikan sebagai pedoman hidup masyarakat Tengger. Penelitian ini bertujuan untuk mengetahui secara lebih mendalam tentang pengaruh folklor Roro Anteng terhadap peran perempuan Tengger dalam kehidupan sehari-hari yang mencakup dinamika keagamaan dan tradisi, serta pembagian tugas dalam lingkup rumah tangga dan dunia pekerjaan. Data dalam penelitian ini diperoleh dari wawancara dan penyebaran kuesioner kepada masyarakat Tengger di Desa Ngadas dan Desa Sapikerep, Kecamatan Sukapura, Kabupaten Probolinggo. Perspektif yang digunakan dalam penelitian ini yaitu kesetaraan gender dan perubahan sosial. Ditemukan bahwa masyarakat Tengger di Desa Ngadas dan Desa Sapikerep memercayai folklor Roro Anteng, sebagian besar merasakan pengaruhnya dan menerapkan nilai-nilainya dalam keseharian. Perempuan menjadi tonggak kehidupan masyarakat Tengger karena berperan penting baik dalam kehidupan rumah tangga maupun kehidupan sosial (tradisi dan keagamaan). Berkaitan dengan dunia pekerjaan, tidak terdapat diskriminasi perempuan dalam hal beban tugas dan upah. Dalam kehidupan rumah tangga, sebagian masyarakat Tengger sudah berhasil menerapkan konsep kesetaraan gender. Dengan menerapkan ajaran Roro Anteng dan Joko Seger, laki-laki dan perempuan hidup berdampingan dengan harmoni tanpa memandang suatu gender lebih tinggi. Dengan kata lain, kesetaraan gender diimplementasikan dengan sikap saling melengkapi dalam pemenuhan kebutuhan sehari-hari melalui pembagian kerja.

Abstract

The Kulawi-Marena community is one of the communities with customary law units located in Sigi Regency, Central Sulawesi.They have inhabited the area around the forests of the Lore Lindu National Park (TNLL) long before Indonesia became a country. The Katuvua customary law system is a mechanism for effective natural resource management in preserving forests and ensuring social order, rather than the governance applied by national park managers. The writing of this article is based on research conducted by the author with the Indonesian Institute for Forest and Environment (RMI) with the support of FAO funds in 2018. Qualitative methods were used in the data collection process through Participatory Rural Appraisal (PRA), in-depth interviews, and Focus Group Discussions (FGD). This article describes the customary forest management practices by the Kulawi-Marena community based on the Katuvua customary law system. Furthermore, this article shows that this practice is a form of grassroots institutional innovation that reflects "sodality" according to the understanding that has been formulated by Prof. Tjondronegoro which in this case is for the context of people outside Java. This kind of grassroots innovation in forest management based on customary law can be used as a lesson for efforts to resolve agrarian conflicts around conservation areas.

Abstract

Community-based tourism (CBT) is one of the management models adopted by the Wakatobi Regency government in managing tourism. This paper examines the management of community-based tourism in Wangi-Wangi Island, Wakatobi Regency from 2006 to 2019 Data were obtained from various literatures by conducting literature studies and from field observations and interviews with the community. Meanwhile, the data analysis technique used was a qualitative data analysis with CBT perspective. The results of this study indicate that the CBT model is carried out in two types: (1) tourism management is carried out by landowners in which local community is not directly involved in the management of object; (2) tourism management is carried out by the government, in which the local community is directly involved in managing the tourist objects. The supervision of CBT model management is carried out by the government along with the community involved in tourist objects. The local community can feel directly the benefit of CBT model, either directly or indirectly involved.

Abstract

South Korea is one of the countries that has successfully controlled Covid-19. The successes obtained by implementing policies, namely: tests, tracking, treatment, and social distancing. This success invited other countries to adopt policies. Policy adoption needs to be done by considering the policy context through three perspectives, namely rationality, organizational, and political. This research will reveal the context of South Korean policy from each perspective. The research method used to discuss the topic is document analysis. From a rationality perspective, the South Korean Government's policy has potent correlation both theoretically and empirically in controlling Covid-19. From an organizational perspective, the determination of South Korean government policy is limited by the rules apply in the organization. From a political perspective, the determination of the policy of the South Korean Government is limited by political pressure on policy makers. This condition is the reason the South Korean Government tends chooses policies for conducting tests, tracking, maintaining, and social distancing over other policies to control Covid-19. Although other policies have a better ability to control Covid-19, those who wish to adopt the policy of the South Korean Government can seek and take advantage of other policy alternatives. Especially, not experiencing organizational and political boundaries as happened in South Korea. Keywords: Covid-19, South Korea Government, Policy, Control Abstrak Korea Selatan menjadi salah satu negara yang berhasil mengendalikan Covid-19. Keberhasilan tersebut diperoleh dengan melaksanakan empat kebijakan, yaitu: pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik. Keberhasilan ini mengundang negara lain untuk melakukan adopsi kebijakan. Adopsi kebijakan perlu dilakukan dengan memperhatikan konteks kebijakan melalui tiga perspektif, yaitu rasionalitas, organisasional, dan politik. Penelitian ini akan mengungkap konteks kebijakan Korea Selatan tersebut. Metode penelitian yang digunakan untuk membahas permasalahan tersebut adalah analisis dokumen. Dari perspektif rasionalitas, kebijakan Pemerintah Korea Selatan tersebut memiliki korelasi yang kuat, baik secara teoritis maupun empiris dalam mengendalikan Covid-19. Dari perspektif organisasional, penentuan kebijakan pemerintah Korea Selatan dibatasi oleh aturan yang berlaku dalam organisasi. Dari perspektif politik, penentuan kebijakan Pemerintah Korea Selatan dibatasi oleh adanya tekanan politik kepada pembuat kebijakan. Kondisi tersebut menjadi alasan mengapa Pemerintah Korea Selatan cenderung memilih kebijakan untuk pelaksanaan tes, penelusuran, perawatan, dan menjaga jarak fisik dibandingkan kebijakan lain guna mengendalikan Covid-19. Walaupun kebijakan lain tersebut memiliki kemampuan yang lebih baik dalam mengendalikan Covid-19. Untuk itu bagi para pihak yang ingin mengadopsi kebijakan Pemerintah Korea Selatan dapat mencari dan memanfaatkan alternatif kebijakan lain. Khususnya ketika tidak mengalami batasan organisasional dan politik seperti yang terjadi di Korea Selatan. Kata Kunci: Covid-19, Korea Selatan, Kebijakan, Pengendalian

Abstract

The improvement of health facilities has been a major priority of the government policy. It is related to the effort of controlling population growth by reducing fertility and mortality rate. In line with this, one issue is worthwhile to question: whether or not those facilities productively utilized by the local people. This research was conducted in Lambuya subdistrict, Kendari, Southeast Sulawesi, the area which is considered to be successful in the implementation of the family planning program. The utilization of health and family planning services, from the aspect of age, education, and resident of clients is quite satisfactory. Based on these three aspects, it is not surprising if they can rely on health andfamily planningproviders. Besides the health workers at the primary health care, there are 91 traditional healers who take over health problems. The awareness of the local people to revisit the primary health care after an initial treatment is more of a causative effect of the initiative of health providers, than the desire of the clients themselves. Effort on enlightenment by improving quality of information to the people is influential in making people utilized the services available at the primary health care.

Abstract

Every society collectively develops a certain system or institution which can be used to solve various problems in their life. The rural Javanese society has developed an activity to assist one another, either in the form of service, goods or money. This kind of activity is a social security system that is very important to them. This activity holds two meanings. First, it is a tool to reduce the burden of others, and the second is it creates and enhances the social solidarity of the group. In this context, helping one another has changed the feeling of insecurity to security among group of people. During a social, economic, and cultural transformation process in the Javanese rural areas, it turns out that this model of assisting one another is not always successful. On the contrary, it has created the feeling of insecurity among groups in society, especially the poor.
