Abstract

ABSTRACTThis Research aim to picture, analysing and theoretical view of Implementation of policy of gift of fund Aid of Education Operational in make-up of quality of education of elementary school in Subdistrict Wave The Regency of Lampung Selatan, and also factors supporting and pursuing implementation of policy of gift of fund Aid of Education Operational in make-up of quality of education of elementary school in Subdistrict Wave The Regency of Lampung Selatan. This Research use the descriptive method. this Method use is to mendeskripsikan of implementation of policy of gift of relief fund of Education Operational Elementary  At School  Subdistrict Wave The Regency of Lampung Selatan, studying qualitative, how All data obtained is direct the than field informan by using interview and obsevasi, is and also supported by document.Result of research indicate that the Implementation of policy of gift of relief fund of Education Operational  in make-up of quality of education of Elementary School in Subdistrict Wave The Regency of Lampung Selatan, have been executed and have walked, during three the last year, but its execution not yet optimal. matter Tersenut happened by because (1) Ability of executor resource not yet able to execute the program of relief fund of Education Operational better as have been determined, (2) planning which not yet good so that program the relief fund of Education Operational  still is often weared for the activity of which in character insist on, like purchasing of stationery and appliance of study supporter which sometimes is not planned, inclusive of stocktaking of medium and prasarana education which not yet optimal, (3) relative the lack of pupil in one school causing the lack of operating expenses education given, because amount of Expense of Operasioan Education adapted for by a existing pupil amount in one school, and also use of medium and especial supporter education which not yet optimal.  Keywords: policy implementation, aid of education operational

Abstract

The problems in this study are: (1) How is the effectiveness of the implementation of the Regional Government Work Plan policy in Metro City?, (2) What are the factors that influence the effectiveness of the Regional Government Work Plan policy implementation in Metro City? This study uses a descriptive research method with a qualitative approach. It aims to find out the facts, symptoms or certain phenomena descriptively with data collection techniques in the form of document review and interviews using interview guide research instruments to several predetermined informants.The results showed that the implementation of the Regional Government Work Plan policy in Metro City was quite effective in terms of the right policy, the right implementation, the right target, the right environment and the right process. The supporting factors for the effectiveness of implementing the Regional Government Work Plan policies in Metro City come from communication and bureaucratic structure, and the inhibiting factors come from resources and dispositions in implementing the Regional Government Work Plans in Metro City.

Abstract

ABSTRACT Leadership Quality Supervision in the Discipline Development of Members of the Lampung Provincial Civil Service Police Unit. The problems in this study are: (1) How is the quality of leadership supervision in the Civil Service Police Unit in Lampung Province. (2) How to guide member discipline in the Civil Service Police Unit in Lampung Province. The research method used qualitatively with descriptive analysis method, the use of this method is to describe and study qualitatively, supervising the leadership in fostering discipline of members of the Civil Service Police Unit of Lampung Province, reviewing qualitatively, how all data is obtained directly from informants in the field by using interviews and Study documents. Quality Supervision of leaders in the Civil Service Police Unit in Lampung Province, in general has shown compliance with Governor Regulation No. 6 of 2016 concerning the main duties and functions of the Lampung Provincial Civil Service Police Unit, then the leadership in carrying out direct supervision, namely by directly monitoring the activities being carried out by employees, while indirect supervision by the leadership is by monitoring employees through monthly reports and absent from routine employee activities carried out. The implementation of discipline in the Civil Service Police Unit in Lampung Province, especially the adherence to time has been relatively good, but there are still those who often take advantage of the time to carry out personal tasks if given an external assignment, then there are still frequent tasks given by the leadership, so employees sometimes unable to set the time to complete the work being carried out as a mandatory task.

Abstract

The purpose of this research is to find out and analyze, (1) Implementation of the Regulation of the Minister of Social Affairs RI No. 12 of 2019 concerning Permits for Free Lottery with Prizes in Improving the Quality of Community Services at the Lampung Province Social Service. (2) What aspects hinder the implementation of the Regulation of the Minister of Social Affairs RI No. 12 of 2019 concerning Permits for Free Lottery with Prizes in Improving the Quality of Community Services at the Lampung Province Social Service.The approach used in this research is a qualitative method with descriptive analysis method. The research subjects were (1) the Head of the Lampung Province Social Service, (2) the Head of the Free Lottery Division with prizes from the Ministry of Social Affairs (3) the Head of the Eka Bank Services Division, (representation of the Bank in Lampung), (4) Chandra Service Manager, (5) two Prov. Ministry of Social Affairs staff. Lampung.. Data analysis was carried out with data reduction activities, data presentation, and drawing conclusions/verification.The results of the study concluded that the implementation of the Regulation of the Minister of Social Affairs RI No. 12 of 2019 concerning Permits for Free Sweepstakes with Prizes in Improving the Quality of Community Services at the Lampung Provincial Social Service, through the Communication dimension, it has been carried out through directing service staff and making jargon pasted on the wall. Disposition, namely the staff has implemented and supported the policy well, because it is a top down program. Quality of resources, namely the leadership has placed employees according to their abilities and expertise. There is still a bureaucratic structure that often overlaps levers and authority at certain times, so that the implementation of tasks is not optimal. The inhibiting aspects are (1) The company/Agency still lacks understanding of the process of implementing the free lottery, (2) Not yet optimal cooperation in programs and activities between governments, non-governmental organizations, (3) The relatively low quality of human resources implementing free lottery permits prize.

Abstract

The problems in this study are: (1) Does coordination have a positive effect on employee performance at the West Lampung District Legislative Council Secretariat (DPRD), (2) Does work motivation have a positive effect on employee performance at the Regional Representative Council Secretariat (DPRD) of the Regency West Lampung, (3) Does coordination and work motivation affect employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency.In this study, using an explanatory survey method, by analyzing the influence of the coordination variable and work motivation as the independent variable on employee performance as the dependent variable. Researchers use a research approach in accordance with the objectives to be achieved, namely in addition to describing and describing the empirical facts found in the field, they will also carry out a qualitative analysis between the independent variables and the dependent variable.The results showed that there was a significant influence both coordination and work motivation on employee performance partially as well as, coordination and work motivation together had an effect on employee performance at the Secretariat of the Regional People's Representative Council (DPRD) West Lampung Regency. According to the results of the assessment criteria, the coordination variables and employee motivation on employee performance are in the good enough category, but not yet optimal. This is because there are other variables that influence but are not researched

Abstract

Permasalahan dalam penelitian ini adalah : (1) Bagaimana penerapan disiplin dalam efektivitas pelayanan publik pada Kantor Catatan Sipil dan Kependudukan Kabupaten Tulang Bawang, (2) Aspek-aspek apa yang menghambat penerapan disiplin dalam meningkatkan efektivitas pelayanan publik pada Kantor Catatan Sipil dan Kependudukan Kabupaten Tulang Bawang.Penelitian ini menggunakan metode penelitian kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mengkaji dan mendeskripsikan secara kualitatif, bagaimana disiplin dalam efektivitas pelayanan publik pada Kantor Catatan Sipil dan Kependudukan Kabupaten Tulang Bawang. Seluruh data diperoleh langsung dari informan di lapangan dengan menggunakan teknik wawancara dan  observasi, sesuai tujuan penelitian yang ingin dicapai.Hasil penelitian menunjukkan bahwa penerapan disiplin efektivitas pelayanan publik pada Kantor Catatan Sipil dan Kependudukan Kabupaten Tulang Bawang. Sumbangan variabel disiplin dalam meningkatkan efektivitas pelayanan publik, sudah dilaksanakan namun namun belum optimal. Hal tersebut terjadi karena masih ada variabel lain yang mempengaruhi tapi tidak diteliti. Kemudian sesuai hasil penelitian menunjukan bahwa semakin baik penerapan disiplin maka akan semakin baik pula efektivitas pelayanan publik pada Kantor Catatan Sipil dan Kependudukan Kabupaten Tulang Bawang. Kata Kunci: Disiplin, Kualitas Pelayanan, Efektivitas Pelayanan.

Abstract

Tujuan penelitian adalah ingin mengetahui dan mengnalisis, (1) Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung. (2) Aspek-aspek apa yang menghambat dalam Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung. Pendekatan yang digunakan dalam penelitian ini adalah metode kualitatif dengan metode analisis deskriptif.. Subjek penelitian adalah (1) Kepala Dinas Sosial Provinsi Lampung, (2) Kepala Bagian Undian Gratis Berhadiah Depsos (3) Kepala Bagian Pelayanan Bank Eka, (keterwakilan Bank yang ada di Lampung), (4) Manajer Pelayanan Chandra, (5) dua orang staf Depsos Prov. Lampung.. Analisis data dilakukan dengan kegiatan reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian disimpulkan bahwa Implementasi Peraturan Menteri Sosial Ri No. 13/Huk/2005 Tentang Izin Undian Gratis Berhadiah Pada Dinas Sosial Provinsi Lampung, melalui dimensi Komunikasi sudah dilaksanakan melalui pengarahan kepada staf pelayanan serta membuat jargon yang ditempel pada dinding. Disposisi, yaitu staf sudah melaksanakan dan mendukung kebijakan dengan baik, karena hal tersebut merupakan program top down. Kualitas sumber daya, yaitu Pimpinan sudah menempatkan pegawai sesuai kemampauan dan keahliannya. Struktur birokrasi masih ada yang sering timapng tindindih tuas dan kewenangan pada saat-saat tertentu, sehingga pelksanaan tugas belum optimal. Aspek-aspek penghambat yaitu (1) Masih kurangnya pemahaman perusahaan/Badan terhadap proses pelaksanaan undian grstis, (2) Belum optimalnya kerja sama program dan kegiatan antar pemerintah, organisasi non pemerintah, (3) Relatif rendahnya kualitas sumber daya manusia pelaksana izin undian gratis berhadiah.

Research population as much 50 officer people at On duty Education of Young fellow and Athletics of Regency of Konawe North. While sampel that is as much 50 total or sampel people. Research variable [is] Leadership Style as free variable (X1) and Motivate Officer as free variable (X2) and also the make-up of labour capacity officer is variable trussed (Y)Result of research indicate that there is good link signifikan of leadership style and also motivate the officer with the labour capacity of officer at On duty Education of Young fellow and Athletics of Regency of Tulang Bawang, biggest link from variable of pembentuk of leadership style is dimension telling, while smallest dimension from variable of pembentuk of leadership style is dimension selling. While biggest dimension of its influence variable Motivate the officer that is motivate the eksternal and smallest that is internal motivation. Pursuant to research result, can be opened by that if leadership style and motivate the good job hence will be happened by the make-up of labour capacity at On duty Education of Young fellow and Athletics of Regency of Konawe North.

Abstract

Professionalism Influence And Motivate The Job of To Effectiveness of Service of Society Health of Public Service Body of Area of Hospital of Regency Tulang Bawang. Problem of this research is : (1) Whether Professionalism have an effect on to Effectiveness of Service of Society Health of Public Service Body of Area of Hospital of Regency Tulang Bawang, (2) Whether Motivation Work to have an effect on to Effectiveness of Service of Society Health of Public Service Body of Area of Hospital of Regency Tulang Bawang, (3) Whether Professionalism and Motivate the Job have an effect on to Effectiveness of Service of Society Health of Public Service Body of Area of Hospital of Regency Tulang Bawang.Research Method used in this research is survey the. Research population as much60 officer people of Public Service Body of Area of Regency Tulang Bawang. While sampel that is as much 60 total or sampel people. Research variable is Professionalism ( X1) and motivate the job ( X2) as free variable and also service effectiveness is variable trussed Y Pursuant to research result indicate that there is good Influence signifikan of professionalism and also motivate the job to service effectiveness of Public Service Body of Area of Hospital of Regency Tulang Bawang. Pursuant to data processing result, that contribution of professionalism variable and motivate the job to service effectiveness, be at the category enough but not yet optimal. The mentioned happened by because not yet the existence of regulation applying in an optimal fashion, so that officer not yet felt there is coherent dubious to officer which impinge the officer order applied At Public Service Body of Area of Hospital of Regency Tulang Bawang.

Abstract

The problems in this study are: (1) There are still a lot of each Regional Apparatus Organization (OPD) that does not pay enough attention in submitting their performance data reports when it comes to the drafting team. (2) Data for filling in Key Performance Indicators (IKK) from each Regional Apparatus Organization (OPD) still contains data that is not filled in or does not match.This study uses a descriptive research method with a qualitative approach. This aims to determine the events or facts, phenomena that occur during descriptive research with data collection techniques in the form of interviews, observation and documentation using research instruments as interview guides to several informants who have been determined and the main data source in this study using Snowball Sampling.The results showed that the implementation of the compilation of regional government administration reports (LPPD) in the implementation of development in the city of Metro has been running based on the stipulated government regulations. The supporting factors for the Implementation of Regional Government Administration Report Preparation (LPPD) in the Implementation of Development in Metro City come from communication and resources, and the inhibiting factors come from the disposition and structure of the bureaucracy.
