Abstract

The existence of the delegation of governmental authority to the regions in the era of autonomy and decentralization has a logical consequence in which the Regional Government is required to have adequate sources of funding, to assume responsibility for governance in ensuring regional independence and welfare. The implementation of regional governance is directed at efforts to empower the community (civil development) so that they are able to manage their resources according to local interests, priorities and potentials. So that the regions will be more advanced, independent, prosperous and competitive in the implementation of government and regional development. One of them is in the agricultural sector.               This study aims to describe the evaluation of agricultural guidance and counseling programs in Bungaraya District, Siak Regency in 2019 and describe the inhibiting factors for evaluating agricultural guidance and extension programs in Bungaraya District, Siak Regency in 2019. This data collection technique was carried out by interview and documentation. The method used in this research is descriptive qualitative.               The results showed that the success of the program implemented by UPTB PP Kampung Kemuning Muda, Bungaraya Subdistrict, Siak Regency in the form of counseling and coaching based on previously made objectives has benchmarks, where benchmarks are achieved properly by the resources managing them. With these benchmarks, it is necessary to evaluate the counseling and coaching carried out by the UPTB PP Kampung Kemuning Muda, Bungaraya District, Siak Regency. The success of the evaluation of the extension and guidance program policies carried out by UPTB PP Bungaraya Subdistrict together with related agencies, still encounters several obstacles, these internal and external obstacles come from the farmers / farmer groups themselves. The inhibiting factors for the evaluation of agricultural guidance and counseling programs in Bungaraya District, Siak Regency consist of external factors and internal factors. Internal factors in the limitations of the inadequate agricultural guidance and extension program (number and capacity) then external factors related to the importance of the availability of facilities and infrastructure for the Agricultural Development and Extension Program in the prevailing laws and regulations. Keywords: Evaluation, Development and Agricultural Extension

Abstract

The implementation of regional autonomy in Indonesia is manifested in the form of delegation or handover of central government authority to regional governments, approved in Law Number 22 of 1999 which has been amended by UU Number 32 of 2003, concerning regional government. In the request for fiscal decentralization, it has been enacted since January 1, 2001, applied pursuant to UU Number 25 of 1999, concerning financial balance between the central government and regional governments. However, the aforementioned Law (UU No. 25/1999 and UU No.22 / 1999) does not regulate the distribution of duties on the provision of public goods (public services), for example, in the education and health sector, so that it can be announced about the spending authority allocated to the regions by the central government is delegated authority. Because it applies the principle of "money follows delegation of duties" (the function of money follows) or simply called the use of the budget according to its function, it does not run launched using run in decentralization. The Central Government must pay for expenditure that is the responsibility of the local government. Kerana is the central government responsible for fiscal decentralization in the form of a financial balance between the central government and regional governments. Requesting regional governments that receive fiscal decentralization that has the obligation to produce public goods and public regulations according to the needs of the people in the region As a unitary state (unitary state), Indonesia consists of provinces (states) and regencies / cities (regencies / cities). Then the Riau Province is one of the provinces in Indonesia, which received the financial balance transfer funds. Budget decentralization consists of three categories, namely balance funds, special autonomy funds, and paid funds. All regions receive balance funds through a decentralized proportional policy according to the needs of each region including Riau Province.

Abstract

Adolescence is a period of transition from children to adults, so at this time the search for identity becomes one of the needs to understand oneself and show oneself to others. In the development of technology, the majority of teenagers use social media. This study aims to determine the impact of using social media in case studies of verbal bullying that occur among adolescents. This type of research is a case study research with a qualitative approach. Respondents in this study were social media users, especially teenagers. Data collection techniques using interviews, observations and documents. The data analysis technique uses research data processing by listening, selecting data, analyzing data, analyzing data and concluding results. The results of this study are that the existence of social media has influenced social life in society, one of which has an impact on verbal bullying behavior. Verbal bullying is bullying/bullying that is conveyed verbally, which can take the form of criticizing, shouting, insulting, nicknames, spreading gossip/slander, dropping criticism, invitations and expressions that lead to sexual harassment, and so on and this bullying is the most common. . Parental and peer support helps adolescents to cope with bullying by focusing on developing adolescent interests.

Abstract

The development of the business world has progressed rapidly to encourage increased competition between companies. Building a successful business is not as easy as turning the palm of your hand. Although it is difficult, business actors must be able to manage marketing strategies to determine purchasing decisions for the products/services offered. The purpose of this study is to examine advertising marketing strategies on social media in determining purchasing decisions. This type of research uses a literature study with a qualitative approach. Sources of data are obtained through articles, books, and other documents relevant to the research to help strengthen theories and phenomena of relationships or effects between variables. The qualitative approach emphasizes the aspect of exploring each variable to obtain independent information, placing more emphasis on the quality of the information extracted. The results of this study are advertising marketing strategies on social media influence in determining purchasing decisions. Determination of strategy in marketing related to purchasing decisions explained that technology brought major changes that previously worked manually and had begun to be developed digitally. Lifestyle changes supported by technological developments have an impact on shifting conventional advertising strategies to the digital world at this time, namely on social media which the majority of people use. Suggestions, every change that occurs must be able to be read by business actors to maintain and develop their business. Therefore, the marketing strategy must be planned as well as possible and know the vision, mission, and achievements to be carried out.

Abstract

Pengembangan alat pemanggil ikan khususnya di bidang perikanan jaring angkat diarahkan untuk menemukan alat tangkap yang lebih efektif dan efisien untuk meningkatkan hasil tangkapan dan ramah lingkungan. Penggunaan alat bantu tangkap suara belum pernah digunakan oleh nelayan pengangkat di Sulawesi Selatan. Pengetahuan yang diharapkan adalah membuat alat bantu panggilan suara khususnya ikan pelagis kecil. Dalam penelitian ini, aspek yang diamati: persentase hasil tangkapan yang dihasilkan oleh tiga jenis suara dan menganalisis hasil tangkapan dalam kaitannya dengan Tingkat Kematangan Gonade untuk melihat keramahan lingkungan. Pembuatan alat pemanggil ikan dengan suara kedap air ini dilakukan di bengkel simulasi dan navigasi Politeknik Pertanian Negeri Pangkep, kemudian dioperasikan di perairan Kecamatan Barru – Selat Makassar, dengan alat angkat jaring pada bulan Juni – Juli 2018. Hasil penelitian menunjukkan jenis suara I sangat baik untuk Stelophorus sp dengan persentase Gonade Maturity Lavel I 93%, sound II sangat baik untuk digunakan Sardinella sp dengan persentase Gonade Maturity Lavel IV 12% dan Gonade Maturity Lavel V 93% , sedangkan suara III sangat cocok untuk menarik perhatian ikan kembung (Rastrelliger sp) persentase Gonade Maturity Lavel IV 73% dan Gonade Maturity Lavel V 27%, tetapi sebaiknya digunakan setelah bulan Juli (setelah pemijahan)
