Abstract

This research was conducted in Kreo Sub-watershed in Semarang and aimed toexamine the difference of soil physical characteristic in various land utilizationtypical and to examine the relationship among soil physical characteristic, soilcover and trees stand conditions to infiltration capacity. In this research, thepicking out of the soil specimens and the test of infiltration was conducted in 10(ten) kinds of land utilization in the same condition of slope, soil, land use, anddistribution of precipitation. The result of this research showed that there is asignificant difference among the condition of the texture, the porosity, and thepermeability, whereas the organic matter and the early capacity of water have nosignificant difference. Whereas adequate correlation was found among thepermeability, the early capacity of water and the soil cover condition, mean whilethe trees stand condition, the texture, the organic matter, and the porosity have nostrong correlation with infiltration capacity.

Abstract

Fire is one of the hazards that often occur in urban areas. Many Indonesian cities usually lack of adequatepublic facilities and infrastructures, including facilities of fire hazard. It is important to reduce the risk of firehazard by optimizing the location of fire stations as facility of emergency around the city, so that the impact oflosses can be reduced. For this, defining the location and distribution of fire station should be well considered.This paper aims to discuss the development of an optimization model for fire stations’ location, developed basedon the actual quantity of flammable material, building density, accessibility and the road classes, as a networkanalysis model of Geographic Information System (GIS). In order to observe whether the developed model canwork well, Semarang City is selected as the case study.The application shows that the developed model is satisfy and is able to represent 77.29% of the real conditionof the road network. It is also revealed that the fire stations of Semarang City just presently cover 34.32% of itsarea. Therefore, it is suggested to add six new fire stations, located in Kecamatan Ngadirejo, Tlogo Mulyo,Sambiroto, Pudak Payung, Jatingaleh, and Gunungpati.

Abstract

Building permit (Ijin Mendirikan Bangunan/IMB) is one of the development control mechanism inIndonesia that allows people to develop their land. The idea in using this permit to control developmentmay come from a reasonable thought, i.e. managing building as the core of urban development will be ableto create a proper urban planning. Therefore, as one of control system, building permit has to followregulations that have been determined by the authority.Concerning the issue above, Surakarta’s municipality has determined a bundle of regulation functioned asguidance for permit decision into a municipal regulation (Peraturan Daerah/ Perda) as well as conventionregulation. That regulation control Building Coverage Ratio (Koefisien Dasar Bangunan/KDB), FloorAverage Ratio (Koefisien Lantai Bangunan/KLB), Set Back Building (Garis Sempadan Bangunan), andBuilding Height. Unfortunately, the implementation of that regulation is frequently questioned because theprocedure and the phenomenon of building permit which has been issued by the local government was noteffectively implemented. Hence, this study aims to answer the question on to what extent the buildingregulation has been used in controlong urban land development in Surakarta.This study uses comparative and qualitative descriptive analyses. The first analysis aims to observewhether that regulation have been considered in issuing a building permit. The second analysis is used toidentify how the factors above influence the implementation of that regulation. The triangulation techniquethat combines desk study, interview with the apparatus, questioners for IMB owners, and direct observationwas used to collect the data.The result of study shows that building permit was not issued based on the available regulation andmoreover not considered as a preventive action to control land development. The deviation between thedetermined ragulation and the building permit issued was affected by some factors, e.g. bureaucracysystem that does not use them as a control function to integrate permit decisions, low commitment of localgovernment staffs in controlling land development, and political intervention from its higher level of localgovernment authority. To overcome these problems, a brief regulation and a punishment mechanism arecertainly needed. Besides, improvement of apparatus quality, optimization of coordination and watchingsystem in building permit process are supposed to be able to support urban land development.

Abstract

Indonesia is one of the countries that has the potential of natural resources other than agriculture, namely mining, especially gold. Gold mining without permits is one of the mining activities which results in a decrease in the quality of the surrounding environment, especially land. The purpose of this study was to look at the land damage that occurred as a result of unlicensed gold mining activities around the Singingi River in the massive Kuantan Singingi Regency in the past two decades. The method used in the analysis is the scoring and overlay method, the data used are Landsat 5 TM and Landsat 8 OLI which are processed using the supervised cllasification method and digitized on screen. Furthermore, as comparative data, surveys and interviews are carried out and utilizing high resolution image data from SPOT images and google earth. The results of this study were found that there was a change in land use from other land uses into unlicensed gold mining land covering an area of 2,680.03 Ha from 2006 to 2018. Then a land damage map with three parameters was produced, namely vegetation density, mine life and type of tailings . Land with a high level of damage covering 699.34 ha, moderate damage 1,501.04 and low damage 479.65. The largest area of land damage occurs in Sungai Paku Village and the smallest village is Pulau Padang.

Abstract

Drought in Bima regency is an annual phenomenon that always happens every year and its handling is still short-term. Therefore, there needs to be a monitoring and analysis of the drought risk factors so the drought risk mapping can be conducted to plan the drought mitigation. This research aims to develop the drought risk mapping model with Geographic Information System to find out the drought risk level in Bima regency based on the relevant variables. The drought risk model used as the basic of the research is the intersection between hazard and vulnerability, which are the basic models in disaster risk study. This research uses spatial approach with quantitative method which uses statistic indicator to measure and compare several variables. The data was collected by using institutional and literature survey. The data used was secondary data. The data analysis technique used was scoring analysis, weighting, and map overlay. The result of drought risk mapping model in Bima regency was classified into 5 classes, dominated by the Middle Class. The width of the classes consequently from the highest to the lowest are: Middle ±223.232,40 ha, Middle Lower ±136.414,29 ha, Middle High ±47.971,49 ha, Low ±10.962,28 ha dan High ± 1.776,53 ha. Then the model validation was conducted through field survey, with the validity result at 83,61%. The result shows that the modeling was good enough in analyzing the drought risk spatially. For further development, it is recommended to notice the used risk model, data using, analysis unit for each parameter, and the validation that will be used.

Abstract

The development of a new highway gives an indirect impact on socio-economic changes for people living in proximity. In the short term, the socio-economic growth will be represented from the changes in economic activities. The Salatiga Southern Ring Road has a vital role as a connector between the Northern parts of Central Java Province and the Southern parts of it. The Salatiga Southern Ring Road is a new highway which lays at Salatiga suburbs dominated by agricultural area which less developed compared to the downtown area. The existence of the Salatiga Southern Ring Road is expected to bring some influence on the regional development. The research scope is limited on the microeconomic context which focuses on the changes of economic activities of people on utilizing/exploiting the resources after the completion of the highway construction. The result shows that the socio-economic changes in Salatiga Southern Ring Road is less significant because it happen sporadically. The highway development has only contributed on the increasing accessibilityof a certain area while the socio-economic changes is an individual decision which is affected by lots of different factors on each places.

Abstract

Congestion in Cibinong areas is mainly caused by highly vehicle usage, while the supply of  road network is very limited. therefore it is needed a modal shift from private vehicles and optimizing the role of mass public transport (railway). This study aims to determine the modal choice of Pabuaran community, after the operational of commuterline (KRL) lane Nambo (Cibinong) - Citayam - Jakarta. This study uses a simple descriptive method to identify the factors that influence the mode choice of Pabuaran community, crosstab analysis method to identifying the movement of population, and binary logistic models to analyze the probability  the change transport modes of Pabuaran community. The result of this study show that the probability of  potential users for using commuterline are 91%, it is influenced by several factors such as the distance of the settlement to the station, travel time, travel expenses, employment status and the existence of public transport/feeder to the station. The improvement of railway services in Cibinong station such as an increase in the frequency, timeliness, travel time, expected to attract the community to using rail services in their activities.

Abstract

Upstream Gajahwong Sub-Watershed included in Yogyakarta Urban Agglomeration Region and regional development of tourism that utilizes the beauty of the slopes of Mount Merapi also the support accessibility (Solo-Magelang-Semarang road; this condition is assumed to be the cause of landuse changes, followed by vegetation land shrinkage. The shrinkage’s result is water catchment areas reduction that disrupts the Sub-Watershed hydrology function. One of indication is the increasing flood discharge that can be seen from the changes in surface runoff and peak flow rate. This research aims to assess the impact of landuse change on surface runoff and peak flow rate in Gajahwong Sub-Watershed using a quantitative method that consists of spatial and mathematic analysis with SCS and Rational Method. The results showed that the landuse changes impact on increasing surface runoff and peak flow rate. The surface runoff in year 2002 amounted to 3.073 mm with a peak flow rate of 98.02 m³/sec then increased to 3.901 mm with a peak flow rate of 101.65 m³/sec in year 2011. The landuse changes that occur tend to built landuse which was followed by vegetation shrinkage and impact on the increase in surface runoff and peak flow rate. Predictions in year 2031 also showed an increase in surface runoff and peak flow rate, if there is a tendency of landuse changes linearly as landuse changes in year 2002 – 2011. Alternative analytical efforts to handle surface runoff and peak flow rate showed that by combining the development of Green Open Space with water conservation technology (Biopori and Infiltration Wells) can reduce surface runoff and peak flow rate.

Abstract

According to the Law No. 32 in 2004 on Regional Government and Law No. 4 of The Coal and mineral mining, the governments have rights to take policy relating to areas of tin ore mining PT Timah Tbk, as a state-owned company (BUMN) engaged in tin mining in the Bangka Belitung Province, must implement the post mining reclamation program in the former tin mining operations. Merawang subdistrict is one of the operational area of tin mining in Bangka Belitung Province, which effort by PT Timah Tbk. This research used techniques of  descriptive and quantitative analyze. the level of effectiveness was ineffective and most ineffective. External and internal factors influence effectiveness program still so far is called  effective.
