Abstract

Workplace bullying has become a psychosocial hazard that will decrease the performance of workers and will ultimately decrease the performance of the company's organization. This study was conducted to look into the correlation between bullying, psychological distress, and satisfaction with life. Respondents involved are offshore workers of an oil and gas company (N = 206) from various entities which are divided into permanent and contract workers, as well as into staff and non-staff positions, who were recruited using the snowball sampling method. Statistical analysis was performed using Pearson correlation test with the SPSS software. Statistical test results showed a significant association between bullying and psychological distress (r permanent=0.658, r contract=0.460, r staff=0.641, and r non-staff=0.453, p =0.001) and satisfaction with life (r permanent=-0.272, r contract=-0.232, r staff=-0.396, and r non-staff=-0.179, p =0.01). From the analysis, it was concluded that permanent workers and staff position have a higher level of psychological distress than contract workers and non-staff, yet they also have a higher level of satisfaction with life. This finding shows the presence of a mediating factor that underlies the fact that although the stress level is higher, the level of satisfaction with life remains higher among these workers. Thus, in-depth research on this phenomenon would be needed.

Abstract

AbstrakCOVID-19 menimbulkan dampak yang luas ke berbagai aspek kehidupan termasuk ekonomi. Industri sebagai penggerak ekonomi berkewajiban menyediakan lingkungan kerja yang aman untuk tetap melanjutkan aktivitas selama pandemi COVID-19. Perusahaan migas perlu memastikan pengelolaan risiko terkait Covid-19 di tempat kerja dan aktivitas pekerjaannya. Perusahaan perlu mengidentifikasi sumber daya yang dibutuhkan untuk dapat mengelola risiko COVID-19 secara efektif dan memastikan ketersediaannya. Penelitian ini bertujuan untuk menilai pengelolaan sumber daya terkait pengelolaan COVID-19 di sebuah perusahaan migas dalam usaha menyediakan tempat kerja yang aman selama masa pandemi. Penelitian bersifat deskriptif dengan menggunakan pendekatan kuantitatif dan kualitatif. Data dikumpulkan melalui peninjauan terhadap dokumen perusahaan terkait pengelolaan COVID-19 dengan menggunakan daftar periksa yang dikembangkan dari ISO 45005:2020 (Occupational health and safety management – General guidelines for safe working during the COVID-19 pandemic), elemen nomor 5 yaitu sumber daya (Klausa 8). Perusahaan X mendapatkan total nilai implementasi sebesar 75% untuk pengelolaan sumber daya dalam pengendalian COVID-19. Pengelolaan sumber daya untuk pengendalian COVID-19 sudah terimplementasi dengan baik di Perusahaan X. Penilaian dampak bisnis yang dilakukan Perusahaan X berperan penting dalam pengelolaan sumber daya pengendalian COVID-19. Perusahaan dapat menjalankan pengelolaan sumber daya secara efektif sesuai dengan risiko bisnisnya. Perusahaan X masih memerlukan perbaikan pada komunikasi pekerja yang bertanggung jawab pada pengelolaan sumber daya, dialog dengan pekerja, infrastruktur dan peralatan, pelatihan pekerja, kompetensi pekerja, dan beban kerja. Kata Kunci: COVID-19, Migas, Risiko, Sumber Daya

Abstract

Workplace bullying is now a psychosocial hazard that has led to deterioration in the productivity of workers, which ultimately leads to the decline in the performance of organizations. This study aimed at examining the correlation between bullying, psychological distress, and satisfaction in life. Respondents involved are offshore workers of an oil and gas company (N = 206) from various entities. Additionally, the respondents were divided into permanent and contract workers, as well as staff and non-staff members recruited using the snowball sampling method. Statistical analysis was performed using the Spearman correlation test with the SPSS software. The results showed a significant association between bullying and psychological distress (r permanent=0.705, r contract=0.548, r staff=0.656, and r non-staff=0.513, p=0.01) and satisfaction with life (r permanent=-0.213, r contract=-0.151, r staff=-0.330, and r non-staff=-0.149, p=0.05). This indicated that permanent workers and staff positions have a higher level of psychological distress than contract workers and non-staff members. However, they also have a higher level of life satisfaction. Therefore, although the stress levels are higher among permanent and staff workers, a mediating factor makes their satisfaction remain higher.

Abstract

Construction workers are among workers who have to face a very dynamic work situation with a fixed deadline because they have to finish the work according to the target of completion as stated in the contract. The study aimed to compare Satisfaction with Life, Psychological Distress, and Workplace Bullying of the workers in two construction companies. This is a cross-sectional study using a questionnaire distributed to two groups of workers who work in two different companies with a total number of respondents of 588. Data collected were then processed using a frequency distribution table and compared using the Mann Whitney method to identify differences between the two groups. The study showed differences between the workers from the two companies in terms of negative behaviors, level of distress, and level of satisfaction with life. Workers in the Civil Engineering Contractor Company suffer more bullying and a slightly higher level of distress. The lowest level of satisfaction with life is also seen in this company when compared to that of the engineering procurement construction (EPC) contractor company. The result of study indicate that difference might link to more bullying actions and a higher level of distress in the construction civil engineering company, which trigger dissatisfaction with life among its workers. Thus, management should act promptly to eliminate negative behaviors as it will be crucial in preventing the increase in the number of bullying victims and the level of distress in the workplace will not increase.

Abstract

Penelitian kesesuaian pelaksanaan sistem tanggap darurat di PT X menjadi upaya untuk mempersiapkan proses tanggap darurat. Penelitian kualitatif dengan desain studi deskriptif analitik ini menggunakan dua jenis data meliputi data primer yang didapatkan melalui wawancara dan observasi, serta data sekunder melalui telaah dokumen. Tujuan penelitian ini adalah mengetahui kesesuaian implementasi sistem tanggap darurat di PT X Perusahaan Pelayanan Gas dan Minyak, ditinjau dari National Fire Protection Association 1600 (NFPA 1600) tahun 2012. Pada penelitian ini didapatkan kesesuaian implementasi sistem tanggap darurat PT X berdasarkan NFPA 1600 adalah 36,23%, sedangkan ketidaksesuainya adalah 37,60%. Diharapkan dapat mempertimbangkan saran yang diberikan untuk meningkatkan pemenuhan semua elemen persyaratan NFPA 1600 dalam mengimplementasikan sistem tanggap darurat di perusahaannya. The focus of this study was looking for an overview of compliance conformity for implementation emergency response system at PT X to prepared emergency response in the event of an emergency/disaster. This research is a qualitative descriptive study design that uses two types of data, primary data obtained through interviews and observations, and secondary data through document review. The purpose of this study to determine conformity of the implementation emergency response system in Oil and Gas Services Company PT X as per National Fire Protection Association 1600 (NFPA 1600) in 2012. This study resulted was the conformity of the emergency response system implementation based on NFPA 1600 in PT X was 36,23%, while unconformity proportion was 37,6%. PT X are expected to consider the advice had given based on results of this study to improve compliance to all elements requirements of NFPA 1600 in the company’s emergency response system.

Abstract

PT X Indonesia mentransport butadien dari terminal penimbunan di Bojonegara ke pengolahan di Cengkareng. Penelitian ini bertujuan mengidentifikasi potensi bahaya, memprediksi risiko, dan mengevaluasi prosedur penanggulangan keadaan darurat. Sampel diambil di salah satu rute perjalanan Bojonegara - Cengkareng. Data diperoleh dari observasi, wawancara, catatan, pelaporan dan prosedur penanggulangan keadaan darurat. Rencana penanggulangan keadaan darurat dianalisis secara kualitatif dengan membandingkan PT X Indonesia dengan standar Manitoba Industrial Accidents Council dan Advisory Committee on the Transport of Dangerous Goods - Prosedur penanggulangan keadaan darurat meliputi kebijakan perusahaan, analisa risiko, organisasi, sarana dan prasarana, tindakan penanggulangan serta pelatihan dan simulasi. Hasil penelitian menunjukkan perusahaan telah menetapkan prosedur tindakan keadaan darurat yang sudah dikaji, direvisi dan didistribusikan kepada semua personil terlibat. Risiko diidentifikasi berdasarkan penelusuran Material Safety Data Sheet dan Transport Emergency Card. Perusahaan menetapkan tim tanggap darurat dengan program pencegahan antara lain pemeriksaan kendaraan sebelum berangkat, penentuan kualifikasi pengemudi, dan kondisi kendaraan. Perusahaan menyediakan peralatan keadaan darurat seperti pemadam kebakaran, safety shoes, helm, dan sarung tangan, membekali pengemudi pengetahuan tindakan dalam keadaan darurat. Pelatihan dan simulasi perlu ditingkatkan khususnya penanggulangan keadaan darurat angkutan butadien.Kata kunci : Penanggulangan keadaan darurat, pengangkutan butadien, material hazardAbstractPT X Indonesia transports butadiene from its storage terminal in Bojonegara to processing plant in Cengkareng. This research identified potential hazard during butadiene transport, evaluate risk, and evaluate the emergency response preparedness during butadiene transport. Sample is taken from one route from Bojonegara to Cengkareng and data were obtained from observation, interview, records, reports and emergency response preparedness procedure.Qualitative and comparative analysis was conducted between existing emergency response procedures at PT X Indonesia with Manitoba Industrial Accidents Council Standards and Advisory Committee on the Transport of Dangerous Goods - Australia. Elements analysed including company policy, risk analysis, organization, facilities and equipment, emergency response steps, training and emergency drill. Results suggested that company’s policy has been set up foremergency response procedure and has been reviewed, revised, and distributed to all related parties. Risk analysis conducted using hazard identification method by reviewing Material Safety Data Saheet and Transport Emergency Card to determine butadiene toxicity, carcinogenicity, and flammability. Consequences analysis was conducted based on worst case scenario of Boiling Liquid Expanding Vapour Explosion. Emergency Response Preparednessorganization was established. Accident prevention was also implemented such as tank inspection, driver’s qualification, and tank condition inspection. Emergency response equipment and facilities included fire extinguishers, safety shoes, helm, and gloves that included emergency steps, knowledge to the driver regarding emergency response . Abstract

Kebakaran gedung di Indonesia merupakan masalah besar. Untuk mengkaji keselamatan kebakaran, telah dilakukan penelitian kualitatif di sekolah-sekolah dasar negeri (SDN) di Daerah Khusus Ibu Kota (DKI) Jakarta. Tiga SDN di Jakarta Selatan (SDN Pondok Labu 11 Pagi, SDN Pondok Labu 12Pagi, dan SDN Pondok Labu 15 Pagi) dan 2 SDN di Jakarta Timur (SDN Kramat Jati 16 Pagi dan SDN Kramat Jati 18 Pagi) dipilih sebagai sampel secara purposif. Empat komponen keselamatan kebakaran yang diatur regulasi (sarana proteksi kebakaran, akses mobil pemadam kebakaran, sarana penyelamatan jiwa, dan Manajemen Keselamatan KebakaranGedung (MKKG) dikaji secara kualitiatif dengan mewawancarai orangorang yang bertanggung jawab dan mengamati semua komponen keselamatan kebakaran. Ditemukan bahwa di semua SDN tidak ada sarana proteksi kebakaran seperti alat pemadam api ringan (APAR) dan hidran serta tidak ada sarana penyelamatan jiwa termasuk nomor telepon darurat, tempatberhimpun sementara, lampu darurat, dan petunjuk arah keluar. Namun, ada 3 SDN (SDN Pondok Labu 11 Pagi, SDN Kramat Jati 16 Pagi, dan SDN Kramat Jati 18 Pagi) yang memiliki akes jalan mobil pemadam kebakaran ke sekolah, tetapi semua SDN hanya memiliki 2-4 pintu keluar. MKKG belum dilaksanakan di semua SDN. Disimpulkan bahwa keselamatan kebakaran di sekolah-sekolah dasar sangat buruk karena hampir semua komponen keselatan kebakaran belum diimplementasikan.Kata kunci: Keselamatan kebakaran sekolah, keselamatan dan kesehatan sekolah, sekolah dasarAbstractFire on building is a major problem in Indonesia. To assess fire safety, a qualitative research has been conducted in elementary schools in DKI Jakarta. Three state elementary schools (SDNs) in South Jakarta (i.e. SDN Pondok Labu 11 Pagi, SDN Pondok Labu 12 Pagi, and SDN Pondok Labu 15 Pagi) and two SDNs in East Jakarta (i.e. SDN Kramat Jati 16 Pagi and SDN Kramat Jati 18 Pagi) were selected purposively as samples. Four regulatedfire safety components (i.e. fire protection system, fire truck access, life safety system, and Building Fire Safety Management) were assessed qualitatively by interviewing responsible persons and observing all fire safety components. It was found that in all the SDNs there were no fire protectionsystem such as portable fire extinguisher and hydrant available and no life safety system has been implemented including emergency phone number, assembly point, emergency lamp, as well as safety signs. However, there were three SDNs (i.e. SDN Pondok Labu 11 Pagi, SDN Kramat Jati 16 Pagi, and SDN Kramat Jati 18 Pagi) had fire truck access to schools, but all SDNs had only 2 to 4 exit doors. In all SDNs, Building Fire Safety Management has not been implemented. It is concluded that the fire safety in elementary schools was very bad as almost all the four components of the fire safety have not been completely implemented.Key words: School fire safety, school safety and health, elementary school

Abstract

Konversi penggunaan minyak tanah ke tabung liquified petroleum gas (LPG) merupakan kebijakan yang bertujuan untuk mengurangi subsidi bahan bakar minyak. Namun, program ini menuai beberapa permasalahan dari aspek keselamatan seperti terjadi kebakaran, ledakan yang mengaki- batkan jatuhnya korban jiwa, luka-luka, ataupun kerugian material. Statistik menunjukkan kejadian ledakan dan kebakaran tabung LPG 3 kg pada pengguna cukup tinggi antara tahun 2010 – 2011. Penelitian ini bertujuan untuk mengetahui peningkatan pengetahuan dan keterampilan masyarakat pengguna LPG 3 kg tentang cara aman menggunakan tabung LPG 3 kg setelah dilakukan program intervensi melalui penyuluhan dan pelatihan. Lokasi penelitian ini dilakukan di Kelurahan Tirtajaya, Depok. Hasil penelitian ini menunjukkan bahwa setelah program intervensi melalui kegiatan penyuluhan dan pelatihan terjadi peningkatan pengetahuan dan keterampilan tentang cara aman menggunakan tabung LPG 3 kg dan aksesorisnya.Kata kunci: Tabung gas 3 kg, kebakaran, ledakan, keselamatanAbstractGovernment program towards the conversion from kerosene uses to liquified petroleum gas (LPG) has generated a safety problems such as fire, explosion that effect death, injury, or material losses. There has been many fire and explosion accidents related to the use of 3 kg LPG container in the public and statistically high number of accidents occur in the year of 2010 – 2011. The objectives of the research is to investigate the improvement of knowledge and skills in the public related to safe use of 3 kg LPG container and its accessories after the intervention program through training and counseling. Research was conducted at Kelurahan Tirtajaya, Depok. Research suggested that after the intervention towards training and counseling there has been improvement on the knowledge and skill towards the safe use of LPG 3 kg and its accessories.Key words: 3 kg LPG container, fire, explosion, safety

Abstract

Coronavirus Disease 2019 (Covid-19) is a respiratory disease that spread around the world and has been declared as a Public Health Emergency of International Concern (PHEIC) by the World Health Organization (WHO). Covid-19, which has been declared as an international pandemic, has not only impacted public health but also business operations and the safety of workers in the workplace. Despite such circumstances, several vital businesses still operate due to its necessity status. One of such industries that continue to operate during the Covid-19 pandemic is the oil and gas industry. The purpose of this paper is to provide an overview of the implementation of Covid-19 prevention and control in the workplace of PT. X, a company which works on said sector. This study uses a Qualitative approach to collect data through key personnel interviews. This is then supported by observations of company policies; procedures; health surveillance; and the testing, detection, and tracking protocol. Covid-19 Pandemic Preparedness Procedure developed by PT. X was intended to mitigate this specific situation. This procedure covers various aspects such as employee work arrangements; self-assessment for early detection; health protocols; health surveillance; information, education, and communication to all employees. Data has shown that during this pandemic, PT. X’s safety performance indicators, i.e., Lost Time Injury Frequency and Total Recordable Injury Rate, is still below the acceptable criteria set by the company. This study finds that Covid-19 prevention and control policy by PT. X has properly followed the relevant health, industry, and labor regulations in Indonesia. PT. X has implemented a risk assessment in its operation during the pandemic to maintain business continuity while controlling the risk of Covid-19 transmission. The findings of the study highlighted the application of health protocols, drivers, obstacles, and challenges that are common in the oil and gas industry.

Abstract

Communication System  the concept of System or Communication Model to achieve the goal of improving Safety Culture  in the National Oil   Company. Method research  is Mixed (quantitative and qualitative). In this study using Katherine Miller's theory which consists of three system concepts, namely system components, system processes and system properties to analyze communication processes both internally and externally, is necessary to add an analysis of the system concept, namely monitoring and evaluation. The influence of organizational communication variables with communication climate, communication satisfaction and to develop a safety culture with variables: safety climate, situational, safety behavior. Organizational communication is in the very good category (75,07%) communication climate (73,08)%) good category, there is a positive and significant relationship between communication climate and organizational communication); Communication satisfaction of (78,38)%) is in the good category; there is a positive and significant relationship. Communication satisfaction and Organizational Communication. Can find a new communication system or model, namely (Model – SIKATBUKA) is a system or model that can accommodate the interests of leaders and subordinates as well as stakeholders, the surrounding community in resolving communication aspects within of the National Oil Company. This communication model or system will become a standard in the communication system in the implementation of the of National Oil Company and also function as  can detect problems related to communication in the communication system process that appears in the field.
