Organizational citizenship behavior (OCB) manifested from employees’ positive-social behaviors that have been getting popular and beneficial to individuals and organizations, especially in the context of nurses in hospitals who are likely to works beyond the call of duties. The current study attempts to measure the mediation effects of organizational learning culture (OLC) and organizational justice (OJ) in the influence of transformational leadership (TFL) toward OCB among nurses. The current study uses questionnaires distributed to nurses in the public hospital, Tuban, Indonesia. A total of 205 out of 208 responses were collected. Then, partial least squares (PLS) were employed to examine the proposed hypothesis. The results reveal that OLC and OJ are significant predictors to promote OCB. Surprisingly, TFL does not show a significant implication on OCB. In addition, the findings of the current research prove that both OLC and OJ completely mediate the relationship between TFL and OCB. This study also proposes that managers have to encourage learning and create a fair environment in fostering employees to exhibit OCB frequently.

Abstract

This research aims at discovering the influence of some antecedent variables, namely apparatus culture, apparatus personality, and regulations, on two endogenous variables of conflict and local government performance during the conflicts between the provincial and regency/city governments in North Maluku. This study employed two research methods. The first was a quantitative data analysis, which served as the primary method, using Structural Equation Model (SEM). The second was a qualitative analysis using an interactive method. The interactive method was carried out with an in-depth study on the interviews with some local figures. Data analysis was done in several stages, i.e.: data collection, data reduction, data display, and data interpretation. The study reveals the following findings. 1) Apparatus culture, apparatus personality, and regulations have a direly and significant impact on the conflict between the local authorities in North Maluku. The relation direction between the three exogenous variables and conflict is negative, which means that low exogenous variables results in more conflicts. 2) The apparatus culture and personality directly and significantly affect government performance. Regulations also directly influence performance, but the influence is not significant. The positive relation direction implies that negative apparatus culture and personality will result in a poor government performance. 3) Conflicts between the local authorities have a direct and significant impact on their performance. The relation between the variables is negative, which means more conflicts will decrease performance. Keywords: Culture, Apparatus, Personality Apparatus, Regulation, Conflict, Performance, Local Autonomy.

Abstract

This study is aimed at the analysis of lifting, oil price, fund revitalization, and government revenues, it is also aimed at the analysis on the effect on oil and gas allocation received by the Local Government. Questionnaires were distributed directly to all census elements in the Office of Mining and Energy from a sample of seven regional districts of oil and gas producer areas in the province of Riau. The result of the analysis found that lifting the price of oil and fund revitalization has positive and significant impacts on government revenues. Lifting, oil price, and fund revitalization have both positive and negatif impact on oil and gas product allocation received by Local Government. II, therefore, can be concluded that lifting, oil prices, and fund revitalization potentially have equal proportion to the change of government revenue and product allocation. Meanwhile, changes in government revenue are inversely proportional to changes in fund revitalization. Due to increasing government revenues, the oil and gas producer regions increasingly consider the injustice of fund revitalization revenue.
