Abstract

Kota Semarang merupakan salah satu kota yang berpotensi dalam pertumbuhan sektor ekonomi. Di Kota Semarang terdapat sembilan kawasan industri yang potensial, salah satunya Kawasan industri Wijayakusuma. Pertumbuhan sektor ekonomi yang pesat menjadikan masyarakat berminat untuk bekerja sebagai buruh industri dan bermigrasi di sekitar kawasan industri. Masalah yang dihadapi oleh buruh industri Wijayakusuma adalah buruh industri belum mampu menjangkau tempat tinggal layak huni yang disediakan secara formal. Akibatnya, banyak buruh industri yang belum memiliki rumah hak milik, tinggal di rumah kontrakan atau kos-kosan, terdapat permukiman dengan kepadatan tinggi di sekitar Kawasan Industri Wijayakusuma dan memiliki kualitas lingkungan permukiman yang rendah. Berdasarkan pada penjelasan permasalahan tersebut, maka perlu diadakan suatu penelitian yang bertujuan untuk mengidentifikasi karakteristik hunian dan lingkungan hunian buruh industri yang dihuni saat ini Metode yang digunakan adalah metode campuran (mix method) dimana terdapat penggabungan antara metode kualitatif dan kuantitatif. Teknik analisis yang digunakan adalah analisis deskriptif kuantitatif, analisis deskriptif kualitatif dan analisis skoring. Hasil dari penelitian ini adalah dapat diketahui bahwa buruh industri yang sudah memiliki hunian hak milik adalah 36% sedangkan 64% lainnya masih tinggal dengan keluarga atau kerabat, tinggal di rumah kost maupun rumah kontrak.

Abstract

A development that implements the concept of participation, involves the people in planning process, implementation, and also control the development program. In relation with implementation of participatory on development process, the Indonesian Government actualized it on PLP-BK program. PLP-BK is a spatial management program that implemented in rural or village. This program develops social capital in community level, particularly the established local institutions. Local institutions have an important role in the planning, implementation, control of this program, and also as a community representatives. The importance of local institutions on PLP-BK becomes the background of this research.The goal of research is to examine the role of local institutions in the implementation of PLP-BK at Ngroto Village, Cepu Sub-Regency, Blora Regency, Central Java. The goal is achieved by use a qualitative approach that called case study research. The analysis method are using qualitative description and domain analysis. The result of this research can explain the institutionalization process of spatial management in Ngroto. This process is mixing new values from the outside (i.e.spatial management) with local values in Ngroto through the roles of local institutions. The sustainability roles of local institutions is needed to achieve the result of this process, is called “pranata penataan ruang”. Therefore, the  researcher give a strategy and some actions to achieve the sustainability roles of local institutions in Ngroto, are: capacity building of local empowerment agent, partnership development, and preserve some local institutions. These actions to keep ongoing the institutionalization process in community level, although PLP-BK has ended at October 2012. Thus, community self-reliance can be achieved to realize the goal of spatial management in Ngroto

Abstract

Seiring dengan perkembangan pembangunan dan meningkatnya urbanisasi di Kota Semarang, rumah menjadi suatu kebutuhan utama. Kota Semarang merupakan ibukota Jawa Tengah dengan aktivitas pereknomian yang cukup tinggi. Salah satunya aktivitas perindustrian yang menyerap banyak tenaga kerja buruh.Dengan latar belakang kondisi sosial ekonomi keluarga, aktivitas pekerjaan, dan kondisi bermukim buruh industri, penelitian ini bertujuan untuk mengetahui karakteristik sosial ekonomi dan fisik hunian, serta tingkat kepuasan bermukim buruh kawasan industri Lamicitra Kecamatan Semarang Utara, Kota Semarang. Dalam penelitian yang dilakukan, penyusun menggunakan pendekatan kuantitatif dan menyebarkan kuisioner kepada 132 responden buruh industri dengan metode simple random sampling di kawasan industri Lamicitra, Kecamatan Semarang Utara.Dari hasil penelitian yang telah dilakukan, terkait dengan status hunian buruh industri, buruh yang menumpang memilliki persentase paling tinggi yaitu sebesar 48%, rumah miliki sendiri sebesar 30%, dan selebihnya sekitar 20% menempati rumah sewa. Sebanyak 48% dari jumlah responden yang bertempat tinggal dengan status menumpang tersebut sebagian besar masih tinggal di rumah orang tuanya. Hal ini tentulah masih sangat wajar jika dilihat dari usia dan status pernikahan yang masih belum menikah cukup tinggi. Jika ditinjau dari tingkat kepuasan bermukim, sebagian besar atau sekitar 34% responden menytakan puas dengan kondisi hunian mereka dan 29% menyatakan biasa saja. Sebanyak 51% responden menyatakan sudah sangat puas dengan kondisi hubungan bertetangga yang ada di hunian mereka dan selebihnya menyatakan biasa saja dengan persentase 25%. Kondisi ini tentu juga tidak lepas dari responden yang secara umum merupakan penduduk asli wilayah tersebut.

Abstract

Bandar Aceh Darussalam as tamaddun city in the tip of Sumatera Island and capital city of 17th century Islamic Aceh Sultanate, was a strategic coastal city. It had sloping beach and bays and was surrounded by mountains with rivers flowing through the city. Its wetlands-based urban development was reflected in the design of urban space structure and key elements of the city. It becomes inspiration for developing modern ecological city since 17th century Islamic cities in archipelago of the East is rarely studied. This research aimed to study the spatial concept of Bandar Aceh Darussalam. Data was collected by using the method of tracking physical information through ancient maps and field observation of the environment characteristic. It was found that the ecological character of the city seemed to be affected by the existence of integrated natural features, function and the role of the city that included Islamic concepts. The main elements of the city reflected the character of civilization in three aspects: the drainage system i.e. cut and fill, the scattered and wide empty space, and natural defense system. The concept of harmony between urban development and city’s ecological character was shown in the design of urban landscape.

Abstract

This research was conducted by the phenomena of Jakarta Regional Government's policy on city planning, which reduces slums by relocating residents in illegal slum areas. The relocation was excellent, resulting in revitalization of illegal slum area while restorating its function as green spaces, water catchment area, and river engineering to reduce annual flood which was an annual disaster in Jakarta. The relocation was executed around Pluit Reservoir, Fish Market, and KaliJodo, where slums were relocated to Rusunawa, a government-subsidized flats in Jakarta. Rusunawa Marunda is one of them.This study aims to determine the resident preferences in occupying Rusunawa Marunda. Points to be analyzed are 1) Physical characteristics of Rusunawa Marunda, 2) Resident characteristics of Rusunawa Marunda, 3) Occupants' preference to stay in Rusunawa Marunda. Characteristic identification of the residents were analysed using mixed method with sequential transformative strategy. Several chosen variables were analyzed using Crosstab analysis to find correlations between indicators. The occupant preference factor were analysed using descriptive analysis of quantitative and analytical weighting (Likert). A comparation between low income occupants (MBR) and the general occupants (non-MBR) shows that the level of preference of these two type of inhabitants are very diverse, as physical quality and settlement in Rusunawa is better and more comfortable than their home before. However, social significant changes on residents do occur after occupying Rusunawa especially in wealth aspects, where new residents who do not have permanent jobs, lack of education and skills are forced to change profession and had to find new source of income. Thus, becoming a major influence in the reduction of family income.

Abstract

The increase of population affects the amount of household waste generated by the community, increase the amount of garbage adds to the burden of government in the management of household waste. Movement Program Clean, Healthy and Independent (Motion Bersemi) is a program that is engaged in the waste which aims to reduce the amount of waste households with 3R principles, one of the pilot areas program Motion Bersemi are in Griya Prima Lestari Munthe (GPL Munthe) Sangatta East Kutai Regency. This research was conducted in order to identify the forms and levels of community participation in stages in four stages, to analyze internal and external factors affecting the level of community participation in all stages and analyze sustainability Bersemi Motion program. The method used in this research is quantitative method with the number of respondents 83 people. The study concluded the level of participation is influenced by internal and external factors which consisted of age, the status of the house, the number of in habitants of the knowledge society, the role of government, the role of community leaders, the private sector's role and the role of community groups (RKPL). Sustainability “Gerak Bersemi” program in terms of social, economic and environmental prospects to continue to be run and developed. “Gerak Bersemi” program can gradually overcome the problem of solid waste. To sustain “Gerak Bersemi” Program and increase public participation is still required the participation of government, private and community mobilization groups to motivate the public about the importance of waste management by means of 3R. To speed up the East Kutai free from garbage problems the government should immediately extend the implementation of the program throughout the territory Bersemi Motion City Sangatta.

Abstract

Pekalongan City is one of the city in Indonesia who got the trust from the Ministry of People Housing to fulfill the needs of the livable housing for low incomes people through Rumah Inti Tumbuh (RIT). To enable low-income people access the formal housing, Pekalongan Government partnered with local institutions and low-income people itself. The purpose of this research is to examine the partnership system between local governments, local institution, and the community in fulfilling the needs of the livable housing for low incomes people which occurred in Pekalongan City. This research used the qualitative approach with in-depth interviews, observation method, field, and documents study. Analytical techniques used was qualitative descriptive). The research results obtained that the houses fulfillment mechanism system in the Pekalongan City cannot be released from the aspect of the provision of land and public facilities, low income communities selection of administration and finance, development stage by developing cooperative role as a developer of housing, and financing by utilizing Credit development/self help home improvement micro subsidized from the Ministry of People Housing. As for the pattern of the partnership the partnership model form composed mutualisme when juxtaposed with the partnership of the theory of Sulistiyani (2004: 131).

Abstract

As we know, relocation is one kind of alternative solution to pull squatters problem out which are unsuitable for urban. Relocation is not only to move a place to stay society to the new better place, but for the independency for that society itself. Relocation is a prosses to make that society’s life to be suitable and capable in the new settlement. Relocation which carried out all the Kali Semarang to Kampung Sendang Indah Semarang in the end of 1980 be used as the background to see how far the relocation program has been done can give an impact to the society’s alteration either directly or indirectly. Analization thecnic which used are description analysis, qualitative analysis and quantitative analysis by grouping bassed on the certain criteria by using crosstab analysis thecnic. Research was doing by interviewing the society concerning the extent changes that happen either physical aspects and socio-economic. Research was doing by interviewing the respondent from 3 generations that are staying in the Kampung Sendang Indah. Each generations seen on the development of the public life in the relocation from 3 generations. The research’s result is a comparison from the characteristics of socio-economical society Kampung Sendang Indah whom are stayed for 3 decade in the relocation seen by society mobility toward their move preferences. Their move preferences can be used as the reference changes in the socio-economic community itself.

Abstract

Housing is a right for everyone, especially low-income people and civil servants. However, based on The Ministry of Public Housing, 30.8 % of the total numbers of civil servants in Indonesia did’t have a home. They just a ride and rent a house. To overcome these problems, the government has cooperated with stakeholders to provide cheap, subsidized housing and made the subsidy policies to low-income people and  civil servants. However, based on fact, 16 % of civil servants class I and II, Diponegoro University haven’t own a home and 64 % of them living in informal housing. Why?

Abstract

The level of satisfaction settled homeowner satisfaction rated based on the condition of the residence and its surroundings are influenced by socio-economic characteristics of residential homeowners. This study was conducted to determine the relationship of socio-economic characteristics with the level of satisfaction in living a simple homeowner in Perumahan Tamansari Bukit Mutiara Balikpapan. The results of the study showed that a simple house is not owned by the people of the lower middle. This is shown on the socioeconomic characteristics of a simple homeowners aged between 35-40 years, S1 educated, worked as private employees with an income of 5 to 7.5 million dollars permonth. Meanwhile, homeowners who are elderly feel less satisfied living in a residential neighborhood because of the lack of activity that involves local people. Simple homeowner satisfaction with their home have been met because the home is already renovation with addition of space that is based on the level of need. Socioeconomic characteristics that influence satisfaction settle the residence include age, education, occupation and number of occupants. Satisfaction simple homeowners against residential neighborhood is met because the residental location of flood -free, guaranteed security and quiet environment. Socioeconomic characteristics that influence satisfaction settled on the environment include residential status, age, education, income and long lived.
