Abstract

Penelitian ini dilatarbelakangi adanya Pemilihan Presiden 2019, yang diselenggarakan pada tanggal 17 April 2019. Dalam upaya memperkenalkan dua pasangan kandidat, Komisi Pemilihan Umum sebagai penyelenggara Pemilu mengadakan acara Debat Capres 2019 yang ditayangkan langsung di televisi secara nasional. Tayangan ini dapat memberikan informasi kepada calon pemilih, khususnya pemilih pemula yang baru mendapatkan hak pilihnya. Tujuan penelitian ini adalah untuk menguji seberapa besar tingkat motif dan tingkat kepuasan pemilih pemula siswa MAN 2 Garut dalam menonton tayangan Debat Capres 2019 di televisi. Metode penelitian yang digunakan pada penelitian ini metode deskriptif kuantitatif untuk menganalisis data yang telah terkumpul melalui pengumpulan data berupa kuesioner. Responden penelitian ini adalah pemilih pemula kelas XII MAN 2 Garut angkatan 2018-2019 yang berjumlah 97 orang, dengan teknik pengambilan sampel yaitu sensus. Instrumen pernyataan yang digunakan sebanyak 40 pernyataan dari dua variabel, variabel motif dan variabel kepuasan. Hasil penelitian menunjukkan bahwa tingkat motif pemilih pemula dalam menonton tayangan Debat Capres 2019 adalah sangat tinggi. Hal ini dibuktikan dengan rata-rata skor 392,4 antusiasme terhadap motif informasi. Sedangkan tingkat kepuasan pemilih pemula dalam menonton tayangan Debat Capres 2019 memiliki kriteria sangat tinggi, artinya pemilih pemula MAN 2 Garut dapat mengetahui seni dalam berpolitik ataupun berdebat setelah menonton tayangan Debat Capres 2019 di televisi. Maka didapat skor mean variabel Motif (X) atau GS (Gratification Sought) atau kepuasan yang dicari yaitu 330,2 dan skor mean variabel Kepuasan (Y) atau GO (Gratification Obtained) atau kepuasan yang diperoleh yaitu 317,8.

Abstract

The main problem in research is that the quality of library management services at the University of Tadulako is not yet optimal. This study aims to study and analyze the library service quality strategy carried out by library officials at Tadulako University. This research was conducted using a mixed method, through two approaches namely quantitative and qualitative (mix method). The data collection is done through questionnaires, participant observation, and interviews. The results of the study found that the quality of library services is largely determined by the completeness of facilities and infrastructure, reliability, responsiveness of officers, the ease of service processes and security guarantees while in the library building. This study concludes that in order to improve the quality of library services, it is needed a strategy to improve the quality of services based on information technology (IT). The strategy that needs to be done to improve the quality of library services is the service diversification strategy, which is a strategy that focuses on optimizing the use of force to reduce threats.

Abstract

According to its goals, the Village Fund Policy is successful if it improves the health of rural people and promotes equitable village growth. The aim of this analysis is to investigate and evaluate the factors that contribute to the successful implementation of the Village Fund policy in Sumedang Regency, as well as the strategies that can be implemented. The researchers used observational research techniques in conjunction with a case study approach. This approach was selected in order to gather reliable data for the purpose of identifying important factors affecting the Village Fund strategy. The findings indicate that a variety of factors contribute to the policy's progress in Sumedang Regency, including the affected priorities, the benefits provided, the required degree of improvement, the role of policymakers and program implementers, the resources deployed, and the power and strategies of the actors involved. Institutional characteristics, as well as conformity and responsiveness. However, it is well established that the resource element has been underutilized, with the village relying entirely on funding sources from the Village Budget, the Village Fund Allocation, and other profit-sharing funds for government administration, growth, and community empowerment.

Abstract

Tujuan dari penelitian ini adalah untuk mengukur berapa besar pengaruh pentingnya kepemimpinan autentik sebagai alternatif kepemimpinan disekolah untuk meningkatkan kinerja guru dalam mewujudkan efektivitas program pembelajaran. Metode deskripsi analisis adalah metode yang digunakan dalam penelitian ini dengan teknik observasi,survei,wawancara,dan studi dokumentasi,responden penelitian ini yaitu tenaga pendidik dan kependidikan MI Al-Khoiriyyah 1,2,3 dan 4 Karangpawitan Garut sebanyak 54 orang. Kepemimpinana utentik kepala madrasah berpengaruh positif terhadap kinerja guru dan efektivitas program pembelajaran. Kesimpulannya dari artikel ini bahwa hasil perhitungan ini menunjukan efektivitas program pembelajaran di MI Al-Khoiriyyah 1,2,3 dan 4 Karangpawitan dipengaruhi banyak faktor lain yang sangat dominan selain factor kepemimpinan autentik kepala madrasah. Diantara faktor-faktor tersebut adalah faktor internal (dalam diri murid itu sendiri), faktor lingkungan,dan factor instrumental input (kurikulum,sarana prasarana dll). untuk mewujudkan efektivitas program pembelajaran semua warga sekolah harus bias mengkaji faktor internal dan eksternal yang bias meningkatan efektivitas program pembelajaran.

Abstract

This research was started by a phenomenon that indicates the optimal quality of licensing service implemented by the BPPT-PM Majalengka Regency. The strengthening of the problem can be seen from public complaints related to the service process provided by the apparatus. Therefore, the researcher focuses on researching the realization of service quality at BPPT-PM in the MajaLengka District. The purpose of the study, among others; first, to examine and analyze the quality of service, secondly, to examine and analyze the factors that determine and cause the quality of service has not been adequate. Third, reviewing and analyzing alternative strategies for the realization of quality of service to run effectively. While the design of this research analysis using a mixed-methods approach through the sequential explanatory model. The study results found that the realization of the quality of business licensing services at BPPT-PM Majalengka District has not entirely run optimally. The results also found the factors that determine the success of realizing the quality of business licensing services on BPPT-PM Majalengka District, among others; Tangible, Reliable, Responsiveness, Assurance, Empathy. In addition to the five factors, the researcher also found one other factor (another dimension) related to the quality of licensing services at BPPT-PM Majalengka, namely; dimensional synergies. The birth of this dimension, academically, and the findings of a new concept in this dissertation research or often known as a novelty. At the same time, the factors that inhibit the realization of the quality of licensing services in BPPT-PM Majalengka District include limitations of online-based service facilities, limited parking area, uncomfortable waiting room, worship place, and little clean room not yet built a proactive and innovative work culture. Therefore, the empirically generated strategy is in the position of the quadrant to me. This position implies that to realize the quality of licensing services within the BPPT-PM, the Majalengka regency needs new alternative strategies to support the process of realizing the quality of service. While the strategy in question is an aggressive strategy (offensive), a development strategy about the situation is very good because there are forces utilized to seize opportunities that benefit.

Abstract

This study wants to examine how the Tadulako University library can improve its services to users through the development of a strategic plan. It aims to: (1) study and analyzes the quality of services using Tangible dimensions measurement methods (physical appearance), Reliability, Responsiveness, Assurance, and Empathy in the management of services at the University Tadulako; and (2) find strategies to improve the quality of services in the Tadulako University library management. The quantitative and qualitative (mix method) approaches are used in this study to obtain comprehensive, valid, reliable, and objective data. The service quality model uses the Servqual by Zeitham et al. In addition, a descriptive analysis approach is used to provide a description of the research subjects based on variable data. The number of samples is 397 people determined using the Slovin formula, with proportional sampling techniques. The data analysis technique used is the Mathew B. Miles and A. Michael Huberman analysis model. The data validity techniques used include (1) extension of participation; (2) perseverance/grace; and (3) triangulation. Testing research data through validity testing uses product-moment correlation, while reliability testing uses the Alpha-Cronbach method. Data collection techniques used are questionnaires, participant observation, in-depth interviews, documentation, and triangulation. The results of this study show that to improve the quality of service it needs to consider five dimensions of Servqual such as facilities and infrastructure that support service performance, reliability, and responsiveness of officers in serving and helping users who need information quickly and accurately. Providing guarantees of ease in the service process and security guarantees in the library building. The strategy for developing the external environment is done by giving library staff the opportunity to participate in education and training on libraries, collaboration with other universities, improving the quality of IT-based services, and making libraries centers of information for users. While the development of the internal environment is done by improving the quality of library service systems, optimizing the addition of facilities and infrastructure such as update collections, and providing the appropriate formation of human resources in the library so that service can be optimized. A research novelty is an information packaging dimension that supports the improvement of online-based library service quality systems

Abstract

The main problem in this research is that the policy/program of Regional Health Insurance Based on Family Cards and Population Identification Numbers has not been effectively implemented in Bekasi City. The research method used by the researcher is descriptive analysis with a qualitative research approach. This method and approach was chosen with the consideration that it is hoped that real data can be obtained and are able to examine the research problem in depth so that the expected results can be obtained. The results of the study can be explained that there are factors in implementing the Bekasi City Regional Health Insurance policy, namely standard factors, policy measures and objectives, policy measures and objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations and activities. - implementation activities, and the social, economic and political environment. However, in its implementation, these factors have not been fully implemented effectively, namely the policy resource factor and the characteristic factor of the implementing agency so that there are still problems encountered related to the implementation of the Regional Health Insurance policy. This of course also has not been able to provide the best way in providing quality public services, especially with regard to the Regional Health Insurance Program for the Community Based on Family Cards and Population Identification Numbers.

Abstract

The main problems in this study are directed at the model of the implementation of the Regional Spatial Planning policy in practice has not run effectively in realizing sustainable urban development in Banjar City. The research method used by researchers is descriptive analysis, while the type of approach used in this study is qualitative. Descriptive analysis method aims to describe complex social reality by applying concepts that have been developed in social science / public administration. Whereas the qualitative approach was chosen with the consideration that this approach is expected to obtain true data and be able to examine research problems in depth so that the expected results can be obtained. The results of the study can be stated that there are factors that lead to the implementation of the Regional Spatial Plan (RTRW) policy in realizing sustainable city development in Banjar City can run effectively, namely Policy standards and objectives, Resources and incentives, The quality of inter-organizational relationship , The characteristics of implementation agencies, the economic, social and political environment and the 'dispositon' or response of the implementers. However, based on the results of the research, these factors have not been entirely effective. The factors that have not been implemented effectively are the Policy standards and objectives and the "dispositon" or response of the implementers. Therefore there are still problems faced with regard to the Regional Spatial Planning (RTRW) policy, so that it has not been able to provide the best way to regulate, make the best use of spatial planning in the region by considering the level of needs, especially the development sector in urban areas. Disamaping also the results of the study suggest that there is a model in implementing the Regional Spatial Plan policy in realizing sustainable city development in Banjar City, namely synthesis / hybrid models by elaborating the interests of the Central Government, Provincial and Community Participation. This means that the RTRW policy both in planning and in its implementation elaborates by involving the Central Government, West Java Province and the participation of the Banjar City community. Although the policy is decentralized, the central and provincial governments still have a stake in controlling and overseeing the policies of the regional layout plan in realizing sustainable urban development in Banjar City.

Abstract

Apalagi didukung dengan emosional yang menyangkut keagamaan sehingga menyebabkan pelanggaran moderasi beragama. Tujuan penelitian ini untuk menjelaskan tentang penyuluh agama sebagai agen moderasi beragama dalam mengenal khalayak, menyusun pesan, menetapkan metoda, dan penggunaan media. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan teknik observasi, wawancara mendalam, studi kepustakaan dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi peyuluh agama sejalan dengan 4 tahap strategi komunikasi yaitu 1) mengenal khalayak pada aspek kondisi pengetahuan melalui pendekatan dengan tokoh masyarakat dan karakteristik masyarakat; 2) menyusun pesan pada aspek attention menjabarkan pentingnya moderasi beragama, memperhatikan penampilan menarik, kisah hidup Rasul, pada aspek desire menjadi masyarakat moderat, pada aspek action mencari titik permasalahan, diskusi, peta dakwah, sosialisasi, monitoring, dan bekerjasama dengan kepolisian; 3) Menetapkan metoda pada aspek redundancy Al-Qur’an, meniru K.H Ahmad Dahlan, improvisasi, dan penguatan materi, pada aspek canalizing pencucian otak, mengasingkan diri, masyarakat moderat, pada aspek informatif melakukan dialog, pada aspek persuasif mengajak dan mempengaruhi pola piker; 4) seleksi dan penggunaan media pada aspek kebutuhan khalayak pada aspek kebiasaan khalayak dengan menggunakan  media sosial serta Bulletin Khutbah Jum’at sebagai fungsi atau bagian dari strategi komunikasi.
